A petition was filed by Saurav Das with the Central Information Commission (CIC) when three bodies within the government refused to answer Right to Information (RTI) requests asking about the creation of Aarogya Setu. “It is surprising that the National Informatics Centre (NIC) doesn’t have any information about Aarogya Setu since it is the app’s developer,” said the petition. The CIC, India’s transparency watchdog, has now served a show-cause notice to the three bodies — NIC, the Ministry of Electronics and Information Technology (MeitY), and the National e-Governance Division (NeGD) — to explain their role in the development of Aarogya Setu within the next two months. India's contact tracing app Aarogya Setu comes under the scanner again — three departments fail to explain their role in its development

The government has announced a new update that enables an applicant to correct any inadvertent errors in name, year of birth and gender printed on the <keyword id="10440405" type="PERSON" weightage="20" keywordseo="cowin">CoWIN</keyword> vaccination certificate. <keyword id="66720" type="COMPANY" weightage="20" keywordseo="users">Users</keyword> can make the correction through the CoWIN website. "Now you can make corrections to your name, year of birth and gender on your Cowin vaccination certificates if inadvertent errors have come in," the official handle of the <keyword id="8995296" type="PERSON" weightage="20" keywordseo="aarogya-setu">Aarogya Setu</keyword> <keyword id="235499" type="COMPANY" weightage="20" keywordseo="APP">app</keyword> tweeted on Wednesday. The CoWIN vaccination certificates are used at the time of travel and helps in the access of several other premises. Earlier, the government had also allowed people who are vaccinated to update their status voluntarily on the Aarogya Setu app through a self-assessment process. Those who have got the single dose of the vaccine will get a single blue border with vaccination status on their home screen along with Aarogya Setu logo with a single tick. A 'Blue Shield' with double tick will appear on the app for those who are fully vaccinated, after 14 days of the second dose. This double tick will appear after verification of vaccination status from the CoWIN portal. Vaccination status can be updated through the mobile number used for CoWIN registration. In his tweet, Elliot Alderson had claimed that a security issue has been found in the <keyword id="8995298" type="UNKNOWN" weightage="20" keywordseo="aarogya-setu-app">Aarogya Setu app</keyword> and that the privacy of over 90 million Indians was at risk. Soon after this, Alderson was contacted by the National Informatics Centre (NIC) and the Indian Computer Emergency Response Team (CERT-In). After disclosing the issue to them, Alderson <a href="https://twitter.com/fs0c131y/status/1257709769097445388">said</a> that he would wait for the issue to be fixed before disclosing the gaps he discovered. The order was passed on Monday, stating that the National Informatics Centre (NIC), the developer of the application, shall collect only such response data which is necessary and proportionate to formulate or implement appropriate health responses. However, response data may be shared with such third parties only if it is strictly necessary to directly formulate or implement appropriate health responses, it added. Government mandates data anonymisation Further response data may be made available for research purposes by NIC in hard anonymised form. Hard anonymisation refers to a series of technical processes which ensure that any individual is incapable of being identified from the response data through any means reasonably likely to be used to identify such individual. This anonymisation shall be done in accordance with anonymisation protocols that are to be developed, reviewed and updated on a periodic basis by an expert committee appointed by the principal scientific advisor to the Government of India. "Such review shall have regard to the nature and sensitivity of the data being processed, the robustness of the anonymisation protocol and advances in technology. Response data which has undergone hard anonymisation, as under para 8(a), may be made available to Indian universities and research institutions / research entities registered in India," it said. Any violation of these directions may lead to penalties as per section 51 to 60 of the Disaster Management Act, 2005 and other legal provisions as may be applicable, as per the protocol. The complex does not allow anyone without checking the Covid status on Aarogya Setu app on the visitors' smartphones, along with the mandatory thermal temperature screening. <keyword id="9999872" type="PERSON" weightage="20" keywordseo="whenever-kumar">Whenever Kumar</keyword> plans a visit to the complex, he updates the <keyword id="7313056" type="UNKNOWN" weightage="20" keywordseo="Contact-tracing">contact tracing</keyword> app on his smartphone as well as the devices with his family members, filling the self-assessment form by just ticking all the boxes with "none of the above' symptoms. And the app declares them "safe". As cities get unlocked and people begin to visit markets, eating joints, malls and other public places, this attitude is worrisome as this does not paint the real picture, especially if someone who is an asymptomatic Covid patient visits public places even with the 'safe' app tag on. "I only update the app while visiting the complex and leave it without any use for days. It surprises me that it is so easy to just fill in wrong details and enter wherever you want with the 'you are safe' tag," Kumar told IANS. Kumar said he has even seen people who are not aware of the Aarogya Setu app, downloading it right in front of the complex, filling the self-assessment form quickly with 'None of the Above' symptoms and entering the premises, only to remove the app later. As Delhi Metro resumed services after more than five months due to Covid-19 restrictions, officials in some stations, including Noida Sector 16, were seen trying to block entry of people into the station for not having "Aarogya Setu" app on their mobile phones during the initial trial phase. This despite the fact that in the new travel protocol for passengers published by Delhi Metro Rail Corporation (DMRC) on September 3, it mentioned that "the use of 'Aarogya Setu App' for updating health status by passengers will be advisable." However, as the services gathered full steam, passengers have hardly reported facing any questions about having the app on the smartphones. The decision of Bangalore Metro Rail Corporation Ltd (BMRCL) to make Aarogya Setu mandatory for metro commuters was brought to Karnataka High Court's notice this month after legal services organisation SFLC.IN's <keyword id="61253" type="COMPANY" weightage="20" keywordseo="advisory-board">advisory board</keyword> member Anivar A. Aravind filed a petition challenging the voluntary-mandatory nature of Aarogya Setu and invasion of privacy rights in the absence of a specific legislation governing data collected by it. Meanwhile, security guards at several outlets in shopping malls across the country are allowing entry only after visitors show they have the app downloaded on their mobile phones. A similar experience was reported by Aasheesh when he tried to visit a Lifestyle outlet at the City Centre Mall at Sector 10, Rohini in New Delhi. Visitors to government offices have also reported that they were allowed to enter the offices only after downloading the app. However, the biggest question is: Is it worthwhile to track people with Covid? "Several people in my localities have stopped using the app or removed it altogether as it at times creates panic, in case if the person was near a Covid-19 patient. The lack of proper guidance and right messaging, people have started to shun the app, including me," Nidhi Dixit from West Delhi told IANS. Last week, the government allowed full occupancy in cinema halls and multiplexes starting from February 1. Now that the theatres are returning to normal operations, MIB has issued SOPs, which are as follows: <ul><li>Adequate physical distancing of at least 6 feet to be followed outside the auditoriums, common areas and waiting areas at all times. </li><li>Use of face covers/masks to be made mandatory at all times.</li><li>Availability of hand sanitizers, preferably in the touch-free mode, at entry and exit points as well as common areas within the premises. </li><li>Respiratory etiquettes to be strictly followed. This involves strict practice of covering one’s mouth and nose while coughing/sneezing with a tissue/handkerchief/flexed elbow and disposing off used tissues properly. </li><li>Self-monitoring of health by all and reporting any illness at the earliest to state and district helpline. vi. Spitting shall be strictly prohibited. </li><li>Installation &amp; use of <keyword id="8995298" type="PERSON" weightage="20" keywordseo="aarogya-setu-app">Aarogya Setu App</keyword> shall be advised to all.</li></ul>Entry &amp; Exit points <ul><li>Thermal screening of visitors/staff is to be carried out at entry points. Only asymptomatic individuals shall be allowed to enter the premises.</li><li>Provisions for hand sanitization should be made available at all entry points and in work areas.</li><li>Designated queue markers shall be made available for entry and exit of the audience from the auditorium and the premises.</li><li>The Exit should be done in a staggered row-wise manner to avoid crowding.</li><li>Sufficient time interval between successive screenings on a single screen as well as on various screens in a multiplex shall be provided to ensure row-wise staggered entry and exit of the audience.</li></ul>Show timings <ul><li>Staggered show timings shall be followed for multiple screens to avoid crowding. </li><li>The show commencement time, intermission period and finish time of a show at any screen shall not overlap with the commencement time, intermission period or finish time of a show at any other screen in a multiplex.</li></ul>Booking and Payments <ul><li>Digital no-contact transactions should be the most preferred mode for issue/verification/payments for tickets, food, and beverages, etc. by using online bookings, use of e-wallets, QR code scanners, etc.</li><li>Contact number shall be taken at the time of booking of tickets to facilitate contact tracing.</li><li>The purchase of tickets at the box office shall be open throughout the day and advance booking shall be allowed to avoid crowding at the sale counters.</li><li>Sufficient number of counters at the box office shall be opened with adequate physical distancing norms, to prevent crowding during physical booking of tickets.</li><li>Floor markers shall be used for physical distancing during queue management at the box office.</li></ul>

In a bid to allay the <keyword id="113022" type="PERSON" weightage="20" keywordseo="Privacy-concerns">privacy concerns</keyword> regarding the <keyword id="8995298" type="PERSON" weightage="20" keywordseo="aarogya-setu-app">Aarogya Setu app</keyword>, the Centre on Tuesday announced it was making the <keyword id="9295766" type="UNKNOWN" weightage="20" keywordseo="mobile-application-open-source">mobile application open source</keyword>, allowing researchers, experts and developers to understand how it works and the personal data processed through it. The source code for the Android version of the application is available for review and collaboration on Github. The iOS version of the application will be released as open source within the next two weeks and the server code will be released subsequently, an official statement said. Almost 98 per cent of Aarogya Setu users are on Android platform, it added. "The key pillars of Aarogya Setu have been transparency, privacy and security and in line with India's policy on <keyword id="201540" type="COMPANY" weightage="20" keywordseo="Open-Source-Software">Open Source Software</keyword>, the source code of Aarogya Setu has now been made open source," said <keyword id="9295765" type="COMPANY" weightage="20" keywordseo="the-electronics-it-ministry">the Electronics &amp; IT Ministry</keyword> statement. It said that opening the source code to the developer community signifies the government's continuing commitment to the principles of transparency and collaboration. "With the release of the source code in the public domain, we are looking to expanding collaboration and to leverage the expertise of top technical brains amongst the talented youth and citizens of our nation and to collectively build a robust and secure technology solution to help support the work of frontline health workers in fighting this pandemic together," the statement said.
