In the advertisement, Air India Express has invited applications from Indian citizens (wherever domiciled) for the posts on a fixed term contract basis. The positions in the medical services department include Chief Medical Officer and Senior Assistant, Medical. The positions open for hiring in the Finance Department include Deputy Chief of Finance, Manager-Finance and Deputy Manager-Finance. Interested and eligible candidates have been asked to submit their applications within 15 days of this advertisement. This will add fuel to the fire as employees across the board from pilots to service engineers are protesting pay cuts and Leave Without Pay in Air India. The company is also on the block for privatization. Air India has justified the cut in allowances of existing employees by citing the precarious financial position due to Covid 19. Air India said in a tweet: "There has been no reduction in the Basic pay, DA and HRA of any category of employees. The rationalization of allowances had to be implemented on account of the difficult financial condition of the airline that were exacerbated by COVID-19." The pilots have questioned this claim and said that this is a devious plan to ensure a minuscule pay cut for senior AI officials. Basic Pay, HRA and DA constitutes 80 per cent of Gross Pay for senior AI officials. "By 'rationalizing' the allowances only, pilots and cabin crew are hit worst as it forms 80 per cent of our gross pay. Doesn't the difficult financial condition of the airline warrant a contribution from the management too based on their actual cost to company or just flying crew alone?" the pilots said in the letter. Indian Commercial Pilots Association (ICPA) and Indian Pilots Guild (IPG) have accused Air India of spreading "deliberate misinformation on social media" and questioned the "duplicitous" tweets by Air India calling them "misleading". "Air India has recently posted some duplicitous tweets that are misleading the general public", the pilots associations said. "Recent decisions of Air India Board regarding rationalization of staff cost were reviewed in a meeting at @MoCA_goi this evening. The meeting reiterated that unlike other carriers which have laid off large number of their employees, no employee of Air India will be laid off," said the Air India tweet. Air India plans to hire new people after sending employees on leave without pay for upto five years

According to the circular dated July 14, the scheme authorises chairman Rajiv Bansal to issue a leave without pay letter to employees on behalf and in the name of the company. The decision will be based on employee suitability, efficiency, competence and health. “Accordingly, departmental heads at headquarters and regional directors of the region are required to assess each individual on the above mentioned factors and identify the cases where option of compulsory LWP can be exercised. Names (to be approved by) CMD,” the letter reads. The letter said regional directors will constitute a committee comprised of General Manager (Personnel), General Manager (Finance) and concerned Departmental Head and would recommend a list of employees for compulsory LWP by August 15 after “obtaining necessary approval of CMD.” However, the employees who do opt for the scheme will not be allowed to take up jobs anywhere else. “Employees taking up employment after availing LWP under the scheme or at a later date, in other airlines and allied services or in any organisation with which the company has dealing, should seek prior permission from the company, before taking up employment in such an organisation. The services of an employee will be terminated in accordance with service regulations/standing orders/ applicable rules if the employee concerned fails to make such prior declaration/ seek permission,” according to the order. Even during the LWP. benefits like medical/passage benefits will continue to be made available for employees. P S Negi, Regional Director (RD), Northern Region, Air India, issued an order on July 21, stating that following the July 14 order, an empowered committee is being constituted for the identification of "redundant/surplus manpower resources". Negi's order, which has been accessed by , said the general manager (personnel), general manager (finance) and departmental heads will be the members of the empowered committee. It also said a representative of the RD can be co-opted in the committee, if required, on the basis of "case merit". "GM (Personnel) will share the staff list with all departments and convene the discussions/deliberations, including the process of identification of surplus/redundant resources. The report is to be submitted to the RD office by 11th August, 2020, for a review and onward recommendation to the headquarters," the order said. The aviation sector has been significantly impacted due to the travel restrictions imposed in India and other countries in view of the COVID-19 pandemic. All airlines in the country have gone for cost-cutting measures such as pay cuts, LWP and firing of employees in order to conserve cash flow. Air India has four regional offices -- one each for the northern, western, eastern and southern regions. It is not clear if the other three offices, barring the one for the northern region, has formed such panels to identify redundant employees. In its July 14 order, Air India had asked its regional directors to constitute a committee each comprising the general manager (personnel), general manager (finance) and departmental heads concerned to "streamline the process of identification of redundant manpower, who would be told to proceed on compulsory LWP". The airline had said these panels would go through the records, based on factors such as suitability, efficiency, competence and health, and select the employees whose names will be forwarded, along with the RD's recommendations, to get the approval of the chairman and managing director for sending them on a compulsory LWP. Air India has a debt of around Rs 70,000 crore and the government had started the process to sell it to a private entity in January. The national carrier's net loss in 2018-19 was pegged at around Rs 8,500 crore. Equity infusion of Rs 500-600 crore every year is not sustainable and cost-cutting is necessary in Air India, Civil Aviation Minister Hardeep Singh Puri had said on July 16, justifying the national carrier's decision to send certain employees on LWP for up to five years. On July 17, Air India had said its financial situation is very challenging due to the coronavirus pandemic and the LWP scheme for its employees is a "win-win" situation for them as well as the management. Air India regional office forms panel to identify employees who would go on leave without pay for upto five years

In a letter to Civil Aviation Minister Hardeep Singh Puri, the Executive Pilots Association said: "As of date, at least 60 plus pilots have tested Covid positive. At least, one pilot has lost a family member to Covid-19 and those of many others have been infected. With a steady rise in cases, the situation can only get worse from now on." "This raises obvious questions in our minds. Do frontline public servants on Covid related duty, who are risking their lives up in the skies and on bio-hazard frontlines, deserve such indignity, humiliation and debasement, while so many others in the same organisation, ensconced in the warmth and comfort of their homes, deserve preferential, kid glove treatment? Why do other Government run organisations and Central Services that employ public servants on Covid duty, such as Indian Railways, CAP, AIIMS etc, offer pay protection, ethics, equity and natural justice to their employees, while ours cannot?" The association represents the executive pilots of the 'Wide Body Cadre' of Air India. Besides, the letter said that pilots, who are at the core matrix of the airline operations, along with taking maximum risks upon themselves and their families, are being targeted the most. "Our Association is also extremely concerned about the potentially disastrous psychological impact that the massive forced pay cuts and compulsory Leave Without Pay scheme, may create on some employees," the letter said. "We shudder to think of the kind of desperate and extreme acts that could be triggered off because of the prevailing situation - as has been repeatedly proven many times in the past. These aspects seem to have completely escaped the minds of the architects of the above mentioned adverse policy decisions and pose an extremely serious and plausible threat to flight and public safety. As professionals entrusted with the responsibility of ensuring the safety of millions of our valued customers, we request that this matter is deliberated upon with utmost urgency." Furthermore, it said that rising stack of litigations and financial liabilities (contingent and current), arising out of pending financial dues owed to employees could potentially destroy the organisation's future health. Air India has instituted a massive cut in employee allowances even as protests from all sections of the employees continued. The rate of allowances other than DPE allowances will stand reduced by 40 per cent. Last week, the airline cited challenging financial situation for implementing the LWP scheme. As per the airline, the scheme provides the opportunity to employees to take up alternative employment with the approval of the management during the period of the said leave. "The only addition in this scheme as compared to the earlier LWP scheme is that the management can pass an order requiring the employees to go on leave for a period of six months or two years (extendable up to 5 years) compulsorily, taking into consideration suitability, efficiency, competence, quality of performance, health, non-availability of employee and redundancy," the airline had said in a statement. Air India said that this provision has been introduced for use "very sparingly", with a view to ensure that the overall efficiency of the organisation improves. As per Air India's PIM document, as on November 1, 2019, the airline, on a standalone basis (without subsidiaries), had around 14,000 employees, including fixed term contractual staff. Over 60 Air India pilots COVID-19 positive, still face 'Wage Cuts': Executive pilots

Civil Aviation Minister <keyword id="421074" type="PERSON" weightage="20" keywordseo="Hardeep-Puri">Hardeep Puri</keyword> has called <keyword id="2573" type="COMPANY" weightage="20" keywordseo="Air-India">Air India</keyword>'s leave without pay (LWP) scheme a "win-win for employees and management", and pointed out that Air India has not laid off a single employee even as international and domestic carriers have resorted to cost cutting through layoffs. In a letter to Rajya Sabha MP Binoy Viswam, Puri provided clarification on Air India's financial condition and the LWP scheme. "Air India is also facing a very challenging financial situation," Puri said adding the airline has taken recourse to several initiatives with a view to ensuring continuance of its operations. Air India and its subsidiaries have paid the salary of June 2020 to its employees. He said that the airline industry worldwide is facing unprecedented financial crisis due to <keyword id="8763838" type="UNKNOWN" weightage="20" keywordseo="covid-19">Covid-19</keyword>. Puri said the LWP scheme enables employees to take a break from their office responsibilities for a defined period of time with the approval of the Air India management while retaining their employment with the company. The scheme also provides the opportunity to employees to take up alternative employment during the period of the leave with the approval of the management, he said. "The LWP is a win-win situation for both the management and the employees as it provides flexibility to employees and simultaneously reduces the wage bill of the company," Puri said. "The Covid-19 outbreak has very seriously impacted the airline sector and currently the airline operations of the company have taken a serious hit," he said. Puri added that worldwide, a number of employees have been paid off due to the crisis and even other domestic carriers in India have resorted to cost cutting through layoffs. "But Air India has not laid off a single employee," Puri asserted in the letter. He explained that in the past also, Air India had come out with LWP policy and this time the only difference is that the CMD of the company can pass an order requiring the employees to go on leave. A proper procedure has been introduced for sparing use of this provision and it will be done in a fair and transparent manner, Puri said. "In view of the critical financial situation of the company which has been affected badly by the pandemic and a felt need the rationalisation of salaries of pilots, cabin crew, engineers and officials of Air India and its subsidiaries have been carried out," Puri said. Air India is facing unprecedented financial crisis, says Civil Aviation Minister  Puri

If the Tata bid is put in on or before the final submission date of August 31 and as it looks at the moment, Tata will likely be the sole eligible bidder. Thereafter, if the Tata bid is deemed accepted, the 90 day period for handover shall commence and end by November 30 or at the most, by December 31. So, one possible scenario is for Tata to take control of Air India by January 1, 2021. An IANS query sent to Tata Sons went unanswered. The Tata group, which already has a footprint in the airlines business, has shown interest in acquiring Air India, which at one point of time was under the Tata umbrella. While the other bidders are not known yet, globally, airlines are under severe stress due to the Covid-19 pandemic and resultant disruption on air travel and tourism. Tata is widely believed to emerge as the sole bidder for Air India and the salt to software conglomerate is likely to place a bid before August 31, the last date for bids for Air India, which the government has repeatedly said it will not be extended. The group already has an airline venture in Vistara and it is not yet clear as to how or if it will consolidate the airline ventures including Vistara, Air Asia and the possible acquisition of Air India. According to reports, the Tata group has already begun due diligence and is likely to put in a formal bid soon. On the ensuing structure for the airline business, there is speculation that Tata is planning to merge its existing stake in AirAsia with Air India into a single entity. Air India has been passing through a critical financial condition from much before the Covid-19 onslaught. The crippling effect of the pandemic, especially in the aviation sector, has further brought its finances to a precarious position. Recently, its pilots and other employees are on the warpath as Air India has laid off employees and started a Leave Without Pay (LWP) scheme. The letter further added that the “Flying allowance and flying related allowances constitute 70% of our wages. These allowances remain unpaid since April 2020. The order of the Bombay HC was challenged before the apex court. The Supreme Court has not issued a stay in favour of Air India Limited. Essentially, this means Air India is bound to follow Section 9A of the ID Act, ICPA said. This came after Air India approved leave without pay (LWP) scheme for employees ranging from six months or two years and extendable up to five years. The circular dated July 14 said the scheme authorises chairman Rajiv Bansal to issue a leave without pay letter to employees on behalf and in the name of the company. The decision will be based on employee suitability, efficiency, competence and health. Air India pilots are up in arms after the national airline ‘unilaterally’ declared ‘leave without pay’

New Delhi, Jul 15 () Air India has started the process of identifying employees, based on various factors like efficiency, health and redundancy, who will be sent on compulsory leave without pay (LWP) for up to five years, according to an official order. The airline's board of directors have authorised its Chairman and Managing Director Rajiv Bansal to send employees on LWP "for six months or for a period of two years extendable upto five years, depending upon the following factors - suitability, efficiency, competence, quality of performance, health of the employee, instance of non-availability of the employee for duty in the past as a result of ill health or otherwise and redundancy", the order said on Tuesday. The departmental heads in the headquarter as well as regional directors are required to assess each employee "on the above mentioned factors and identify the cases where option of compulsory LWP can be exercised", stated the order dated July 14. "Names of such employees need to be forwarded to the General Manager (Personnel) in headquarter for obtaining necessary approval of CMD," the order added. In response to queries regarding this matter, Air India spokesperson said,"We would not like to make any comment on the issue." Aviation sector has been significantly impacted due to the travel restrictions imposed in India and other countries due to the coronavirus pandemic. All airlines in India have taken cost-cutting measures such as pay cuts, LWP and firings of employees in order to conserve cash flow. For example, GoAir has put most of its employees on compulsory LWP since April. India resumed domestic passenger flights from May 25 after a gap of two months due to the coronavirus pandemic. However, the airlines have been allowed to operate only a maximum of 45 per cent of their pre-COVID domestic flights. Due to coronavirus-induced travel restrictions, Dutta on May 8 had said that a "limited and graded LWP program" was being implemented for all employees apart from the ones falling in the lowest group Level A. The aviation sector has been hit hard due to the travel restrictions that have been imposed amid the pandemic. All airlines have taken cost cutting measures like pay cuts, LWP, etc. to survive this period. The LWP implemented by IndiGo from May ranged from 1.5 to five days depending upon the employee group. On May 8, IndiGo had also implemented pay cuts for its senior employees ranging from 5-25 per cent. The pay cuts are still in place. In an email sent to employees on Thursday, Dutta said, "At this point of time, it looks like we are on a path to a graduated and measured recovery, and we are hopeful that the government will allow us to fly 100 percent of our domestic capacity by early next year." Indian airlines are currently permitted to operate maximum 80 per cent of their pre-COVID domestic flights.
