New Delhi, Dec 5 () As onion prices continue to rule high at above Rs 100/kg in most cities, Home Minister Amit Shah on Thursday reviewed progress made in the import of key kitchen staple to boost domestic supplies and check spiralling prices.
 Commerce Minister Piyush Goyal and Agriculture Minister Narendra Singh Tomar were among the ministers who attended the meeting. Food and Consumer Affairs Minister Ram Vilas Paswan could not attend the meeting due to health reasons, officials said.
 Cabinet Secretary Rajeev Gauba, Advisor to Prime Minister P K Sinha and Consumer Affairs Secretary Avinash Srivastava were also present in the meeting, the officials added.
 The home minister reviewed the progress made in the decisions taken in the last meeting with respect to facilitating speedy import of onion that would help improve availability and cool prices.
 The consumer affairs secretary, who made a presentation on the onion price situation in the meeting, informed that state-run MMTC has contracted import of over 21,000 tonnes of onion from Egypt and Turkey and the shipments are expected to arrive by mid-January.
 The secretary said that tendering and fumigation norms have been eased to facilitate early arrival of the imported onions. MMTC has been directed to issue two country specifics tenders and one global tender for 5,000 tonnes each, the sources said.
 He also apprised that stock holding limits on retailers and wholesalers have been reduced further to 5 tonnes and 25 tonnes, respectively, to check hoarding. Already, onion exports have been banned and supplies are being improved through buffer stock as well, the sources added.

New Delhi, Apr 8 () The Centre has asked the states and the union territories to invoke a stringent law to punish those indulging in hoarding and black marketing of essential commodities, saying such acts can't be ruled out due to the loss of production and labour crisis in the wake of the nationwide lockdown. In a communication to chief secretaries of all states and union territories, Union Home Secretary Ajay Bhalla said the Ministry of Home Affairs (MHA), under the Disaster Management Act, has allowed manufacture or production, transport and other related supply-chain activities in respect of essential goods like foodstuff, medicines and medical equipment during the 21-day lockdown. However, there are reports of loss of production due to various factors, especially because of the reduction in labour supply. "In this situation, the possibility of inventory building/hoarding and black marketing, profiteering, and speculative trading, and the resulting price rise of essential goods cannot be ruled out," he said. Bhalla asked the state governments and the UT administrations to take urgent steps to ensure availability of these essential goods, by invoking provisions of the Essential Commodities (EC) Act, 1955. These measures include fixing of stock limits, capping of prices, enhancing production, inspection of accounts of dealers and other such actions, he said. "Offences under EC Act are criminal offences and may result in imprisonment of 7 years or fine or both. "State/Union Territory Governments may also consider detention of offenders under the Prevention of Black-marketing and Maintenance of Supplies of Essential Commodities Act, 1980," Bhalla said.. The home secretary said the Ministry of Consumer Affairs, Food and Public Distribution, is authorising the states and the union territories to notify orders under the EC Act, 1955 by relaxing the requirement or prior concurrence of the central government up to June 30, 2020. "I would urge you to personally take urgent steps to ensure availability of these commodities at fair prices for public at large," he said. The movement of people between Delhi and NCR districts also figured in the meeting. The home minister reviewed the steps taken to check the spread of the virus, a central government official said. Delhi Chief Minister Arvind Kejriwal, Delhi Police Commissioner SN Shrivastava, senior officials of NCR districts and Ministries of Home and Health and ICMR attended the meeting. The NCR comprises districts belonging to Haryana, Uttar Pradesh and Rajasthan. The most prominent among them are Gurugram, Faridabad (both in Haryana), Gautam Buddha Nagar (Noida) and Ghaziabad (both Uttar Pradesh), and Alwar (Rajasthan). Authorities of Haryana, UP and Delhi have imposed restrictions in different times during the COVID-19 lockdown over movement of people between the states, leading to inconvenience to many. On June 4, the Supreme Court asked the Centre to convene a meeting of Delhi, Uttar Pradesh and Haryana for easing inter-state movement at all borders in the NCR. It also observed that there should be a consistent policy in this regard for the NCR. On June 12, the top court asked the Uttar Pradesh government to explain the guidelines issued by the Noida administration on institutional quarantine, observing they are not in "conformity" with the national guidelines. "There cannot be a guideline contrary to the national guidelines," the court said, adding, that any directive contrary to the national or state guidelines might lead to chaos. The Centre informed the apex court that the union home secretary had convened a joint meeting on June 9 with chief secretaries of Delhi, Uttar Pradesh and Haryana to deal with the issue of restriction on movement in the NCR and now there was no barrier on the borders of Delhi and Haryana but Uttar Pradesh. Shah conveyed this message at a meeting with officials he chaired to review the COVID-19 situation in Delhi and the National Capital Region (NCR), amidst increasing number of COVID-19 cases. "In view of the structure of Delhi-NCR region, all concerned bodies need to unite and work on a common strategy against the coronavirus pandemic. In this context, I met with Delhi Chief Minister and senior officials of Center and Delhi-NCR today to discuss how to evolve a strategy as soon as possible," Shah tweeted. Authorities of Haryana, UP and Delhi have imposed restrictions at different times during the COVID-19 lockdown over movement of people between the states, leading to inconvenience to many. According to a home ministry source Shah said all authorities concerned in the NCR need to come together given how closely Delhi and NCR cities are linked. Shah favours unified Delhi-NCR strategy for COVID-19, says capital can't be separated from suburbs

(Eds: Updating with details) New Delhi, Jun 19 () A high-powered committee, set up by Union Home Minister Amit Shah, has recommended fixing the cost of an COVID-19 isolation bed in private hospitals in Delhi in the range of Rs 8,000 to Rs 10,000 and an ICU bed with ventilator at Rs 15,000-Rs 18,000 per day, the Home Ministry said on Friday. The committee, under the chairmanship of NITI Aayog member V K Paul, was constituted on Sunday to ensure the availability of 60 per cent beds by private hospitals at lower rates and fix the rate of coronavirus testing and treatment. "The committee has recommended Rs 8000-10000, 13000-15000 &amp; 15000-18000 including PPE costs for isolation bed, ICUs without &amp; with ventilator respectively to all hospitals as compared to the current charges of Rs 24000-25000, 34000-43000 &amp; 44000-54000 (excluding PPE cost)," a Home Ministry spokesperson said in a tweet. The spokesperson said the committee was set up by Shah to provide relief to the common man in the national capital and to fix rates charged by private hospitals in Delhi for isolation beds, ICUs without ventilator support and ICUs with ventilator support. As per the directions given by the home minister, in a series of meetings chaired by him over last few days with regards to the COVID-19 situation in Delhi, house-to-house health survey in 242 containment zones of Delhi completed on Thursday and a total of 2.3 lakh people were surveyed. Shah also directed for increasing testing capacity and quick delivery of results in Delhi and testing through the rapid antigen testing methodology. It was started on Thursday. A total of 7,040 people have been tested in 193 testing centres and testing will continue with increased numbers in the coming days, the spokesperson said. "Sample testing has been doubled immediately in pursuance of decisions taken by HM @AmitShah in a series of meetings. A total of testing samples of 27,263 have been collected in #Delhi from 15 to 17 June 2020 against the daily collection which varied between 4,000-4,500 earlier," the spokesperson said in another tweet. Viet Capital macro analyst Phong Nguyen has a stark warning for Vietnamese investors today: "We believe it’s time to get out of <keyword id="18712" type="ENTERTAINMENT" weightage="60" keywordseo="Gold">gold</keyword> before it’s too late."
The reason?
<keyword id="13486" type="COUNTRY" weightage="60" keywordseo="Vietnam">Vietnam</keyword>'s domestic price of gold has been much higher than the international price of gold – and Vietnamese authorities have been struggling to control gold speculation as the spread between domestic prices has widened (see chart). 
Nguyen thinks the latest effort to close that gap could smash Vietnamese gold investors.

Since then, the State Bank of Vietnam, the country's central bank, has been trying to get a handle on the gold market.
While the SBV has been having trouble taking control, Nguyen believes that is all about to change.
In a note to clients, he writes (emphasis added):

Banks would benefit. Commercial banks have to close out all of their gold deposit positions by 30 June 2013 per Doc. 7019/NHNN-QLNH. Banks like ACB, who have large gold operations, have been rushing to buy gold in the last few months to comply. This led to the wide spread in domestic/int’l prices. The SBV had also requested some banks to sell gold to help stabilise the market. Some of these banks even incurred losses as they bought back gold needed to cover gold withdrawals. Under the circular, the SBV would have the right to import gold from global markets to resell to domestic banks (and authorised gold traders). This would help banks avoid losses as they close out positions to meet the deadline. 
Investors long on gold would lose. Going forward, banks would have no need to go out on the domestic market to purchase gold anymore. We think the domestic/int’l spread will narrow rapidly and may be eliminated altogether. Furthermore, international gold prices have been on a downward trend, dropping 7% since early October 2012. Expectations that the rechanneling of investments from gold to stocks was one of the main reasons the stock market reacted quite positively on Friday.
Gold investors around the world have been feeling the pain as the market has sold off since October. Now, the Vietnamese – around 31 percent of which are gold holders – may be about to get a taste of the same.
