A bench of justices Sanjiv Khanna, Sanjay Kumar and R Mahadevan posted the matter for hearing after six weeks after senior <keyword id="22757218" type="General" weightage="20" keywordseo="advocate-Abhishek-Singhvi" source="Orion">advocate Abhishek Singhvi</keyword>, appearing for <keyword id="19895701" type="General" weightage="20" keywordseo="kejriwal" source="keywords">Kejriwal</keyword>, sought some more time to work out a settlement. "We express regret but some more time may be given (for settlement). Currently, too many things are going on in this man's life," Singhvi submitted. Advocate Raghav Awasthi, appearing for the complainant, submitted that time may be given (to Kejriwal) but it should not be unlimited and some negotiations have to take place. Singhvi submitted that although he (Kejriwal) expresses regret for the tweet but it cannot be on his (complainant's) terms. The bench posted the matter for hearing after six weeks to enable the parties reach a settlement. Earlier, Kejriwal has admitted that he "committed a mistake" by retweeting the alleged defamatory video. On March 11, the top court asked Kejriwal whether he wanted to give an apology to the complainant in the matter. Kejriwal had on February 26 told the apex court that he made a mistake by retweeting the allegedly defamatory video related to the <keyword id="20738764" type="General" weightage="20" keywordseo="BJP-IT-Cell" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP IT Cell" meta.hostid="153" meta.entityid="BJP IT Cell">BJP IT Cell</keyword>. The counsel appearing for complainant Vikas Sankrityayan had told the top court that Kejriwal may issue an apology on social media platforms like microblogging platform 'X' or Instagram. On February 26, the apex court, without issuing notice on Kejriwal's plea challenging the high court order, had asked the complainant whether he wanted to close the matter in view of the petitioner accepting it was a mistake. The top court had asked the trial court not to take up the defamation case involving Kejriwal till further orders. In its February 5 verdict, the high court said that reposting alleged libellous content would attract the defamation law. It said a sense of responsibility has to be attached while retweeting content about which one does not have knowledge and added that retweeting defamatory content must invite penal, civil as well as tort action if the person retweeting it does not attach a disclaimer. The high court, while refusing to quash the trial court's 2019 order summoning Kejriwal, had said when a public figure tweets a defamatory post, the ramifications extend far beyond a mere whisper in someone's ears. It had said if the act of retweeting or reposting is allowed to be misused as it is still considered to be a vacant grey area of law, it will encourage people with ill intentions to misuse it and conveniently take a plea that they had merely retweeted a content. The chief minister had said in the high court that the trial court failed to appreciate that his tweet was not intended or likely to harm the complainant. Sankrityayan claimed the YouTube video titled 'BJP IT Cell Part II' was circulated by Rathee, who lives in Germany, "wherein a number of false and defamatory allegations were made".

After going through the relevant CCTV footage of the NCLAT proceedings from October 13, a bench headed by <keyword id="6363345" type="General" weightage="20" keywordseo="cji" source="Orion">CJI</keyword> D.Y. Chandrachud and comprising Justices J.B. Pardiwala and Manoj Misra said that there exists a "clear intention" to breach the directions passed by the Supreme Court. In view of the unconditional apology tendered by Member (Technical) Dr Alok Srivastava, the bench decided to put an end to contempt proceedings. During the hearing, the top court was apprised by senior advocate P.S. Patwalia that Member (Judicial) Rakesh Kumar -- who was part of the contentious bench of NCLAT -- has tendered his resignation to the Chairman of the appellate tribunal. Senior advocate Patwalia, who represented Member (Judicial) Rakesh Kumar, said that members of the bench had no intention to defy the orders passed by the apex court and there is no affront or ego involved. At this, CJI D.Y. Chandrachud said: "There is no denial of the fact that the lawyers did point out (before NCLAT bench) that an order was passed by the Supreme Court." In its order, the apex court directed <keyword id="227293" type="General" weightage="50" keywordseo="deepak-chhabria" source="Orion">Deepak Chhabria</keyword> and the scrutiniser to deposit costs of Rs 1 crore and Rs 10 lakh, respectively, in the Prime Minister Relief Fund for misusing the process of law. Earlier on October 18, the Supreme Court had issued contempt notice to two members for "wilfully" defying directions passed by it. The top court had also set aside the judgment passed by the two-member bench of the NCLAT saying that parties cannot take recourse to "devious" means to obviate compliance with the orders passed by the Supreme Court. On October 13, the top court ordered the Chairperson of the NCLAT to conduct an inquiry into the working of a bench of the appellate tribunal which allegedly defied an order of the Supreme Court. It had said that it is passing the order in "extraordinary circumstances" where the two-member bench of the NCLAT proceeded to pronounce the judgment despite the clear mandate of the order passed by the Supreme Court asking the appellate tribunal to declare "its judgment in the pending appeal after it is duly apprised of the fact that the result of the Annual General Meeting has been declared". Senior advocates <keyword id="106922" type="General" weightage="50" keywordseo="abhishek-manu-singhvi" source="Orion">Abhishek Manu Singhvi</keyword> and N.K. Kaul had apprised the top court that the bench consisting of Rakesh Kumar and Dr Alok Srivastava of the NCLAT proceeded to deliver the order despite request made by the petitioner before the appellate tribunal to not deliver the judgment until the report of the scrutiniser is made available. "If what is stated is correct, this will clearly constitute the defiance of the order of this court by the NCLAT," the Supreme Court had said, noting that its order was uploaded at 1.55 p.m. while the scrutiniser's report was stated to be uploaded at 2.40 p.m.

Hyderabad-based businessman <keyword id="15211274" type="General" weightage="50" keywordseo="boinpally-abhishek-rao" source="Orion">Boinpally Abhishek Rao</keyword>, who has been arrested by the Central Bureau of Investigation (<keyword id="6354572" type="General" weightage="80" keywordseo="cbi" source="Orion">CBI</keyword>) in <keyword id="14762568" type="General" weightage="20" keywordseo="Delhi-excise-policy-scam" source="Orion">Delhi excise policy scam</keyword> allegedly involving the national capital's Deputy Chief Minister <keyword id="6354681" type="General" weightage="50" keywordseo="manish-sisodia" source="Orion">Manish Sisodia</keyword>, is associated with several companies. He is a director of Anoos Electrolysis &amp; Obesity Pvt Ltd, Anoos Health &amp; Wellness Pvt Ltd, Robin Distribution LLP, Agasti Ventures, SS Mines &amp; Minerals, Master Sand LLP, Neoverse Realty Pvt Ltd, Zeus Networking Pvt Ltd and Valuecare Esthetics Pvt Ltd. Considered close to a key leader of the ruling party in Telangana, he is the first person from <keyword id="6354552" type="General" weightage="80" keywordseo="hyderabad" source="Orion">Hyderabad</keyword> to be arrested in the case. Rao was allegedly found to be acting as a south lobby. The investigating agency suspects that he committed irregularities through cartelization. Rao is the second person to be arrested in the excise policy. The CBI had earlier arrested Vijay Nair, former CEO of events company- Only Much Louder. The Enforcement Directorate (ED) has also arrested liquor trader Sameer Mahendru of Indo Spirit. He is said to have business links with Arun Ramachandra Pillai, a resident of Hyderabad and one of the persons booked by the CBI in the case. Rao's arrest came after several rounds of raids conducted by the CBI and ED at various places in Hyderabad, including in the office of a media house. He was also reportedly questioned by the CBI a couple of times in the case. According to the CBI investigation, Arun used to collect money from Sameer Mahendru for onward transmission to the accused public servants through Vijay Naidu. The liquor license holders allegedly issued bills to retail vendors to divert funds to public servants involved in irregularities. This is where some companies from Hyderabad are believed to have helped in illegal transactions. Further questioning of the CBI is likely to unearth the role of some other suspects in the case. Six to seven to eight businessmen and a couple of politicians and officials from Telugu states are believed to be involved in the case. The officials hailing from Telugu states are said to be holding key positions in the Delhi government. The Hyderabad-based businessmen were reported having colluded with politicians and officials in the Delhi government to influence the liquor policy of that state to derive monetary benefits from it. The Indian Institute of Technology, <keyword id="6357478" type="General" weightage="100" keywordseo="kanpur" source="Orion">Kanpur</keyword>, has developed a course on drone technology that would be taught at IITs, other technical institutes and skill development centres in the country. The course has been designed on the directives of the Union ministry of electronics and information technology. The ministry sees drone technology from the perspective of the future and believes the move would help in quality supply of specialists in this field. "This is why the ministry has undertaken this task of taking drone technology to students at the macro-level," said a faculty member. The task of designing the course was bestowed on two scientists of aero-space engineering -- <keyword id="13980376" type="General" weightage="80" keywordseo="dr-abhishek" source="Orion">Dr Abhishek</keyword> and Mangal Kothari. The duo has developed a two-year degree course in which theory and practical would be of equal importance. The course also includes new technologies in making drones. Dr Abhishek said the course had been designed keeping in mind the developing needs and the students. The course would shortly be introduced in the academic institutions. The <keyword id="108320" type="General" weightage="80" keywordseo="iit-kanpur" source="Orion">IIT Kanpur</keyword> has been a pioneer in the drone development programme. The scientists have come up with the smallest of drones equipped with cutting edge technologies apart from doing extensive research. The Uttar Pradesh government has planned to set up a centre of excellence for drone development at IIT Kanpur. The best drones from IIT Kanpur include Alakh that weighs just 225 grams. It has been developed for the armed forces for surveillance purposes. Drone named 'Gauraiya' appears like a sparrow and weighs 239 grams. It has proved its worth in hills and mountains. Hawk is a powerhouse of 300 grams, can fly for 25 minutes and sends live footage in an area of 2 km. The Auto-Pilot is armed with artificial intelligence and this drone sends all the data to the control room even if it has crashed. The Agri-drone monitors the crop, sprinkles pesticides and makes useful suggestions.
