<div class="KonaFilter image-container float_right"><div class="image on-image"></div></div>The FBI is investigating a longtime State Department diplomat, Robin Raphel, for allegedly taking home classified information, according to <a href="http://www.washingtonpost.com/world/national-security/us-diplomat-and-longtime-pakistan-expert-under-federal-investigation/2014/11/06/f7fd3240-65f1-11e4-9fdc-d43b053ecb4d_story.html">The Washington Post</a> and other media outlets.
Raphel, a former ambassador and a senior adviser on Pakistan issues for the State Department, is a foreign policy fixture in the US government.
The New York Times <a href="http://www.nytimes.com/2014/11/08/us/robin-raphel-fbi-state-department-search.html?_r=1">noted</a> that it is "extremely rare for the FBI to open a counterintelligence investigation into such a prominent Washington figure."
It is not immediately clear what Raphel is suspected of doing, but she has already had her security credentials revoked as authorities try to determine why she apparently brought classified information home and whether she intended to pass the information to a foreign government. Her home was <a href="http://bigstory.ap.org/article/5250cba79b914092b1a4c62b8b1e6a44/ex-us-diplomat-under-criminal-investigation">reportedly</a> raided by law enforcement officials on Friday.
Andrew Rice, a spokesman for M Raphel, told the Times that "her nearly 40 years of public service at the highest levels of U.S. diplomacy speak for themselves."
Anonymous US government officials <a href="http://www.cnn.com/2014/11/06/us/fbi-diplomat-search/index.html">told CNN</a> that the investigation was a counterintelligence one, "which typically refers to allegations of spying on behalf of foreign governments."
A State Department spokeswoman, Jen Psaki, said in a statement that her department is "cooperating with our law enforcement colleagues on this matter."
Raphel is indirectly connected to at least one other mysterious foreign policy incident. According to the Times, Raphel's former husband and then-ambassador to Pakistan, Arnold Raphel, was <a href="http://www.nytimes.com/1988/08/18/world/zia-of-pakistan-killed-as-blast-downs-plane-us-envoy-28-others-die.html">killed in a 1988 plane crash</a> with the president of Pakistan, Gen. Mohammad Zia ul-Haq.
"There are numerous theories about the cause of the crash," the paper added, "including that it was an assassination and that nerve gas in a canister hidden in a crate of mangoes was dispersed in the plane's air-conditioning system."
A spokesman for Raphel told <a href="bigstory.ap.org/article/5250cba79b914092b1a4c62b8b1e6a44/ex-us-diplomat-under-criminal-investigation">the Associated Press</a> last week that Raphel is cooperating with authorities but has not been told she is under investigation.
"Ambassador Raphel has not been told that she is the target of an investigation. She hasn't been told what this investigation is about, if anything," the spokesman said. "She has cooperated with the government and she's confident this will be resolved."

The 26th report of the Analytical Support and Sanctions Monitoring Team concerning ISIL, al-Qaida and associated individuals and entities said that in April and May, the Afghan special forces conducted a series of countrywide operations and arrested the head of the ISIL-K Aslam <keyword id="238825" type="PERSON" weightage="20" keywordseo="Farooqi">Farooqi</keyword> (also known as Abdullah Orokzai) and his predecessor <keyword id="258473" type="PERSON" weightage="20" keywordseo="Zia-ul-Haq">Zia ul-Haq</keyword> (also known as Abu Omar Khorasani) and others. Farooqi, who hails from Pakistan's Khyber Pakhtunkhwa, is the mastermind behind the deadly terror attack on a prominent gurudwara in Kabul in March that killed 25 Sikhs. He is not blacklisted by the UN Security Council's 1267 al-Qaeda Sanctions Committee. Similarly, Haq is also a Pakistani national and has not been blacklisted yet. Al-Qaida in the Indian Subcontinent (AQIS) operates under the Taliban umbrella from Afghanistan's Nimruz, Helmand and Kandahar provinces and its current leader is Pakistan-born Osama Mahmood, who is also "not listed" under the UNSC sanctions. Mahmood succeeded <keyword id="2502994" type="PERSON" weightage="20" keywordseo="Asim-Umar">Asim Umar</keyword>. The report said that the group reportedly has between 150 and 200 members from Bangladesh, India, <keyword id="6356970" type="LOCATION" weightage="20" keywordseo="myanmar">Myanmar</keyword> and Pakistan and "is reportedly planning retaliation operations in the region to avenge the death of its former leader." The Sanctions Monitoring Team report said that the "large terrorist group present in Afghanistan" Tehrik-e-Taliban Pakistan (TTP) is led by Amir Noor Wali Mehsud. Pakistan-born Mehsud was designated a global terrorist by the UNSC sanctions committee only this month, more than two years after he was named the TTP leader, following the death of former TTP head Maulana Fazlullah. Mehsud is supported by his deputy Qari Amjad and TTP spokesperson Mohammad Khorasani, both not listed under the UNSC sanctions. This demonstrates that the Pakistani nationals operate at leadership levels in the terror organisations and point to the terror groups' Pakistani links. The report said that al-Qaida is covertly active in 12 Afghan provinces and its leader Aiman al-Zawahiri remains based in the country. The monitoring team estimates the total number of al-Qaida fighters in Afghanistan at between 400 and 600. The leadership maintains a close contact with <keyword id="9268073" type="COMPANY" weightage="20" keywordseo="the-haqqani-network">the Haqqani Network</keyword>. In February 2020, al-Zawahiri met with Yahya Haqqani, "the primary Haqqani Network contact with al-Qaida since mid-2009, to discuss the ongoing cooperation." Pakistanis head terror groups ISIL-K, AQIS, TTP is not yet blacklisted: UN report

<div class="KonaFilter image-container float_right"><div class="image on-image"></div></div>An intercepted conversation of a Pakistani official spurred the high-profile investigation of a veteran diplomat, according to a front-page <a href="http://www.nytimes.com/2014/11/21/us/politics/eavesdropping-on-pakistani-official-led-to-inquiry-of-former-us-diplomat.html?smid=tw-share&amp;_r=1&amp;assetType=nyt_now">New York Times report Friday</a>.
The report, citing unnamed officials, did not specify the details of that conversation and the diplomat, Robin Raphel, has not been accused of a crime.
However, the investigation led to an FBI raid on her home last month, where authorities found classified information.
That development stunned much of the foreign policy establishment, in which Raphel is a fixture and one of the highest-ranking female diplomats. A former ambassador and assistant secretary of state for South Asian affair, Raphel was considered one of the foremost experts on Pakistan.
"Her longstanding relations with Pakistan's government have also made her an object of scorn in India, the bitter rival of Pakistan, and a country that has grown closer to the United States during both the Bush and Obama administrations," the Times report read. "The Indian news media has aggressively covered the espionage case in recent weeks, with The Times of India describing Ms. Raphel as a 'brazenly pro-Pakistan partisan in Washington' with a 'pathological dislike for India which she did little to conceal.'"
Meanwhile, the State Department has sought to distance itself from Raphel. According <a href="http://www.washingtonpost.com/world/national-security/us-diplomat-and-longtime-pakistan-expert-under-federal-investigation/2014/11/06/f7fd3240-65f1-11e4-9fdc-d43b053ecb4d_story.html">to the Washington Post</a>, which first broke the story of the investigation, Raphel was working for the department at the time of the raid "on renewable, limited contracts that depended in part on her security clearances."
"We are aware of this <keyword id="6355470" type="CITY" weightage="60" keywordseo="Law">law</keyword> enforcement matter," State Department spokeswoman Jen Psaki said. "The State Department has been cooperating with our law enforcement colleagues."
Raphel's spokesman has said that she has not been told by authorities that she's being investigated.
"Nothing has changed for Ambassador Raphel," the spokesman, Andrew Rice, told the Times. "She has not been told she is the target of an investigation, and she has not been questioned."
Another strange foreign policy incident is also linked to Raphel's past. In 1988, Raphel's former husband and then-ambassador to Pakistan, Arnold Raphel, <a href="http://www.nytimes.com/1988/08/18/world/zia-of-pakistan-killed-as-blast-downs-plane-us-envoy-28-others-die.html">died in a plane crash</a> with the president of Pakistan, Gen. Mohammad Zia ul-Haq.
