In order to insulate airlines and passengers from high user charges, the <keyword id="149609" type="ORGANIZATION" weightage="100" keywordseo="Ministry-of-Civil-Aviation">Ministry of Civil Aviation</keyword> is reconsidering management contracts to private operators at India’s six airports. 
 
“We need to consider our learnings from the airport contracts awarded in the past,” a senior ministry official said. “One concern raised by stakeholders is the cost of turnaround of an aircraft. The turnaround cost for a jet is around $6,000 at an Indian private airport, whereas it costs $2,300 at Changi (Singapore) airport. We need to ensure privatisation does not increase the cost of the airport,” he added. 
 
The Civil Aviation Ministry will seek approval from an inter-ministerial group to give management contracts at six airports: Chennai, Kolkata, Lucknow, Guwahati, Jaipur and Ahmedabad. 
 
The ministry is also taking stock of the views expressed by the Comptroller and Auditor General on privatisation of Delhi and Mumbai airports. “We are looking into these concerns. All this will be debated in the inter-ministerial group,” the official added. 
 
The United Progressive Alliance government had initiated the process to award management contracts for these airports in 2013.

However, he also added that there have been suggestions from various quarters to privatise the state-run carrier. 
 
A committee will be set up to chalk out the future roadmap for Air India. "It is essential to ensure that the national carrier achieves its full potential," the minister said. 
 Proposals for listing the <keyword id="74939" type="ORGANIZATION" weightage="100" keywordseo="Airport-Authority-of-India">Airport Authority of India</keyword> (AAI) and <keyword id="132488" type="COMPANY" weightage="80" keywordseo="Pawan-Hans">Pawan Hans</keyword> on the stock market have also been made in the Draft Civil Aviation Policy. "AAI will be corporatised followed by its listing on the stock exchanges to improve efficiency and transparency," Raju said. He further added that listing of Pawan Hans would also be undertaken. 
 
AAI looks after 125 airports across the country, including 11 international, 81 domestic and eight customs airports.

Govt Rules Out Immediate Privatisation Of Air India

Mumbai, Feb 14 ( ) Adani Group on Friday inked agreements with the Airports Authority of India (AAI) for the management, operations and development of Ahmedabad, Mangaluru and Lucknow airports. "Today, as we sign the concession agreements for Mangaluru, Lucknow &amp; A'bad with the AAI, its the beginning of another historic journey catering to India's exponential airport infra demands," Adani Group chairman Gautam Adani said in a tweet. In 2018, the government decided to privatise airports at Lucknow, Ahmedabad, Jaipur, Mangaluru, Thiruvananthapuram, and Guwahati. It was for operation, management and development of these aerodromes through public-private partnership model. New Delhi, May 16 () The government's announcements for civil aviation sector breathe some life into the coronavirus pandemic-hit sector and will provide overall positive sentiment, experts said on Saturday, even as some of them emphasised the need for support for airlines. On Saturday, Finance Minister Nirmala Sitharaman announced plans for managing airspace efficiently, making the country a MRO (Maintenance Repair and Overhaul) hub, and auctioning of six more airports on PPP model. GMR Group Chairman G M Rao said India is leading the growth of civil aviation sector globally and is generating significant economic impact. According to him, rationalising Indian airspace is a significant step that would benefit not only the entire sector but also bring down travel time for passengers. Privatising six new airports under public-private partnership (PPP) model would generate significant economic effect and would lead to creation of new jobs. "Likewise, tax incentives for the MRO sector will not only bring foreign investment into India and impact the economics of the airlines but will also open up new opportunities for youth to build careers. The investments being made in airports, privatised in the first two phases, are already leading to enhanced job creation in both aero and non-aero areas," he said. GMR Group manages two airports -- Delhi and Hyderabad -- through PPP model. Welcoming the announcements, GVK Group founder and Chairman G V K Reddy said the move to have PPP model for six more airports would provide the Airports Authority of India (AAI) resources to develop smaller airports across the country. "The plans to make India a global MRO hub will ensure savings of precious foreign exchange and enable Indian airlines to get their aircraft serviced locally," he said. GVK Group manages Mumbai airport through PPP model. Consultancy EY India's Transaction Partner Kuljit Singh said the announcements are good initial first steps and this might be followed by a second phase of reforms package. Law firm Cyril Amarchand Mangaldas' Partner Ajay Sawhney said that today's announcement breathe some life into the pandemic-hit civil aviation sector, but no mention of bailouts on an immediate basis may attract mixed response from the industry. "Though, easing curbs on airspace would certainly bring in long term efficiency, and on an immediate basis some relief to the airlines, but a more meaningful intervention may be required if the aviation sector is not on the recovery path soon," he noted. "In addition for industry to withstand the recovery period, government will need to support the backbone, airlines, in these turbulent times through tax relief or relaxation in multiple charges paid by airlines to reduce their costs," Pitti said. Vasudevan S, Partner (Infrastructure Government and Healthcare) at consultancy KPMG in India said the aviation sector is the hardest hit because of the global pandemic with an estimated USD 500 billion loss in airline and airport revenues in FY20. Airport PPP transactions will help unlock value for AAI and state governments, given current investor interest and long-term potential of the Indian market. "Rationalising the MRO tax structure has been a long pending demand of the industry and it is good to see that happening finally, but more needs to be done to create a level playing field, attract foreign investment and make it profitable," he noted. India’s Civil Aviation Minister, <keyword id="6356597" type="PERSON" weightage="20" keywordseo="suresh-prabhu">Suresh Prabhu</keyword>, said that three-fourths of the airports handled by Airports Authority of India (AAI) were running in loss in fiscal 2017-18. Nearly three-quarters of airports in India ran a loss last year

<keyword id="2947686" type="UNKNOWN" weightage="100" keywordseo="GMR-Megawide">GMR-Megawide</keyword> is in race with six companies to acquire operations of five airports worth USD 2.4 billion in <keyword id="3750" type="COUNTRY" weightage="100" keywordseo="Philippines">Philippines</keyword> under PPP model, according to a statement issued by the Philippines government. 

	"These PPP projects involve development, operations and maintenance of the five regional airports," the statement said. 
 

	The private partner would provide necessary improvements to the airport to enhance passenger safety, security, access and bring in efficiency in passenger and cargo movement, operations as well as actively market the airports in order to develop direct international passenger traffic. 
 

	The five regional airports in Philippines currently being offered under PPP mode are Bacolod-Silay, Iloilo (Bundle 1), Davao, Laguindingan, and New Bohol (Panglao) (Bundle 2), the statement added. 
 

	These airports involve an estimated total cost of Php 108.19 billion (USD 2.40 billion), the statement said. 
 

	Mactan Cebu International Airport (MICA), currently run by GMR-Megawide, was the first airport in Philippines to be privatised under the administration's ambitious PPP programme aimed at modernising key infrastructure assets. 
 

	In the international competitive bidding process, GMR-Megawide Consortium had emerged as the highest bidder after offering a bid premium of 14.4 billion Philippine Pesos (approximately USD 305 million) for the airport. 
 The other prospective bidders who bid for the five airport projects are Metro-Pacific-JG Summit Consortium, Aboitiz Equity Ventures, <keyword id="14032" type="PERSON" weightage="100" keywordseo="Miguel">Miguel</keyword> Corp, Philippine Skylanders Inc and <keyword id="2947731" type="UNKNOWN" weightage="100" keywordseo="Union-Equities">Union Equities</keyword>.

GMR-Megawide racing with six others to acquire 5 airports worth USD 2.4 billion

The country's <keyword id="21969771" type="General" weightage="20" keywordseo="airport-industry" source="keywords">airport industry</keyword> is projected to report a <keyword id="20385116" type="General" weightage="20" keywordseo="profit-before-tax" source="keywords">profit before tax</keyword> of <keyword id="21969772" type="General" weightage="20" keywordseo="USD-1-3-billion" source="keywords">USD 1.3 billion</keyword> in the current financial year. The profit is anticipated to be Rs 256.1 (USD 3.1) per passenger in the fiscal ending March 2025, aviation advisory firm CAPA India said while giving projections at its <keyword id="21969773" type="General" weightage="20" keywordseo="aviation-summit" source="keywords">aviation summit</keyword> in the national capital on Friday. In the current fiscal, <keyword id="21969774" type="General" weightage="20" keywordseo="passenger-throughput" source="keywords">passenger throughput</keyword> at Indian airports is estimated to rise to 404.9 million. Out of the total, 81.1 per cent will be domestic and 18.9 per cent will be international traffic, it said. "The topline will grow due to an increase in aeronautical revenue along with the receipt of revenue share from the recently privatised six non-metro airports, without having to incur any expense associated with it - resulting in higher profitability," it added. The industry's profit before tax is expected to be USD 1.3 billion in this fiscal. "India's airport operators are forecast to register Rs 359.8 billion (USD 4.3 billion) in revenue for FY2025, representing a growth of 14.8 per cent y-o-y from FY2024," CAPA India said. Noting that airport infrastructure at metros and non-metros is ahead of demand, it said there is an ongoing USD 11 billion pipeline of investment, including in Tier 2 and Tier 3 airports. Airport industry to see profit before tax of $1.3 billion this fiscal

Ten central trade unions on Monday said around 25 crore people will participate in a nationwide strike on January 8 to protest against the government's "anti-people" policies.
 Trade unions INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, SEWA, AICCTU, LPF, UTUC along with various sectoral independent federations and associations had adopted a declaration in September last to go on a nationwide strike on January 8, 2020.
 "We expect participation of not less than 25 crore of working people in the forthcoming National General Strike on January 8, 2020, to be followed by many more actions seeking reversal of the anti-worker, anti-people, anti-national policies of the Government.
 "The Ministry of Labour has failed to assure on any of the demands of workers which called a meeting on January 2, 2020. The attitude of the government is that of contempt towards labour as we construe from its policies and actions," the 10 central trade unions (CTUs) said in a joint statement.
 About 60 organisations of students and elected office bearers of some universities have also decided to join the strike with an agenda to raise voice against increased fee structure and commercialization of education, it said.
 The trade unions condemned the <keyword id="8526257" type="UNKNOWN" weightage="20" keywordseo="JNU-violence">JNU violence</keyword> and similar incidents in other university campuses and expressed their solidarity with students and teachers all over India. The unions also expressed displeasure over no Indian Labour Conference being held since July 2015, codification of labour laws and privatisation of PSUs.
 "As many as 12 airports are already sold out to private hands, 100 per cent sale of Air India is already decided, decision to sell BPCL taken, BSNL-MTNL merger announced and 93,600 telecom workers already thrown out of jobs under the garb of VRS (voluntary retirement scheme)," it added.
 The unions are also against privatisation in railways, corporatisation of 49 defence production units and forced merger of banks.
 Joint platform of more than 175 farmers and agricultural workers unions will extend its support to workers' demands and observe January 8 as Gramin Bharart Bandh along with their charter of demands, they added. KKS KKS ANU
