The Ministry of Labour and Employment recently directed the Employees' Provident Fund Organization (<keyword id="19966712" type="General" weightage="100" keywordseo="EPFO" source="keywords">EPFO</keyword>) to ensure the activation of UAN (<keyword id="20789489" type="General" weightage="20" keywordseo="universal-account-number" source="keywords">Universal Account Number</keyword>) via Aadhar-based OTP. The outreach is part of announcements made during the Union Budget 2024-25, which aim to maximize the net of beneficiaries under the Employment Linked Incentive (ELI) Scheme. The central government has already directed concerned ministries and departments to ensure that payment of all subsidies and incentives under all welfare schemes occurs via the Aadhar Payment Bridge and that 100% biometric Aadhar authentication is achieved. Notably, Aadhaar-based verification eliminates the need for producing multiple documents to prove one's identity. In the first stage, all employers must complete <keyword id="24089674" type="General" weightage="20" keywordseo="UAN-activation" source="keywords">UAN activation</keyword> through Aadhar-based OTP for all employees who've joined the company in the current financial year by November 30, 2024. Starting with their latest recruits, employers will have to finish this process for all their employees. As per the budget announcements, the government will implement 3 schemes for 'Employment Linked Incentive' as part of the Prime Minister's package. These will be based on enrollment in the EPFO and focus on recognition of first-time employees and support to employees and employers. The ELI Scheme aims to create over 2 crore jobs in the country in 2 years. This will significantly contribute to increasing employment opportunities and enhancing livelihoods. UAN activation provides employees with seamless access to EPFO's comprehensive online services, enabling them to efficiently manage their Provident Fund (PF) accounts, view and download PF passbooks, submit online claims for withdrawals, advances, or transfers, update personal details, and track claims in real-time. This allows employees 24/7 access to EPFO services from the comfort of their homes, eliminating the need for physical visits to EPFO offices. For the uninitiated, UAN is a 12-digit number allotted to each member of EPFO (Employee Provident Fund Organization). Think of UAN as a single-point number that brings together multiple member IDs that have been allocated to a particular employee. In September this year, EPFO added 18.81 lakh members, registering a 9.33% YoY growth.

EPFO to ensure UAN activation for employees through Aadhaar-based OTP

Union Minister of Labour and Employment <keyword id="19906409" type="General" weightage="20" keywordseo="mansukh-mandaviya" source="keywords">Mansukh Mandaviya</keyword> and Chairperson of the Central Board of Trustees, EPF, have given the green light to the proposal for a Centralised <keyword id="23037839" type="General" weightage="100" keywordseo="Pension-Payment-System" source="keywords">Pension Payment System</keyword> (<keyword id="23039389" type="General" weightage="20" keywordseo="CPPS" source="keywords">CPPS</keyword>) under the Employees' Pension Scheme, 1995. According to the Ministry of Labour and Employment, this initiative represents a major advancement by establishing a national-level centralised system, allowing pension disbursement through any bank or branch across India. Commenting on this development, Mandaviya stated, "The approval of the Centralised Pension Payment System (CPPS) marks a significant milestone in the modernization of the <keyword id="19966712" type="General" weightage="20" keywordseo="EPFO" source="keywords" meta.keywordsubtype="org" meta.entityname="EPFO" meta.hostid="83" meta.entityid="EPFO">EPFO</keyword>. By enabling pensioners to receive their pensions from any bank, any branch, anywhere in the country, this initiative addresses the long-standing challenges faced by pensioners and ensures a seamless and efficient disbursement mechanism." He added, "This is a crucial step in our ongoing efforts to transform the EPFO into a more robust, responsive, and tech-enabled organisation, committed to serving the needs of its members and pensioners better." The CPPS is expected to benefit over 7.8 million <keyword id="21992385" type="General" weightage="20" keywordseo="EPS-Pensioners" source="keywords">EPS pensioners</keyword> of EPFO. By leveraging advanced IT and banking technologies, it aims to provide a more efficient and user-friendly experience for pensioners. The CPPS will also ensure seamless pension disbursement across India, eliminating the need to transfer Pension Payment Orders (PPO) when a pensioner relocates or changes their bank or branch. This will be a significant relief for pensioners who move to their hometowns post-retirement. This facility will be launched on January 1, 2025, as part of EPFO's ongoing <keyword id="23015602" type="General" weightage="20" keywordseo="IT-Modernization" source="keywords">IT modernization</keyword> project, Centralised IT Enabled System (CITES 2.01). In the following phase, CPPS will enable a smooth transition to an <keyword id="20028363" type="General" weightage="20" keywordseo="Aadhaar-based-Payment-System" source="keywords">Aadhaar-based payment system</keyword> (ABPS). The CPPS marks a significant departure from the current decentralised pension disbursement system, where each EPFO Zonal/Regional Office maintains separate agreements with only 3-4 banks. Pensioners will no longer need to visit branches for verification at the start of their pension, as it will be credited immediately upon release. July 31 was the last due date for filing the <keyword id="19948101" type="General" weightage="100" keywordseo="income-tax-returns" source="keywords">income tax returns</keyword>, without having to pay any penalties. The total number of ITRs for assessment year 2024-25 filed till July 31, 2024 is more than 7.28 crore, which is 7.5% more than the total ITRs for assessment 2023-24 (6.77 crore) filed, a <keyword id="19908390" type="General" weightage="20" keywordseo="Ministry-of-Finance" source="keywords" meta.keywordsubtype="org" meta.entityname="Ministry of Finance" meta.hostid="261" meta.entityid="Ministry of Finance">Ministry of Finance</keyword> release stated on Friday. An increasing number of taxpayers have opted for the <keyword id="19935168" type="General" weightage="20" keywordseo="New-Tax-Regime" source="keywords">new tax regime</keyword> this year, the <keyword id="19900485" type="General" weightage="20" keywordseo="finance-ministry" source="keywords">finance ministry</keyword> said. Out of the total ITRs of 7.28 crore that have been filed, 5.27 crore have been filed in the new tax regime, as compared to 2.01 crore filed in the old tax regime. Thus, about 72% of taxpayers have opted for the new tax regime, while the rest 28% continue to be in the old tax regime. The filing of ITRs peaked on July 31, 2024 (due date for salaried taxpayers and other non-tax audit cases) with over 69.92 lakh ITRs being filed on a single day. The <keyword id="20404575" type="General" weightage="20" keywordseo="e-filing-portal" source="keywords">e-filing portal</keyword> also observed its highest per hour rate of 5.07 lakh of ITR filing between 7:00 pm to 8:00 pm on July 31. A total of 58.57 lakh ITRs from first time filers were reported, a fair indication of widening of tax base. "A lot of emphasis was provided to educate taxpayers about old and new tax regimes. FAQs and educational videos on the same were designed and uploaded on the e-filing portal," the ministry said. Focused outreach campaigns were carried out on social media to encourage the taxpayers to file their ITRs early. Along with this, unique creative campaigns were also carried out on different platforms. Informational videos in 12 vernacular languages, apart from English and Hindi, were displayed on digital platforms. The ministry said it is encouraging to note that over 6.21 crore ITRs have been e-verified, out of which more than 5.81 crore are through Aadhaar-based OTP (93.56% ). Of the e-verified ITRs, more than 2.69 crore ITRs for the 2024-2025 have been processed (43.34%) till July 31, 2024. Note that e-verification is the final step in filing your ITR. If you do not e-verify your ITR within 30 days of filing it, your ITR will stand invalid. The e-filing Helpdesk team has handled approximately 10.64 lakh queries from taxpayers during the year up to July 31, supporting the taxpayers proactively during the peak filing period. Taxpayers are also requested to verify their unverified ITRs if any, within 30 days of filing the ITR. Taxpayers are urged, who for any reason, missed filing their ITR within the due date, to complete their filing expeditiously.

The ID verification is available for users with a valid Aadhaar number and an Indian phone number. "On LinkedIn, when you show that you're the real you, you'll have an even greater chance of finding the professional opportunities that matter to you and your community," Gupta said. He further mentioned that the platform does not have access to any sensitive data from the member's Aadhaar. "If you don't have an Aadhaar, you can still verify other information for use on LinkedIn using different methods. You can choose to verify through your work email, or workplace credentials," he added. The ongoing expansion of these initiatives has led to the development of innovative products and applications, exploring new use cases. For instance, DigiLocker facilitates KYC/ID verification and dynamic linking of insurance and health records, while FasTag enables parking fee payments using its balance, among other functionalities. The government has amplified the DigiLocker framework through DigiLocker 2.0, aiming to streamline the Know-Your-Customer (KYC) process across various financial and alternative services. This initiative revolves around centralising the process, eliminating redundant procedures at different touchpoints. “Embracing an enterprise-level approach for MSMEs, trusts, and other entities will enable companies to alter documents, changes of which will be reflected in personal DigiLocker accounts achieving high interoperability,” says the report. All you need to know about linking Aadhaar to PAN

The Delhi High Court Monday declined to order linking of social media accounts with Aadhaar, PAN or voter ID card for weeding out fake accounts, saying it would lead to data of genuine account holders, who are much more in number, going "unnecessarily" to foreign countries. A bench of Chief Justice D N Patel and Justice C Hari Shankar said linking of accounts with social media platforms like Twitter, Facebook and WhatsApp, with Aadhaar, PAN or any other identity document requires framing of policies or amendment in existing laws by the central government and this exercise cannot be done by the court. "Role of courts is to interpret the law as it is. We are not concerned with what the law ought to be," it said, adding that in exceptional cases where there is a gap in the law, the courts can step in. It said that in the instant case, linking of social media accounts with identity data like Aadhaar or PAN was a "crucial matter" which has to be appreciated by the central government and it cannot be treated as a "gap" which needs to be plugged by the court as it "would have far reaching consequences regarding data of genuine account holders". The bench said it was not inclined to issue any direction to the government as it is already deliberating on the Law Commission reports on the issue and disposed of the PIL seeking directions to the Centre to take steps for linking social media accounts with Aadhaar, PAN or voter ID card to weed out fake accounts. It however told the government to keep in mind that identity data of genuine account holders was also at stake and a "proper balance" has to be struck by it while taking a decision on the issue. In its order, the bench noted that according to BJP leader Ashwini Kumar Upadhyay, who had moved the plea, 20 per cent of the social media accounts were "fake, ghost or duplicate". "To weed out 20 per cent fake accounts all the data, including that of genuine account holders, will go to a foreign country. Majority of account holders are genuine. Therefore, if linkage is ordered by this court, there maybe a situation where data of genuine account holders will also go to foreign country, maybe unnecessarily," the court said. During the hearing, Upadhyay said something has to be done as anyone can create a fake account on social media of any person, including the judges, and through that medium wrong or controversial information can be spread. Three days left to link PAN with Aadhaar to avoid any penalty or other consequences

Thanks to the Indian government’s new move, Indian citizens might soon be able to validate the credentials of drivers and domestic helps using their <keyword id="6356006" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-card">Aadhaar card</keyword> numbers, before they hire them. 
 
The government is planning to widen the scope of the Aadhaar authentication system. As of now, it has been restricted to banks and a few government departments, but soon, it would be open to individuals and private companies. In doing so, all privacy concerns would be addressed by using a more secure method. 
 
In exchange of a small fee, anyone would be able to use the unique identity number and verify the details of others. This would be allowed to done online in real time, unlike many other identity documents such as voter, ration and PAN cards. This would also allow companies to authenticate the records of their consumers and staff. 
 Unique Identification Authority of India (<keyword id="6355252" type="CITY" weightage="100" keywordseo="UIDAI">UIDAI</keyword>) is looking forward to appointing third-party agencies to carry out the authentication on behalf of individuals and companies. 
 
"Various use-cases can be built using the Aadhaar authentication service, especially by startups who have been requesting for access," an official told ET on the condition of anonymity. 
 
The move has come after Prime Minister Narendra Modi recently commanding to expand the use of Aadhaar. 
 As far as privacy is concerned , the new authentication system will function differently from eKYC norms, the current norms used by government departments and banks. This allows user agencies to enter the <keyword id="485058" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-number">Aadhaar number</keyword> and biometrics of a person after which the UIDAI server provides the name, address and other details, to be stored by the agencies. 
 
When the service will be extended to private companies and citizens, only the bar code on the Aadhaar letter will have to be scanned and the data it contains will be sent to the Aadhaar database for verification, to return either with a ‘yes’ or a ‘no’. 
 
"This will be most secure way of authentication since there will be no transfer of any citizen data through the UID database," the official said. 
As per UIDAI data, there are about 330 authentication user agencies and over 111 crore transactions have been handled since the service started. About 20 companies have so far signed up for the Aadhaar authentication service, which include telecom service providers like Bharti Airtel, Vodafone and state-owned BSNL, as well as financial services firms such as MasterCard and Visa.

As reported earlier, the Indian government has planned to make <a href="http://www.businessinsider.in/You-may-soon-avail-government-services-just-sitting-at-home-Heres-how/articleshow/53447749.cms">Aadhaar-enabled smartphones</a>, with which users would be able to self-authenticate and let businesses and banks verify the identity of their clients. This would also help in the government’s aim of a cashless society. 
 While applauding this plan Nandan Nikelani, former chairman of <keyword id="6355252" type="CITY" weightage="100" keywordseo="UIDAI">UIDAI</keyword> told <a href="http://economictimes.indiatimes.com/industry/banking/finance/banking/aadhaar-enabled-smartphones-will-ease-money-transfer/articleshow/53625690.cms">ET </a>that, "Iris and fingerprint sensors are now becoming a standard feature in smartphones anyway, and this requirement will only take a minor tweak to the operating system. Once enabled, people will be able to use phones to do self-authentication and KYC (know your customer)." 
 
In July, senior executives of UIDAI and smartphone companies met to discuss ways to allow smartphones let citizens authenticate their fingerprints and iris on the phone, so that they could avail government services from the comfort of their homes. 
 
The most immediate use for these smartphones would be the Unified Payment Interface (UPI), a new payment system which would allow money transfer between any two parties by simply using their mobile phones and a virtual payment address. 
 
"The two-factor authentication in UPI is now being done with mobile phone as one factor, and MPIN as the second factor. But once you have Aadhaar authentication on the phone, then the second factor can be biometric authentication through Aadhaar," said Nilekani. 
 
With time, Aadhaar authentication will also be made open to third party apps, said another person familiar with the ongoing discussions on the condition of anonymity. 
 
This would let users allow apps to access their biometric and iris scans, just like they grant access to other features like camera, contacts, SMS etc. However, from their end, handset makers have raised security concerns about using iris scan for Aadhar authentication. 
 
"The primary challenge lies in safe storing of the iris scan between the time it is captured by the camera and then sent to UIDAI server seeking authentication," said an industry insider. 
 For this, the he proposal includes a "hardware secure zone" which would encrypt <keyword id="441301" type="UNKNOWN" weightage="100" keywordseo="biometric-data">biometric data</keyword> before sending it out. However, even this isn’t a foolproof idea. 
 
"Unfortunately, from the biometric sensor the data goes to the hardware secure zone via the operating system. Therefore, the biometric data can be intercepted by the operating system before it is sent to the hardware secure zone," said Sunil Abraham, executive director at Bengaluru-based research organisation, the Centre for Internet and Society. 
 
To this, Nilekani said, "the reluctance to make changes at the vendor level is mainly coming from a desire for control of biometric data for strategic and commercial purposes. Privacy and security are bogus reasons." He added that both ends, the handset and the Aadhaar database, will be using the highest level of encryption.

Customers will now be able to use their AADHAR cards to get their new mobile connections instantly activated, as the government has approved electronic-Know Your Customer (<keyword id="1920769" type="UNKNOWN" weightage="100" keywordseo="e-KYC">e-KYC</keyword>) rules using <keyword id="546774" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-cards">Aadhaar cards</keyword>. 
 
In a notification issued on Tuesday, the telecom department (DoT) said, "After successful completion of Proof of Concept to use Aadhaar e-KYC service for issuing mobile connections to subscribers, it has been decided to launch the 'Aadhaar' e-KYC service across all the Licensed Service Areas including J&amp;K, North East and Assam for issuance of mobile connections as an alternative process to the existing PoI/ PoA document based processes." 
 DoT added that customers will now be able to online authorize <keyword id="6355252" type="CITY" weightage="100" keywordseo="UIDAI">UIDAI</keyword> through Aadhaar authentication using their Aadhaar numbers and biometrics so that their demographic data and digitally signed photograph can be provided to the service provider. 
 
"As per UIDAI, digitally signed electronic KYC data provided by UIDAI is machine readable, making it possible for the Licensees to directly store it as the customer record in their database for purposes of issuing a mobile connection," the notification read. 
 
Also, service providers will be allowed to appoint or employ franchisee, agents, distributors and employees who will provide these services. 
 
"The Licensee (service providers) shall keep proper control over them and the Licensee shall be liable for the acts done by its franchisee, agents, distributors and employees in the provisioning of service," the department added. 
 
Bharti Airtel, India’s leading telco will probably roll out e-KYC using AADHAR card from this week itself, while Vodafone India and Idea Cellular, ranked 2nd and 3rd respectively, will be doing so in coming weeks. 
 
All three leading telcos had partnered with DoT so that AADHAR based e-KYC solutions can be used for verification, and also went ahead to test it successfully in four telecom circles.
