But among the 2,035 Indian fintech startups, only 58 work in regulatory technology (a segment of fintech dealing with compliance) and cybersecurity, according to the India Fintech 2019 report released at the recently concluded conclave Fintegrate Zone. Some of the reasons behind the absence of startups dedicated to security is the lack of knowledge and resources, along with the required skills to work on the challenges of these sectors, according to the report. India’s fintech story has been synonymous with leading players like Paytm, Policybazaar etc, with impressive reach on their side. Partly due to their success, and the opportunity in digital financial services, the number of players has since mushroomed. According to the report, India is home to a whopping 375 payment startups and 338 fintech companies. However, given the sheer volume of players and India’s ranking of 15 on a <a href="https://www.indiatoday.in/india/story/india-cybersecurity-privacy-data-breach-crypto-hackers-aadhaar-1450572-2019-02-07">list</a> of the world’s least secure countries with respect to <keyword id="137092" type="PERSON" weightage="20" keywordseo="cyber-security">cyber security</keyword>, only 58 startups dedicated to security may not be enough. Growing threats According to the EY Global Information Security Survey (EY GISS) 2018-19 – India edition, only 19% of Indian companies have a sufficient budget to have the desired level of cyber security. For instance, the WannaCry Ransomware which hit businesses including banks globally in 2017 didn’t spare India, which was the second-worst affected country in the APAC region while holding the fifth-worst affected rank globally. When it comes to fintech, the importance of cybersecurity and regtech only increases further with people entrusting these companies with their payment details. India’s growing number of e-commerce and hyperlocal delivery startups, too, have integrated payment gateways through third party payment apps. Further, fintech companies also gain access to customer spending behaviour and financial information, putting them at risk of cyber attacks. With the growing need for compliance in India, Regtech too becomes an important part of Indian fintech scene. Many players have relied on sensitive personal data such as Aadhaar to meet electronic Know-Your-Customer (e-KYC) requirements. “Our database shows there are 53 startups in India in the RegTech space providing varied solutions like digital onboarding, fraud prevention, ID authentication, ID management, insight generation from structured data, digital signature, etc. RegTech would find increased usage in KYC/AML compliance,” stated the Indian fintech report. India’s fintech cos are growing but cybersecurity fails to make the mark

The guidelines issued by the <keyword id="6354335" type="CITY" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> (<keyword id="30067" type="ORGANIZATION" weightage="100" keywordseo="RBI">RBI</keyword>) for prepaid payment instrument (PPI) licence holders are not going well with the mobile wallet companies. Reportedly, the <keyword id="6368227" type="UNKNOWN" weightage="20" keywordseo="Mobile-wallets">mobile wallets</keyword> have raised several concerns over RBI’s proposed guidelines. One of the issues that these companies have is of the know your customer (KYC) norms. "Some clarifications were sought on certain clauses, while PPIs discussed issues around KYC, especially since it could be an overkill for small transactions," one of those at the meeting told ET. The <keyword id="4128581" type="UNKNOWN" weightage="20" keywordseo="payment-council-of-india">Payment Council of India</keyword> and the Internet and <keyword id="592650" type="ORGANIZATION" weightage="20" keywordseo="Mobile-Association-of-India">Mobile Association of India</keyword> (IAMAI) had organised a meeting in which they gave out feedback on the proposed norms. As per RBI’s draft guidelines, the PPIs will have to move to full KYC details within 60 days of the PPI licence being issued. Presently, e-wallets and other such prepaid payment instruments can only hold up to Rs 20,000 per user with minimum KYC. "In the feedback given to RBI, the main request is that minimum KYC be retained or that the deadline for implementing full KYC be extended to 18-24 months, since by then telecom companies would have done Aadhaar linking of mobile numbers. That will help mobile wallets do full KYC for all customers," one industry member told ET, adding “The other ask is that RBI should publish the interoperability guidelines for wallets.” Some of these concerns, especially full KYC compliance, were raised at the meeting, according to those present. PPIs are currently seeing monthly transactions of Rs 6,000 crore, of which about Rs 4,000 crore is from money transfers while corporate solutions such as smart cards for expense management constitute about Rs 500 crore, ET quoted people with knowledge of the matter.

Many of them have teamed up with NBFCs to facilitate these digital loans while some others are using the <keyword id="2814950" type="PERSON" weightage="20" keywordseo="peer-to-peer-lending">peer-to-peer lending</keyword> models. Technology has made it possible for them to <a href="https://yourstory.com/2018/08/ai-powered-tech-rupeelend-can-get-loan-even-low-cibil-score/">undertake</a> different modes of credit assessment - evaluating whether a borrower is credit-worthy - and lend where traditional banks would hesitate. Why the government wants more from India's booming digital lending market

The UIDAI has blacklisted or suspended around 1,000 operators while FIRs have been filed against 20 individuals in the last three months for malpractices such as charging for Aadhaar enrolment, according to news report by PTI. 
 
The Unique Identification Authority of India (UIDAI) has also slapped a penalty of Rs 10,000 each on these erring operators besides removing them from its system. 
 
"We have received certain complaints...we have a zero tolerance policy on overcharging. We have identified about 1,000 such operators since December 2016...in the last three months, these operators have been removed from our system and we are also imposing a penalty of Rs 10,000 each on them," UIDAI CEO Ajay Bhushan Pandey told PTI. 
 
Removal of these operators from the system implies they would not be able to conduct enrolment for Aadhaar from anywhere in the country. 
 
UIDAI is the nodal body responsible for rolling out Aadhaar, the 12-digit unique identification number that identifies residents based on biometrics. 
 
The authority swung into action after it received certain complaints about some of these operators charging money for enrolments -- a service that is free of charge. 
 
Some other instances relate to overcharging for updation of Aadhaar details, for which UIDAI has prescribed a rate of Rs 25, while some pertained to operators departing from the sprocedures. 
 
"We got certain complaints where people were being inconvenienced and sometimes they were being asked for money...So we have appealed that they (operators) should stick to the prescribed rates," he said. 
 
In more severe cases, FIRs have been filed. 
 
"We have filed FIRs against 20 persons," Pandey said, hoping that the action by the UIDAI would be a deterrent for others trying to overcharge or not following proper processes. 
 
The suspension period varies from 6 months to 10 years depending on the severity of the offence, he added. 
 
So far, he pointed out, action has been taken against 34,000 operators since the beginning of the Aadhaar program. The Aadhaar ecosystem has four lakh certified operators and at any point of time about 40,000 such people enrol residents across the country. 
 
As per the latest update, more than 113 crore Aadhaar IDs have been generated in the country and Aadhaar authentications have crossed the 500 crore mark, while 100 crore e-KYCs have been done on the platform.

Airtel payments bank is offering interest rate of 7.25 per cent per annum on deposits in savings accounts along with personal insurance of Rs 1 lakh. 
 And now Airtel has major plans to open payments bank in states like <keyword id="45165" type="CITY" weightage="100" keywordseo="AP">AP</keyword>, UP, Karnataka, Bihar, Jharkhand by early next year. Being the first Payments Bank to go live Airtel says it is fully digital and paperless bank and customers can access services over their mobile phones, including all feature/basic mobile phones. Airtel is providing Interest rate of 7.5% p.a. on deposits in savings accounts with personal accidental incurance of Rs. 1 Lac.
