The <keyword id="66" type="General" weightage="50" keywordseo="delhi" source="Orion">Delhi</keyword> government is running COVID-19 inoculation camps at high-footfall locations of the city such as metro stations, markets, malls and areas near wine shops to widen the vaccination coverage, officials said on Monday. The national capital has been witnessing an upward trend in coronavirus cases for the past few days and doctors have been emphasising that those still unvaccinated should get the shots. Among other measures, the number of <keyword id="3132992" type="General" weightage="50" keywordseo="aam-aadmi-mohalla-clinics" source="Orion">Aam Aadmi Mohalla Clinics</keyword> running vaccination centres have been raised from about 60 in early July to over 140 now, officials said. <keyword id="8764262" type="General" weightage="80" keywordseo="covid" source="Orion">Covid</keyword> cases in Delhi have registered a rise in the last few days. For three consecutive days till Sunday, the city logged over 700 cases daily with the positivity rate climbing to 5.57 per cent on July 24, according to official data. On June 1, the city had logged 623 Covid cases while the number of infections registered on May 30 was 946. Delhi health department officials said the government aims to maximise vaccination coverage. Several steps have been taken to boost the number of vaccinated people as inoculation is a key step in combating the pandemic, which is far from over, they said. "We aim to maximise vaccination coverage and we have been initiating many outreach programmes, including door-to-door surveys, to achieve it. "Besides, we have had instructions from the chief secretary to target high-footfall areas in the city. We have chosen malls, markets, metro stations, 'Kanwar' camps and even near wine shops where people gather in large numbers," the senior official told PTI. Vaccination camps are being set up in these identified areas. In residential areas, camps are held for a day or so in association with RWAs depending on the size of the unvaccinated cohort in the area, officials said. "We set up our camps on the premises of identified metro stations, near the entry and exit points, and also in other high-footfall areas like malls and markets. We want maximum vaccination coverage and if a section of people is not coming to immunisation centres, we will go to them," the senior official said. Experts have been reiterating that people eligible for COVID-19 vaccination should get their jabs without delay. Doctors have pointed out that despite three waves of the pandemic and a rise in cases again lately, many people are still hesitant and have not even got their first dose. On Sunday, Delhi logged 729 Covid cases and two fatalities, according to data shared by the <keyword id="11908381" type="General" weightage="50" keywordseo="city-health-department" source="Orion">city health department</keyword>. According to the Sunday bulletin, the total number of Covid vaccine doses administered in the city was 3,56,02,514 while the number of precaution jabs given was 20,39,022. Chief Minister Arvind Kejriwal on July 17 appealed to Delhiites to get the COVID-19 precaution doses, saying only around 10 per cent of people in the city have done so. He also appealed to parents to get their children in the 12-17 age group vaccinated with the second jab. Asked about the several Aam Aadmi Mohalla Clinics being also used as Covid vaccination centres, officials said multiple factors come into play when deciding which sites would be chosen. "It depends on the size of the unvaccinated cohort in the area, the response of people to short-duration camps run once or twice a week and the proximity to the nearest Covid vaccination centres. The district immunisation officer decides it based on these factors and the final call is made by the higher authorities," the senior official said. The national capital currently has about 520 mohalla clinics that offer free primary health care services and 212 types of tests to patients. The countrywide vaccination drive was rolled out on January 16 last year with healthcare workers getting inoculated in the first phase. Vaccination of frontline workers started on February 2 last year. The next phase of COVID-19 vaccination commenced on March 1 last year for people over 60 years of age and those aged 45 and above with specified comorbid conditions. Vaccination for all people aged above 45 years began on April 1 last year. The government then decided to expand the ambit of the vaccination drive by allowing everyone above 18 years to be inoculated against Covid from May 1 last year. From malls to metros, Delhi govt running vaccination camps in high-footfall areas to widen coverage

NEW DELHI: Those who were there will always remember the sea of heads with white caps, tricolours fluttering in the winter wind and the sparkle of hope on every <keyword id="6354944" type="ORGANIZATION" weightage="40" keywordseo="Aam-Aadmi-Party">Aam Aadmi Party</keyword> supporter's face at the packed Ramlila Maidan on Saturday. For them, it wasn't just a swearing-in ceremony; it was an open-air party of the common folk, a showtime for people's power. 
 And the speech that their <keyword id="19496" type="POSITION" weightage="40" keywordseo="leader">leader</keyword> <keyword id="260213" type="PERSON" weightage="40" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword>, the new <keyword id="5269" type="POSITION" weightage="60" keywordseo="Chief-Minister">chief minister</keyword> of Delhi, delivered after the swearing-in ceremony was no ordinary speech either. For him, this was a "tryst with destiny" moment. And he seemed to be speaking straight from the heart when he declared, "The politics of this country had destroyed everything but in these assembly elections the people have shown that honest politics is possible. Elections can be fought with honesty and won with honesty." The crowd, about 80,000 inside and outside the venue, cheered in approval. 
 Many of them had come from far and wide: Haryana, Uttar Pradesh, <keyword id="6358126" type="CITY" weightage="40" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword>, Rajasthan, <keyword id="30033" type="COMPANY" weightage="40" keywordseo="Bihar">Bihar</keyword>, Telangana, <keyword id="20154" type="ORGANIZATION" weightage="40" keywordseo="tamil-nadu">Tamil Nadu</keyword> and elsewhere. School teacher Nimma Jairam Reddy, 44, travelled for 28 hours from Medak district in Telangana. "In the past 60 years, the difference between the aam aadmi and the amir aadmi has grown. To end it, traditional politics must die and be replaced with moral and modern politics which Kejriwal represents," he said. 
 
Kejriwal's speech was politically mature, and marked by clarity of thought. He spoke of announcing a phone number in two days – a complaint hotline to catch bribe-givers red-handed. He also assuaged fears of the honest bureaucrat. "Today many people tell me, Arvindji, stay alert, because bureaucracy would not let you succeed. I don't believe this. Over the past few days, I have met some Delhi bureaucrats. I have no hesitation in saying that if some people are corrupt, there are several who are highly upright and want to serve the nation," he said. 
 He also urged his partymen too to stay on the right path. "I request my party ministers, MLAs and workers to never be conceited and arrogant. Our struggle will go waste if our MLAs and ministers become arrogant. <keyword id="6356115" type="CITY" weightage="40" keywordseo="AAP">AAP</keyword> was formed to overthrow the arrogant parties and I don't want another party to come up to put an end to our arrogance. Even when our volunteers go to mohallas and colonies, they should be humble since we are desh sewaks. We didn't come here to become chief ministers or ministers but to serve the country and we should never forget that we are sewaks." 
 
The anti-graft activist also spoke about the crushing burden of raised expectations. "Sometimes I am very scared as people have pinned their hopes on us and I pray to God to give us courage and keep us on right track so that we don't commit any mistake." 
 
Towards the end of his speech, Kejriwal urged the crowd to take an oath against bribes. Most joined him in this moment of public engagement in the process to bring about positive social change. 
 S Selvaraj was among those who did. He came from a village near the famous Kolli Malai hills in Tamil Nadu. It was a 72-hour <keyword id="6374782" type="UNKNOWN" weightage="40" keywordseo="journey">journey</keyword> first by bullock cart, followed by bus and train. "I like his concepts of humility and simplicity in politics. That's why I am here," he said. Others spoke of having taken leave from office, even left behind an ailing child, to be there because it was "an extraordinary day" for them. 
 This looked like a real crowd of party workers and common people; not the paid hordes who often arrive in truckloads at political gatherings. This was also a far more relaxed crowd than what had gathered during <keyword id="57766" type="PERSON" weightage="40" keywordseo="Anna-Hazare">Anna Hazare</keyword>'s fast at the same venue in 2011. 
 
A banner indicated the people's mood: Free hugs for Aam Aadmi, it said. No surprise, some supporters carried posters of the film, Nayak, where the hero becomes a chief minister for a day. But they had replaced Anil Kapoor's mug with Kejriwal's. It was evident he was their rock star. 
 
 
 Kejriwal, who had trounced <keyword id="39794" type="PERSON" weightage="40" keywordseo="Sheila-Dixit">Sheila Dixit</keyword> in the polls, also took care to name gods of different religions while hailing the win as a miracle (kudrat ka karishma). He thanked "parampita parmeshwar, parmatma, ishwar, allah and wahe guru" for the triumph. Even while paying tribute to late colleague <keyword id="1246005" type="UNKNOWN" weightage="40" keywordseo="Santosh-Koli">Santosh Koli</keyword>, he said, "Hindu dharma says that while the body perishes, the soul is immortal. Today, if Santosh's soul can see us or hear us, it will be happy to know that her sacrifice did not go waste." 
 
The gods seem to be smiling on Kejriwal, in any case. In a week when the national capital was often blanketed by grey, unsympathetic clouds, the sun shone brightly on Saturday. There couldn't have been a better day to attend a political gathering or play Test cricket. 
 
Times View : A beautiful moment for our precious democracy 
 
No one could have imagined at the beginning of 2013, or even six months ago, that Arvind Kejriwal would return to the Ramlila Maidan, two and a half years after Anna's big anti-corruption fast, to take oath as chief minister before the year was out. This has been a peaceful political revolution of epic proportions – and we, as a nation, should feel proud. Kejriwal may be the man of the moment, but this not about him – or any one person. This is about the idea of India. We have been called a flawed democracy, and indeed there are times when a sense of hopelessness takes over; but it's also the flaws that help us appreciate beauty when it shines through. There is no greater beauty on earth than to behold the will of the people be given voice without having to resort to violence. So let us pause for a moment to cherish the precious, and yes imperfect, beauty of our democracy. 
 For Kejriwal, the real challenge – of governance – begins now. He has changed the rules of the game, playing the role of an outsider with consummate political savvy. Whether his 'movement' can go national will depend on how wisely he runs Delhi. It will also depend on whether the <keyword id="1575" type="ORGANIZATION" weightage="40" keywordseo="Congress">Congress</keyword>, having extended support, is willing to give him a fair chance. Its decision to boycott the swearing-in ceremony does not bode well for the future. The party that helped give us this beauty we call democracy should know that it has diminished itself by its churlishness. It should also know that a little grace never hurt, even in politics.

<keyword id="19900881" type="General" weightage="20" keywordseo="delhi" source="keywords">Delhi</keyword>'s finance minister Atishi presented the FY25 budget in the state assembly on Monday with an outlay of Rs 76,000 crore, announcing the 'Mukhyamamantri Mahila <keyword id="20820458" type="General" weightage="20" keywordseo="samman-yojana" source="keywords">Samman Yojana</keyword>' under which women aged 18 and above will get Rs 1,000 per month, and asserted the government is inspired by the ideals of <keyword id="20017410" type="General" weightage="20" keywordseo="ram-rajya" source="keywords">Ram Rajya</keyword>. In the budget tabled in the state assembly ahead of the general elections, she also announced that the Business Blasters scheme, which was till now being implemented in schools, will now be implemented in universities and Industrial Training Institutes (ITIs). Last year, the government had allocated Rs 78,800 crore for the financial year 2023-24 and announced nine schemes as part of the G20 preparations. The Delhi government's budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year. This was the first time that Atishi presented the budget after taking charge of the finance department last year. In her budget speech, she remembered Manish Sisodia, former education minister, and <keyword id="20115511" type="General" weightage="20" keywordseo="satyendar-jain" source="keywords">Satyendar Jain</keyword>, former health minister, for their roles in shaping the education and health models in the national capital. "This is a moment of pride that the Kejriwal government is presenting its tenth budget today. I am not just presenting the tenth budget but a picture of changing Delhi. Kejriwal came as a ray of hope. We are all inspired by Ram Rajya. We are working hard towards realising the dream of Ram Rajya," she said. She proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the field. Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training teachers, and another Rs 150 crore has been proposed for the construction of new schools and classrooms. She proposed Rs 45 crore for the maintenance of existing classrooms and Rs 42 crore for Schools of Specialised Excellence in the 2024-25 fiscal. The minister announced an allocation of Rs 118 crore for sports education, Rs 1,212 crore for higher education and technical education and Rs 15 crore for "Business Blasters Senior". "The Kejriwal government will implement Business Blaster scheme in its universities and Industrial Training Institutes through Rs 15 crore allocation in budget," she added. The government announced a budget of Rs 8,685 crore for the health sector with Rs 6,215 crore being proposed for hospitals to maintain good facilities. "Under the Delhi government, there are 38 hospitals where treatment is provided free of cost to more than 81,000 OPD patients daily and 65,806 IPD patients monthly," she said. OPD stands for out-patient department, while in-patients department is referred as IPD. There are 530 Mohalla Clinics in Delhi currently, where every day, 64,000 people receive free medicines, tests, and treatment. So far, Mohalla Clinics have conducted more than seven crore OPD visits, she said. 'Farishtey Dilli Ke' scheme has saved the lives of 22,000 people, she shared. The minister announced a budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department. The government announced an allocation of Rs 2,000 crore for the 'Mukhyamantri Mahila Samman <keyword id="19955331" type="General" weightage="20" keywordseo="yojana" source="keywords">Yojana</keyword>' for the welfare and empowerment of women from 2024-25. Under this scheme, woman above 18 years of age will get Rs 1,000 per month, she said. For a woman to become eligible under the scheme, she should be a Delhi voter, should not be availing benefits under any other government scheme and should not be an income taxpayer, she said. According to the final electoral roll of Delhi published in January this year, there are 67,30,371 female voters in the national capital. Atishi announced an allocation of Rs 664 crore for all nutrition-related schemes. In 2014-15, the budget for law and justice was Rs 760 crore, she said. "I am delighted to share that by 2024-25, it has increased by nearly four-fold to reach Rs 3,098 crore," she said. The minister announced that in 2024-25, the Delhi government will begin the construction of four court complexes in Rohini, Karkardooma, Shastri Park, and Rouse Avenue. "These will include courtrooms, lawyer chambers, libraries, and modern facilities, totalling 250 new courtrooms. The number of people receiving free legal services through the Delhi State Legal Services Authority was 33,000 in 2016. Last year, this figure increased nearly four-fold, reaching 1.25 lakh," she shared. The finance minister announced an allocation of Rs 902 crore for unauthorised colonies. Talking about the transport sector, she said that Delhi will have over 10,000 buses in its fleet, including 80 per cent electric buses. She announced Rs 7,195 crore for the Delhi Jal Board, Rs 510 crore for induction of electric buses in DTC and cluster buses fleet and Rs 500 crore for Delhi Metro.
