The seat was vacated in March by former Rep. Marcia Fudge who joined the Biden administration as Secretary of Housing and Urban Development. Brown, a Cuyahoga County councilmember and chairwoman of the Cuyahoga County Democratic Party, defeated former state Sen. Nina Turner, who gained national prominence as a top surrogate for Sen. The constitutional mechanism for the impeachment of a federal officer including presidents, vice presidents, and federal judges is laid out in <a href="https://www.law.cornell.edu/constitution/articlei#section4">Article II, Section 4 of the US constitution</a>, which reads, "the President, Vice President and all civil officers of the United States, shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors."The impeachment process begins in the House Judiciary Committee, which drafts and then approves articles of impeachment to be sent to the full House of Representatives by a vote.The House <a href="https://www.businessinsider.com/house-democrats-file-impeachment-inquiry-resolution-thrawt-gop-claims-2019-10">voted to approve a formal resolution</a> outlying the terms and parameters of its inquiry last week, but is still in the fact-finding stage of the process, hearing witness testimony and reviewing documents related to the inquiry. (Officers who are impeached can still be indicted and prosecuted in a court of law.)But according to <a href="https://fas.org/sgp/crs/misc/R44260.pdf">a 2015 Congressional Research Service report,</a> being convicted and removed from office doesn't automatically lead to the "disqualification to hold and enjoy any office of honor." After convicting a federal officer, the Senate must separately vote by simple majority to prevent them from holding a federal office in the future. Rep. Alcee Hastings of Florida, for example, was impeached and removed from his position as a federal judge by Congress, but later elected to the US House of Representatives because he was convicted in committee and the US Senate did not vote to disqualify him from holding future office. To be sure, this scenario is highly unlikely.While the House is controlled by Democrats, it's still not guaranteed that Trump will, in fact, be impeached. It's even less plausible for him to be convicted by the GOP-controlled Senate, which is currently made up of 53 Republicans, 47 Democrats, and two independents that caucus with Democrats. Trump currently benefits from a big "red wall" of 36 GOP senators from states where Trump's approval rating swings more favorably, <a href="https://www.axios.com/trump-senate-republican-defense-impeachment-2b23249b-3552-45e8-bdbd-f1af0f9da707.html">as Axios has reported</a>. Fifteen of those senators are up for reelection in 2020, and an additional 10 senators represent states where Trump's approval rating is underwater but are not up for reelection next year.There are just five vulnerable GOP senators up for re-election next year in states where Trump's approval rating, <a href="https://morningconsult.com/tracking-trump-2/">as tracked by Morning Consult polling,</a> is underwater. As <a href="https://www.businessinsider.com/republican-members-congress-wont-abandon-trump-until-base-does-2019-10">Insider previously reported</a>, Trump's sky-high approval and favorability among the Republican Party and his takeover of the entire GOP apparatus means there is very little incentive for any Republican senators, including the vulnerable ones, to break with Trump knowing none of their colleagues have any reason to do so. An <a href="https://www.nbcnews.com/politics/meet-the-press/nbc-wsj-poll-49-percent-now-back-trump-s-impeachment-n1075296">NBC News/Wall Street Journal national poll</a> conducted from October 27-30 found that 90% of Republicans oppose Trump's impeachment and removal from office. The latest <a href="https://www.prri.org/research/fractured-nation-widening-partisan-polarization-and-key-issues-in-2020-presidential-elections/">2019 American Values Survey.</a> conducted August 22 to September 15 by the Public Religion Research Institute, further found that forty-five percent of Republicans without a college degree and fifty-five percent of GOP respondents who named Fox as their primary news source - two demographics Trump relies on- say there was absolutely nothing Trump could do to lose their support. If Trump's base significantly abandoned him to the point where 20 GOP senators felt comfortable voting to remove him, it's also unlikely that the American electorate would then vote to re-elect him.Trump's re-election would also be contingent on Vice President Mike Pence - who would become president if Trump were removed from office - stepping aside and not running for the Republican presidential nomination. Here's how Trump could be impeached, removed from office, and still win re-election in 2020

<div class="KonaFilter image-container display-table float_right"><div><div class="image">McClineForCongress.comJameel McCline </div></div></div>Democratic Florida congressional candidate Jameel McCline <a href="http://www.sunshinestatenews.com/blog/jameel-mccline-weighs-after-staffer-arrested-after-domestic-incident">issued a statement</a> Tuesday after a woman described as his campaign director, Julie Reiser, was arrested for allegedly breaking into her ex-husband's home, taking two bags filled with his possessions, and pouring beer all over them.
According to local blog Boca News Now, Julie Reiser was <a href="http://bocanewsnow.com/2014/05/18/julie-reiser-charged-with-burglary-criminal-mischeif/">arrested Saturday and charged with burglary, larceny and criminal mischief</a>. The blog subsequently identified Reiser as McCline's "campaign director" and detailed the bizarre circumstances that allegedly led to her arrest.
On Monday evening, Boca News Now published <a href="http://bocanewsnow.com/2014/05/19/made-in-usa-founder-mccline-for-congress-director-reiser-jailed/">what it described as a police report</a> from the arrest wherein Reiser was accused of entering the home of her ex-husband, Adam Reiser, while her young former stepson was at home. According to the report, the child said he witnessed Reiser enter her ex-husband's room and remove two bags that she took to her car. Then, according to the report, the child claimed Reiser "came back into the house and took a 12-pack of Michelob beer" that she broke and poured over her ex-husband's possessions in the driveway outside. Afterwards, the report said, Reiser was found by police in Boca Raton, Florida and turned over to cops in Delray Beach, where the alleged incident occurred. 
A spokesperson for the Boca Raton police department confirmed to Business Insider that Reiser was "picked up" on Saturday and turned over to the Delray Beach police. The Delray Beach police department has not responded to multiple requests for comment from Business Insider; however, a staffer in the records office confirmed they have a police report on file showing Reiser was arrested Saturday. The staffer said the records office could not release a copy of the report to Business Insider unless we traveled to Delray Beach. 
The McCline campaign's statement described Reiser's arrest as part of "an ongoing domestic dispute and child custody battle."
"It's with great shock and dismay that Jameel McCline and the McCline for Congress campaign team discovered late today that new-addition staffer Julie Reiser was arrested this past weekend, in association with an ongoing domestic dispute and child custody battle between she and her ex-husband," the statement said. "While we wait for the full facts to come to light, we ask that the press and public show compassion for innocent children caught up in the middle of this melodrama, and patience in letting the legal discovery process unfold before passing judgment."
The statement also claimed Reiser was "incorrectly labeled" campaign director in news coverage of the situation. It described her as simply being a staffer who "hadn't yet received an official title."
McCline is a former professional heavyweight boxer. Prior to his boxing career, <a href="http://boxrec.com/list_bouts.php?human_id=008943&amp;cat=boxer">he spent five years in prison</a>. The McCline campaign statement on Reiser published by Boca News Now included a statement from the candidate referencing his past legal woes.
"I, as an ex-felon who did 5 years hard time paying for a crime I committed in desperation, know all too well what it means to land on the wrong side of the criminal justice system," McCline said.
McCline did not respond to a request for comment from Business Insider. 
In addition to her work with McCline, Reiser was president and co-founder of "Made In USA Certified," a company dedicated to providing <a href="https://twitter.com/usacertified">third party certification for products produced in Americ</a>a. Records show Adam Reiser was <a href="http://search.sunbiz.org/Inquiry/CorporationSearch/SearchResultDetail/EntityName/domp-p09000033834-0c220b2f-ec2b-4522-b8cb-a07cf73e75ff/Made%20In%20USA%20Certified/Page1">CEO of the company</a>, which was based in Delray Beach. Business Insider called the company Tuesday and was informed both Julie and Adam Reiser were "not available."
McCline has made "manufacturing made in America products" a <a href="https://www.youtube.com/watch?v=Cv2xBYFHcWs">centerpiece of his campaign</a>. He is one of three Democrats facing off against incumbent Rep. Alcee Hastings in a primary, which is scheduled for August. He seems to be facing an uphill battle as Hastings was unopposed in the primary in 2012 and won the general election <a href="http://ballotpedia.org/Florida's_20th_Congressional_District_elections,_2012">with over 87% of the vote</a>.
