You're looking for some new headphones on a few sites, and sure enough, every other ad you see afterward is for that model you were eyeing. You can thank website cookies for this now everyday experience. </p><p>There are a few kinds of cookies, but "third-party" cookies are those that primarily follow you around the internet. When you visit a website and perhaps even hit "agree" on a cookie consent notice that pops up, advertisers can essentially drop a tiny bit of code in your browser to follow some of your internet activity. </p><p>They don't have any of your identification information, and no actual person is tracking your every move. But the data about you - which can include your location, age, gender, or actions on the site, social media, and search engines - can then be used to generate targeted ads to match your preferences and buying interests. Or, as it happens, to make you a bit uncomfortable. </p><h2>What to know about WebChoices, a tool within <keyword id="10701823" type="UNKNOWN" weightage="60" keywordseo="adchoices">AdChoices</keyword></h2><p>AdChoices is a program from a big group of online advertisers known as the Digital Advertising Alliance, responsible for much of this targeted advertising. With AdChoices, the group intends to regulate themselves and allow consumers more choice when it comes to their targeted ads. </p><p>Ads from participating companies show a blue triangle symbol at the top of the ad, which you can click to see more information on why you saw the targeted ad and change ad settings. </p><p>WebChoices is a tool within AdChoices that allows consumers to mass opt-out of cookies from participating companies. </p><p>When you visit the website, WebChoices scans your browser for existing cookies that collect your data for targeted ads and allows you to opt-out of that data collection from multiple companies at once. </p><h2>How to opt out of website cookies with WebChoices and avoid targeted ads</h2><p><strong>1.</strong> Open your browser and go to <a href="https://optout.aboutads.info/?c=2&amp;lang=ENg=EN">https://optout.aboutads.info</a>.</p><div type="image" title="How to mass opt out of AdChoices data collection   1" height="1762" width="2744" msid="80677558" hostid="261"></div><p><strong>2.</strong> After the site finishes running the scan, a popup window labeled "Status Check Complete" will appear. You might still see targeted ads from companies that don't participate in the program and advertisements that aren't targeted.</p><p>The tool works only for the browser you're in, so if you use another browser, you must run the scan for it separately. How to opt out of website cookies with WebChoices and avoid targeted ads

<ul class="summary-list"><li>Researchers say they've found multiple videos on YouTube advertising "dubious" face masks and fake vaccines, despite the platform's efforts to take down "misleading and dangerous coronavirus content."</li><li>Since the outbreak started, misinformation about the coronavirus has run rampant across social media even as platforms enact policies banning content that advertises face masks, hand sanitizers, and treatments.</li><li>Much of YouTube's content moderation has been automated in recent weeks as a result of Google, like many other companies, asking employees to work remotely.</li><li><a href="https://www.businessinsider.com/?hprecirc-bullet">Visit Business Insider's homepage for more stories</a>.</li></ul><p>Scammers and grifters are using the coronavirus to <a href="https://www.ftc.gov/news-events/press-releases/2020/03/ftc-data-shows-jump-coronavirus-related-complaints-consumers">profit online</a>, costing consumers more than $5 million by tapping into their fears and promoting easy access to resources like masks, respirators, and hand sanitizer. On YouTube, videos touting overpriced face masks and bogus vaccines are easy to find.</p><p>Even despite YouTube and other social platforms' efforts to cut down on harmful content, coronavirus misinformation is still spreading faster <a href="https://www.businessinsider.com/tech-companies-and-governments-are-fighting-coronavirus-fake-news-2020-3" target="_blank" rel="noopener noreferrer">than tech companies are able to take it down</a>. A new report claims that by not enforcing stricter moderation practices, YouTube could be "<a href="https://www.digitalcitizensalliance.org/clientuploads/directory/Reports/DCA_Corona_YouTube_Vaccines.pdf">enabling shadowy sellers</a>." </p><p>Researchers from the Digital Citizens Alliance and the Coalition for a Safer Web recently discovered "multiple" YouTube videos from accounts trying to sell medical products in high demand due to the worldwide outbreak of COVID-19, the coronavirus disease.</p><p>The report found many of these sellers to be "dubious." After reaching out to many of the sellers via email and WhatsApp, the researchers found "ample reason" in their conversations to believe the masks they were advertising were fraudulent. Some of these sellers were also peddling cures or treatments - despite the fact that a vaccine for COVID-19 <a href="https://www.businessinsider.com/coronavirus-vaccine-timeline-what-to-watch-leading-research-2020-3">has yet to be officially approved</a>.</p><p>In its report, the DCA highlights 3 channels selling face masks and vaccines; each has been suspended since the report became public. A YouTube spokesperson told Business Insider that the videos in question accrued "zero to a few views" before they were taken down, and that the platform has otherwise removed "thousands of videos related to misleading and dangerous coronavirus content."</p><p>The DCA also provided Business Insider with 4 additional YouTube videos advertising the "best mask for coronavirus!" along with rapid test kits and cures. These videos have around 800 views in total, which is small considering YouTube has <a href="https://www.youtube.com/about/press/">more than 2 billion unique visitors</a> each month. Shortly after Business Insider provided YouTube with these links, three out of four of the videos were taken down for "violating YouTube's community guidelines." The video that remains online is on a channel with more than 6,000 subscribers.</p><p>"It's not only spreading misinformation, but in the end it's contributing to people's anxiety and fears," Digital Citizens Alliance executive director Tom Galvin told Business Insider. "We've come to expect that from scammers and price gougers…but we didn't expect YouTube to help them."</p><p>Between January 1 and March 31, the FTC received 8,433 complaints that referenced the coronavirus. The uptick in scammers exploiting coronavirus has forced the Federal Trade Commission <a href="https://www.consumer.ftc.gov/features/coronavirus-scams-what-ftc-doing">to issue stark warnings</a> to consumers about trusting online sellers and buying products over the internet. </p><p>Despite these FTC warnings and platforms' efforts, coronavirus-related scams have so far resulted in consumers losing around $5 million, <a href="https://www.ftc.gov/news-events/press-releases/2020/03/ftc-data-shows-jump-coronavirus-related-complaints-consumers">the FTC recently reported</a>. Consumers reported losses of <a href="https://www.ftc.gov/system/files/attachments/coronavirus-covid-19-consumer-complaint-data/covid-19-daily-public-complaints.pdf">$1.7 million</a> in complaints specifically regarding online shopping or fraudulent businesses.</p><p>The DCA told Business Insider that it had sent its report on YouTube to the FTC and the Department of Justice for review. An FTC spokesperson told Business Insider the agency was "aware of the report," but declined to provide further comment. </p><p>And the DCA is not alone in asking regulators to take action against YouTube and its parent company, Google: Two Democratic senators <a href="https://www.warner.senate.gov/public/index.cfm/2020/3/warner-blumenthal-raise-alarm-about-google-ads-that-continue-to-monetize-covid-19-fears">called on the FTC in March</a> to intervene after their staff members were "consistently served dozens of ads" through Google's AdChoices that allowed sellers to "to exploit [consumers'] fear for profit."</p><p>Coronavirus misinformation has led the World Health Organization to <a href="https://www.nytimes.com/2020/02/06/health/coronavirus-misinformation-social-media.html">declare a news "infodemic."</a> Facebook, Twitter, Reddit, and Microsoft <a href="https://www.businessinsider.com/facebook-google-youtube-microsoft-reddit-twitter-fight-coronavirus-covid19-misinformation-2020-3">have all pledged</a> to work together in "combating fraud and misinformation," including conspiracy theories, viral stories and reports, and <a href="https://www.thedailybeast.com/twitter-says-beijings-coronavirus-lies-are-just-fine?ref=topic">unverified claims from government officials</a>.</p><p><a href="https://www.businessinsider.com/facebook-google-youtube-microsoft-reddit-twitter-fight-coronavirus-covid19-misinformation-2020-3">YouTube has said</a> it's removing misinformation from search results, and has touted the addition to its homepage of <a href="http://www.theverge.com/2020/3/19/21187413/youtube-coronavirus-covid-19-shelf-homepage-news-authority-misinformation">a shelf dedicated to coronavirus videos</a> from verified news outlets and authoritative sources. Google <a href="https://www.businessinsider.com/google-bans-ads-for-medical-masks-that-capitalize-on-coronavirus-2020-3">enacted a policy</a> in early March banning ads on its platforms for products claiming to protect from or cure the coronavirus. The company <a href="https://www.blog.google/outreach-initiatives/google-news-initiative/covid-19-65-million-help-fight-coronavirus-misinformation/">also announced Thursday</a> it was providing $6.5 million to help fund fact-checkers fighting coronavirus misinformation.</p><p>"We have clear <a href="https://www.youtube.com/t/community_guidelines" target="_blank" rel="noopener">policies</a> against content intended to sell certain regulated goods, and we quickly remove videos violating these policies when flagged to us," YouTube said in a statement. "We're also committed to providing helpful information at this critical time, including raising authoritative content, reducing the spread of harmful misinformation and showing information panels, using WHO/CDC data, to help combat misinformation."</p><p>Despite these efforts, videos and <a href="https://www.cnbc.com/2020/03/04/google-showing-ads-for-anti-coronavirus-products.html">ads violating</a> these policies <a href="https://www.cnbc.com/2020/03/04/google-showing-ads-for-anti-coronavirus-products.html">have been found</a> on YouTube and Google, raising questions about their ability to properly moderate their platforms amid <a href="https://www.businessinsider.com/coronavirus-snopes-misinformation-fact-checking-overwhelmed-deadly-consequences-2020-3">the influx of misinformation</a> found online. It also draws concerns about YouTube's recent change to its video review process, which the platform said <a href="https://www.businessinsider.com/youtube-coronavirus-content-moderation-video-review-machine-learning-community-guidelines-2020-3">would "temporarily" be more automated</a> to account for many of its human content moderators being told to work from home. YouTube's past efforts to automate content moderation - as in the aftermath of <a href="https://www.theguardian.com/world/2019/mar/19/facebook-and-youtube-defend-response-to-christchurch-videos">terror attacks on mosques in Christchurch, New Zealand</a> - have proven that its machine-learning and algorithms are not perfect.</p><p>YouTube told Business Insider that "these 'researchers' didn't flag these videos" to the platform before publishing its report Wednesday. However, Galvin told Business Insider that YouTube did not respond to the findings when the DCA sent them to the company earlier this week.</p><p>The DCA released <a href="https://www.digitalcitizensalliance.org/news/press-releases-2020/digital-citizens-alliance-calls-on-u.s.-department-of-justice-to-halt-advertising-of-medical-masks-coronavirus-test-kits-and-vaccines-on-facebook-and-instagram/">a similar report last week</a> on Facebook in which it found that ads for face masks were still appearing on the platform despite its ban on such content.</p><p>"If Google is shifting blame for these videos to the people who find them, they are treating this like PR problem, not an internet safety problem," Galvin said.</p><p class="tagline"><i>Do you have a personal experience with the coronavirus you'd like to share? <p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Leon Neal/Getty Images</span></p><p class="caption">Twitter's newest ad experiment takes place off its own platform.</p></div><p></p></div></div></p><ul class="summary-list"><li><strong>Twitter is starting to place ads within tweets on publishers' websites, starting with a group of titles including The Street.</strong></li><li><strong>The move hints at Twitter's plan to make revenue from programmatic <keyword id="35666" type="COMPANY" weightage="100" keywordseo="advertising">advertising</keyword> that uses automated software to place ads on publishers' sites.</strong></li><li><strong>Twitter is testing the technology with local news publishers and blogs that commonly plug streams of tweets into their websites apps.</strong></li></ul><p>Twitter has a plan to make more money outside of Twitter - while also helping publishers squeeze out a bit more revenue.</p><p>After setting up a <a href="https://www.businessinsider.com/twitter-has-a-new-plan-to-help-challenge-facebook-and-google-2018-5">cryptic landing page in May</a> for a program dubbed Twitter Timeline Ads that pitched publishers on a new way to make money, the program is now live with some outlets.</p><p>The new program places ads into Timelines - or strings of tweets - that these publishers embed into their websites.</p><p>The Street is one publisher employing the new program. For example, on the right-hand side of its site a section pulls in a real-time feed of anchor <a href="https://www.businessinsider.com/jim-cramer-breaks-down-his-daily-schedule-2015-12">Jim Cramer's tweets. </a>On Tuesday, display ads for Discover popped up between tweets and linked to the brand's website. </p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>The Street</span></p><p class="caption">Ads are appearing in Twitter embeds.</p></div><p></p></div></div></p><p>Twitter said that the Timeline Ads program includes l<span>arge, medium, and small publishers. </span></p><p>However, a few years ago such custom Twitter Timelines could be found on lots of websites. But now they seem to be less common as many web publishers have de-emphasized <a href="http://www.niemanlab.org/2015/03/a-wave-of-distributed-content-is-coming-will-publishers-sink-or-swim/">on their websites</a> to focus on distribution across social platforms.</p><p>That said, the tactic is still common with local news and mid-size publishers. Advance Local - which owns AL.com, Syracuse.com, and <span>The Oregonian/OregonLive.com - is also participating in Twitter's beta program.</span></p><h2><span>Twitter has a shot at becoming a bigger programmatic ad player</span></h2><p><span>Programmatic advertising is a massive market for both Facebook and Google but Twitter has been slower to move into automated ad buying outside of its own site and app. Twitter did purchase the ad tech firm <a href="https://www.businessinsider.com/twitter-acquires-mobile-ad-network-mopub-for-350-million-will-an-ad-exchange-come-next-2013-9">MoPub for $350 million</a> in 2013, but that business is primarily focused on helping mobile app publishers manage their ad inventory - and less on desktop ads.</span></p><p>With the new initiative, Twitter says the top 20 tweets in a Timeline are eligible for ads. Ads will be slotted between the first and second tweets, the 7th and 8th tweets, the 13th and 14th tweets and between the 19th and 20th tweets.</p><p>The ad revenue will equally split between Twitter and publishers, as <a href="https://www.businessinsider.com/twitter-reveals-new-info-how-publishers-can-make-money-displaying-timeline-tweets-ads-2018-8">Business Insider has previously reported.</a></p><p>Twitter's test is leaning on ad-tech companies to serve display ads within Timelines but it's not hard to imagine that Twitter may start serving Promoted Tweets in Timelines. That could open up new ad inventory that Twitter can pitch to advertisers as reach outside of its own apps and site.</p><p>In the case of the ad that appeared on The Street's website, it was served by RocketFuel, according to the AdChoice logo in the corner of the ad, which details the ad-tech companies that serve consumers ads. As of August, OpenX was another "authorized partner," according to previous copy that appeared on Twitter's website.</p><p>"We are continuing to evolve and iterate the ways in which we can work with publishers to help them generate revenue through unique real-time content monetization opportunities, on and off platform," said a Twitter spokesperson. "We are running an alpha test to explore new channels of demand with OpenX, and are looking forward to seeing how this evolves."</p><h2>Twitter wants to stay away from spammy display ads</h2><p>To participate in the ad program, publishers are encouraged to <a href="https://www.businessinsider.com/google-backed-adstxt-initiative-to-clean-up-digital-advertising-still-hasnt-caught-on-2017-12">set up ads.txt,</a> the digital advertising industry's initiative backed by the IAB Tech Lab to prevent un-authorized tech vendors from selling ads on publishers' sites. In doing so, publishers theoretically keep ad fraud out of their inventory and only work with a limited number of ad-tech partners.</p><p>While Twitter has mulled <a href="https://www.businessinsider.com/twitter-considering-paid-version-of-tweetdeck-2017-3">a subscription version of Tweetdeck,</a> the bulk of its revenue comes from ads sold on its platform. <p><span style="line-height: 1.5em;"><div class="image-container float_right"><div class="image"><p class="source on-image">Flickr/t r e v y</p></div></div>Every time negotiations between the <keyword id="35666" type="COMPANY" weightage="100" keywordseo="advertising">advertising</keyword> industry, Internet browsers, and <keyword id="6355135" type="COMPANY" weightage="60" keywordseo="Privacy">privacy</keyword> advocates appear to have hit a nadir, new developments reveal that a "<keyword id="1591160" type="UNKNOWN" weightage="60" keywordseo="do-not-track">Do Not Track</keyword>" standard is even further out of reach than previously thought.</span></p>
<p>Such is now the case with <a href="http://www.adexchanger.com/online-advertising/ad-industry-consortium-quits-do-not-track-group/">the news</a> that the <keyword id="169310" type="UNKNOWN" weightage="60" keywordseo="digital-advertising">Digital Advertising</keyword> Alliance has become the latest major party to announce it will no longer participate in the World Wide Web Consortium (W3C)'s Tracking Protection Working Group.</p>
<p>The DAA, an industry group representing the Interactive Advertising Bureau, the Direct Marketing Association, and others, cited a lack of progress in more than two years of negotiations as its reason for leaving. The DAA put forth a set of proposed rules in July <a href="http://www.businessinsider.com/apple-mozilla-blast-advertisers-in-do-not-track-fight-2013-7">that was roundly rejected by browsers and privacy advocates</a>.</p>
<p><span style="line-height: 1.5em;">"After more than two years of good-faith effort and having contributed significant resources, the DAA no longer believes that the TPWG (Tracking Protection Working Group) is capable of fostering the development of a workable 'do not track' solution," DAA managing director Lou Mastria wrote in a letter announcing the group's withdrawal.</span></p>
<p>"Do Not Track" is the signal a Web browser sends to a website asking the site not to track a user's visit. The Tracking Protection Working Group was created in hopes of creating universal rules for handling these signals.</p>
<p>One of the major issues the working group has failed to resolve is whether Web browsers should be set up to automatically send "Do Not Track" signals to every site a user visits, or whether users should first have to select a "Do Not Track" option from within the browser's setting. Advertisers and publishers hoping to collect data to serve targeted advertisements would prefer the default option to allow them to track users' visits.</p>
<p><span style="line-height: 1.5em;">The DAA's departure is the latest blow to the group, which has failed to make significant progress since its inception more than two years ago. In July, </span><a href="http://www.businessinsider.com/jonathan-mayer-quits-do-not-track-standardization-group-2013-7">prominent privacy advocate and Jonathan Mayer quit the group</a><span style="line-height: 1.5em;"> in frustration that it did not seem to have a clear aim for what it hoped to accomplish or a firm commitment to deadlines. This came shortly browsers and privacy activists decided that the DAA's proposal was not nearly enough of a compromise.</span></p>
<p>Then last month, TPWG co-chair Peter Swire <a href="http://www.businessinsider.com/the-fight-to-standardize-do-not-track-just-took-another-huge-hit-2013-8">left to work on President Obama's Review Group on Intelligence and Communications Technology</a>.</p>
<p>Several of the DAA's members, including the influential IAB, will continue to have representation in the working group, but it remains to be seen how much clout the working group will have without the industry umbrella group. </p>
<p>The DAA says it will convene its own forum to address consumer privacy issues and continue working on its AdChoices service, which allows users to opt out of targeted ads on certain websites.</p>
