Recognising India's special role in stabilising the strategic <keyword id="12350" type="ENTERTAINMENT" weightage="100" keywordseo="Indian-Ocean">Indian Ocean</keyword> region, <keyword id="95524" type="ORGANIZATION" weightage="80" keywordseo="Chinese-military">Chinese military</keyword> officials and experts have warned that the region is not India's "backyard" and may result in clashes if this perception prevails, as per a PTI report. <br /><br /> "The word backyard is not very appropriate to use for an open sea and international areas of sea," Senior Captain <keyword id="2929042" type="UNKNOWN" weightage="80" keywordseo="Zhao-Yi">Zhao Yi</keyword>, associate professor of the Institute of Strategy in China's <keyword id="114855" type="ORGANIZATION" weightage="60" keywordseo="National-Defence-University">National Defence University</keyword>, said during a candid interaction with the resident Indian journalists in Beijing. <br /><br />

	"I admit geographically speaking India has a special role to play in stabilising Indian Ocean and the South Asian region," PTI reported, quoting Captain Zhao. 
<br /><br /> He was replying to a question on rising concerns in India over the <keyword id="269556" type="ORGANIZATION" weightage="80" keywordseo="Chinese-Navy">Chinese navy</keyword>'s increasing forays into the Indian Ocean. <br /><br /> He further said if India views the Indian Ocean as backyard then how the navies from <keyword id="6356955" type="COUNTRY" weightage="80" keywordseo="united-states">United States</keyword>, Russia and Australia have free navigation in the ocean. <br /><br />

	Citing the observations of a US researcher who predicted that Indian Ocean could be the focus of 21st century and as a result severe clashes could breakout, Captain Zhao said though he did not agree with American scholar such a possibility cannot be "eliminated" if the Indian Ocean is continued to be perceived as India's backyard.
<br /><br /> Chinese navy's increasing presence in the Indian Ocean comes in the background of the release of a White Paper published by the People's <keyword id="151294" type="ORGANIZATION" weightage="80" keywordseo="Liberation-Army">Liberation Army</keyword> (PLA) recently, outlining a new military strategy enhancing its navy's duties for the first time to "open seas protection" far from its shores. <br /><br />

	Also the presence of Chinese submarines at Colombo port last year and most recently in Karachi sparked concerns in India.
<br /><br /> The interaction between the Indian reporters and a team of Chinese military experts headed by Spokesman of the Chinese Defence Ministry, Senior Colonel <keyword id="882820" type="UNKNOWN" weightage="80" keywordseo="Yang-Yujun">Yang Yujun</keyword>, arranged by the <keyword id="2929040" type="ORGANIZATION" weightage="60" keywordseo="All-China-Journalists-Association">All China Journalists Association</keyword> was aimed to promote better understanding between the two countries as they seek to forge closer political, military and trade ties. <br /><br /> Elaborating on PLA Navy's activities in Indian Ocean, Zhang Wei, Researcher of the <keyword id="2929041" type="UNKNOWN" weightage="80" keywordseo="PLA-Navy-Academic-Institute">PLA Navy Academic Institute</keyword>, said since 1985, Chinese navy ships visited many countries in the Indian Ocean region including India, Sri Lanka, Bangladesh and Pakistan. <br /><br />

	More Chinese ships are crossing the Indian Ocean as it has become a major pipeline for trade for China, she said.
<br /><br />

	Also Chinese navy's presence there is to protect the security of sea lines specially against piracy. The PLA navy provided escort services to over 6,000 ships in Gulf of Aden half of them were foreign vessels, Zhang said.

	"So I do not agree that the presence of Chinese naval ship is expansion of the Chinese military," Zhang said.<br />

China to the US: Hey, mind your own business in the South China Sea

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div></p><p>China's aggressive posture toward the South China Sea has been stirring tensions in the region, <span style="font-size: 15px; line-height: 1.5em;">and a new national security law passed by the Chinese government suggests that Beijing is just getting started.</span></p><p>The new law calls for security to be maintained in all fields, including culture, education, and cyberspace.</p><p>Moreover, as <a href="http://www.nytimes.com/2015/07/02/world/asia/china-approves-sweeping-security-law-bolstering-communist-rule.html">reported</a> by The New York Times, <span style="font-size: 15px; line-height: 1.5em;">the law's passage indicates that there has also been a meaningful shift in how Chinese leaders view their country's "</span><a href="http://www.nytimes.com/2015/07/03/world/asia/security-law-suggests-a-broadening-of-chinas-core-interests.html?_r=0">core interests</a><span style="font-size: 15px; line-height: 1.5em;">." </span></p><p><span style="font-size: 15px; line-height: 1.5em;">In years past, </span><span style="font-size: 15px; line-height: 1.5em;"> China's core interests were believed to mean specific and limited territorial matters, such as those regarding Taiwan and Tibet, that the communist country determined to be internal matters.</span></p><p>The new law is reportedly an indication that the "core interests" have been stretched.</p><p class="story-body-text story-content" data-para-count="426" data-total-count="4072">"In 2010, Chinese and foreign officials and scholars began debating whether the South China Sea was now a core interest," <span>The Times' Beijing bureau chief </span><a href="http://www.nytimes.com/2015/07/03/world/asia/security-law-suggests-a-broadening-of-chinas-core-interests.html?_r=0">Edward Wong</a> writes<span>. </span></p><p class="story-body-text story-content" data-para-count="426" data-total-count="4072"><span>"</span><strong>Under the new definition ... the term does encompass the South China Sea</strong> and any other sovereignty issues of importance to China (think Arunachal Pradesh in India, and the islands in the East China Sea that Japan calls the Senkaku and China calls the Diaoyu)."<span style="font-size: 15px; line-height: 1.5em;"><br /></span></p><p>If the shipping channels and islands of the South China Sea are now counted as "core interests" by China, then it is likely to continue to push for greater control over the sea and the <a href="http://www.businessinsider.com/r-china-says-some-south-china-sea-land-reclamation-projects-completed-2015-6">$5 trillion in shipping</a> that passes through it each year.</p><p class="story-body-text story-content" data-para-count="426" data-total-count="4072"><div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div></p><p><span style="font-size: 15px; line-height: 1.5em;">US officials, for their part, have repudiated China's posture toward the region.</span></p><p>"As China seeks to make sovereign land out of sandcastles and redraw maritime boundaries, it is eroding regional trust and undermining investor confidence," <a href="http://www.businessinsider.com/r-us-says-south-china-sea-reclamations-stoking-instability--2015-5">said</a> US Deputy Secretary of State Antony Blinken in late May.</p><p>In recent months, <a href="http://www.bbc.com/news/world-asia-27758685">Chinese ships</a> have clashed with <a href="http://blogs.wsj.com/chinarealtime/2014/05/27/vietnam-says-chinese-vessel-rammed-sank-fishing-boat/">vessels from Vietnam</a>, with both governments naming the other as aggressor in several incidents. </p><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div></p><p>The Philippines has also reported <a href="http://www.bbc.com/news/world-asia-26806924">confrontations</a> with Chinese ships in disputed waters. The South China Sea is now a 'core interest' of Beijing - and that's a problem for its neighbors

<p><a>Japan</a> and <a>South Korea</a> also flew military aircraft through the zone, the two countries said on Thursday, while Washington sent two unarmed B-52 bombers into the airspace earlier this week in a sign of support for its ally <a>Japan</a>. None of those aircraft informed <a>China</a>.</p>
<p><a>China</a> last week announced that foreign aircraft passing through its new air defense zone - including passenger planes - would have to identify themselves to Chinese authorities. The zone includes the skies over islands at the heart of a territorial dispute between <a>Japan</a> and <a>China</a>.</p>
<p>The Chinese patrol mission, conducted on Thursday, was "a defensive measure and in line with international common practices", <a>Xinhua</a> cited <a>air force</a> spokesman <a>Shen Jinke</a> as saying.</p>
<p>The aircraft, including Russian-designed <a>Su-30</a> fighter jets, conducted routine patrols and monitored targets in the zone, Shen said.</p>
<p>"<a>China's air force</a> is on high alert and will take measures to deal with diverse air threats to firmly protect the security of the country's airspace," he said.</p>
<p>However, <a>Defense Ministry</a> spokesman <a>Yang Yujun</a> said it was "incorrect" to suggest <a>China</a> would shoot down aircraft which entered the zone without first identifying themselves. He did not elaborate.</p>
<p><a>Japan</a>'s Chief Cabinet Secretary <a>Yoshihide Suga</a> said on Friday he did not know if Chinese planes were in the zone but added there was no change to <a>Japan</a>'s sense of alertness.</p>
<p>Ties between <a>China</a> and <a>Japan</a> have been strained for months by the dispute over the islands in the <a>East China Sea</a>, called the Diaoyu by <a>China</a> and the Senkaku by <a>Japan</a>. Washington does not take a position on the sovereignty of the islands but recognizes <a>Tokyo</a>'s administrative control and says the U.S.-<a>Japan</a> security pact applies to them.</p>
<p><a>Europe</a>'s top diplomat, <a>Catherine Ashton</a>, said the <a>European Union</a> is concerned about <a>China</a>'s decision to establish the new air defense zone as well as its announcement of "emergency defense measures" if other parties do not comply.</p>
<p>"This development heightens the risk of escalation and contributes to raising tensions in the region," Ashton said in a statement. "The EU calls on all sides to exercise caution and restraint."</p>
<p>CRITICISM</p>
<p><a>China's Foreign Ministry</a> spokesman Qin Gang criticized Ashton's remarks, saying <a>China</a> hoped the EU could treat the situation "objectively and rationally".</p>
<p>"Actually, Madam Ashton should know that some European countries also have air defense identification zones," Qin said. "I don't know if this leads to tensions in the European regional situation. European countries can have air defense identification zones. Why can't <a>China</a>?"</p>
<p>When asked to clarify <a>China</a>'s expectations for what information airlines were expected to report, Qin said: "International law does not have clear rules on what kind of flight or airplane should apply", adding that each country makes its own rules.</p>
<p>"Therefore, <a>China</a>'s method does not violate international law and accords with international practice."</p>
<p><a>China's Foreign Ministry</a> said on Thursday that since the zone came into force there had been no impact on the safe operation of international civilian flights, although it added that <a>China</a> "hoped" airlines would cooperate.</p>
<p><a>Japan</a>'s two biggest airlines have defied the identification order since Wednesday at the request of the <a>Japanese government</a>.</p>
<p>Although there are risks of a confrontation in the zone, U.S. and Chinese military officials have stepped up communication with each other in recent years and are in regular contact to avoid accidental clashes.</p>
<p>U.S. Vice President <a>Joe Biden</a> is visiting <a>China</a>, <a>Japan</a> and <a>South Korea</a> next week, and will try to ease tension over the issue, senior U.S. administration officials said.</p>
<p>"We decline to comment on Chinese flights, but the <a>United States</a> will continue to partner with our allies and operate in the area as normal," a <a>Pentagon</a> spokesman said.</p>
<p><a>China's Defense Ministry</a> has said that it was aware of the U.S., Japanese and South Korean military aircraft in the zone and had tracked them all.</p>
<p>Ties between <a>China</a> and <a>Japan</a>, often tense, have increasingly been frayed in recent years by regional rivalry, mutual mistrust over military intentions and what <a>China</a> feels is <a>Japan</a>'s lack of contrition over its brutal occupation of part of <a>China</a> before and during World War Two.</p>
<p>In a show of support to the military, Chinese President <a>Xi Jinping</a> visited a base in <a>Jinan</a> in <a>eastern China</a>, where he said "military training is critical to beef up the PLA's war capacities", according to the Xinhau news agency.</p>
<p>Xi did not make direct mention of the <a>East China Sea</a> air defense zone.</p>
<p>"Though life is becoming better, history can't be forgotten and those who made sacrifices for (the) new <a>China</a>'s founding must be remembered," <a>Xinhua</a> quoted Xi as saying in a separate report.</p>
<p><a>The Global Times</a>, an influential tabloid published by the ruling <a>Communist Party</a>'s official <a>People's Daily </a>newspaper, praised the government for its calm response in the face of "provocations", saying <a>China</a> would not target the <a>United States</a> in the zone as long as it "does not go too far".</p>
<p>But it warned <a>Japan</a> it could expect a robust response if it continued to fly military aircraft in the zone.</p>
<p>"If the trend continues, there will likely be frictions and confrontations and even a collision in the air ... It is therefore an urgent task for <a>China</a> to further train its <a>air force</a> to make full preparation for potential conflicts," it wrote in an editorial on Friday.</p>
