Medical flights will be allowed only if a patient has exhausted all local options for treatment. <br /><br />Operators will require special permission for air ambulances. Also, these permissions will be given only to patients in serious condition. These flights will also be allowed only if the state government asks for it. <br /><br />The Ministry of Civil Aviation suspended all domestic and international flights on March 23. However, it permitted medical evacuation flights by charter operation. On April 15, the Ministry said that these too will need “explicit permission of the government” to operate. <br /><br />There has been a huge demand for air ambulances after domestic flights were regulated. <br /><br />“During normal times, all that was needed to operate a medical flight was a hospital discharge summary and clearance from the aviation regulator. Now, we need permission from the collector or district magistrates of both arrival and departure cities letters from the doctor and hospital giving the patient’s details,” <a href="https://timesofindia.indiatimes.com/india/calls-for-air-ambulances-soar-but-tough-norms-make-medical-evacuation-harder/articleshow/75240867.cms">Rahul Mucchal, founder, Accretion Aviation told Times of India. </a><br /><br />Apart from this, they also need an NOC from the state health department, for both origin and destination states, and a medical certificate for the patient’s attendants stating they are not COVID-19 positive and neither has come in contact with any COVID-positive person in the last 15 days. <br /><br />A few airports also deployed their own doctor to determine whether to accept the patient or not. India slaps six extra permissions to operate an air ambulance amid COVID-19 crisis

<ul class="summary-list"><li>A New York Times <a href="https://www.nytimes.com/interactive/2023/08/21/business/airline-safety-close-calls.html">investigation</a> finds airplanes are nearly colliding <a href="https://www.businessinsider.com/airline-close-calls-happening-multiple-times-nyt-investigation-2023-8">multiple times a week</a>.</li><li>Part of that can be chalked up to the <a href="https://www.businessinsider.com/becoming-air-traffic-controller-career-pros-cons-of-job-2022-1">air traffic controller</a> labor shortages.</li></ul><p>Airplanes keep <a href="https://www.businessinsider.com/airline-close-calls-happening-multiple-times-nyt-investigation-2023-8">almost hitting each other</a> — and one reason is a shortage of workers whose job it is to make sure they don't.</p><p>A recent investigation by the <a href="https://www.nytimes.com/interactive/2023/08/21/business/airline-safety-close-calls.html" target="_blank" rel="noopener">New York Times</a> found that, in July alone, there were nearly 50 almost-collisions in the US. </p><p>Earlier this month, a Southwest Airlines flight and a private jet came within <a href="https://www.businessinsider.com/near-miss-between-southwest-plane-and-private-jet-sparks-investigations-2023-8">100 feet of one another</a> on a San Diego runway. A <a href="https://www.faa.gov/newsroom/statements#Top" target="_blank" rel="noopener">preliminary review</a> by the FAA determined air traffic control had cleared the Cessna jet to land on the same runway that it had previously cleared a Southwest Airlines flight to taxi to and wait for permission to take off. </p><p>The Times found — through an analysis of FAA records and a NASA aviation database — that <a href="https://www.insider.com/kentucky-woman-allegiant-air-flight-near-miss-florida-2023-7">close-call incidents</a> like these are often the result of human error, such as mistakes made by air traffic controllers who are chronically understaffed. </p><p>The <a href="https://www.businessinsider.com/airplane-experts-stumped-by-high-rate-of-near-miss-collisions-2023-5">recent rise in close call incidents</a> involving commercial airlines is in part due to a widening hole in what's called the "Swiss cheese model," a framework for ensuring safe traveling. Under the <a href="https://www.skybrary.aero/index.php/James_Reason_HF_Model" target="_blank" rel="noopener">model</a>, the idea is that the different factors that go into ensuring planes land safely all have certain weaknesses. Those vulnerabilities could include the weather, a pilot's amount of sleep, wildlife, what the pilot ate for breakfast, or other human error. When you layer enough pieces of holey cheese, and make sure the holes don't line up, it creates a solid layer of security against disaster. In this case, air traffic controllers are a key piece of cheese, making sure that the holes are caught by someone monitoring the situation on the ground.<strong style="color: #800000;"> </strong></p><p>Except there's not enough air traffic controllers. A <a href="https://www.oig.dot.gov/sites/default/files/FAA%20Controller%20Staffing%20and%20Training%20at%20Critical%20Facilities%20Final%20Report-06-21-23.pdf" target="_blank" rel="noopener">government audit</a> released in June found that 77% of critical air traffic control facilities in the US are staffed below the recommended threshold.</p><p>The report concluded that the FAA "lacks a plan to address" the shortages, noting that due to training delays caused by COVID-19, the agency cannot ensure it will successfully train enough controllers in the short term.</p><h2>Air traffic control is a well-paid, high risk job that requires lots of training</h2><p>The shortages aren't due to a lack of interest — the FAA received over 58,000 applicants for 1,500 air traffic controller positions (<a href="https://www.businessinsider.com/becoming-air-traffic-controller-career-pros-cons-of-job-2022-1">which pay a median salary of nearly $128,00</a>) last year.</p><p>But new hires can't immediately start on the job. Air traffic controllers have to go through rigorous training that can take over three years to complete. In addition, applicants must be younger than 31 years old and are required to <a href="https://uscode.house.gov/view.xhtml?req=granuleid:USC-prelim-title5-section8335&amp;num=0&amp;edition=prelim#:~:text=%C2%A78335.,e)%2C%20whichever%20occurs%20later." target="_blank" rel="noopener">retire by age 56.</a></p><p>Staffing shortages "have placed a tremendous amount of strain on air traffic controllers," Rich Santa, president of the National Air Traffic Controllers Association, said in a statement to Insider.</p><p>"We saw the effect that air traffic controller staffing shortages had on air travel this summer, and although there has been an increased focus on training, the hiring process to overcome the staffing shortage takes years," Santa said, adding that many air controllers are working mandatory overtime of 10-hour shifts for six days a week. "Air traffic controllers are doing an exemplary job in a very difficult situation, but this is not sustainable."</p><p>In May, Secretary of Transportation Pete Buttigieg <a href="https://www.cnn.com/travel/article/faa-traffic-controllers-shortage/index.html#:~:text=The%20Federal%20Aviation%20Administration%20ATC,controller%20positions%20nationwide%20are%20vacant." target="_blank" rel="noopener">told CNN</a> that air traffic control needed 3,000 more workers to be fully staffed.</p><p>The FAA has hired 1,500 air traffic controllers this year and has an additional 2,600 controllers currently in training, the agency said in a <a href="https://www.faa.gov/newsroom/close-calls-and-new-york-times" target="_blank" rel="noopener">statement</a>.</p><p>Following a <a href="https://www.businessinsider.com/faa-launching-safety-review-committee-after-recent-near-crashes-2023-2">March safety summit</a> with industry leaders and labor organizations, the FAA announced steps to ensure supervisors devote their full attention to the operation and airfield during peak traffic, as well as launched a series of monthly safety briefings for air traffic controllers, the agency added.</p><h2>'We are seeing controllers taken out in ambulances'</h2><p>Despite the FAA's recent hiring efforts and training initiatives, air traffic controllers are experiencing the impact of short staffing acutely, according to an Insider analysis of safety reports voluntarily submitted to NASA by air traffic controllers, pilots, and other aviation personnel. </p><p>At least 20 reports submitted to the database over the last two years mentioned air traffic control staffing levels as a safety issue. </p><p>"As our operations continue to grow we need more staffing to ensure controllers are not put in these positions," one air traffic controller wrote of a January 2023 incident where they were dealing with too many aircraft and unable to quickly help an aircraft with a landing issue. "We're already working 6 day workweeks with shortened breaks, and these types of safety issues require us to be at our peak." </p><p>One controller based at the Southern California TRACON, one of the busiest air traffic control facilities in the country, said they took sick leave after issuing the incorrect altitude clearance to a pilot. They cited fatigue from a lack of adequate down time as a contributing factor to the mistake. </p><p>"If I can make a small mistake like that, I can make a bigger one. I am back to work today on my 6th day. I wish I could say a recommendation would be that we don't have to work so much overtime," they wrote in a report submitted in June 2022. "It's frustrating that we are behind in hiring and there is no light at the end of the tunnel. I'm sure the continuous OT has caused some consistent fatigue."</p><p>In a report submitted in February 2022, another air traffic controller with 20 years of experience based at the Jacksonville control center said controllers are routinely working 60 hours a week and are "written up if they call in sick due to fatigue." </p><p>"We are seeing controllers taken out in ambulances and we have had more than one resign. We are putting the controllers in an unsafe situation each and every day," the controller wrote. "I have never seen the morale so low or the workforce so defeated, disgruntled and exhausted."</p><p>They continued: "Something needs to change soon because safety is compromised every single day. I am at home writing this report on my own time because I know that there will be no duty time available tomorrow and I already know that I will walk into understaffed areas."</p><p><em>Are you an air traffic controller dealing with understaffing? Airline collision close calls are on the rise partly because there's not enough people working the high-paid, high-stress job that prevents them

<ul class="summary-list"><li>A flight attendant was badly hurt when his plane was hit with turbulence during its descent.</li><li>The attendant broke his ankle in two places during the July 2021 incident on a Norwegian flight.</li></ul><p>A flight attendant broke his ankle in two places after he was thrown from his feet by turbulence when his plane flew through storm clouds during its descent.</p><p>According to a report by France's air accident investigation board, Bureau d'Enquetes et d'Analyses (BEA), <a href="https://bea.aero/en/investigation-reports/notified-events/detail/accident-to-the-boeing-737-registered-se-rpe-operated-by-norwegian-air-sweden-on-25-07-2021-en-route-to-nice/">released Monday</a>, the incident happened in July 2021, while a Norwegian Air flight from Copenhagen, Denmark was descending to land in Nice in the south of France.</p><p>The pilots had been working with local air traffic controllers to avoid storm clouds over the Swiss-Italian Alps and had been given permission to begin their descent to the airport.</p><p>While descending the pilots noticed another squall of storm clouds that hadn't previously been picked up on the radar. They realized it was too late to avoid flying through the clouds, so instead told passengers to fasten their seatbelts and proceeded through the clouds.</p><p>"This one will make a bang," the plane's captain told the copilot as they approached the clouds, per the report. </p><p>The injured attendant — referred to only as "cabin crew member two" —  told investigators that he was securing equipment at the rear of the plane when it was jolted by turbulence. While he was moving to sit down, the turbulence lifted him from his feet. </p><p>After falling heavily he noticed his foot was trapped in the housing surrounding the plane's emergency slide before another jolt threw him upwards. He heard a crack and suspected his ankle was broken, per the report. He told investigators the incident happened very quickly, in a period between five and 10 seconds, per the report.</p><p>His colleague — cabin crew member three — also injured her ankle in the incident, but provided assistance, and informed the rest of the flight crew of her colleague's more severe injury.</p><p>After landing the injured attendant was taken from the plane on a stretcher by firefighters, to an ambulance, which took both injured flight attendants to the hospital. Cabin crew member two suffered two fractures and a dislocated ankle, while crew member three suffered bruising. </p><p>The Boeing 737's 180 passengers were all unharmed.</p><p>Norwegian did not immediately respond to Insider's request for further comment. Aviation news website <a href="https://www.paddleyourownkanoo.com/2022/10/18/flight-attendant-dislocated-his-ankle-and-broke-it-two-places-in-freak-accident-caused-by-severe-turbulence/">Paddle Your Own Kanoo</a> first reported the incident. </p><p>Injuries caused by turbulence remain rare. BEA said that it had recorded 65 incidents involving turbulence between 2012 and 2021, per the report.</p><p>Investigators concluded that the incident occurred due to differences in the meteorological information given to air traffic controllers (ATCs), which can differ greatly depending on the age of the radar used by the controllers. The incident happened in Italian airspace, the report said. </p><p>The pilots of the plane were found to be at no fault for the incident.</p>

Srinagar, May 4 () The Jammu and Kashmir administration on Monday announced a night curfew from 7 pm to 7 am everyday during the third phase of the ongoing lockdown to curb the spread of COVID-19 in the Union Territory.<p>"Prohibitions (Curfew) on movement in ALL areas between 7 PM and 7 AM. No movement without passes. Medical emergencies exempted," government spokesman Rohit Kansal said in a tweet.  </p><p> Chief Secretary B V R Subrahmanyam issued a detailed order on permissible and non-permissible activities during the lockdown period from Monday to May 17. </p><p> "The movement of individuals for all non-essential activities between 7 pm and 7 am is barred. District Magistrates shall issue specific prohibitory orders in this regard under Section 144 of CrPC," the order said.  </p><p> According to the order, suspension on air travel will continue except for medical services, air ambulances, security purposes and those purposes permitted by the home ministry.</p><p>Train services and all road transport services for passengers shall also remain suspended, the order said. </p><p> "All schools, colleges, universities, educational/ training/ coaching institutions etc. will remain closed. However, online/distance learning shall be permitted," the order reads. </p> Hospitality services, cinema halls, shopping malls, gymnasiums, sports complexes, swimming pools, entertainment parks, theatres,  bars, liquor shops, restaurants, spas, saloons, parlours, barber shops  and auditoriums and assembly halls shall also remain closed, the order said. COVID-19 lockdown: J&K admin announces night curfew

New Delhi, Apr 16 () The Delhi High Court has asked the Centre and the AAP government to respond to a man's plea seeking permission to transport his critically ill wife to Chennai by air ambulance for cancer treatment.<p>Justice Rekha Palli listed the matter for hearing on Thursday on the limited aspect of permission for travel to Chennai and sought the Centre's stand on it.</p><p>The court said the other relief sought by the man for reimbursement of the cost of treatment at the Apollo Proton Cancer Centre in Chennai would be considered later.</p><p>He had sought reimbursement of the treatment costs under the Delhi government employees health scheme of which he is a member.</p><p>During the hearing on Monday, the man told the court that his wife, who is suffering from carcinoma, has been advised proton therapy at the hospital in Chennai and he had forwarded to the Delhi government all the details, including estimated costs, for grant of requisite permission for the treatment.</p><p>However, as he received no response, he had to approach the court, he said.</p><p>He also told the court that as his wife needs the treatment at the earliest, he is willing to travel to Chennai and bear the therapy costs, but it should be reimbursed later in accordance with the health scheme rules.</p><p>The Delhi government, represented by its additional standing counsel Gautam Narayan, told the court that it will endeavour to expeditiously process his request, in accordance with the rules, within one week from Monday.</p>The court gave Delhi government a week's time to file its reply on the aspect of reimbursement of the treatment costs. HC seeks Centre's stand on man's plea to take wife to Chennai for cancer treatment

<p><em></em></p><em><br /></em><ul class="summary-list"><li>Many UPS drivers are working in sweltering conditions in trucks with no fans or A/C this summer.</li><li><strong>Insider spoke to a UPS driver who got heat exhaustion multiple times and even had to go to the ER. </strong></li><li>This is their story, as told to writer Jenny Powers.</li></ul><p><em>This as-told-to essay is based on a conversation with a UPS driver. He spoke on condition of anonymity to protect his job, but his employment has been verified by Insider and his story has been corroborated by another UPS employee and via documentation. The following has been edited for length and clarity.<br /></em><br />Not a day has gone by this summer where someone hasn't turned to me and said, "Is it true you don't have air conditioning in your truck?" I wish I had a different answer than "Yes" for my own sake, but sadly, it's the truth.</p><p>It's not an isolated issue either, as the bulk of UPS drivers don't have A/C or even a fan in their vehicles.  </p><p>As temperatures continued to rise this summer, so did the public outcry regarding our less-than-ideal working conditions. UPS responded by recently issuing a statement claiming <a href="https://www.businessinsider.com/ups-drivers-121-degree-heat-waves-in-trucks-without-ac-2022-8">they train drivers to work in the heat</a>, but I wouldn't call posting flyers and handouts offering basic tips such as "Stay hydrated" or "Drink more water than usual" as training. I'd call them what they are — obvious reminders. </p><h2>Some of these tips, which fall under the corporate heading of<strong style="background-color: #ffffff;"> '</strong>Cool Solutions<strong style="background-color: #ffffff;"><em>,</em>' </strong>are blatantly contradictory anyway</h2><p>For example, suggesting we "wear lightweight, light-colored clothing" when our issued uniforms are dark brown doesn't even make sense. It's not as if we have a choice! </p><p>I've played sports most of my life, so I know how to stay hydrated. Every day I fill a large cooler with bottles of frozen water and Gatorade, along with <a href="https://isaproduct.com/products/amped-hydrate/">Isagenix Hydrate</a>. If I run out during my shift, I always stop to get more. I also keep my driver and passenger roller doors open at all times to take advantage of the breeze and even wear shorts in the winter.</p><p>But that's not always enough. </p><p>Some afternoons I've been known to march myself into the walk-in beer cooler at the local grocery store and spend about 20 minutes inside, enjoying the arctic air before returning to my route. Now that's a "Cool Solution" if you ask me! </p><h2>Still, despite all my best efforts, I've suffered from heat exhaustion on <strong style="background-color: #ffffff;">3 </strong>separate occasions this summer alone  </h2><p>Ask any UPS driver and they'll tell you "dropping route," which means returning to base before you've made all your drops, is greatly frowned upon by management and doing so without permission could result in being disciplined with job abandonment, sabotage, or insubordination. However, if it's a choice between my health and making the company's numbers for the day, that's a no-brainer right there. I'm choosing me every time.</p><p>The first time the heat got to me, I was lugging a very heavy package uphill when I started to get dizzy. Feeling light-headed, I grew concerned about getting back behind the wheel, so I called a supervisor. </p><p>Within 20 minutes, he came to get me and bring me back to our facility.   </p><p>The second time, I wasn't as lucky. After once again experiencing dizziness and lightheadedness, I messaged management and said I needed help as soon as possible and was too sick to finish my route. </p><h2>I was met with radio silence</h2><p>Finally, six minutes later, I sent another message letting them know I was going to call 911. </p><p>That got their attention.</p><p>They responded they were sending help but more than 15 minutes later, help still wasn't on the way. </p><p>Finally, close to an hour later, a supervisor arrived to retrieve my truck while another drove me back to the building. </p><p>I probably should have gone to the ER, but between the A/C pumping in my supervisor's car and the Gatorade I drank on the way back to the center, I began feeling better — so I didn't go. </p><h2>The most recent time I felt sick, I didn't bother messaging management</h2><p>Instead, I stopped in the middle of my route and drove back to the building, where we called 911. I was taken to the local hospital by ambulance. </p><p>I was diagnosed with dehydration and the doctor on call recommended light duty and told me not to drive for two days to allow time for me to fully recover. The next day, when I returned to work, one of the supervisors gave me pushback and questioned the doctor's orders about light duty. As if I didn't already feel bad enough! </p><p>I wound up calling the company's ethics hotline and filing a complaint against him. </p><p>The hotline, which is run by a third party, is supposed to follow through with an investigation based on the claim, but I haven't heard a peep beyond them telling me they received my claim, and that was months ago. </p><h2>This heat is a major problem for drivers all over the country</h2><p>The now-viral <a href="https://www.youtube.com/watch?v=jyFabBVZVVs">video</a> capturing the UPS driver collapsing on a customer's porch last month in Arizona has been a real wake-up call in terms of revealing the harsh realities we as drivers face working day in and day out in this oppressive heat. </p><p>But that was just the beginning. </p><p>Since that incident, <a href="https://www.businessinsider.com/ups-employees-shocked-death-24-year-old-driver-2022-7">a 24-year-old driver died</a> after being found unconscious in his truck, and while it hasn't been confirmed, his family suspects it was heat-related.</p><p>It's a pretty sad state of affairs, to say the least, but I guess if any good is to come out of all this, it's that there is finally some light being shed on our <a href="https://calcoastnews.com/2022/08/ups-driver-suffers-heat-stroke-crashes-into-building/">unsafe working conditions</a> for the world to see. All of these instances provide lots of ammunition for the union as we prepare to negotiate our next contract, which expires July 31, 2023. </p><p>Management says their priority is driver safety, so why are they prioritizing the <a href="https://www.tdu.org/ups_installs_surveillance_cameras">installation of interior and exterior cameras</a> in our trucks over the installation of A/C or fans? Shouldn't proper ventilation in our trucks top the list? </p><p>Instead, we're forced to breathe stale air in routinely unsafe temperatures, especially in the back of our trucks.</p><h2>It's not uncommon for temperature readings to rise as high as 120 to 130 degrees</h2><p>I wish the television show "<a href="https://www.cbs.com/shows/undercover_boss/">Undercover Boss</a>" would invite UPS management on for an episode so they would be forced to dress up in Browns — what we call our uniforms — and come out here and experience for themselves what we deal with each and every day in this weather. </p><p>I took this job six years ago for the benefits and the pension, which are terrific and allow me to support myself, my wife, and my kids. That's what keeps me here.</p><p>Our medical benefits are so robust that when we go to the emergency room I don't have to pay a dime, but the way things are going this summer, I'm seeing the inside of doctor's offices and emergency rooms more than I'd like to lately, whether it's covered or not.  </p><p>Frankly, I think UPS should forget about asking customers, "What can Brown do for you?" and instead try asking its drivers the same question.  </p><p><em>In a statement to Insider, Matthew O'Connor, director of media relations at UPS, said: </em><em>The health and safety of our employees is our highest priority. In preparing for this summer's heat wave, we instituted several new steps to support employee safety and comfort on the job, including increasing the heat-related PPE we provide. </em><em>As part of this effort to support our drivers, we are providing additional water, ice, electrolyte replacement beverages and fruits with high water content. </em><em>Along with this, we launched the following action plans as summer started: distributing 260,000 new uniforms with wicking dry-fit shirts and performance fabric shorts, making more than 125,000 cooling towels available, and accelerating the installation of fans in UPS vehicles across the country.</em></p><p><em>UPS trains employees to work safely throughout the year, focusing on the importance of proper rest, hydration, nutrition, and other good health practices. We have meetings with our employees all year round, and when warranted remind them of forecasted temperatures, signs and symptoms of heat illness, and to be aware of their own health conditions. We also send reminders to our employees throughout the day to stay hydrated and to take their rest breaks. Most importantly, if one of our drivers needs immediate assistance due to extreme heat, local UPS personnel respond by coming to their location to help them safely return to their delivery center or arrange for immediate assistance at their location. We never want our employees to continue working to the point that they risk their health or work in an unsafe manner.</em></p><p><em>We have a dedicated employee-led health and safety team who review work practices and promote health awareness, creating a collaborative approach between front-line employees and management through our Comprehensive Health and Safety Process (CHSP). CHSP members regularly meet at UPS facilities to discuss health and safety and put their ideas into action that raise awareness and provide the resources that help keep their co-workers safe. Their roles also involve mentoring employees on hydration, wellness and safe work methods. </em><em>All these efforts and collaboration are designed to ensure that every UPS employee makes the most important stop daily, which is when they safely arrive home after their workday.</em></p>

A WhatsApp group helps airlift ailing IT UK professional back to Kerala

Miami, Apr 6 (AP) Fourteen people from a cruise ship that docked in Florida over the weekend with coronavirus victims aboard were hospitalized and one of them later died, authorities said Sunday. Two fatalities had been reported previously aboard the Coral Princess.<p>The Princess Cruises ship, which docked Saturday in Miami, also began disembarking on Sunday fit passengers who were cleared for charter flights out. Passengers with symptoms of COVID-19 or recovering from it were being kept on the ship until medically cleared.</p><p>In a statement Sunday night, the Miami-Dade County mayor's office said one of the six people removed Saturday from the ship had died after being taken by private ambulance to a Hialeah hospital. </p><p> Two other "critical patients" were hospitalized in Hialeah and three others whose conditions weren't disclosed had been sent to a Tampa-area hospital. Eight others whose conditions weren't disclosed were taken off the ship Sunday to hospitals.</p><p>The statement did not immediately indicate whether the 14 people had a confirmed coronavirus link.</p><p>Miami-Dade Mayor Carlos Gimenez on Sunday ordered a local hospital physician and nurses dispatched to PortMiami to assist medical staff aboard the Coral Princess. </p><p>The statement said officials also replenished the ship's oxygen supply after determining it was critically low.</p><p>Meanwhile, buses lined up near the cruise terminal Sunday to take passengers showing no signs of the illness to the airport, but the process was slow. The cruise line said it was further delayed by a policy the U.S. Centers for Disease Control and Prevention issued overnight, preventing passengers from being placed on commercial flights.</p><p>"Princess Cruises continues to work tirelessly to adjust the repatriation plan to meet the new CDC requirements. This will unfortunately result in further delays in disembarkation and onward travel for many guests as we work through this complex, challenging and unfortunate situation," the company said in a news release.</p><p>Even before the new policy was issued, the cruise line said getting passengers home would take several days. Disembarkation was limited Sunday to passengers cleared for charter flights to California, Australia and the United Kingdom.</p><p>Before Saturday, the 1,020 passengers and 878 crew members of the Coral Princess had been in limbo for days, awaiting permission to dock. The Coral Princess had been on a South American cruise that was due to end March 19 in Buenos Aires. </p><p>The ship subsequently encountered obstacles to docking because of various port closures and cancellation of airline flights, the cruise line said.</p><p>Last Thursday, Princess Cruises spokeswoman Negin Kamali had said seven passengers and five crew members on the ship had tested positive for the coronavirus. </p><p>Passengers were self-isolating in their staterooms and meals were being delivered by room service, while crew members were remaining in their quarters when not working.</p><p>Princess Cruises is a brand of Miami-based Carnival Corp., the world's largest cruise company. The cruise line industry announced a voluntarily suspension of most ship operations from U.S. ports on March 13 amid the global pandemic. The next day, the CDC announced a "no sail" order to all cruise ships that had not suspended operations.</p>For most people, the coronavirus causes mild or moderate symptoms, and the vast majority survive. These Photos Show What Troop Life Is Really Like In Afghanistan

<p><span style="line-height: 1.5em;"><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><a href="http://www.flickr.com/photos/syriafreedom/6811377868/">Flickr/FreedomHouse</a></p></div><p></p></div></div></span>BEIRUT/GENEVA (Reuters) - It is a 15-minute drive from the five-star hotel that houses U.N. aid staff in Damascus to rebel-held suburbs where freezing children are starving to death.</p>
<p>Yet it is months since convoys from the United Nations and other agencies have delivered food or medical care to many such areas - prevented by a Syrian government accused of using hunger as a weapon of war against its people.</p>
<p>As the United Nations launched an annual appeal on Monday to help 16 million people affected <span class="highlight"><span class="highlight"><keyword id="6354913" type="COUNTRY" weightage="60" keywordseo="Syria">Syria</keyword></span></span>'s civil war, divisions among world powers that have crippled peacemaking are also denying U.N. staff the power to defy President Bashar al-Assad's officials and push into neighborhoods now under siege.</p>
<p>"In government-controlled parts of <span class="highlight"><span class="highlight">Syria</span></span>, what, where and to whom to distribute <span class="highlight">aid</span>, and even staff recruitment, have to be negotiated and are sometimes dictated," said Ben Parker, who ran the U.N. Office for the Coordination of Humanitarian Affairs (OCHA) in <span class="highlight"><span class="highlight">Syria</span></span> for a year until last February.</p>
<p>"According to the Syrian government's official position, humanitarian agencies and supplies are allowed to go anywhere, even across any frontline," he wrote last month in the journal Humanitarian Exchange. "But every action requires time-consuming permissions, which effectively provide multiple veto opportunities." Fighting and rebel groups are also obstacles.</p>
<p>The United Nations appealed for $6.5 billion on Monday to help 16 million people affected by the Syrian civil war, including millions made hungry and homeless by the conflict soon entering its fourth year.</p>
<p>The world body estimates about a quarter of a million Syrians are living under siege as winter bites, most of them encircled by government forces, but also including 45,000 in two towns in the north that are besieged by anti-Assad rebels.</p>
<p>A binding Security Council resolution could formally oblige the authorities to let <span class="highlight">aid</span> agencies into areas like the Damascus suburbs and the old city of Homs, where local doctors say children are dying of malnutrition. But divisions between Western powers, backing the rebels, and Russia, have paralyzed the world body over <span class="highlight"><span class="highlight">Syria </span></span>since the conflict began in 2011.</p>
<p>As a result, international agencies are legally obliged to work with a government which <span class="highlight">aid</span> workers say has used threats - say, to deny visas to foreign staff or hinder efforts to help millions of people outside besieged districts - as a way of muting criticism and discouraging attempts to break the sieges.</p>
<p>"It is a fundamental flaw in the international system that it is possible for a rogue state to hold its own people hostage," said a Western diplomat who works on <span class="highlight">aid</span> issues.</p>
<p>"<span class="highlight"><span class="highlight">Syria</span></span> ... can threaten access to its own population and say 'millions will starve if my instructions are not followed'.</p>
<p>"The reality is there is a risk of being thrown out," he said. "You have to look ultimately at what the moral obligation is to serve as many as you can."</p>
<h3>"TROJAN HORSE"</h3>
<p>As far as Assad's government is concerned, said former U.N. <span class="highlight"><span class="highlight">Syria</span></span> staffer Ben Parker, <span class="highlight">aid</span> operations are "a Trojan horse to delegitimize the state, develop contacts with the opposition and win international support for military intervention".</p>
<p>To criticism that they should complain more loudly, <span class="highlight">aid</span> workers speaking privately cited the case of a U.N. agency chief who ended a posting in Damascus last year after clashing with Syrian officials over access for <span class="highlight">aid</span>distribution. <span class="highlight"><span class="highlight">Syria</span></span> had made clear that the official's visa would not be renewed.</p>
<p>An internal U.N. document seen by Reuters last month said visa applications for international staff were more likely to be turned down or put on hold in 2013 than to be approved.</p>
<p>It described Syrian bureaucracy hampering operations, as well as difficulties posed by fighting and a lack of cooperation from numerous, often rival, rebel groups across the country.</p>
<p>The International Committee of the Red Cross (ICRC) said this month that both sides have blocked medical <span class="highlight">aid</span> to the sick and wounded. "Where we haven't been particularly successful is in increasing our medical activities in <span class="highlight"><span class="highlight">Syria</span></span>, which remain below our expectations," ICRC President Peter Maurer said.</p>
<p>"On both sides we are struggling with the argument that whatever medical <span class="highlight">aid</span> is brought to one part or the other is interpreted as an indirect military support to the other side."</p>
<p>Syrians in areas where little or no <span class="highlight">aid</span> is getting through say they feel abandoned and blame world powers for not only extending a war that has killed over 100,000 by backing warring parties but also failing to ease the impact on civilians.</p>
<p>An opposition activist in Damascus who uses the name Tariq al-Dimashqi and works in a field hospital in the besieged eastern suburbs of the capital says that he has seen no medicine or food from the United Nations for more than a year.</p>
<p>"The United Nations should do something to save civilians," he said. "They have to force the regime to end the siege."</p>
<p>Some medicines are smuggled in to the area, he said, but the hospital is very low on supplies.</p>
<h3>CHILDREN DYING</h3>
<p>Lack of access for independent agencies makes it hard to verify food and medical supplies in many areas. But opposition activists have posted video of the bodies of several skeletal children who local doctors say died of malnutrition.</p>
<p>In September, footage of the body of one-year-old Rana Obeid, ribs protruding and belly swollen, was accompanied by statements from doctors saying she was the sixth child to die from malnutrition in Mouadamiya, about a quarter-hour drive from the Four Seasons Hotel in Damascus.</p>
<p>More broadly, providing <span class="highlight">aid</span> across a patchwork of front lines across <span class="highlight"><span class="highlight">Syria</span></span> has proved a struggle. Of a population of 23 million, the United Nations says 2.3 million refugees have fled the country, taking the misery of the war into often fragile neighboring states, while 9.3 million need help inside <span class="highlight"><span class="highlight">Syria</span></span>.</p>
<p>Two million of these are in areas that are hard to reach.</p>
<p>A 2013 U.N. appeal for $1.41 billion to finance <span class="highlight">aid</span> work in <span class="highlight"><span class="highlight">Syria</span></span> reached only 62 percent of its target. U.N. humanitarian chief Valerie Amos launch the funding appeal for 2014 on Monday for more than four times as much money.</p>
<p>"This is the largest amount we have ever had to request at the start of the year," she said.</p>
<p>Twelve U.N. staff and 32 staff or volunteers of the Syrian Arab Red Crescent have been killed and 21 U.N. staff remain in detention, last month's U.N. document seen by Reuters says - without specifying which groups were holding them.</p>
<p>In a country in the grip of a population explosion before the war began, half of <span class="highlight"><span class="highlight">Syria</span></span>'s needy are children.</p>
<p>"The time will come that whatever <span class="highlight">aid</span> you bring it is far too late and the scars on children will be far too deep to repair," said Maria Calivis, Middle East and Northern Africa director for the U.N. Children's Fund UNICEF.</p>
<p>This month the U.N. failed to deliver food to 600,000 out of its monthly target of 4 million, a goal never yet reached.</p>
<p>Of 91 public hospitals in <span class="highlight"><span class="highlight">Syria</span></span>, 36 are not functioning and another 22 have been damaged, while almost half of the 658 ambulances have been stolen, burned or massively damaged, according to the World Health Organization (WHO).</p>
<p>The domestic drug industry - largely based in some of the areas hardest hit by fighting - collapsed in August 2012 and has virtually halted production, the WHO added. Rights groups say the Syrian air force has deliberately bombed hospitals.</p>
<p>The WHO said last month that polio, which is incurable and paralyses children within hours, had spread from the eastern city of Deir al-Zor to the major city of Aleppo and around Damascus. It is the country's first outbreak since 1999.</p>
<p>The WHO must work through the government and a vaccination drive has not reached all areas, although the agency says 600,000 people have been reached in contested areas.</p>
<p>"The pressure has to be kept on" for access for medical supplies, said Elizabeth Hoff, the WHO representative in<span class="highlight"><span class="highlight">Syria</span></span>.</p>
<h3>"POOR" RESPONSE</h3>
<p>Lebanon-based public health researchers Fouad Fouad and Adam Coutts criticize the local and international response:</p>
<p>"The outbreak and now spread of Polio Type I in <span class="highlight"><span class="highlight">Syria</span></span> represents more than just a breakdown of a public health system during a time of conflict," said Coutts.</p>
<p>"It is symptomatic of a humanitarian response in which public health has been neglected and which remains underfunded and poorly coordinated."</p>
<p>Fouad said more than 70 percent of medical staff have left <span class="highlight"><span class="highlight">Syria</span></span> due to the crisis and that no data is being collected on mental health inside <span class="highlight"><span class="highlight">Syria</span></span>. Mental health care is a neglected area and a "heartbreaking" challenge, the WHO's Hoff said.</p>
<p>Leishmaniasis, a disease transmitted by sand flies which causes sores on the skin, is spreading so fast it has earned the local nickname the "Aleppo boil".</p>
<p>In Aleppo, once <span class="highlight"><span class="highlight">Syria</span></span>'s most populous city, Fouad said no one had had heart surgery in more than a year: "This is not a new crisis. This is not the first conflict," he said.</p>
<p>"The U.N. should be doing better."</p>
<p>Peggy Hicks, the head of advocacy for lobby group Human Rights Watch, said that U.N. efforts have lately made some modest progress in eliminating bureaucratic obstacles to <span class="highlight">aid</span>.</p>
<p>"But with winter fast approaching, these grudging steps by <span class="highlight"><span class="highlight">Syria</span></span> are nowhere near enough," she said.</p>
<p>"The U.N. should keep emphasizing that the real test is a change in the situation on the ground, particularly for the 280,000 Syrians in besieged towns."</p>
<p>On October 2, the U.N. Security Council urged the Syrian government in a non-binding statement to allow immediate cross-border <span class="highlight">aid</span> deliveries. U.N. <span class="highlight">aid</span> officials said that access has improved somewhat since then.</p>
<p>U.N. <span class="highlight">aid</span> chief Amos said this month that there had been "modest progress" with Damascus, such as issuing 50 visas for international staff and permitting the setting up relief hubs to store and distribute supplies. But U.N. convoys from Turkey are still forbidden and besieged communities are still blocked off.</p>

<p>Hicks at Human Rights Watch said more should still be done to press world powers to demand humanitarian access in <span class="highlight"><span class="highlight">Syria</span></span>.</p>
<p>"There is always room for more vocal engagement," said Hicks. "I think there is more room for explicit movement and to pressure the Security Council to act on their words."</p>
