New Delhi, Mar 18 () Highlighting that there are as many as 417 deaths on Indian roads every day, global road safety body IRF on Wednesday demanded treating road accidents in India at par with coronavirus pandemic. According to International Road Federation (IRF), road accidents in India contribute 12 per cent of the global accidents, which is no less than a pandemic and could be effectively checked and handled with government support. The organisation welcomed Indian government's quick moves to prevent the spread of deadly coronavirus in the country by taking various measures but urged it to treat road accidents in the country on similar lines to prevent fatal accidents. "IRF has urged the Indian government to treat road traffic accidents on similar lines as the prevention and treatment of coronavirus pandemic," it said in a statement. "During the year 2018 about 1.51 lakh people died in 4.67 lakh road accidents in India with an average of 417 fatalities per day. But with few hundred cases of coronavirus being reported in the country, the entire central and state governments have woken up and taken preventable measures on war footing. IRF urges government to take similar steps to prevent fatal road accidents," said KK Kapila, President, Emeritus, IRF. Kapila said most of the road accident deaths and injuries in the country are preventable by simple road safety solutions including wearing of helmets by two-wheeler drivers, promoting safer behaviour, proper marking of roads, reclaiming of sidewalks from encroachers, strict adherence to safety norms, and regular road safety audits to identify black spots and their addressal. As per the data of the Ministry of Road Transport and Highways, about 72 per cent vehicles are two-wheelers in the country and 24 per cent are four-wheelers. About 35 per cent of total road traffic deaths in the country are contributed by two-wheelers, 18 per cent by four-wheelers, 11 per cent by trucks and other heavy duty commercial vehicles and 10 per cent by vulnerable pedestrians. <ul><li>Union Minister <keyword id="26680" type="PERSON" weightage="20" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> on Monday said "dead assets" who neither take decisions nor allow others to work, will be shown the exit door and red-tapism will not be tolerated.</li><li>Those officials who compromised on road safety by not taking timely decisions or are accountable for faulty DPRs (detailed project report) or road engineering will have to face stringent actions. </li><li> India topped the list of accidents globally with 65% of victims falling in the age range of 18-35 years.</li></ul>In a clear warning to "non-performing" officials in the ministry, Union Minister Nitin Gadkari on Monday said "dead assets" who neither take decisions nor allow others to work, will be shown the exit door and red-tapism will not be tolerated.
 Addressing the 'Road Safety Stake-holders Meet,' Road Transport and Highways Minister made it clear that "there is a limit to testing one's patience" and those officials who compromised on road safety by not taking timely decisions or are accountable for faulty DPRs (detailed project report) or road engineering will have to face stringent actions.
 India is a country where more people die on roads than in militancy or extremism related incidents, he said and termed the scenario as "unfortunate and painful".
 The minister further noted that notwithstanding the the massive efforts to curb accidents there has been an increase in this space and India topped the list globally with 65 per cent of victims falling in the age range of 18-35 years.
 "Those non-productive, non-performing, dead assets in the Government ... should be shown the exit door. There should not be any hesitation. They lack sensitivity, they lack decision making, they make wrong DPRs and sit on the file for years. They neither take decisions nor allow others to take decisions. ... There is a limit to testing one's patience," Gadkari said.
 The Minister said: "We can not allow this to function. The government needs to take instant decisions. Those who do not work, those who do not take decisions and those who are involved in red-tapism... will be shown the exit."
 He said huge work has been done for building roads and adding highways but now was the time to weed out unproductive people from the system as was stressed by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>. "We will touch 30 km a day road building this year. The Prime Minister asked what steps have been taken against those who do not work. How many of such people were given retirement. I have asked my Secretary about how many people were shown the doors for not working," the minister said.
 Reiterating government's commitment to road safety, the minister said 22 driving centres have been opened and another 1,000 are on the anvil as there is a shortage of 22 lakh drivers.
 He said massive work was being done on accidents spots with Rs 7,000 crore assistance from the World Bank, Rs 7,000 crore from ADB and urged automobile manufacturers also to come forward in this direction.
 He also called upon teachers to join the crusade for imparting education among students on road safety.
 The Minister urged states to follow the example of Tamil Nadu which has reduced its accidents by 24.4 per cent in the last 2-3 years on the back of various initiatives.
 He said that Tata Trust NGO has proposed helicopter services at high accident spots and organ donation could be promoted in those cases where victims can not be saved.
 Defence Minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> said it was a matter of concern as to why road safety was lagging behind and wondered why Indians "who could know the way of reaching to the Moon or Mars, failed to learn the ways of safety in reaching homes and offices." He urged the youth to use social media platforms like Whatsapp, Instagram, YouTube and TikTok for creating awareness among masses.
 Crediting Gadkari for massive works in this direction he reiterated Gadkari's words to imbibe sensitivity and said it was shocking to come across incidents where people instead of saving victims had been found making videos.
 He stressed the need to fight "terrorists" within oneself to tackle <keyword id="84827" type="ENTERTAINMENT" weightage="20" keywordseo="Road-rage">road rage</keyword> issues and safe driving. NAM DRR

Transport minister Gadkari says that officials who are 'dead assets' will be shown the door

India wants to do away with the sobriquet of world’s deadliest roads and the <a href="http://www.businessinsider.in/searchresult.cms?query=road+ministry&amp;sortorder=effectivedate">road and transport ministry</a> is going to launch a scheme for <a href="http://www.businessinsider.in/searchresult.cms?query=road+safety&amp;sortorder=effectivedate">safer roads</a> in this regard. 
 
The Pradhan Mantri Surakshit Sadak Yojana will be launched soon with an initial funding of Rs 2,000 crore. The funds will be used to make Indian roads accident-free and also weed out dangerous spots on highways. 
 
To eliminate deadly road accidents, better designs will be made to install railings on hill roads, running along deep gorges. 
 
The details have been sought from hill states and the Indian government will rope in <a href="http://www.businessinsider.in/searchresult.cms?query=IIT&amp;sortorder=effectivedate">Indian Institutes of Technology</a> to prepare special reflectors to fix them on sharp curves. 
 
"The scheme has already been approved by the road transport minister and the corpus would be created from the available central road fund. States have already been asked to send details of locations where regular accidents occur. As per our information, there are around 796 such spots across the country," a senior government official told ET. 
 
As per <a href="http://www.businessinsider.in/searchresult.cms?query=who&amp;sortorder=effectivedate">WHO</a>, India has the highest number of roads fatalities in the world and over 231,000 people are killed in road traffic crashes in the country every year. 
 
India wants to half the number of road accident deaths by 2020. 
 
The road ministry also wants to make vehicles safe and will set up an agency-the Bharat National Car Assessment Programme-to grade the safety of cars sold in India. 
 
According to the proposed norms, all scooters and motorcycles in India will have automatic headlamps on, similar to daytime running lamps in cars.

Soon, India won’t have world’s highest number of road accidents as Rs 2,000 crore are being pumped in to make roads safer

<ul><li>On Friday, the Enforcement Directorate (ED) raided premises of online <keyword id="714947" type="General" weightage="50" keywordseo="payment-gateways" source="Orion">payment gateways</keyword> like Razorpay, Cashfree and <keyword id="6357120" type="General" weightage="100" keywordseo="paytm" source="Orion">Paytm</keyword>. </li><li>The searches were conducted at six premises in <keyword id="6354780" type="General" weightage="50" keywordseo="karnataka" source="Orion">Karnataka</keyword>'s capital city and the probe is still ongoing. </li><li>The premises of Razorpay, Cashfree Payments, <keyword id="12760861" type="General" weightage="50" keywordseo="paytm-payment-services" source="Orion">Paytm Payment Services</keyword> and entities controlled/operated by <keyword id="14888193" type="General" weightage="80" keywordseo="chinese-persons" source="Orion">Chinese persons</keyword> are covered in the search operation. </li></ul>Shares of One 97 Communications, PayTM, slipped over 3% in the early trade after its premises were raided by the Enforcement Directorate (ED) last week. The searches were conducted at six premises that belong to Razorpay, Cashfree Payments, Paytm Payment Services and entities controlled/operated by Chinese Persons in Bangalore and the probe is still ongoing. Paytm was the only listed entity, amongst the latest searches, and its stock fell by ₹17 in early trade to ₹710 . The company released a statement saying that the search by ED was conducted on a ‘specific set of merchants’. “We are supporting law enforcement agencies, who are investigating a specific set of merchants. The authorities reached out to us with directions to provide certain information about these merchants under scrutiny, to which we promptly responded. We continue to co-operate with the authorities and remain fully compliant,” Paytm spokesperson said. Paytm also clarified that none of the funds frozen by the Enforcement Directorate (ED) belongs to it or any of its group firms. ED stated that the case is against numerous entities/persons in connection with their involvement in extortion and harassment of the public who had availed small amounts of loans through the mobile apps being run by those entities/persons. “These entities are controlled/operated by Chinese Persons. The modus operandi of these entities is by using forged documents of Indians and making them as dummy directors of those entities, they are generating proceeds of crime. It has come to notice that the said entities were doing their suspected/illegal business through various Merchant IDs/Accounts held with Payment Gateways/banks,” said ED in a press release. The premises of Razorpay, Cashfree Payments, Paytm Payment Services and entities controlled/operated by Chinese Persons are covered in the search operation. A few <a href="https://www.ndtv.com/business/paytm-says-no-link-with-chinese-loan-merchants-under-ed-scanner-3314920">reports </a>suggest that the ED initiated a probe after a number of instances of gullible debtors ended their lives with the police stating they were being coerced and harassed by these loan app (application) companies. These companies are accused of sourcing all personal data of the loan taker at the time downloading the app and later misusing it. During the search operation, it is noticed that the said entities were generating proceeds of crime through various fake merchant accounts. Paytm stock dips 3% after Enforcement Directorate raids its offices

Now, after Mistry’s demise has sent shockwaves across the country, Gadkari said that even chief ministers don’t follow safety rules. Some ministers even use a clip so that the alarm does not make any sound, said Gadkari, when there is no belt. After the incident, Gadkari also said that the ministry is now working towards making six airbags compulsory in all cars. It was not too long ago, just in February 2022 that the Indian <a href="https://timesofindia.indiatimes.com/auto/cars/govt-makes-three-point-seat-belts-mandatory-for-all-front-facing-passengers-in-car/articleshow/89501540.cms">government </a>had also made it mandatory for automakers to provide three-point seat belts for all front-facing passengers in a car, which is also applicable for the middle seat in the rear row of a car. It is also stated in the rules Motor Vehicles Act 138(3) that fastening seat belts is compulsory for passengers sitting in the front as well as the rear seats. However, India fails to follow the law of its land. As per a 2019 report by SaveLIFE Foundation, less than 1% of people in India use rear seat belts. 37.8% of all the people surveyed didn’t even know that any such legal compulsion existed. While 23.9% of people didn’t even know that rear seat belts existed. The centre has also made it compulsory for all cars to have six airbags across from October 1. After losing his ‘good friend,’ minister Gadkari said that all cars exported out of India have 6 airbags and asked then why Indian cars have only four airbags. What India can learn from other countries In 1997, Sweden adopted a ‘Vision Zero’ policy based on the idea that “no loss of life was acceptable.” The policy did not focus on changing human behaviour, the emphasis was on designing a better system of roads and other infrastructure, vehicle technology and enforcement. On the other hand, Singapore uses advanced warning lights that alert drivers about the upcoming signal and vehicle speed. <a href="https://www.forbes.com/sites/peterlyon/2020/08/27/frightening-consequences-for-drink-drivers-in-japan/">Japan </a>also has a strict policy for drunken drivers. It has a zero percent blood-alcohol level standard for drivers and individuals caught driving under the influence can face imprisonment for up to 15 years. In Switzerland, passengers travelling in the same car as a drunk driver are also considered liable and can lose their own licenses. Apart from strictly enforcing speed limits and other road regulations, Norway has found a unique approach to reduce its fatalities. It has made it mandatory for drivers to always have their headlights on while driving. Safety measures taken by automakers From installing airbags and adding stringent seatbelt alarms to running awareness campaigns, automakers have been trying to up safety for India’s car passengers. Maruti, Hyundai and Tata Motors offer six airbags across some models. Luxury car companies like Mercedes-Benz, Audi and Volvo are also offering six airbags and the number increases on the higher-end models. Ideally one should drive at approximately not more than 30 kmph near busy places such as markets and residential areas.</li><li>Keep vehicle oiled and serviced. A sudden breakdown of the vehicle on the road can cause hardships not only to you but also to fellow drivers and traffic personnel. </li><li>Stop or slow down your vehicle and allow the pedestrians to crossroads at unmanned/signalled Zebra crossings.</li><li>Always wear seat belts while driving four-wheelers.</li><li>Avoid rash or negligent driving.</li><li>Do not drink and drive.</li><li>Avoid using mobile phones while driving. New Delhi, Feb 12 () India needs sound tunnel systems at strategic locations, and tunnel works worth over Rs 1 lakh crore will be undertaken in the next five years, Union Minister Nitin Gadkari said on Wednesday. At the same time, competent players, whether small or big, need to be given opportunity and for this, there is a need to relax technical and financial bid parameters, he said. "There is a need for tunnels in the country, especially at the strategic locations, to provide all-weather connectivity. In the next five years, we will undertake work worth more than Rs 1 lakh crore for tunnels," Road Transport and Highways Minister Nitin Gadkari said. Gadkari said this after holding a round-table discussion with senior officials, stakeholders and industry players in a workshop on 'Underground Construction and Tunnelling' by Assocham and National Highways and Infrastructure Development Corporation Ltd. The minister said the need of the hour is to reduce cost and improve quality and said departments cannot function in silos and need to work in a comprehensive manner. "There is a need to relax technical and financial qualification for projects, including tunnels, to provide opportunity to small players also, as it has been seen that big players after getting the contract assign the same to small players who in absence of stringent parameters are unable to bid for the project," he said. At the same time, he added that a policy will be put in place soon for project consultancy management as faulty detailed project reports (DPRs) had caused much damage to the highways sector. He said national highways accounted for 40 per cent of the total 5 lakh accidents in India per annum in which 1.5 lakh people die and defective DPRs are one of the major reasons for faulty road designs. Tunnel works worth over Rs 1 lakh cr to be undertaken in next five years: Gadkari

New Delhi, Jan 15 () Absence of coordinated trauma services by various related agencies including concerned ministries is resulting in 'avoidable deaths' and long-term disabilities in about 4.67 lakh road accidents in the country each year, experts said on Wednesday.
 Participating in a conference on 'Trauma care a National Mission', they said there is a strong need for strengthening trauma care system in the country to avoid these tragedies.
 "During the year 2018, about 1.51 lakh persons died in the country due to road accidents, which were mostly preventable.... In India better coordinated preventive measures are needed including enhanced trauma services, and improvement in road and vehicle engineering " said I K Pandey, Director General Road Development and Special Secretary, Ministry of Road Transport and Highways.
 Inaugurating the conference jointly organised by the International Road Federation along with Ministries of Road Transport and Highways, Health and Family Welfare, FICCI and World Health Organisation as part of the ongoing Road Safety campaign, he said efforts were on to rectify road accident spots.
 "Ministry of Road Transport, as part of improving road engineering has identified more than 4,000 black spots on national highways and is going all out to rectify them in a phased manner taking all safety measures. The ministry will also conduct road safety audits to further improve road engineering," said Pandey.
 Road Ministry as part of its effort to improve trauma service on National Highways has provided an ambulance, first aid service and one crane on every toll plazas, he said.
 "It is important to infuse knowledge of road safety and first aid among the public and also in roadside facilities such as dhabas and among truck drivers, who are most often the first to reach accident sites. The Government on its part provides free healthcare to accident victims but more needs to be done," said Rajiv Garg, Director General Health Services, Ministry of Health and Family Welfare.
 Deputy Head of WHO country office, Payden said "it is seen that road accidents is the number one cause of death among children and youngsters in the age group of 5 to 29 in India. Most of these deaths are avoidable with preventable measures including better trauma services, giving way to ambulances and availability of ambulances during the golden hour.
 "About 30 per cent road accident victims die after being discharged from hospitals, this needs to be taken care by rehabilitating them."
 International Road Federation (IRF) President Emititus K K Kapila stressed the need for extending Pradhan Mantri Jan Arogya Yojana (PM-JAY), popularly known as the Ayushman Bharat to road accident victims in the country.
 "India accounts for more than 11 per cent of the global road accident fatalities. India is also a signatory to the United Nation's Decade of Action for Road Safety which aims to reduce road fatalities by 50 per cent by the year 2020," he said. NAM DRR

Need to strengthen trauma care system for highway accident victims: Experts

New Delhi, Nov 19 () The number of people killed on Indian roads recorded a rise of 2.37 per cent to 1.51 lakh in 2018 and 70 per cent of the victims fell in the age bracket of 18-45 years, according to a report released by the highways ministry on Tuesday.
 A total of 1.47 lakh people were killed in road crashes in 2017, according to the annual report 'Road Accidents in India, 2018' brought out by the ministry's transport research wing.
 "Road accidents in the country have increased marginally by 0.46 per cent during 2018 with the year seeing 4.67 lakh road accidents as against 4.64 lakh in 2017," the Ministry of Road Transport and Highways said.
 The fatalities during the same period also rose about 2.37 per cent and 1.51 lakh persons were killed in 2018 as against 1.47 lakh in 2017.
 Road accident injuries have, however, showed a decrease of 0.33 per cent in 2018 as compared to 2017.
 During 2018, like the previous two years, young adults in the age group of 18-45 years accounted for nearly 69.6 per cent of road accident victims.
 The working age group of 18-60 accounted for a share of 84.7 per cent in the total road accident deaths.
 "The number of hit-and-run cases in 2018 accounted for 18.9 per cent of the deaths compared to 17.5 per cent in 2017. Head-on collision, followed by hit-and-run cases, followed by hit from the back accounted for almost 56 per cent of persons killed in 2018. The category, which registered the maximum increase in terms of persons killed in 2018, was collision with parked vehicles," the report said.
 The share of males in number of total accident deaths was 86 per cent, while the share of females hovered around 14 per cent in 2018.
 The report also brings out that while accidents, deaths and injuries registered a steep rise till 2010, they somewhat stabilised after that, with only marginal year-to-year fluctuations.
 Further, the compound annual growth rate of accidents as well as accident-related deaths in the period 2010-18 dropped drastically and was the least when compared with the previous decades, despite the high rate of growth of automobiles.
 National highways, which comprise 1.94 per cent of the total road network, accounted for 30.2 per cent of the total road accidents and 35.7 per cent of deaths in 2018.
 State highways, which account for 2.97 per cent of the road length, accounted for 25.2 per cent and 26.8 per cent of accidents and deaths, respectively.
 Other roads that constitute about 95.1 per cent of the total roads were responsible for the balance 45 per cent of accidents and 38 per cent deaths.
 According to the report, in terms of accident-related killings by type of road users, the number of pedestrians killed accounted for 15 per cent, the share of cyclists was 2.4 per cent and that of two-wheelers was 36 per cent.
 Together, these categories account 53.9 per cent of the accident-related killings and were the most vulnerable category quite in line with global trends.
 Under the category of Traffic Rule Violations, over-speeding proved to be a major killer, accounting for 64.4 per cent of the persons killed followed by driving on the wrong side of the road which accounted for 5.8 per cent of the accident-related deaths.
 Use of mobile phones accounted for 2.4 per cent of the deaths with drunken driving accounting for 2.8 per cent of the persons killed.
 Cases involving driving without valid licence/learners' licence accounted for 13 per cent of accidents.
 About 29 per cent of deaths were be attributed to non-use of helmets and 16 per cent of deaths to non-use of seat belts.

The <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword>’s verdict on banning all liquor shops within 500 metres of state and national highways has been made effective since yesterday. While food entrepreneurs thought that five star <keyword id="6368036" type="PERSON" weightage="20" keywordseo="Hotels">hotels</keyword> and fine dining restaurants would be kept off the purview, but that didn’t really happen. Last Friday, the apex court has ruled that December 15 order on banning liquor across national and state highways will be applicable on hotels and restaurants as well. 
 
The people in the business of hospitality now fear loss of jobs that may count upto one million across the country. 
 "As an industry we are completely shocked. States like Maharashtra, <keyword id="6354915" type="CITY" weightage="20" keywordseo="Assam">Assam</keyword> and <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword> were of the opinion that the ban would be imposed only on liquor shops. We are pegging the loss of revenue to about 40% ,” <keyword id="646692" type="PERSON" weightage="20" keywordseo="Pradeep-Shetty">Pradeep Shetty</keyword>, member of the legal committee at the Federation of Hotels and Restaurant Associations of India told <keyword id="6474066" type="COMPANY" weightage="20" keywordseo="economic-times">Economic Times</keyword>. He added that incidental losses will lead to retrenchment and the loss of employment could be about 1 million. 
 In <keyword id="66" type="COMPANY" weightage="20" keywordseo="Delhi">Delhi</keyword> NCR, premium hotels like Westin, Trident, Leela and a few in the Aerocity will be badly affected by the ban in terms of business. Cyber hub, a home to an array of resto-bars would be hit. 
 Cities like Goa, that would see the maximum loss in business as almost 3000 liquor joints would be shut are pinning their hopes on the new CM <keyword id="6363133" type="PERSON" weightage="20" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword>. 
 
However, the Supreme Court has ruled that most car accidents in India happen due to drunk driving. Delhi records 1,500 to 1,700 road fatalities and 6,000 to 75,500 grievous injuries in road accidents every year. Out of this, government record shows, 70% of fatalities occur due to drunken driving.
