On Monday, Delhi’s <keyword id="19920379" type="General" weightage="20" keywordseo="air-quality-index" source="keywords">Air Quality Index</keyword> (<keyword id="19916482" type="General" weightage="20" keywordseo="aqi" source="keywords">AQI</keyword>) hit 481, placing it in the "severe plus" category. For context, the “severe” category begins at an AQI of 401, and anything above 450 poses serious health risks even for healthy individuals. According to Swiss group IQAir’s live rankings, Delhi is currently the most polluted city in the world, with an air quality score of 1,081 – a “hazardous” level that is 130.9 times the World Health Organization’s recommended limit for PM2.5. <h3 style="line-height:1.38;margin-top:14pt;margin-bottom:4pt;">Major contributors to Delhi’s smog</h3>The root causes of Delhi’s pollution are manifold: <ul><li>Stubble Burning: On Saturday, crop residue burning contributed 25% of Delhi’s air pollution. By Sunday, this figure had climbed to 40%, according to SAFAR (System of Air Quality and Weather Forecasting and Research). Satellites recorded 1,334 stubble-burning incidents in six northern states on Sunday alone, the highest number in four days.</li><li>Vehicles: On Sunday, vehicular emissions accounted for 15.8% of the city’s pollution, according to the Centre’s Decision Support System for Air Quality Management.</li><li>Construction Dust and Industrial Emissions: PM2.5, a deadly pollutant, remains the most prominent factor, capable of penetrating deep into the lungs and leading to severe respiratory and cardiac diseases.</li></ul><h3 style="line-height:1.38;margin-top:14pt;margin-bottom:4pt;"><keyword id="24020184" type="General" weightage="20" keywordseo="GRAP-Stage-4" source="keywords">GRAP Stage 4</keyword></h3>To combat the rising pollution levels, authorities have enforced Stage 4 of the Graded Response Action Plan (GRAP). According to experts, long-term exposure to such air quality could lead to an 11% increase in premature mortality rates due to respiratory and cardiovascular diseases. Studies have shown that Delhi residents may lose an average of 10 years of life expectancy if pollution levels persist. Despite the restrictions, life in Delhi continues under a cloud of smog. Iconic landmarks like India Gate have become barely visible through the haze. While flights and trains are operational, some delays have been reported.

GRAP Stage 4 restrictions take effect as air quality in Delhi deteriorates; PM2.5 levels 130 times higher than WHO limits

"With severe air quality and high level of pollution in Delhi-NCR, we are observing an increase in number of patients coming to us with complains of redness, Itching, and watering in the eyes," said Dr Ikeda Lal, Cornea and Refractory Surgery Specialist, at Delhi Eye Centre and Sir Ganga Ram Hospital New Delhi. "Patients with pre-existing dry eyes are experiencing exacerbation due to high pollution. We are observing almost increase of 40 rise in number of patients coming to us with eye related problems," he added. Dr Lal explained that pollutants and dust in the air is one of the major reasons for causing eye allergy and eye related problem. Delhi has been witnessing a steep increase in AQI levels after a marginal improvement on Sunday. The city's AQI stood at 348 at 4 pm on Monday, deteriorating from 301 on Sunday. The increase in AQI levels comes after the Centre on Saturday had removed stringent curbs, including a ban on construction work related to linear projects and the entry of polluting trucks, in Delhi following a drop in pollution levels due to favourable wind speed and direction. "The increase in the incidence of dry eye and ocular allergy is causing discomfort even in normal eyes. It aggravates the eye complaints in eyes that are prone to dryness and allergies. If care is not taken immediately, some of these eyes can have reduced vision due to this problem as well," said Dr Rajesh Sinha, Professor of Ophthalmology at RP Centre AIIMS New Delhi. While lubricating eye drops and the use of sunglasses are helpful options, contact lenses and eye makeup should be avoided until the eyes are healed completely, Dr Lal said. Doctors advised to not rub eyes if they itch, wash eyes with clean water; repeat if it still feels uncomfortable. They suggested that cold compresses can help relieve mild itching and to see an eye doctor as soon as possible and avoid prolonged exposure of eyes to pollution.

40% rise in eye related problems due to pollution, say Delhi doctors

The Delhi government on Thursday announced the closure of all schools in the national capital till further orders because of an increase in the air pollution levels. "We had reopened schools considering the forecast that air quality would improve. However, the air pollution levels have increased again and we have decided to shut schools from Friday till further orders," Rai said. Education Minister <keyword id="6354681" type="General" weightage="20" keywordseo="manish-sisodia" source="Orion">Manish Sisodia</keyword> said, "All board exams will be conducted as per schedule". "Any non-compliance of this Ordinance, rules made there under or any other order or direction issued by the Commission shall be an offence punishable with imprisonment for a term which may extend up to five years or with fine which may extend up to one crore rupees or with both", said the ordinance. The 18-member Commission will be headed by a full-time chairperson who has been a secretary to the government of India or the Chief Secretary of a state. New air pollution laws in Delhi-NCR — Non-compliance could lead to ₹1 crore fine, 5 years in jail

A layer of haze lingered over the national capital and its suburbs on Thursday morning, with raging farm fires and a fall in the wind speed and temperatures pushing air quality to the worst levels in around a year. As the skies hung heavy and acrid over the region, people complained of itchy throat and watery eyes. Experts said unfavourable meteorological conditions -- calm winds and low temperatures -- and smoke from farm fires in neighbouring states led to a dense layer of haze on Wednesday night as the air quality index entered the "severe" zone. PM10 levels in Delhi-NCR stood at 561 microgram per cubic meter ( g/m3) at 8 am -- the highest since November 15 last year, when it was 637 g/m3, according to CPCB data. PM10 levels below 100 g/m3 are considered safe in India. PM10 is particulate matter with a diameter of 10 micrometers which is inhalable. These particles include dust, pollen and mold spores. The levels of PM2, finer particles which can even enter the bloodstream, were 347 g/m3. PM2.5 levels up to 60 g/m3 are considered safe. On Wednesday evening, the noxious haze reduced visibility to merely 600 metres at the Safdarjung Observatory, smudging landmarks from view. It was 1,200 metres on Thursday morning. If this was not enough, a large number of people across Dehi-NCR burst firecrackers to mark the festival of Karwa Chauth. "People are bursting crackers and it is not even Diwali yet. The city has already become a gas chamber. This happens every year. For how long will this continue," asked Shiv Shrivastava, a resident of south Delhi. "I can feel the pollutants in my throat despite wearing a mask. My eyes are burning. It is going to make the pandemic worse. I am scared," said Piyush Vohra, a resident of Jangpura. According to the India Meteorological Department (IMD), the maximum wind speed was 5 kilometres per hour on Thursday morning and the minimum temperature 11.2 degrees Celsius. Calm winds and low temperatures trap pollutants close to the ground, while favourable wind speed helps in their dispersion. Health experts said that during the COVID-19 pandemic, air pollution has become a serious health concern for about the two crore residents of the national capital. According to a doctor at the Sir Ganga Ram Hospital, intake of every 22 micrograms per cubic metre of polluted air is equivalent to smoking a cigarette. Ajit Jain, the nodal officer for COVID-19 at Rajiv Gandhi Super Specialty Hospital, said air pollution was turning the pandemic catastrophic. IMD officials said sudden change in the wind pattern led to "subsidence" -- the downward movement of air over a large area when it cools and becomes heavier. "The wind speed slowed down suddenly after 10 am in the Delhi-NCR region. The temperatures have dipped alarmingly over the last few days," V K Soni, the head of IMD's environment monitoring research centre, said. The haze was primarily smoke from stubble burning in Punjab and Haryana. Unfavourable meteorological conditions trapped it in Delhi-NCR, he said. Delhi recorded an Air Quality Index (AQI) of 461 at 8 am. It was 279 at 10 am on Wednesday. All the 36 monitoring stations recorded the air quality in the ''severe'' category. The neighbouring cities of Faridabad (431), Ghaziabad (484), Greater Noida (463), Gurugram (440) and Noida (461) also recorded ''severe'' levels of air pollution. An AQI between zero and 50 is considered "good", 51 and 100 "satisfactory", 101 and 200 "moderate", 201 and 300 "poor", 301 and 400 "very poor", and 401 and 500 "severe". Stubble burning accounted for 40 per cent of Delhi''s pollution on Sunday, the maximum so far this season. Last year, the farm fire contribution to Delhi''s pollution had peaked to 44 per cent on November 1, according to SAFAR data.

According to the Central Pollution Control Board, <keyword id="66" type="COMPANY" weightage="20" keywordseo="Delhi">Delhi</keyword>'s neighbouring regions -- Ghaziabad, Faridabad, Noida and Greater Noida -- are logging 'very poor' quality of air, while Gurugram is in 'poor' category. Ghaziabad and Greater Noida's air quality remained the worst amongst all. The Capital's air quality index stood at 326 at noon, in very poor category. Nineteen out of 36 pollution monitoring stations in Delhi showed a 'very poor' air quality index reading. The Wazirpur area has the most noxious air at 399, followed by Bawana at 392, Rohini at 391 and Jahangirpuri at 383. "Visibility in the region has dropped to 800 metres as against 2,000 metres in the morning. There is a layer of pollutants in the atmosphere from the smoke emanating from stubble burning and local sources. There will be no respite for the next 2-3 days," said Kuldeep Srivastava, Head of India Meteorological Department's Regional Forecasting Centre. Vijay Soni, a scientist at the <keyword id="55910" type="ORGANIZATION" weightage="20" keywordseo="Air-Pollution">air pollution</keyword> division of India Meteorological Department, told IANS that Punjab recorded 2,500 farm fires on Tuesday, whose smoke, combined with the low wind speed, have resulted in deterioration of air quality in the national capital and surrounding regions. On the contrary, the Ministry of Earth Science's System of Air Quality and Weather Forecasting and Research stated the boundary layer wind direction is "not favourable for direct fire-related transport". The share of stubble burning in Delhi's pollution air is estimated to be only 5 per cent for today. The share of stubble burning accounted for 10 per cent of Delhi's pollution on Tuesday, 16 per cent on Monday and 40 per cent on Sunday, the maximum so far this season. Last year, the farm fire contribution to Delhi's pollution had peaked to 44 per cent on November 1. The air quality forecasting agency added, "A significant improvement from the peak AQI value, four days back, to current AQI is mainly attributed to increased local surface wind speed combined with not so favourable boundary layer winds for the fire-related intrusion. However, boundary layer winds are likely to shift to North-westerly, some increased intrusion, and marginal deterioration is expected for the next three days." Nationwide, Haryana's Ambala is recoding the worst air quality at 444, followed by Uttar Pradesh's Moradabad, Muzaffarnagar and Baghpat which are recording AQI readings of 420, 415 and 407, respectively. Shillong has the cleanest air in the country. "Transport of smoke caused by stubble burning in Punjab and air pollution are affecting India from north to south, even reaching the Arabian Sea," European Union's Directorate-General for Defence Industry and Space said in a statement.

According to a report by the World Health Organisation (WHO), air pollution kills an estimated seven million people every year. “The effects of air pollution cause millions of premature deaths every year, largely as a result of increased mortality from stroke, heart disease, chronic obstructive pulmonary disease, lung cancer and acute respiratory infections” says WHO report. Air pollution has been a serious matter, especially in Delhi, for the past few years and was the top risk factor for death in India in 2019, killing an estimated 1.67 million people, according to the Global Burden of Disease 2019 report by The Lancet. The System of Air Quality and Weather Forecasting and Research (SAFAR) says that the air quality in the national capital dipped to ‘worst’ from ‘very poor’ in the first week of November, making it more difficult for Delhiites to breathe fresh air. Problems related to lungs due to air pollution can have both long and short term impact. “Exposure to high levels of air pollution can cause a variety of adverse health outcomes. It increases the risk of respiratory infections, heart disease and lung cancer. Both short and long term exposure to air pollutants have been associated with health impacts” said Dr. Shuchin Bajaj, founder director of Ujala Cygnus Group of Hospitals in an interaction with Business Insider. He further added, “High levels of pollution can also cause an exacerbation of your symptoms, such as an asthma attack or a chronic obstructive pulmonary disease (COPD) flare-up. Research suggests that long-term exposure to air pollution can contribute to the development of some lung conditions. There’s good evidence that outdoor air pollution contributes to lung cancer”. How to keep yourself safe during this severe level of pollution outside? People with weak lungs are prone to suffer with problems like viral fever or flu due to air pollutants. “ People who have impaired lung immunity can lead to frequent lung and other viral infections which can be indirectly linked to viral fever and their symptoms can be like irritation in the throat, burning in eyes, and runny nose, sneezing with watery eyes,” said Dr. Azmat Karim, Consultant – Pulmonology at Fortis Escorts in Okhla, New Delhi. “One should definitely avoid going for a walk or jogging in the early morning, especially when pollution is at a higher level. A normal COVID-19 mask may not be so helpful in this crisis, people will have to use an N-95 mask while stepping out of their houses,” Dr. Azmat Karim suggested when asked about precautionary measures one should take. He further added, “ One should also wash their eyes and face frequently to avoid burning sensation in the eyes. People are also advised to take a proper healthy diet and take their medicines regularly to boost up their immunity, as it is the need of the hour”. Doctors are telling Delhiites to avoid morning jogs and keep washing their face ⁠as the air turns toxic

But only people who undergo the sessions regularly will get real benefits of the aroma.” Irengbam said he does not encourage back-to-back sessions and advises his customers to stick with one 15-minute session per day. “I was passing by and saw that they were offering pure oxygen. I thought I’ll give it a try and went for the lemongrass flavour. It was refreshing,” Manjul Mehta, an Oxy Pure customer, told the daily. Oxy Pure is located in an upscale mall in the south of Delhi, with a second outlet expected to be launched by next month at Delhi’s main airport, according to Irengbam.

A bench headed by Chief Justice S.A. Bobde told Mehta, representing the Centre, it welcomes the Centre's decision to establish a body to address the menace of air pollution. "Everybody is choking in the city, it must be curbed", said the Chief Justice citing the menace of air pollution in the national capital. Mehta replied the Centre will come out with the legislation in three to four days and the government is keen to establish a permanent body of experts to address air pollution. "We can come out with the legislation in three to four days", submitted Mehta, insisting that the top court should keep its earlier order, which directed formation of a panel headed by retired judge Justice Madan B. Lokur to monitor steps taken to curb the stubble burning issue in the neighbouring states of <keyword id="66" type="COMPANY" weightage="20" keywordseo="Delhi">Delhi</keyword>, in abeyance. The top court reiterated that it welcomes this step by the Centre, in which it will create a permanent body by enacting a legislation to deal with the annual air pollution problem, which includes pollution from stubble burning in Punjab, Haryana and Uttar Pradesh. The bench asked the counsels opposing this submission by Mehta saying that why must the court interfere if the Centre intends to bring out a comprehensive legislation to tackle air pollution. Senior advocate Vikas Singh, representing the petitioner who filed PIL to address stubble burning, contended before the bench, "I don't understand the interest of Union of India in getting the order suspended." Mehta reiterated that the legislation will be brought within 3-4 days. After a detailed hearing in the matter, the top court agreed to keeps in abeyance it's order of appointing Justice Lokur as one-man commission to monitor steps to prevent stubble burning. The top court is likely to hear the matter again on Thursday this week.
