BJP failed to address key issues like inflation and unemployment, says Bhupinder Hooda

Chennai, Tamil Nadu's ruling <keyword id="19897149" type="General" weightage="20" keywordseo="dmk" source="keywords">DMK</keyword>, a key constituent of the INDIA bloc, in its manifesto released on Wednesday promised to repeal the Citizenship Amendment Act, 2019 if the opposition alliance wins the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> polls. Restoration of statehood to Jammu and Kashmir and holding polls there, scrapping the New Education Policy 2020, slashing fuel prices, annulling Article 361 of the Constitution that provides protection to governors from legal action and appointment of Governors following consultation with Chief Ministers, were among the key promises made by the DMK. The recommendations of the M S Swaminathan committee will be adopted to ensure that MSP for agricultural products "is set at total production cost plus 50 per cent," the DMK said. Also, it announced that if voted to power, the INDIA bloc will withdraw the Agnipath scheme and reintroduce "permanent recruitment service" in the Indian Armed forces. "From now on, population census, including caste-wise census and census concerning people below the poverty line, will be conducted by the Union government once every five years simultaneously." The DMK will firmly insist on the removal of Article 356, which allows the dismissal of duly elected state governments and imposition of President's rule. The Congress party's ally in Tamil Nadu said that "new constraints" on States' borrowing capacity, imposed by the union government beyond the limits in each state's FRBM-equivalent Act will be eliminated. "A recommendation to share cess revenues with states will be made. It will be proposed that the Finance Commission increase the horizontal devolution of tax revenue (to all States together) from 42 per cent to 50 per cent." The Union government's financial contributions to states will be based on the income tax and GST collected in those states. Thus, financial contributions will be assured based on the taxes collected within each state. The finance provided to states will be permanently determined based on the 1971 population. A 33 per cent reservation for women in Parliament and legislative assemblies will be implemented immediately. "DMK will insist that the Union government enact a law providing menstrual leave to women, emphasizing the journey towards gender equality." Petrol and diesel prices "will be set at Rs 75, Rs 65 (per litre)" and cooking gas cylinders shall be made available at Rs 500 (per cylinder). "The introduction of the Uniform Civil Code will be strictly prevented" to preserve India's secular nature as stated in the Constitution's preamble. "The 2019 CAA law will be repealed, and all minorities will be treated equally without any discrimination. The recommendations of the Sachar Committee for the improvement of the lives of Muslims and other minority communities will be implemented." Facilitation will be provided for <keyword id="21027983" type="General" weightage="20" keywordseo="sri-lankan-tamil" source="keywords">Sri Lankan Tamil</keyword> refugees to get Indian citizenship. Assistance will be provided to those who wish to return to Sri Lanka. Also, the manifesto said efforts will be made to implement reservation for minorities at the all-India level, similar to Tamil Nadu. "The financial assistance previously provided to minority educational institutions has now been stopped. Action will be taken to resume this assistance." For "political" reasons, funding from foreign countries to non-governmental organisations (NGOs) has currently been stopped. "The Foreign Exchange Regulation Act will be properly amended, and measures will be taken to ensure these financial aids continue to reach NGOs without any problems." The proposal of 'One Nation, One Election' will be abandoned, and for the allocation of Lok Sabha seats to states, the current practice, based on the 1971 census will continue. All "people-unfriendly" laws introduced by the BJP government over the last 10 years will be reviewed immediately by the INDIA alliance government. The "labour-hostile laws" introduced by the BJP government will be "reformed." Through the Employees' Provident Fund (EPF), the Union government will ensure a minimum pension of Rs 5,000 per month. The number of working days under the Mahatma Gandhi National Rural Employment Guarantee Act will be increased from 100 to 150 days. "A wage of Rs 400 will be provided across states/ union territories nationwide." Disbanding the current NITI Aayog, set up by the BJP regime and establishing again the Planning Commission to draft plans based on the requests of state governments is another assurance the DMK has made. "Measures will be taken to reclaim Kachchatheevu to ensure India's security and to protect the welfare of the fishermen." A mandatory "cooling-off period" of 2 years will be introduced for retired judges and secretaries before they could join private companies or political parties, the manifesto said. Waiving loans and interests for farmers in nationalised and scheduled banks, waiver of educational loans for students, monthly entitlement of Rs 1,000 for all women in every state and formation of <keyword id="21027984" type="General" weightage="20" keywordseo="state-development-council" source="keywords">State Development Council</keyword> by including Chief Ministers were among the promises made by the DMK. Exemption for Tamil Nadu from the NEET exam and complete removal of toll booths on national highways, forms part of poll promises of the Dravidian party. Further, the DMK said amendments will be made to relevant laws to ensure that state governments, elected by the people, appoint Vice-Chancellors to state-run universities, rather than Governors. Stopping government's divestment from public sector enterprises, implementing the Sethusamudram project, law to ban online gambling, setting up a <keyword id="19895345" type="General" weightage="20" keywordseo="supreme-court" source="keywords">Supreme Court</keyword> branch in Chennai, providing statehood for <keyword id="19901639" type="General" weightage="20" keywordseo="puducherry" source="keywords">Puducherry</keyword>, equal funding for all state languages including Tamil, were among the host of other promises made by the DMK. Establishment of Tamil departments in varsities and stopping construction of <keyword id="19950851" type="General" weightage="20" keywordseo="mekedatu" source="keywords">Mekedatu</keyword> dam were also promised by the DMK. "The <keyword id="19996334" type="General" weightage="20" keywordseo="vishwakarma-scheme" source="keywords">Vishwakarma Scheme</keyword>, introduced by the BJP government to encourage caste-based occupations, will be restructured on the basis of social justice."

DMK vows to repeal CAA if INDIA bloc is voted to power

These forms apply to filing income tax returns for earnings in the previous year 2023-24 (from 01-04-2023 to 31-03-2024). “The department usually notifies the <keyword id="1156749" type="General" weightage="20" keywordseo="itr-form" source="Orion">ITR form</keyword> before the start of the subsequent assessment year, i.e. in February or March. An early notification of ITR forms not only extends the window for filing returns but also signifies a proactive stride towards empowering taxpayers,” says Abhishek Soni, CEO, Tax2Win.in, a tax filing platform. The CBDT has not amended Rule 12 of the Income-tax Rules, 1962, which outlines the criteria for the applicability of ITR forms to different classes of taxpayers and method of furnishing returns. The ITR 1 is for individuals with income up to ₹50 lakh from salary, pension, one house property, interest, and agricultural income (up to ₹5000). ITR 4 is for individuals and Hindu Undivided Families with income up to ₹50 lakh, who use the presumptive income scheme for businesses or professions, and additionally have income from salary, pension, one house property, and other sources (excluding lottery and horse races). Tax payers must opt out to choose old regime The Finance Act 2023 has revised section 115BAC, making it the default tax structure for individuals. If an assessee prefers not to follow the new tax system, they must explicitly opt out and choose to be taxed under the previous regime. Section 115BAC(6) provides an avenue for eligible assesses to opt out of the new tax scheme. To exercise this choice, individuals with income (excluding earnings from a business or profession) need to specify their preferred tax structure in the income tax return for the relevant assessment period. A taxpayer earning from a business or profession also has the choice to exit the new tax structure and revert to the previous tax system for a specific year. To exercise this choice, they must utilise Form No. 10-IEA on or before the filing deadline specified under Section 139(1) for submitting the income tax return. “In simple words, an assessee filing ITR 1 is only required to indicate his choice of tax regime in the return of income. An assessee filing ITR 4 will be required to file Form 10-IEA to opt out of the new tax regime,” says Naveen Wadhwa, deputy general manager at Taxmann, an online source of tax and law-related information. New column added to claim deduction under Section 80CCH The Finance Act 2023 added a new Section 80CCH, which states that individuals enrolled in the Agnipath Scheme and subscribing to the Agniveer Corpus Fund on or after 01-11-2022 will be eligible for a tax deduction for the total amount deposited in the Agniveer Corpus Fund. “ITR forms 1 and 4 have been amended to include a column to furnish the amount eligible for deduction under section 80CCH,” says Wadhwa. "Receipts in Cash" column added to ITR-4 to claim enhanced turnover limit The Finance Act, 2023 has enhanced the turnover threshold limit from ₹2 crores to ₹3 crores for opting for the presumptive taxation scheme under Section 44AD if the receipts in cash do not exceed 5% of the total turnover or gross receipts for the previous year. It is also provided that the meaning of cash would include the cheque or a bank draft, which is not an account payee. Similarly, Section 44ADA was amended to enhance the threshold limit of gross receipts from ₹50 lakhs to ₹75 lakhs, if the receipts in cash do not exceed 5% of the total gross receipts for the previous year. “To give effect to the above amendments, the CBDT has amended ITR-4 to include a new column of "receipts in cash” for disclosing cash turnover or cash gross receipt,” says Wadhwa. These changes can pave the way for improved and more accurate tax submissions, elevating the compliance process for both individuals and entities.

The decision was taken in public interest to ensure a smooth functioning of all departments and not hinder the decision-making process in view of the absence of the five cabinet ministers and four ministers of state, according to Thackeray. The work of the departments belonging to the concerned <keyword id="2490053" type="General" weightage="20" keywordseo="rebel-ministers" source="Orion">rebel Ministers</keyword> and Ministers of State has been handed over to the existing Ministers and Ministers of State, till further orders, said the CMO. The rebel group's leader and Minister Eknath Shinde's Urban Development, Public Works (Public Enterprises) have been allocated to Minister Subhash Desai, Minister Gulabrao Raghunath Patil's Water Supply and Sanitation Department goes to Anil Dattatraya Parab, Minister Dadaji Dagdu Bhuse's Agriculture and Ex-Servicemen Welfare Department and Minister Sandipan Asaram Bhumare's Employment Guarantee Scheme &amp; Horticulture have been given to Minister Shankar Yashwantrao Gadakh, Minister Uday Samant's Higher &amp; Technical Education Department goes to Minister Aditya Thackeray. Just two days after recording 811.6 mm of rainfall in a day, <keyword id="635157" type="General" weightage="20" keywordseo="cherrapunji" source="Orion">Cherrapunji</keyword> in Meghalaya received a bountiful 972 mm of precipitation in 24 hours ending 8.30 am on Friday, the highest in June since 1995, the India Meteorological Department (IMD) said. One of the wettest places in the world, Cherrapunji has recorded more than 800 mm of precipitation on a June day on nine occasions since the IMD started keeping records, the IMD data showed. Till Friday, Cherrapunji has received a total of 4081.3 mm rainfall this month, Sunit Das, Scientist E at IMD's regional centre in Guwahati, said. In 24 hours ending 8:30 am on Wednesday, the town nestled in the East Khasi Hills gauged a copious 811.2 mm of rainfall. On June 16, 1995, Cherrapunji logged 1563.3 mm of rainfall. A day before, on June 15, 1995, it received 930 mm of precipitation. "It doesn't always rain like this. 50-60 cm is normal (in Cherrapunji) once or twice every year. But 80 cm and above is certainly not usual," Das told PTI. "A trough has been persisting over the region for some days and southwesterly winds have been continuously bringing a lot of moisture from the Bay of Bengal. These winds smash against the cliffs of the Khai hills and give rainfall," he said. Cherrapunji recorded 673.6 mm of rainfall on Thursday, 811.6 mm on Wednesday, 62.6 mm on Tuesday, 293 mm on Monday and 354 mm on Sunday. The spell of extreme rainfall is likely to continue for one or two days. Thereafter, the intensity will decrease, the scientist said. At an aerial distance of 10 km from Cherrapunji, Mawsynram, the wettest place in India, gauged 710.6 mm of rainfall in 24 hours ending 8:30 am Wednesday, the maximum since June 1966. On June 10, 1966, Mawsynram had recorded 717.6 mm of rainfall. On June 7, 1966, it had received 944.7 mm of precipitation, the highest on a June day since the IMD began maintaining records. The town had gauged a 24-hour rainfall of 623.4 mm on June 8, 2015. "Mawsynram is at present the wettest place in India, with an average annual rainfall of 11802.4 mm (average of the 1974-2022 period). Cherrapunji receives 11359.4 mm of rainfall in a year (average of the 1971-2020 period)," Das said. Overall, the northeast and east India has received 220.3 mm of rainfall, 39 per cent more than normal, since June 1 when the monsoon season starts. Meghalaya has gauged 865.7 mm of rainfall, 153 per cent more than normal, since June 1. Arunachal Pradesh has recorded 253.1 mm of rainfall, 22 per cent more than normal, while Assam has logged 372.9 mm of rainfall, an excess of 79 per cent. However, not all states in the region have seen good rainfall. Manipur, Mizoram and Tripura have reported a rainfall deficiency of 50 per cent, 46 per cent and 38 per cent. The great FII or FPI sell-off is in progress. They have sold continuously over the last twelve-month period barring for September 21 when they were net buyers to the extent of Rs 913 crore. Fortunately for the markets, our domestic institutions have developed muscle power in the form of a strong SIP base to counter this selling. How long this would continue is anybodys guess. The last time that the <keyword id="6368141" type="General" weightage="100" keywordseo="fiis" source="Orion">FIIs</keyword> bought on a net basis for the year was in 2019 and 2020 when they invested Rs 40,000 crore and Rs 64,000 crore, respectively. At this time, domestic institutions also bought 42,000 crore in 2019 but sold 36,000 crore in 2020. In 2021, FIIs sold Rs 93,000 crore while domestic funds bought 95,000 crore. In the current year till date, FIIs sold Rs 2.67 lakh crore and Domestic institutions bought 2.15 lakh crore. What has led to this massive sell-off is the first question that comes to mind. The first and foremost reason is of course inflation which is at a record over 40 year high in the US and is threatening to continue to rise. Gas prices and now mortgage rates are hitting the normal citizens in the under-belly. They have both risen very fast and are at levels which are close to double compared to the last six months. With such high outgoings, things are unlikely to improve as the <keyword id="45672" type="General" weightage="50" keywordseo="fed" source="Orion">FED</keyword> raises interest rates to keep inflation under control. With a 75-basis point hike in the previous week and another similar hike imminent in six weeks' time, the rates would be at 2.25-2.5 per cent by July end. Unthinkable for the US which believed that inflation would never hit them in the near future. The next question that comes to mind is why such sharp selling had to be done. <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> as a market has outperformed the US markets and investments in India even though we are at a 52-week low as of Friday is far better than what the US has done during the same period. Incidentally, the US is also at a 52-week low. While the Indian benchmark indices on a year-to-date basis have seen BSESENSEX lose 11.83 per cent and <keyword id="6354813" type="General" weightage="50" keywordseo="nifty" source="Orion">NIFTY</keyword> lose 11.87 per cent, Dow Jones has lost a massive 18.09 per cent. <keyword id="6357328" type="General" weightage="50" keywordseo="nasdaq" source="Orion">NASDAQ</keyword> has lost much more and is now down 30.98 per cent. The technology sector and particularly companies which gained handsomely when Covid-19 was amongst us have reported sharp drop in business and also reported losses in many cases. This has led people to believe that probably companies involved in e-commerce are just not in favour any more. Post normalcy, markets believe that the business model of these e-commerce companies is under tremendous pressure. Shares from these sectors have lost big time in the US and part of the meltdown is visible even in India. FIIs are busy encashing gains in India so that they are able to reduce their overall exposure at a time when global markets are under pressure. With Indian markets still giving positive returns, sales here are of the first priority. How long and up to what level would be debatable. Domestic funds have been able to keep pace with sales so far. Whether this would continue indefinitely is not sure. The positive fact however remains, post Covid-19 the new investors who have come to the markets are giving substantial muscle power to domestic funds and helping in facing the onslaught. Every person has his day, and its not far before the day would come where domestic institutions would sell shares to FIIs and FPIs on their terms and conditions. In this global meltdown, even the Indian Rupee has held its ground quite well. While we have lost some ground against the Dollar, we have gained against quite a few other currencies including the pound and the euro. In the current Russia-Ukraine war, we have managed our oil purchases quite well and a good crop is helping in this world food crisis. What next? Expect FIIs to stop selling sooner than later and look at Indian equities all over again. The reducing differential between interest rates would be another reason to look at the country. Further the fact that India has one of the best growths amongst global economies is yet another reason. I strongly believe that before the calendar year is over, FIIs will be back on a buying spree in the country. Wait for that to happen and see the markets gain.
