"We have inquired with the US Department of Justice and have not been subpoenaed. Nonetheless, we are happy to answer any questions regulators may have about our business."In a new <a target="_blank" class="" href="https://www.bloomberg.com/news/articles/2024-09-04/nvidia-says-it-has-not-been-subpoenaed-by-justice-department">report</a> on Wednesday, Bloomberg, citing one person with direct knowledge of the matter, said that the DOJ sent Nvidia what's known as a civil investigative demand seeking information about the company's <a target="_blank" class="" href="https://www.businessinsider.com/nvidia-mergers-and-acquisition-startup-buying-spree-ftc-investigation-2024-8">$700 million acquisition of Israeli AI startup Run:ai</a> and other elements of its business. The outlet noted that the document demand is commonly referred to as a subpoena. The DOJ did not immediately respond to a request for comment by BI.<h2 id="0c0d06cf-d950-4b16-b187-7f2ab6a567e6">Nvidia leadership should prepare for a possible antitrust lawsuit</h2>In any case, Nvidia brass should most definitely be preparing for a potential DOJ antitrust lawsuit and doing whatever it can to cooperate with the federal agency's investigation, legal experts said.Chung, a tech law expert, told BI that getting a civil investigative demand "signals that the investigation is in a fact-finding stage."A civil investigative demand is a tool reserved for certain agencies, like the DOJ and the Federal Trade Commission, to gather information early in civil investigations, he said."Nvidia should ensure clear, transparent communication and trust its legal team to guide interactions. Cooperating shows good faith and may help mitigate potential concerns," Chung said. "At the same time, it's essential for the legal team to thoroughly review all documents and communications to prepare for any possible outcomes."Additionally, said Chung, the AI chip maker should avoid any actions that could be perceived as "obstructive.""This means responding to the CID promptly and accurately while refraining from any conduct that could be seen as influencing witnesses or tampering with evidence," Chung said. "Internally, it's important to continue business as usual while maintaining compliance with legal guidelines."George Hay, a professor at Cornell Law School and former chief economist for the Justice Department's antitrust division, explained that a civil investigative demand is a request for documents or other information, while a subpoena typically means a request to appear for a deposition."It's probably too soon in the investigation for that so a CID is more plausible," the antitrust law expert told BI.Still, Hay said, at this point, Nvidia should be "worried" about the DOJ's probe, but it doesn't mean an antitrust lawsuit is inevitable.Just because there's an investigation does not mean that the company has done something illegal, Hay pointed out."What happens after that depends entirely on the results of the investigation," Hay said.Chung added that the reported issuing of a civil investigative demand "shows the DOJ is seriously gathering information.""It's smart for any legal team to think ahead and be ready for whatever might come, whether that's a lawsuit or something else," he said.Nvidia, Chung said, "should definitely be prepared for the possibility of an antitrust lawsuit, especially considering how the DOJ has gone after other big tech companies like <a target="_blank" class="" href="https://www.businessinsider.com/leaked-deck-doubleclick-acquisition-pitch-google-adtech-antitrust-trial-2024-9">Google</a> and <a target="_blank" class="" href="https://www.businessinsider.com/emails-apple-executives-cited-doj-antitrust-lawsuit-2024-3">Apple</a>.""Preparation for any potential escalation should still focus on gathering strong internal documentation, reviewing market practices, and ensuring compliance with antitrust regulations," said Chung."Involving external legal experts and advisors to assess market strategies remains a prudent step," he said.

What Nvidia leadership should be doing to prepare for a possible DOJ case

The declaration was signed on the opening day of the summit at Bletchley Park, Buckinghamshire, on November 1. "We welcome the international community's efforts so far to cooperate on AI to promote inclusive economic growth, sustainable development and innovation, to protect human rights and fundamental freedoms, and to foster public trust and confidence in AI systems to fully realise their potential," the declaration reads. "We welcome relevant international efforts to examine and address the potential impact of AI systems in existing fora and other relevant initiatives, and the recognition that the protection of human rights, transparency and explainability, fairness, accountability, regulation, safety, appropriate human oversight, ethics, bias mitigation, privacy and data protection needs to be addressed," it added. The Bletchley Declaration emphasised the importance of AI in several aspects of daily life, including housing, employment, transportation, education, healthcare, accessibility, and justice. It noted that the use of AI in these sectors is likely to grow in the future. Meanwhile, addressing the summit in the UK, Minister of State for Electronics and IT, <keyword id="205969" type="General" weightage="80" keywordseo="rajeev-chandrasekhar" source="Orion">Rajeev Chandrasekhar</keyword>, has said that by allowing innovation to get ahead of regulation, the countries faced misinformation and weaponisation of the internet, represented by social media, and we should not let that happen with AI in the future. India, EU and 27 nations sign world's 1st pact to mitigate AI threats

<ul class="summary-list"><li>A Russian Su-35 made risky, dangerous moves near a US F-16 late last month.</li><li>Video footage and pictures showed the incident, which NORAD condemned as "unsafe" and "unprofessional."</li></ul>A <a target="_blank" class="" href="https://www.businessinsider.com/video-russian-jet-flying-dangerously-close-us-f-16-alaska-2024-9">Russian aircraft's aggressive maneuvering around a US F-16</a> in the skies near Alaska late last month was condemned this week by a top US general as unsafe, unprofessional, and dangerous.In video footage filmed from inside the cockpit of the American aircraft, the pilot can be heard saying what sounds like "holy fuck!" as a Russian Su-35 rips past at close range before cutting off the F-16 in a move known as '"headbutting" that can risk a midair collision and leave the jet on the receiving end to fly through turbulence.The September 23 incident, which occurred during a normal intercept of a lumbering Russian military aircraft in the Alaskan air defense identification zone, can be seen in a video released Monday by North American Aerospace Defense Command. This incident marked the first time NORAD has experienced this sort of behavior since Russia resumed long-range flights in 2007.In a <a target="_blank" class="" href="https://x.com/NORADCommand/status/1840776113846468898">post on X</a>, Gen. Gregory Guillot, commander of NORAD and US Northern Command, said the conduct of the "Russian Su-35 was unsafe, unprofessional, and endangered all — not what you'd see in a professional air force."The Su-35's behavior risked turning a routine intercept into a catastrophe, former US military pilots said. The aircraft came within 50 feet of one another at high speeds."It's reckless behavior that can lead to a collision, which, between aircraft, can be catastrophic," Vincent Aiello, a former US naval aviator who flew F/A-18s and F-16s during his military career and now the host of <a target="_blank" class="" href="https://www.fighterpilotpodcast.com">The Fighter Pilot podcast</a>, told Business Insider.<div type="image" title="A Russian Su-35 flying from the point of view of an aircraft close to it." height="2160" width="3840" msid="113878406" hostid="261" sizebytes="136486"></div>Intercepts are common practices for militaries around the world, and most are normal. US Navy P-8A Poseidon maritime patrol and reconnaissance aircraft crews, for example, previously told BI that they <a target="_blank" class="" href="https://www.businessinsider.com/how-us-navy-sub-hunter-crews-prepare-for-unsafe-intercepts-2020-6">expect to be intercepted</a> because it is a routine way for countries to observe and keep tabs on foreign militaries operating nearby.But there are procedures. Aircrews involved have expectations for how these are supposed to play out.Mike Torrealday, a retired US Air Force colonel who flew combat missions in the Middle East in the F-16, told BI that interceptor pilots typically want to arrive "probably within a mile or so and lined up with the intercepted platform's line of flight" so that they can identify the aircraft and keep it within visual range as they close.The intercepting aircraft are expected to maintain a safe distance to avoid a collision, and there are also rules that aircraft being intercepted are generally expected to follow.US forces train to carry out "lawful" intercepts, per US military <a target="_blank" class="" href="https://www.pacom.mil/Portals/55/Documents/Legal/J06%20TACAID%20-%20AIR%20INTERCEPTS%20(FINAL)%20VER%202.pdf?ver=Chv3dbuLqHN689pmSNviHQ%3D%3D">documents</a> on air intercepts, "and to do so safely and professionally in accordance with international law, norms, and standards." Rules on aircraft behavior in international airspaces, create "an understood behavior so that we mitigate the risk" of problems.What the Su-35 pilot did was nothing of the sort. In the video, the Russian jet races past the F-16, flying in front of the US aircraft, seemingly shocking the pilot. It's possible they may not have realized the Su-35 was making such a close pass or intended such an aggressive maneuver. Had the F-16 suddenly shifted to the left, it could've resulted in a collision.<div type="image" title="US China risky intercept" height="910" width="1595" msid="113878405" hostid="261" sizebytes="39428"></div>Other former pilots were also critical of Russia's behavior during this encounter, including one who has flown intercepts. It's not surprising to see a Russian jet engage in this kind of behavior, though. The US has tracked an uptick in unsafe intercepts and unprofessional behavior around US military aircraft by its adversaries and rivals.Last year, the Pentagon reported that there had been over <a target="_blank" class="" href="https://www.businessinsider.com/with-close-calls-china-uses-us-to-train-its-troops-2023-12">180 coercive or risky intercepts by Chinese aircraft since fall 2021</a>, more in just two years than the entire previous decade. Russian military aircraft have also been involved in risky incidents, including a string of unprofessional intercepts of US Navy P-8As by Su-35s a few years ago and multiple incidents in Syria, among other places.<div type="image" title="A fighter jet in flight." height="916" width="1613" msid="113878403" hostid="261" sizebytes="36868"></div>The US emphasizes the rules in air-to-air encounters specifically to avoid an "unintended incident resulting from a dangerous air intercept" that "could spark an international crisis," according to the US military.September's incident, had it gone sideways, could've raised the risk of escalation. There was a real risk of a collision or possibly even something worse. Had the F-16 pilot viewed the Su-35's behavior as overly aggressive or threatening, there's the danger of an escalatory reaction at a time when relations between the US and Russia are tremendously strained over the ongoing war in Ukraine. A number of things could have gone wrong.There's precedent for such a crisis, such as the <a target="_blank" class="" href="https://www.businessinsider.com/us-ep3-spy-plane-collision-mistakes-chinese-intel-coup-2023-3">Hainan Island incident between the US and China in 2001</a>, during which an unsafe interception of a US Navy EP-3E Aries II signals intelligence aircraft damaged the American plane, forcing it to land in China, and left the Chinese J-8 aircraft destroyed and its pilot dead.

"So I thought a career in wind could actually make a difference."Now Carter, 29, is the operations site supervisor at that project, known as the Rail Splitter Wind Farm, owned by EDP Renewables North America. He started as an intern in 2017 before becoming a wind technician and then advancing over the past seven years.<div type="image" title="Dakota Carter's headshot" height="3000" width="2002" msid="111240018" hostid="261"></div>Carter entered the field at the right time. While the absolute number of new jobs isn't that big, it represents a projected 45% increase between 2022 and 2032, more than any other occupation.The jobs website Indeed said <a target="_blank" href="https://www.businessinsider.com/climate-jobs-career-grow-pay-well-high-salary-2024">postings for wind-turbine technicians grew by 30% in 2023</a>, and the Bureau of Labor Statistics expects about 1,800 openings each year over the next decade. <a target="_blank" href="https://gwec.net/global-wind-workforce-outlook-2023-2027-pr/">Industry groups have forecast</a> demand for about 240,000 new recruits by 2027 across Australia, Brazil, China, Colombia, Egypt, India, Japan, Kenya, South Korea, and the US.These countries want to build onshore and offshore wind farms rapidly so they can meet renewable-energy targets and mitigate the climate crisis. The International Energy Agency estimates that for the world to achieve net-zero greenhouse-gas emissions by 2050, about 17% more wind capacity must be added to power grids every year. The US is <a target="_blank" href="https://www.eia.gov/todayinenergy/detail.php?id=61242">expected to add 11% capacity</a> from 2023 to 2025.<div type="image" title="Rail Splitter Wind Farm" height="1663" width="2500" msid="111240021" hostid="261"></div>The UK has long been a leader in wind but was recently surpassed by China, which accounted for half of all the new wind capacity added around the world in 2022. The US is further behind, but the industry got a boost from the Inflation Reduction Act in 2022. The law authorized generous tax breaks for renewable-energy projects and <a target="_blank" href="https://www.businessinsider.com/biden-administration-wants-boost-clean-energy-pay-through-tax-credits-2024-6">companies that pay their workers well</a>.In the US, the jobs are mostly onshore, in states like Texas, New Mexico, Kansas, and Colorado. The first large-scale offshore projects recently opened up off the coasts of New York and Massachusetts.<h2 id="17c8bcca-ed0f-4063-a0e8-917012b885ee">Last year the median pay for a wind-turbine technician was $61,770, but listings on Indeed averaged $80,100</h2>Harry Willats, an executive consultant at Darwin Recruitment who specializes in the wind sector, told Business Insider that the starting wage for a wind technician was typically $20 to $25 an hour. More-experienced technicians with specialized training could earn nearly $50 an hour. Offshore wind technicians can expect to earn an extra 30% to 40% compared to onshore workers. There are a lot of overtime opportunities as well. As technicians move into supervisor positions, they might get an annual salary.Federal <a target="_blank" href="https://www.bls.gov/ooh/installation-maintenance-and-repair/wind-turbine-technicians.htm">data indicates</a> the average hourly wage for the position in the US in 2023 was nearly $30 an hour, or $61,770 a year. But listings on Indeed averaged $80,100 a year.Willats said there are several pathways into the industry. Typically, people finish a one-year electrical certificate program at a technical or community college and then get hired as apprentices. Those interested in offshore wind need to complete Global Wind Organization courses in basic safety, first aid, and sea survival.There's a lot of on-the-job training. Wind technicians in the early stages of their careers might do scheduled maintenance and cleaning. As they advance, their jobs involve more troubleshooting and repairing, as well as managing crews. Willats said the highest-paid technicians tend to have specialized equipment certificates, such as those from Siemens Gamesa and GE.Carter earned a bachelor's degree in business management at Robert Morris University in Illinois. EDP owns, operates, and repairs the site, meaning Carter doesn't have to spend time away from home. Technicians who work for a company that operates a lot of wind farms may have to travel from site to site for long stretches.Now that Carter is a supervisor, he spends more time talking with developers and people in the community about new projects the company is considering.

<ul class="summary-list"><li>The results of OpenAI CEO Sam Altman's guaranteed-basic-income study are in.</li><li>Overall spending increased, but most of the extra cash went to food and rent.</li></ul>The results are in for Sam Altman's much-anticipated basic-income study, one of the largest of its kind. The experiment gave low-income participants $1,000 a month for three years, no strings attached.Recipients put the bulk of their extra spending toward basic needs such as rent, transportation, and food, the study found. They also worked less on average but remained engaged in the workforce and were more deliberate in their job searches compared with a control group."Recipients had greater agency to make decisions that worked best for their lives and to prepare for the future, from moving neighborhoods to expressing interest in new business ventures," the report's authors said.Altman, the CEO of OpenAI, a leading artificial-intelligence company, raised $60 million for the study, including $14 million of his own money. <a target="_blank" class="" href="https://www.openresearchlab.org/studies/unconditional-cash-study/study">OpenResearch</a> conducted the study, which was led by the researcher Elizabeth Rhodes.It officially began in 2019 when 3,000 Texas and Illinois residents across urban, suburban, and rural areas enrolled. All of these residents had incomes below $28,000. A third got $1,000 a month for three years, while the rest — the control group — got $50 a month. No enrolled participants lost their existing benefits.The study found that those who received the $1,000 payments increased their overall spending by an average of $310 a month, but most of that spending went toward food, rent, and transportation. They also offered more financial support to others in need compared with the control group.Researchers, however, said they found no "direct evidence of improved access to healthcare or improvements to physical and mental health" among those who received $1,000 payments."We do see significant reductions in stress, mental distress, and food insecurity during the first year, but those effects fade out by the second and third years of the program," the report said, noting that $1,000 a month could only do so much. "Cash alone cannot address challenges such as chronic health conditions, lack of childcare, or the high cost of housing."<h2 id="f9fd84cd-91cb-426e-86a2-3a3a6135eb76">The debate over basic income</h2>The study was inspired by Altman's belief in the importance of a basic income in the age of AI, which some fear could render millions of jobs obsolete."It's impossible to truly have equality of opportunity without some version of guaranteed income," Altman said when announcing the project.The idea of a <a target="_blank" class="" href="https://www.businessinsider.com/how-people-spend-universal-basic-income-ubi-food-housing-transportation-2024-4">universal basic income</a> has been around for a while but rose to prominence as the center of Andrew Yang's 2020 presidential campaign. Other significant figures in the tech industry have since voiced support for some kind of basic income, including the Twitter cofounder Jack Dorsey and Tesla CEO Elon Musk. The AI godfather <a target="_blank" class="" href="https://www.businessinsider.com/ai-godfather-geoffrey-hinton-universal-basic-income-2024-5">Geoffrey Hinton recently advised the British government</a> to adopt a universal basic income to mitigate the number of "mundane jobs" AI could replace.A universal basic income would provide all people with direct cash payments, no strings attached. That's a hefty political lift, however. So many cities and states have experimented with guaranteed basic incomes instead. These programs provide cash payments without restrictions to select low-income or vulnerable populations. Altman's study falls into this camp as well.Data from dozens of these smaller programs have found that cash payments can help alleviate homelessness, unemployment, and food insecurity — though results still stress the need for local and state governments to invest in social services and housing infrastructure.Earlier this year, Altman also floated another kind of basic-income plan, which he called a "<a target="_blank" class="" href="https://www.businessinsider.com/openai-sam-altman-universal-basic-income-idea-compute-gpt-7-2024-5">universal basic compute</a>." In this scenario, Altman said, people would get a "slice" of the computational resources of the large language model GPT-7, which they could use however they liked."You own part of the productivity," he explained on a <a target="_blank" class="" href="https://podcasts.apple.com/us/podcast/all-in-with-chamath-jason-sacks-friedberg/id1502871393?i=1000655220554">podcast</a>.Even these smaller experiments, however, have <a target="_blank" class="" href="https://www.businessinsider.com/basic-income-opposition-discriminatory-universal-basic-income-argument-2024-4">faced political hurdles</a>. Conservatives in several states have challenged the programs, halting their progress.<h2 id="8ac87517-0da8-463d-9395-bf25b14d1489">The Altman study's findings</h2>In its results, Altman's study assessed both quantitative data, such as surveys and bank transactions, and qualitative data, such as interviews with recipients.The study found that compared with the control group, recipients' total individual savings in their bank accounts increased by nearly 25%. Recipients also spent $22 more a month on other people, or about 26% more than the control group. There was little impact on car or home ownership, though recipients of the $1,000 were more likely to move neighborhoods or pay for housing than the control group.Regarding healthcare, recipients saw slight increases compared with the control group in dental care, emergency-room visits, and healthcare spending — though there was no direct evidence of improved health.Recipients were more likely to want to have a budget and advance their education, specifically in the third year, compared with the control group. But there were no significant effects on educational attainment overall.The study, which began during the COVID-19 pandemic when unemployment was high, found that employment rates fell in the second and third years among recipients compared with the control group. On average, incomes rose significantly for all groups, though slightly higher for the control group. Incomes for recipients of the $1,000 rose from just under $30,000 to $45,710, while incomes for the control group started at a similar level but grew higher, to $50,970."Cash offers flexibility and may increase agency to make employment decisions that align with recipients' individual circumstances, goals, and values," the report's authors said.<h2 id="78870e8c-3763-4a7c-a1d2-a8d6bae99891">What the participants in Altman's basic income study say</h2>One recipient in the program, Sarah, is a mother of four from rural Illinois who teaches in a homeschool network and makes just enough from her job to pay for school supplies."I don't really make anything off of it," she said in a testimonial shared by OpenResearch. "Even though my husband had a pretty decent job, we didn't have a lot of money for extras."The payments from the Altman program helped Sarah pay for braces for both of her children, which weren't covered by their insurance, she said. And while AI may very well be the smartest baby on the planet, it has one fatal flaw that it shares with all real-life children: their all-but-human parents. Just like we inherit many values, routines and beliefs from our parents, AI software like ChatGPT have been trained on decades of human-generated data — data that can suffer from inherent prejudices. The study found that ChatGPT consistently ranked resumes with disability-related honours and credentials lower than identical resumes without such distinctions. For example, a resume featuring the "Tom Wilson Disability Leadership Award" was ranked lower, with the AI providing biased justifications. It suggested, for instance, that a resume highlighting an autism leadership award had "less emphasis on leadership roles," reflecting harmful stereotypes about autistic individuals. "Ranking resumes with AI is starting to proliferate, yet there's not much research behind whether it's safe and effective," explains study author Kate Glazko. "For a disabled job seeker, there's always this question when you submit a resume of whether you should include disability credentials. I think disabled people consider that even when humans are the reviewers." To investigate, the researchers used a publicly available curriculum vitae (CV) of one of the study's authors, extending about 10 pages. They created six “enhanced” CVs, each implying a different disability by including four disability-related credentials: a scholarship, an award, a diversity, equity, and inclusion (DEI) panel seat, and membership in a student organization. These enhanced CVs were then ranked against the original for a real "student researcher" job listing at a large US-based software company using ChatGPT's GPT-4 model. Each comparison was run 10 times, and in 60 trials, the system ranked the enhanced CVs first only 25% of the time. "In a fair world, the enhanced resume should be ranked first every time," remarked Jennifer Mankoff, another author. "I can't think of a job where somebody who's been recognised for their leadership skills, for example, shouldn't be ranked ahead of someone with the same background who hasn't." The researchers also discovered that customising ChatGPT with instructions to reduce ableism mitigated the bias for five out of six disabilities tested — deafness, blindness, cerebral palsy, autism, and the general term "disability". This study underscores the urgent need for greater scrutiny and refinement of AI tools in hiring. While generative AI like ChatGPT can streamline processes, it also perpetuates and amplifies biases, potentially undermining efforts to create more inclusive workplaces.
