A staggering 93 per cent of the candidates who won the 2024 <keyword id="56978" type="General" weightage="20" keywordseo="Lok-Sabha-elections" source="Orion">Lok Sabha elections</keyword> are <keyword id="6366800" type="General" weightage="100" keywordseo="crorepatis" source="Orion">crorepatis</keyword>, up from 88 per cent in 2019, according to an analysis by poll rights body <keyword id="484381" type="General" weightage="20" keywordseo="Association-of-Democratic-Reforms" source="Orion">Association of Democratic Reforms</keyword> (<keyword id="45376" type="General" weightage="20" keywordseo="ADR" source="Orion">ADR</keyword>). The top three wealthiest candidates are TDP's Chandra Sekhar Pemmasani from Andhra Pradesh's Guntur constituency with assets worth Rs 5,705 crore, BJP's Konda Vishweshwar Reddy from Telangana's Chevella with total assets amounting to Rs 4,568 crore and BJP's Naveen Jindal from Haryana's Kurukshetra with assets worth Rs 1,241 crore. Out of the 543 winning candidates, 504 are crorepatis, the analysis found. In 2019, 475 (88 per cent) winning candidates were crorepatis and 443 (82 per cent) in 2014. The trend indicates a steady climb since 2009 when only 315 (58 per cent) MPs were crorepatis. According to the analysis, 227 (95 per cent) of the BJP's 240 winning candidates, 92 (93 per cent) of the Congress' 99, 21 (95 per cent) of the DMK's 22, 27 (93 per cent) of the TMC's 29 and 34 (92 per cent) of the Samajwadi Party's 37 candidates have declared assets worth more than Rs 1 crore. All winning candidates of the AAP (3), the JDU (12) and the TDP (16) are crorepatis, ADR data showed. The analysis also delves into candidates' chances of winning based on their financial backgrounds. It found that the probability of a crorepati candidate clinching victory in the 2024 Lok Sabha elections stood at 19.6 per cent, compared to a meagre 0.7 per cent for candidates with assets less than a crore. The analysis also provides a breakdown of wealth distribution among the winning candidates. The data showed that 42 per cent of the candidates possess assets totalling Rs 10 crore and above. While 19 per cent of the candidates fall within the bracket of Rs 5 to 10 crore, 32 per cent hold assets ranging between Rs 1 and 5 crore. Only about 1 per cent of the winning candidates have assets worth less than Rs 20 lakh. Among major parties, the average assets per winning candidate vary significantly. The TDP leads with an average of Rs 442.26 crore per winner, followed by the BJP with Rs 50.04 crore, the DMK with Rs 31.22 crore, the Congress with Rs 22.93 crore, TMC with Rs 17.98 crore and SP with Rs 15.24 crore. The analysis also highlights disparities within the financial profiles of winning candidates. While some boast of substantial assets, others have relatively low worth. For instance, BJP's Jyotirmay Singh Mahato from West Bengal's Purulia has declared assets totalling a mere Rs 5 lakh. Similarly, TMC's Mitali Bag from West Bengal's Arambag holds assets worth Rs 7 lakh. Assets of SP's Priya Saroj from Uttar Pradesh's Machhlishahr are valued at Rs 11 lakh. In addition, the analysis identifies candidates with high liabilities. TDP's Pemmasani tops the list with liabilities exceeding Rs 1,038 crore. DMK's S Jagathratchakan from Tamil Nadu's Arakkonam has liabilities worth Rs 649 crore and TDP's Prabhakar Reddy Vemireddy from Andhra Pradesh's Nellore has liabilities worth Rs 197 crore.

The 80-day, seven-phase-long process has been marred with a wide range of issues ranging from weather turmoil to vote tampering and reelections. As the final leg of counting concludes in a few hours, here’s what the vote tallying process looks like, and what is likely to happen after after the final results are announced. <cmsannotation type="cmsannotation" annotationid="Vote counting" comment="subhead" text="Vote counting"><keyword id="389062" type="General" weightage="100" keywordseo="vote-counting" source="Orion">Vote counting</keyword></cmsannotation> While the election process takes place in several stages, the vote tallying process is carried out simultaneously in all of the country’s 543 constituencies, with typically one counting centre in each. From former chief ministers like Jayalalitha, M Karunanidhi, YSR Reddy and AK Antony to filmstars Hema Malini and Vijayakanth -- the list of bigwigs against whom Padmarajan has contested is long. Indore's Parmanand <keyword id="21190647" type="General" weightage="20" keywordseo="tolani" source="keywords">Tolani</keyword> is taking forward his father's legacy who fought elections as independent candidate for three decades. "My father passed away in 1988 and I am taking forward his legacy. I have contested 18 elections so far including eight Lok Sabha and eight Vidhan Sabha. I will be contesting the upcoming Lok Sabha polls too," 65-year-old Tolani told PTI. "My father's wish was that we do not have to stop the trend till someone from the family gets elected. If I am not able to do it in my lifetime, my two daughters will carry forward the baton," said Tolani, who is a property broker. <keyword id="21190648" type="General" weightage="20" keywordseo="vijay-prakash-kodekar" source="keywords">Vijay Prakash Kodekar</keyword> from <keyword id="19897309" type="General" weightage="20" keywordseo="pune" source="keywords">Pune</keyword>, a retired staffer from state electricity board, has a different agenda behind contesting elections as independent candidate -- advocating zero budget poll campaigns. He can be seen pushing a steel cart on wheels in streets of Latur, where he is planning to contest the Lok Sabha polls. A flex board on the cart says "Main bhi Pradhanmantri". "The message why cannot any poor individual be the Prime Minister of the country. Why this exorbitant expenditure by parties on election campaigns? Polls can be fought on zero budget and the money can be utilised for public welfare," said 78-year-old Kodekar, who campaigns wearing a white dhoti. Having contested 24 elections so far, Kodekar uses a different name for different elections. "Some elections I have contested using the name Vijay, some with 'Rashtrapati' and some with the name 'Znyosho' -- as I am a disciple of Osho. I complete the name change formalities and then I contest the polls using the new name," he said. Hyderabad techie Ravinder Uppula, uses different campaign strategies for each Lok Sabha election he fights. In 2014 -- it was anti-corruption march and in 2019 it was a liquid only fast. "I promise during my campaign that if I get elected, I will get a lie detector test done every 100 days so public who votes for me doesn't feel cheated. That is how our politicians should do as well to weed out corruption," he said. Uppula, however, is disappointed with the poll campaign expenses. "It should not be an expensive deal to canvass in this country, an agenda and the right promise should be enough rather than the poll fray leaving the voters with no choice except voting for a smaller thief or a bigger thief," he added. The strange obsession of the independent candidates has also been featured in the book "The Power of The Ballot: Travail and Triumph in the Elections". Sharing the saga of some of the independent candidates' stint at the elections, the book decodes "why do some people contest every time knowing they will lose?" Kaka Joginder Singh, also known as "Dhartipakad", was a textile-shop owner who contested and lost over 300 elections. He died in 1998. In elections, he always contested independently, and always lost his security deposits. He earned the nickname Dhartipakad after several unsuccessful runs for the post of the President of India. The year with the greatest yield for him was during the tenth presidential elections in 1992 in which he earned fourth place in the polling with 1,135 votes, losing to Shankar Dayal Sharma; it was his best performance. He also contested elections from 14 states of India in the 1990s, mostly for state assemblies. Singh died in 1998. Long before <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> chose Varanasi as an election destination, the city had Narendra Nath Dubey "Adig". Often referred to as Kashi's Dhartipakad, he has been fighting every election as an independent candidate since 1984, losing his security deposit each time. He passed away in 2022.

Terming the suspicion of manipulation of the electronic voting machines "unfounded", the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords">Supreme Court</keyword> had on April 26 rejected the demand for reverting to the old paper ballot system. But at the same time, the top court had opened a window for the aggrieved unsuccessful candidates securing second and third places in the poll results and allowed them to seek verification of micro-controller chips embedded in five per cent EVMs per assembly constituency on a written request upon the payment of a fee to the poll panel. BJP's Ahmednagar (Maharashtra) candidate Sujay Vikhe-Patil has sought verification of the machines from 40 <keyword id="20300567" type="General" weightage="20" keywordseo="polling-stations" source="keywords">polling stations</keyword>. Vikhe-Patil had lost to Nilesh Lanke of NCP (Sharad Pawar) faction. A YSRCP and a DMDK candidate too have applied for the verification, according to data shared by the poll panel. According to the EC, eight parliamentary seats spread across six states are involved. The total number of polling stations for which verification has been sought is 92. Candidates who come second or third and seek verification of the EVMs will have to pay Rs 47,200 per EVM set, according to the standard operating procedure issued by the EC on June 1. According to the EC's Standard Operating Procedure (SOP), the cost submitted by manufacturers BEL and ECIL to carry out EVM "check and verification" is Rs 40,000 (plus 18 per cent GST) per set of EVM. "In addition to the cost incurred by the manufacturers, there are also administrative costs like cost of labour to shift the units, CCTV coverage, electricity charges, videography costs and various other operational costs at the district election officer level," the document said. It, however, said to make the <keyword id="21143428" type="General" weightage="20" keywordseo="verification-process" source="keywords">verification process</keyword> "more accessible" and inclusive in compliance to the referred mandate of the Supreme Court, it is decided that instead of going purely by the actual economic costs incurred, the administrative expenditure on <keyword id="22122362" type="General" weightage="100" keywordseo="EVM-verification" source="keywords">EVM verification</keyword> will be treated as "election expenditure and borne by the central or state government, as the case may be". "Accordingly, the administrative charges will be waived for the applicants -- the same shall not be charged to the applicants," it noted. The charges for EVM verification to be paid by the applicant candidate is for the current financial year 2024-25 -- till March 31, 2025, it said. An EVM set has at least one Ballot Unit, one Control Unit and a <keyword id="19975285" type="General" weightage="20" keywordseo="vvpat" source="keywords">VVPAT</keyword> machine. Separately, YSRCP and BJD candidates from Andhra Pradesh and Odisha respectively have also applied for EVM check following the announcement of assembly results on June 4. Assembly polls in Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh were held along with the Lok Sabha elections. In the verification exercise for assembly poll results, total assembly constituencies involved are three where verification has been sought in 26 polling stations. According to the SOP, the concerned state chief electoral officer (CEO) was required to communicate to the manufacturers the consolidated list of applicants within 30 days of the date of declaration of results -- by July 4. The CEOs have already conveyed the same to the manufacturers 15 days ahead of the schedule, the EC said. The technical SOP enumerating the methodology and steps for checking and verification of burnt memory/ micro-controller of the EVM units will be issued by the EC in due course.

New Delhi, Candidates in Punjab's Jalandhar can spend Rs 15 for a cup of tea and the same price for a samosa they offer to people during public meetings and campaign trails in the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections. However, those in Madhya Pradesh's Mandla can spend Rs 7 for a cup of tea and another Rs 7.50 for a piece of samosa, considered a staple snack in many parts of the country. With polls to elect the 18th Lok Sabha approaching, district poll panels are fixing the rates for expenses as part of the election expenditure monitoring process. The candidates will have to manage their expenditure within the prescribed limit. These rate cards often become a subject of "meme-fest" on social media about the prices not being in sync with the current inflation level. In most states, including Andhra Pradesh, the expenditure ceiling for a Lok Sabha candidate is set at Rs 95 lakh. However, in Arunachal Pradesh, Goa and Sikkim, the limit is slightly lower at Rs 75 lakh per candidate. Similarly, for Union territories, the expenditure ceiling ranges from Rs 75 lakh to Rs 95 lakh per candidate, depending on the region. In Jalandhar, chole bhature has been capped at Rs 40 while mutton and chicken have been priced at Rs 250 and 500 per kg respectively. Desserts like dhodha (Rs 450 per kg) and ghee pinni (Rs 300 per kg) are also on the menu besides <keyword id="20350738" type="General" weightage="20" keywordseo="lassi" source="keywords">lassi</keyword> and nimbu pani priced at Rs 20 and 15 per glass respectively. The cost of tea is low at Rs 5 in the rate card of Balaghat in Madhya Pradesh but the samosa is priced higher at Rs 10. The Balaghat rate card also has idli, <keyword id="21122493" type="General" weightage="20" keywordseo="sambhar-vada" source="keywords">sambhar vada</keyword> and poha-jalebi priced at Rs 20 while the cost for dosa and upma has been fixed at Rs 30. In Thoubal district of violence-hit Manipur, tea, samosa, kachori, khajur (dates) and gaja (dessert) have been priced at Rs 10 each. Candidates in the northeastern state's Tengnoupal district, will have to stick to Rs 5 for black tea and Rs 10 for milk tea. The list has a wider spread of non-vegetarian items with duck and pork priced at Rs 300 and Rs 400 per kg respectively. Chicken (broiler) and fish like rohu, mrigal and sareng, are also on the list. In Chennai, the price of tea has been raised from Rs 10 to Rs 15 and coffee from Rs 15 to Rs 20, while the rate of chicken biryani has been reduced from Rs 180 to Rs 150 per packet compared to 2019. In the expenditure card for <keyword id="20035063" type="General" weightage="20" keywordseo="gautam-buddha-nagar" source="keywords">Gautam Buddha Nagar</keyword> (Noida/Greater Noida), vegetarian thali comes for Rs 100, a samosa or a cup of tea for Rs 10, kachori for Rs 15, a sandwich for Rs 25, and a kilogram of jalebi for Rs 90 per kg. <keyword id="20009826" type="General" weightage="20" keywordseo="north-goa" source="keywords">North Goa</keyword> candidates can have batata vada on menu at a cost of Rs 15, same as that for a samosa. The tea has been capped at Rs 15 while coffee can cost Rs 20. The rate card for Haryana's Jind offers the candidates to hire a tandoor for Rs 300 and features delicacies like dal makhni and mix veg for Rs 130 while matar paneer has been priced at 160. Breads like butter nan, <keyword id="19994516" type="General" weightage="20" keywordseo="missi-roti" source="keywords">missi roti</keyword> and plain roti are also on the platter besides desserts including <keyword id="21122494" type="General" weightage="20" keywordseo="kaju-katli" source="keywords">kaju katli</keyword> and gulab jamun. While parties and candidates often offer workers and voters liquor, none of the rate cards mention alcohol. Other heads which find mention in the rate cards range from expensive infrastructure, such as helipads, luxury vehicles, and farmhouses, to miscellaneous items like flowers, cooler, tower ACs and sofa. The rate cards have also prescribed the ceiling on rates for hiring of different vehicles for campaigning right from a Tata Safari or Scorpio to a Honda City or Ciaz or a bus to ferry to public to rally grounds. Rates have also been set for rose garlands, marigold garlands and bouquet by some poll panels while some have included heads like party merchandise including caps and flags. The rate cards also have an list of permissible rates for hiring venues and accommodation. The expenditure includes the spend for public meetings, rallies, advertisements, hoardings, pamphlets, flexis, campaign material and all other election-related work. At present, there is a ceiling on campaigning funds for individual candidates in the electoral fray but no cap on the money political parties can spend for electioneering. According to the revised guidelines issued by the ECI, the maximum permissible expenditure for campaigning in a Lok Sabha constituency varies across different states and Union territories. Section 77 (1) of the Representation of the People Act, 1951 says candidates are expected to keep an account of expenditure incurred on the elections from the "date on which he has been nominated" till the "date of declaration of the result". Polling for the 543 Lok Sabha seats will be held in seven phases, starting with 102 in the first phase on April 19. The votes will be counted on June 4.

Party president <keyword id="19900762" type="General" weightage="20" keywordseo="Lalu-Prasad" source="keywords">Lalu Prasad</keyword>'s daughters - Rohini Acharya and Misa Bharti - are among the <keyword id="21255353" type="General" weightage="20" keywordseo="RJD-nominees" source="keywords">RJD nominees</keyword>. According to a release issued by RJD state president Jagdanand Singh late on Tuesday, Acharya will contest from Saran, a seat her father had won many times. Prasad represented the seat until his disqualification in 2013 when he was convicted in a fodder scam. Bharti, his eldest daughter who is enjoying her second term in the Rajya Sabha, will try her luck in the Patliputra Lok Sabha constituency. A party functionary said a candidate is yet to be announced for Siwan, where the RJD had for years been fielding the late Mohd Shahubuddin. As per the seat-sharing arrangement among partners of the 'Mahagathbandhan', the RJD has kept 26 of Bihar's 40 Lok Sabha seats, leaving nine for Congress and five for the Left parties. The RJD, last week, struck a deal with former Bihar minister Mukesh Sahni, whose Vikashsheel Insaan Party has been given three seats from its quota. Sudhakar Singh got the RJD ticket from the Buxar Lok Sabha seat, while Ali Asharaf Fatmi will contest from Madhubani and Surendra Prasad from Jehanabad. Other <keyword id="20596421" type="General" weightage="20" keywordseo="RJD-candidates" source="keywords">RJD candidates</keyword> include Kumar Sarvjeet (Gaya), Shrawan Kumar Kushwaha (Nawada), Bima Bharti (Purnea) and Archana Ravidass (Jamui). All the four have already filed their nominations. The party also nominated Jai Prakash Yadava from Banka, Lalit Yadav from Darbhanga and Chandrahas Chaupal from Supaul. Alok Kumar Mehta will contest on an RJD ticket from Ujiyarpur, Arjun Ai from Sitamarhi, Deepak Yadav from Valmikinagar, Ritu Jaiswal from Seohar and Kumar Chandradeep from Madhepura. New Delhi, More than 10 years after a Supreme Court judgement paved way for introduction of the <keyword id="20335981" type="General" weightage="20" keywordseo="nota" source="keywords">NOTA</keyword> button on EVM for polls, the number of voters choosing it still remains low, with the experts dubbing it as a "toothless tiger" with no implications on the results. NOTA (None of the Above) was introduced in India through the Supreme Court's judgement in September 2013. The need to introduce NOTA was felt to discourage the parties from fielding tainted candidates. The Supreme Court directed the Election Commission to make necessary provision in the ballot papers/EVMs so that the voters can decide not to vote for any of the candidates in the fray. Introduced in 2013, the NOTA option on electronic voting machines has its own symbol - a ballot paper with a black cross across it. After the Supreme Court order in September 2013, the Election Commission added the NOTA button on the EVMs as the last option on the voting panel. One ballot unit has 16 buttons. Before the apex court order, those not inclined to vote for any candidate had the option of filling what is popularly called form 49-O. But filling out the form at the polling station under Rule 49-O of the Conduct of Elections Rules, 1961, compromised the secrecy of the voter. However, even as NOTA has secured over 1.29 crore votes in the state assembly elections and the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections combined in the last five years, the number of candidates with criminal records has increased in both the general and the assembly elections. According to a report by Association for Democratic Reforms (ADR), the share of MPs with declared criminal cases against them has been increasing in the last decade. While 30 per cent elected MPs had criminal cases against them in 2009, which went up. Of the 543 winners analysed by the ADR in the 2009 Lok Sabha elections, 162 (30 per cent) had declared criminal cases against them, with 76 (14 per cent) had serious criminal cases against them. In 2019, the share of MPs with criminal and serious criminal cases increased to 43 per cent and 29 per cent. "NOTA has made no difference as far as criminality is concerned, in fact the number of candidates with criminal cases has increased," Major General (Retd) Anil Verma, Head of ADR, told PTI. "The concept of NOTA was that some pressure would be on the parties not to field tainted candidates. It has not happened," he said. Overall in different state and general elections, votes polled on NOTA have been between .5 per cent to 1.5per cent, according to data compiled by the ADR. It secured around 1.06 per cent votes in the 2019 Lok Sabha polls, and among states, highest was when it got 1.98 percent of the total votes in the 2018 Chhattisgarh Assembly polls. The lowest number of votes NOTA in the Lok Sabha was 100 votes in Lakshadweep, and among the state polls, it secured the lowest percentage of vote share - 0.46 percent in both the Delhi State Assembly Elections, 2020, and the Mizoram State Assembly Elections, 2018. "Unfortunately, it turned out to be a toothless tiger. It merely provided a platform to express dissent or one's anger for political parties to take note and nothing more," <keyword id="20887282" type="General" weightage="20" keywordseo="maj-gen-verma" source="keywords">Maj Gen Verma</keyword> (Retd) said. He, however, pointed out that overall, the percentage of NOTA votes in seats reserved for the Scheduled Castes and the Scheduled Tribe has been slightly higher, which may indicate there are more grievances among these groups. "In the reserved constituencies, we have seen the percentage of NOTA votes are higher. Perhaps the tribals and SCs have more grievances so they go in larger numbers for NOTA," he said. Constituency wise, NOTA has secured as high as 27,500 votes in Maharashtra's Latur Rural constituency, a seat reserved for the SC community, over 13 per cent of the total votes. NOTA got the second spot, with Congress' Dhiraj Deshmukh winning with over 67 per cent of the total votes. In 'Red Alert Constituencies', the seats with three or more candidates with criminal cases contesting the elections, NOTA secured 26, 77,616 votes (26.77 lakhs) in the state assembly elections since 2018. It ranges from 1.63 per cent in Bihar in 217 red alert constituencies to 0.43 per cent in Delhi. In the 2019 Lok Sabha polls, the highest number of NOTA votes (51,660) were polled in Bihar's Gopalganj, another reserved SC constituency, where it secured the third spot getting 5.03 per cent of the total votes. Axis India chairman <keyword id="20816878" type="General" weightage="20" keywordseo="pradeep-gupta" source="keywords">Pradeep Gupta</keyword> said there is a requirement to give more teeth to the NOTA option. "I believe that candidates, who have lost against NOTA should not get a chance to contest again. That is what the logic is all about. Since there is no such rule, many voters think what is the point of choosing NOTA," Gupta told PTI. "In 2014, 1.08 pc voters chose NOTA, the percentage was 1.06 pc in 2019. It is a sizeable number but I believe it is more due to error and less due to intention," Gupta said. "But if a rule is brought in barring the rejected candidates from contesting again, I believe the number will go up like anything. The political parties understand the sensitivity of this and that is why I believe no one will favour such a law and hence NOTA is a toothless option," he added. Calls have also been made for scrapping NOTA. Former Chhattisgarh chief minister Bhupesh Baghel had last year sought scrapping NOTA, stating that in certain cases it polled more votes than winning margin. In 2018, the Supreme Court had ruled that NOTA option should not be given in the <keyword id="19895369" type="General" weightage="20" keywordseo="rajya-sabha" source="keywords">Rajya Sabha</keyword> elections.
