And just like a movie, the reality can be multilayered – varying from bad roads to gasping traffic and minimal road safety. But we promised you relief from those travelling conditions the next time we return with our <keyword id="2053047" type="UNKNOWN" weightage="100" keywordseo="Open-roads">Open Roads</keyword> series. And here we are, with more information about a whole new bunch of <keyword id="2074695" type="UNKNOWN" weightage="100" keywordseo="Intracity-and-inter-city-expressways">intracity and inter-city expressways</keyword> that not only reduce <keyword id="4251245" type="UNKNOWN" weightage="100" keywordseo="Commute-time">commute time</keyword> but also reshape a country’s landscape, <keyword id="34412" type="ORGANIZATION" weightage="80" keywordseo="economy">economy</keyword> and way of life.  As we have mentioned before, expressways are limited-access roads designed for high-speed traffic. The economic impact of an <keyword id="2074705" type="UNKNOWN" weightage="100" keywordseo="Expressway-network">expressway network</keyword> criss-crossing the country is all too obvious and the <keyword id="6404450" type="ORGANIZATION" weightage="100" keywordseo="Ministry-of-Road-Transport-and-Highways">Ministry of Road Transport and Highways</keyword> (MoRTH) has already recommended a total <keyword id="2074707" type="UNKNOWN" weightage="100" keywordseo="E-way-network">e-way network</keyword> of about 18,637 km in the country. Development work is being done in three phases and is scheduled to be completed by 2022. During the Interim Budget, <keyword id="6355261" type="POSITION" weightage="60" keywordseo="Finance-minister">Finance Minister</keyword> <keyword id="43940" type="PERSON" weightage="60" keywordseo="P-Chidambaram">P Chidambaram</keyword> also told the Parliament the road network in the country witnessed over sevenfold increase at 3.89 lakh km over the past decade. 
 Does that mean we may soon see an <keyword id="2074709" type="UNKNOWN" weightage="100" keywordseo="E-way-ecosystem">e-way ecosystem</keyword> similar to the interstate system in the US? Infrastructure development in India has undergone a sea change over the past few years and the country currently boasts the <keyword id="2034191" type="UNKNOWN" weightage="100" keywordseo="Second-largest-road-network">second largest road network</keyword> in the world, with a road length of over 4,689,842 km, as per 2013 data from the <keyword id="6404450" type="ORGANIZATION" weightage="100" keywordseo="Ministry-of-Road-Transport-and-Highways">Ministry of Road Transport and Highways</keyword>. 
 Starting from FY2012-13, the <keyword id="44734" type="ORGANIZATION" weightage="80" keywordseo="Indian-Government">Indian government</keyword> will be also putting $17 billion over the next five years, being sourced through public-private partnership (<keyword id="6361580" type="COMPANY" weightage="100" keywordseo="PPP">PPP</keyword>) road projects. This will be used by the <keyword id="87432" type="ORGANIZATION" weightage="100" keywordseo="National-Highways-Authority-of-India">National Highways Authority of India</keyword> (<keyword id="49448" type="ORGANIZATION" weightage="100" keywordseo="nhai">NHAI</keyword>) for the planned series of <keyword id="174913" type="ORGANIZATION" weightage="100" keywordseo="BOT">BOT</keyword> (build, operate and transfer) highways. In spite of several bottlenecks, the NHAI has set up impressive targets and aims to develop 20 km/day, in a bid to fast-track the country’s <keyword id="2034194" type="UNKNOWN" weightage="100" keywordseo="Road-network-expansion">road network expansion</keyword>. 
 As of July 2013, <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">national highways</keyword> account for 79,116 km, connecting all major cities and state capitals. Expressways, however, differ a bit in the sense they are controlled-access highways like the <keyword id="610047" type="UNKNOWN" weightage="100" keywordseo="freeways">freeways</keyword> or <keyword id="1333990" type="UNKNOWN" weightage="100" keywordseo="motorways">motorways</keyword> or autobahnen in the US and Europe, essentially designed for high-speed traffic. As of now, most of the expressways in India are 6-8 lane <keyword id="120837" type="UNKNOWN" weightage="100" keywordseo="toll-roads">toll roads</keyword> and cover a total distance of nearly 1,208.19 km. India expects to add another 3,530 km of expressways by 2014 as projects under construction get completed. Another massive programme is also under way to expand the network and the Indian government plans to add an additional 18,637 km of expressways by 2022.

In North India That Fulfil Your Need For Speed

<keyword id="6406658" type="UNKNOWN" weightage="20" keywordseo="Vibrant-Gujarat">Vibrant Gujarat</keyword>, the biennial business meet in <keyword id="6354766" type="COMPANY" weightage="100" keywordseo="Gujarat">Gujarat</keyword> has been labelled as the ‘<keyword id="100810" type="COMPANY" weightage="20" keywordseo="Davos">Davos</keyword> of the East’ by the world’s major investors. Under the leadership of <keyword id="6354642" type="PERSON" weightage="100" keywordseo="Modi">Modi</keyword>, during his Chief Ministership, Gujarat has evolved as an investors’ delight. During 2003, when most states of India were riding the IT wave and struggling to find profitability, Modi was calling investors from all over the world and briefing them about ease of doing business in India’s west coast. And he actually did it. 
 Cut to 2017. The 8th edition of Vibrant Gujarat is taking place under a Chief Minister who is just a little more than five months into his job. The erstwhile Chief Minister <keyword id="4057401" type="UNKNOWN" weightage="20" keywordseo="anandbehen-patel">Anandbehen Patel</keyword> had failed in her job to appease Dalits, create more jobs and keep <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> president <keyword id="6355521" type="PERSON" weightage="20" keywordseo="Amit-Shah">Amit Shah</keyword> convinced. As Gujarat’s ‘economic expressway’ (as they prefer calling the event) seems to zoom off, you can hear echoing whispers among a few industrialists at the event, how much of the proposed promises have actually been implemented. Gujarat, which topped the World Bank’s ‘Ease of Doing Business’ in India has now lost it to <keyword id="37102" type="COMPANY" weightage="20" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword> and Telengana. 
 
Experts believe, as Modi has become the Prime Minister, there have been instances of social unrest and political instability that came to the fore. And as the last business summit before the election is underway, investors’ minds are getting impacted. 
 
This edition of Vibrant Gujarat has seen MoUs touch Rs 20 lakh crores. The amount is likely to cross Rs 30 lakh croremark today, according to The Times of India. Among the sectors where companies expressed their intent to invest defence and aerospace, mining and minerals, chemicals, steel, urban infrastructure, petroleum and petrochemicals, renewable energy, automotive, electronics and information technology are noteworthy. 
 While the state government of Gujarat said that conversion rate is clocked at 70%, the opposition party <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> claimed the actual to be pegged at not more than 10%. However top business conglomerates <keyword id="4057400" type="UNKNOWN" weightage="20" keywordseo="reliance-and-adani-group">Reliance and Adani Group</keyword> said that they have fulfilled their promises. 
 To believe Gujarat’<keyword id="4057399" type="UNKNOWN" weightage="20" keywordseo="s-directorate-of-economics-and-statistics">s Directorate of Economics and Statistics</keyword>, about 8% have been implemented out of Rs 40 trillion proposed investments. Citing the Socio-Economic Review of Gujarat for 2015-16, The Mint had reported that 57% proposals made between 2003 and last year have been commissioned or implemented. 
 While Gujarat ranked fifth, Maharashtra that doesn’t organize any such summit has attracted the most FDIs, almost 30% of India’s total between 2002-2016, according to <keyword id="29740" type="CITY" weightage="20" keywordseo="Bloomberg">Bloomberg</keyword>. The same media report said, Gujarat is no longer the easiest place to do business any more. 
 However, Modi’s brain child Vibrant Gujarat has seen several other states including <keyword id="6357783" type="CITY" weightage="20" keywordseo="West-Bengal">West Bengal</keyword> and <keyword id="6355588" type="ORGANIZATION" weightage="20" keywordseo="Rajasthan">Rajasthan</keyword> adapt the same concept and get investments. 
 The social unrest in India’s one of the most opulent states is rising. Only a few weeks back, Conveners of <keyword id="2983086" type="UNKNOWN" weightage="20" keywordseo="Patidar-Anamat-Andolan-Samiti">Patidar Anamat Andolan Samiti</keyword> (<keyword id="6406288" type="UNKNOWN" weightage="20" keywordseo="PaaS">PAAS</keyword>), <keyword id="45661" type="CITY" weightage="20" keywordseo="OBC">OBC</keyword> leaders and dalits have threatened to disrupt the summit, if fixed-pay and contractual employees were not made permanent by the state government. So a state, whose Minister of Industries, Mines and Minerals and <keyword id="25455" type="ORGANIZATION" weightage="20" keywordseo="finance">Finance</keyword> department <keyword id="387325" type="PERSON" weightage="20" keywordseo="Rohit-Patel">Rohit Patel</keyword> boasted of ‘minimum labour unrest’ during his speech seems to be getting distracted. 
 
Not just that. A few months ago, Gujarat has witnessed backlash against jobless economic growth that could jeopardise development and BJP’s coming back t power in 2019, reported Bloomberg. 
 
This season of Vibrant Gujarat seemed to be relying largely on the previous editions of success. Most state ministers thanked Modi immensely for this summit, while avoiding media question of how much implementation has happened. What they offered are figures of investments and not facts about implementation.

"After the emergency meeting, an advisory will be issued on steps to be taken to deal with the situation," Rai said. The officials from the agriculture department are now being asked to visit the areas near to Gurugram. The dark clouds of locusts covered several parts of the national capital region today - including Rajendra Park of sector 5, Surat Nagar, Dhanwapur, Palam Vihar, Maruti factory in sector 18, DLF phase 1 and other places in old and new Gurugram, IANS reported. <div type="image" title="a2b98ef6add9e94bf19b026a1b2c525d" msid="76660947" hostid="261"></div> This insect, which is more of a grasshopper, can eat more than its actual body weight. A square kilometer of locust swarm containing around 40 million locusts can eat as much food as 35,000 people would in a day. According to PTI, the district administration has issued guidelines for the residents, asking them to stay indoors. The residents in the affected areas are now speaking through the loudspeakers to keep the locusts away. "The swarms moved from west to east. They entered Gurugram around 11.30 am," K L Gurjar of the Locust Warning Organisation, Ministry of Agriculture, told IANS. However, the locust clouds are reportedly approaching South Delhi now. <div type="image" title="ea5704607cfea3599e6386fe0bb66265 (1)" msid="76660950" hostid="261"></div> This is a first for Gurugram, the city has never been through a locust attack before. The locust attacks first happened in May this year. The <keyword id="7710870" type="UNKNOWN" weightage="20" keywordseo="Desert-locust">desert locust</keyword> outbreak destroyed crops - spreading across Rajasthan, Punjab, Gujarat, Maharashtra and Madhya Pradesh. Swarms of locusts blanket India’s national capital region — pilots and airlines alerted ahead

The move is aimed at easing efforts during natural calamities and emergency situations. The government has prepared a standard design for the road runway. The airstrips will span over 5-6 kilometres on a 60-metre wide concrete road. They will have parking slots for four aircraft, two gates at either ends of the strip and an Air Traffic Control (ATC) tower. The road runways are aimed at reaching out to the affected areas in the fastest possible time in case of natural calamities such as earthquakes or floods when air connectivity is the only viable option.The government plans to remove the hindrance caused by the electric poles, trees and dividers. According to the country’s Ministry of Road Transport and Highways, the landing airstrips will cost about ₹836.6 million. The project will be managed by the Indian Air Force (IAF), India’s Ministry of Defence and its transport ministry. Mansukh Mandaviya, Minister of State for Road Transport and Highways, <a href="https://www.thehindubusinessline.com/economy/logistics/country-to-have-11-emergency-landing-air-strips-on-national-highways-mandaviya/article25538114.ece">reportedly</a> said that the first such strip will be set up in Gujarat on National Highway number 151 near Khambhaliya of Devbhumi Dwarka district. Other states to have such airstrips include West Bengal, Andhra Pradesh, Tamil Nadu, Jammu &amp; Kashmir, Rajasthan and Odisha. Mandaviya also said that the government has potentially identified 13 roads across seven states that can have emergency landing. Two of these roads fall under state control while the remaining are under the <keyword id="83263" type="ORGANIZATION" weightage="20" keywordseo="National-Highway-Authority-of-India">National Highway Authority of India</keyword> (NHAI), The Hindu <a href="https://www.thehindubusinessline.com/economy/logistics/country-to-have-11-emergency-landing-air-strips-on-national-highways-mandaviya/article25538114.ece">reported</a>. India plans to build 11 emergency airstrips on its national highways

The government is planning to award 100 highway projects on PPP next year, Union Minister <keyword id="26680" type="PERSON" weightage="100" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> said today. 

	Asking investors to change their perception about public-private-partnership (PPP), the Road Transport and Highways Minister said all problems pertaining to the mode have been addressed and this year seven projects worth Rs 11,500 crore have already been awarded in contrast to a nil last year.
 "The government will award 100 projects on PPP mode next year. Under the hybrid model, we will give you on platter projects with land acquisition and <keyword id="6356826" type="COMPANY" weightage="100" keywordseo="environment">environment</keyword> clearances. 40 per cent cost will be borne by us while 60 per cent will be funded by you. Of the 60 per cent, banks will provide 30 per cent of the requirement," Gadkari said at India PPP summit by FICCI. 

	He said investors need not worry at all and just "change their perception about PPP" as in the present hybrid model even the toll collection will be done by the government adding PPP has received good response this year.
 

	The Minister said the government was planning to float tenders for about 18 projects by December.
 

	He said 95 per cent problems pertaining to PPP projects have been addressed and of the 283 projects, 44 were terminated.
 

	About Delhi-Jaipur Highway, he said the Rs 1,700 crore project will be completed by December as 85 per cent of the long-delayed project is completed while problems related to Delhi-Haridwar and Ranchi-Jamshedpur highways were being addressed.
 

	He said highways ministry has no dearth of funds but was lacking on two fronts - shortage of contractors and capacity constraints.
 Expressing commitment to transform highways network, he said Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> will do "bhoomi pujan" for access-controlled Rs 7,000 crore eastern highway project to decongest Delhi soon while Delhi-Meerut highway will be developed as a green expressway with 14 lanes on NH-24. 

	The national highways length would be increased to 1.5 lakh km from 1 lakh km at present as it does not match up to the 10 per cent annual growth in vehicles, he said.
 

	He added that apart from Buddha circuit, 1000 km of highways will be constructed to link 'char dhams'. Besides, one per cent of the highways construction cost will be set aside for plantation along the roads, which in turn would generate five lakh employment. He added that government also plans to build a number of expressways including Delhi-Mumbai, Mumbai-Nagpur, Delhi-Ludhiana and Bengaluru-Chennai.
 

	The Minister said both shipping and highways would contribute at least 2 per cent to the country's GDP.
 

	Also, he added that all the 12 major ports and SCI, DCI and Cochin Shipyard would post a profit of around Rs 6,000 crore this year.
 Gadkari said three new ports would be built in <keyword id="20154" type="ORGANIZATION" weightage="100" keywordseo="tamil-nadu">Tamil Nadu</keyword>, <keyword id="6357783" type="CITY" weightage="100" keywordseo="West-Bengal">West Bengal</keyword> and Maharashtra. 

	He said 1,200 roadside amenities will be built besides 5,000 driving centres across the country to check corruption. 
 

	NHAI and builders would now solve their disputes amicably instead of going to courts as the PMO also is of the view to solve them through talks, he said. 
 

	Road Transport and Highways Secretary Vijay Chhibber said the PPP mode picked up last year after going through a rough patch for three years and this year, the government will award road projects totalling 10,000 km and complete 6,500 km, he said. 
 

	Last year, the government awarded projects totalling 8,000 km and completed 4,000 km. 
 

	Of the 1 trillion investment in infrastructure as per the 12th Five Year Plan, one-tenth ($95 billion) will go to road sector and private players will contribute about 50 per cent of it, he said. 
 

	Chhibber said the government had taken a number of initiatives to address the issues including rescheduling of premium, easy exit policy, one-time fund infusion and 20 amendments in concessionaires agreements. 
 

	Also, the government is considering compensation to developers in case the delays in projects were attributable to authorities. 
 

	He also said that a Rs 6 cess on diesel and petrol was contributing Rs 50,000 crore to the sector annually.

While there are nearly 5.68 lakh houses under various stages of construction in Delhi-NCR, any kind of periodic ban on construction by different agencies can only delay the projects, adding to the woes of the buyers. The maximum number of under-construction units is in <keyword id="18858" type="General" weightage="80" keywordseo="noida" source="Orion">Noida</keyword> and Greater Noida areas, accounting for nearly 2.70 lakh units, as per an estimate. On average, a one-month ban on all construction activity delays a project by at least 3-4 months, according to research by <keyword id="4695749" type="General" weightage="80" keywordseo="anarock" source="Orion">Anarock</keyword> consultants. As per the research, the areas in Delhi-NCR with the maximum under construction units presently include Greater Noida West, Yamuna Expressway, New Gurugram, Noida Expressway, Dwarka Expressway, Central Noida, Sector 150 (Noida), <keyword id="1464478" type="General" weightage="50" keywordseo="greater-faridabad" source="Orion">Greater Faridabad</keyword>, <keyword id="15299315" type="General" weightage="50" keywordseo="raj-nagar-ext" source="Orion">Raj Nagar Ext</keyword> (Ghaziabad), Sohna and Golf Course Ext Road. These areas together have more than 4 lakh units that are currently under various stages of construction. Greater Noida West alone has more than 1.37 lakh under-construction units currently. The air quality in Delhi-<keyword id="53426" type="General" weightage="100" keywordseo="ncr" source="Orion">NCR</keyword> has turned poor and heavy smog has started engulfing the region. This year too, to battle pollution, an action plan has been rolled out in advance, mandating that if the pollution levels breach certain levels (i.e., Stage III or 'severe'), authorities will have to enforce a ban on construction and demolition activities in NCR, except on essential projects (like railways, metros, airports, ISBTs, national security/defence-related projects of national importance). Apart from this, the construction of projects also gets hampered due to protests on the issue of land compensation. The Anarock research said that being periodic, the impact of these construction bans on overall property prices is almost negligible. Moreover, real estate prices in most cities are not so much a function of environmental concerns as of accessibility, proximity to the city centres or major employment hubs, urban mobility via various modes of public transport, and affordability. In Mumbai too, the city perennially experiences floods during monsoon, yet property prices remain steady. In fact, in the last two-and-a-half years since the pandemic, the Mumbai Metropolitan Region (MMR) has been the most active in terms of both new supply and new launches. As for Delhi-NCR, the region too has been very active. While developers restricted new supply, housing sales have been significant. In fact, the region has shed at least 23 per cent of its unsold stock in the last 2.5 years since the pandemic. Back in Q1 2020-end, the overall unsold stock in Delhi-NCR stood at 1.73 lakh units which have reduced to a little over 1.32 lakh units as of Q3 2022-end, said the Anarock research. Delhi-NCR: 5.68L houses under construction; periodic bans add to buyers' woes

A series of missteps by the Narendra Modi government meant that their indignation has been directed towards the incumbent alliance between the All India Anna Dravida Munnetra Kazhagam (AIADMK) and the Bharatiya Janata Party (BJP). On the other side is the coalition between the Dravida Munnetra Kazhagam (DMK) and the Indian National Congress, the Left Front, and a set of other local parties that significance within certain segments-- either geographically or among specific sections of the electorate. While there are other regional outfits and smaller coalitions in the fray, including the iconic movie star Kamal Hasan who is making his electoral debut, almost <a href="https://timesofindia.indiatimes.com/elections/lok-sabha-elections-2019/tamil-nadu/news/tamil-nadu-poll-survey-says-dmk-front-to-get-30-33-lok-sabha-seats/articleshow/68784727.cms">all opinion polls</a> in the run up to the elections have handed a landslide to the challengers led by the DMK and Congress. There are at least four big decisions that work against the incumbent <keyword id="5013725" type="PERSON" weightage="20" keywordseo="AIADMK-BJP-Alliance">AIADMK-BJP alliance</keyword>. A small oil field In 2015, the <a href="https://www.downtoearth.org.in/news/energy/no-noble-gases-57750">Modi government approved a project to dig</a> for oil and natural gas from a 10 square kilometre field in Neduvasal, in Pudukottai district. The reason being the oil field was located in one of the more fertile parts of Tamil Nadu’s delta region around the Cauvery river. The proposal to dig for oil in the region scratched the wounds of an existing wound in the minds of the local farmers. A standoff with the neighbouring state of Karnataka over <a href="https://economictimes.indiatimes.com/news/politics-and-nation/a-brief-history-of-the-cauvery-dispute/tale-of-two-states/slideshow/63698683.cms">the sharing of Cauvery’s water</a> is decades old. Even after a settlement ordered by the Supreme Court, the farmers’ in Tamil Nadu’s rice bowl feel parched as well as wronged by the system. Farmers were caught by surprise when they were asked to give up their land to extract oil, while they were still hoping to their share of water to till the land. A big highway Farmers have been up in arms in five other districts too, far away from Neduvasal. The point of contention is an eight-lane expressway stretching nearly 280 kilometres west from the state capital Chennai to the industrial town of Salem. Once again the BJP has found itself in the firing line of the voters as it continues to push for the project despite stiff resistance that the party’s rivals have capitalised on. The Madras High Court on April 8 quashed the land acquisition process for the Chennai-Salem Expressway project. The challenging coalition led by Congress and the DMK have vowed to scrap the project if voted to power. A medical entrance test Seventeen-year-old Anitha, an aspiring medical student, committed suicide in September 2017 after she failed to clear the then newly-introduced medical entrance exam, that goes by the acronym NEET. The National Eligibility Entrance Test (NEET) replaced the admission tests for medical colleges across the country with a centralised process. The <a href="https://www.thenewsminute.com/article/why-neet-election-issue-tamil-nadu-98604">people’s resentment against NEET</a> stems from the view that it puts local students, even the high-scorers, at a disadvantage because the curriculum is structured based on the Central Board of Secondary Education (CBSE), which is different from the state syllabus. The state administration’s high-handed approach in the wake of protests, and <a href="https://www.indiatoday.in/elections/story/piyush-goyal-neet-tamil-nadu-bjp-aiadmk-1500468-2019-04-12">the BJP’s persistence</a> on imposing NEET, has only hurt the alliance’s chances in the state. Once again, BJP’s rivals have promised to let states decide the mode of admission into medical colleges. The <a href="https://www.livemint.com/Politics/QgYD6W50rev6VcHmGs9GKP/NEET-protests-More-states-join-the-fight.html">protests against NEET was not unique</a> to Tamil Nadu, but the outrage in the southern state was the most severe. Tamil Nadu is known for its huge population of aspiring doctors. The state has 22 medical colleges, among the highest in the country, and 4 doctors for every 1,000 people, <a href="https://timesofindia.indiatimes.com/india/6-states-have-more-doctors-than-whos-11000-guideline/articleshow/65640694.cms">nearly at par with</a> developed countries like Norway and Sweden. Despite the enduring resentment, Tamil Nadu had the <a href="http://www.newindianexpress.com/education/2019/feb/03/tamil-nadu-has-the-highest-number-of-doctors-who-cleared-pg-neet-1933745.html">maximum number of students</a> clearing the NEET exam in 2019. The shootout In May 2018, The Tamil Nadu Police <a href="https://www.thenewsminute.com/article/sterlite-violence-video-shows-policemen-taking-aim-and-shooting-protesters-81744">opened fire at a sea of protestors</a> outside the country’s largest copper smelter, operated by Sterlite, a Vedanta Group company. More than 10 people died in the shootout and the public anger that swelled further poured on the ruling state government led by the AIADMK. Sterlite’s plant was accused of violating pollution norms, causing fatal health issues to its workers and the population in its vicinity. Local protests against the plant have been underway in patches since 1996, and they escalated once again in 2018 leading up to the <a href="https://www.tribuneindia.com/news/editorials/tuticorin-massacre/594415.html">‘Tuticorin Massacre’</a>. Subsequent probe and judicial inquiry revealed gaping regulatory lapses, eventually leading to the closure of the plant pending investigations and corrections. The London-based Vedanta Group has been a big donor to <a href="https://www.thequint.com/news/india/sterlite-congress-bjp-fcra-violation-finance-bill-amendments">both the BJP and the Congress</a> between 2004 and 2015. However, BJP also found itself further on the wrong side of the debate soon after the issue came to the fore, as some of its leaders tried to colour some of the protestors as anti-social elements.

 Going into the 2019 elections, the party is in alliance with the regional party, AIADMK, which bore the brunt of the public anger. A year on, the memory of the lethal attack on protestors is still fresh among voters, particularly in the region. As is the outrage against NEET, the Chennai-Salem expressway, and the proposed oil field in Neduvasal. The odds are heavily stacked against the AIADMK-BJP alliance. This is the first-time in decades that Tamil Nadu is going to polls without a strong, regional leader to back. Over decades, a series of larger-than-life leaders, with their share of taints, from <a href="https://www.firstpost.com/india/cn-annadurai-legacy-of-a-dravidian-stalwart-6007351.html">CN Annadurai</a> to <a href="https://www.indiatoday.in/magazine/cover-story/story/19880115-m.g.-ramachandran-death-marks-the-passing-of-an-era-of-stability-in-tamil-nadu-796866-1988-01-15">MG Ramachandran</a> to <a href="https://economictimes.indiatimes.com/news/politics-and-nation/karunanidhi-1924-2018/newslist/65311339.cms">M Karunanidhi</a> and <a href="https://frontline.thehindu.com/cover-story/jayalalithaas-legacy/article9435860.ece">J Jayalalitha</a> had turned Tamil Nadu into a politically unbreachable fortress for national parties. The mandate kept passing between the DMK and AIADMK for years. However, the passing away of Karunanidhi and Jayalalitha in recent years has left a political vacuum that the national parties intended to capitalise on. Neither the BJP nor the Congress by itself has made any significant headway so far.

Tamil Nadu’s angry voters have a small oil field, a big highway, a medical entrance test, and a police shootout in mind

As per a news report by The Economic Times, while prices in Gurgaon and Noida remained static at Rs 6,500-17,000 per sq ft and Rs 5,500-8,000 per sq ft, respectively since 2013, emerging NCR locations such as Neemrana, Sohna and Delhi's-J and L zones have stolen the show. 
This study conducted by property consultancy JLL India shows, residential prices in areas of south and central Delhi has suffered a decline of 15-20% in 2013 and remained at those levels in 2014. A correction in prices was also observed in areas like West End, Shanti Niketan, Prithviraj, Aurangzeb Road and Amrita Shergill Marg, but in a lower range of 10-15%, says the report.

"The Delhi NCR market is under stress, which means that valuations remain attractive for end users. This also points to opportunities for distress sales and bargain buys for investors / buyers," says Santhosh Kumar, CEO, operations and international director, JLL India. 
 
Kumar feels sound fundamentals of the emerging locations enabled them to beat the negative trend and saw very good price appreciation. "While Neemrana has massive industrial development along with good connectivity through the NH-8, Sohna promises the next wave of industrial and residential growth in Gurgaon. Delhi's J-zone has the location advantage of South Delhi and the L-zone is in an area adjoining the upcoming Dwarka-Gurgaon Expressway." 
 
High home loan rates, liquidity crunch and lack of developer-friendly reforms have plagued the residential real estate market off-late. Delhi-NCR has been worst affected with an unsold inventory of nearly 154,000 units in 2014. 
 
In terms of months, Gurgaon has unsold inventory of 33 months and Noida of around 38 months.

INSIDE a small monastery in <keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword>’s Qinghai province, a red-robed monk looks around to see if he is being watched, then begins sobbing. "We just want the Dalai Lama to come home", he says. His words echo those of dozens of Tibetans seeking to explain why they have set themselves on fire in public places across the Tibetan plateau in the past two years. Desperation is growing among the Dalai Lama’s followers in China. So, too, is the government’s effort to silence them.
Since an outbreak of unrest swept the Tibetan plateau five years ago this month, including anti-Chinese riots in the Tibetan capital Lhasa and protests in numerous towns and monasteries, the party has tried to control Tibetan discontent by means of carrot and stick. The stick has involved tighter policing of monasteries, controls on visits to Lhasa, denunciations of the Dalai Lama and arrests of dissidents. The carrot is visible not far from the crying monk’s monastery: new expressways across the vast grasslands, new roads to remote villages, better housing for monks and restorations to their prayer-halls. Yet the spectacle of more than 100 Tibetans setting themselves alight, mostly in the past two years, in one of the largest such protests in modern political history, suggests that neither approach is working.
Despite, or perhaps because of, intense crackdowns in the affected areas of the <keyword id="6364076" type="COUNTRY" weightage="60" keywordseo="Tibet">Tibet</keyword>an plateau, the burnings in recent months have spread across a wider area (the plateau is one-third the size of America) and involved more people without links to monasteries. The government’s growing worry is evident in the intense security in the worst-affected areas, mostly in Tibetan-populated parts of the provinces of Sichuan and Qinghai, as well as in Lhasa, the capital of the Tibet Autonomous Region (TAR). Since last year the government has begun rounding up those deemed to have encouraged Tibetans to burn themselves. Dozens have been detained. Several have been jailed for terms ranging from a few months to life.
All of the TAR, as well as trouble spots in neighbouring provinces, are off limits to most foreign journalists. But tension is palpable even in the few areas that remain accessible. During celebrations of the Tibetan new year in late February, at least three fire engines were parked inside Kumbum monastery compound near Xining, the capital of Qinghai. Dozens of police with extinguishers and fire blankets stood among the crowds of pilgrims and holidaymakers. West of Xining in Hainan prefecture, a Tibetan-majority area about the size of Switzerland, no one has been reported to have set themselves on fire. But the authorities are worried. In November hundreds of medical students protested in Gonghe county against the circulation of a government leaflet disparaging the immolators and the Dalai Lama. Residents say the police used tear-gas to break up a demonstration in the county town and arrested several participants. The prefectural authorities called the demonstration "illegal" and demanded that young people in Hainan form a (metaphorical) "wall of copper and rampart of iron against splittism, infiltration and self-immolations".
Though most minority groups live fairly peacefully under Chinese rule (see next story), the Tibetans cite many reasons for the renewed unrest: the continuing influx of ethnic-Han migrants (encouraged by huge government investment in transport infrastructure); environmental damage caused by mining and construction; the marginalisation of the Tibetan language in schools. The ageing of the Dalai Lama (he is 77) and his announcement in 2011 that he was retiring as head of Tibet’s government-in-exile in India are also factors. A growing sense that this incarnation of the Dalai Lama might not have much longer is fuelling demands for his return to the land that he fled after a failed uprising in 1959.

<h3>Too long in exile</h3>
"[In] this life…service at least in the field of Tibetan struggle now already end", says the Dalai Lama in his halting English in the Indian town of Dharamsala that is his home. He is now, he says, devoting himself to the promotion of religious harmony and a dialogue between Buddhism and modern science. China is not convinced. Robert Barnett of Columbia University says that in recent weeks Chinese officials have increasingly accused the "Dalai Lama clique" of organising the burnings.
Mr Barnett says it is possible that China will try to defuse the tensions by reopening talks with the Dalai Lama’s representatives. There have been no such meetings since January 2010, when the two sides reached an impasse over differences relating to the envoys’ call for "genuine autonomy" for Tibet, while accepting that it remain part of China. (Other Tibetans in India still want independence, a cause of dispute among the exiles.) Chinese officials denounce even the compromise of autonomy as a scheme for achieving full independence. Among China’s other concerns is a proposal that Tibet be defined as the TAR plus the Tibetan-inhabited areas of neighbouring provinces, an area one quarter the size of China (see map).
<h3>Sleeping demon</h3>
The Dalai Lama’s retirement could make a resumption of talks more difficult. In August 2011, after winning an election in which nearly 50,000 Tibetan exiles voted, Lobsang Sangay, a Harvard academic, took over as head of the exiled government and assumed the political role once played by the Dalai Lama ("now demon peacefully sleeping", the holy man quips, referring to a word he says Chinese officials have used to describe him). Mr Sangay says that China can still hold talks if it wants with the Dalai Lama’s representatives. But those envoys resigned in June, citing the "deteriorating situation" in Tibet and China’s failure to "respond positively" to autonomy proposals. Among the powers Mr Sangay has taken on is the right to appoint the envoys’ successors, who have yet to be chosen. This will make China wary of beginning talks, for fear of conferring legitimacy on the new exile administration.
Some Tibetans in India see a glimmer of hope in China’s ten-yearly change of leadership which will be completed with the appointments of Xi Jinping as president and Li Keqiang as prime minister shortly before the end of the annual session of China’s parliament, the National People’s Congress, on March 17th (see next page). Mr Xi’s predecessor, Hu Jintao, was party chief in Tibet during an outbreak of unrest in the late 1980s which he resolutely suppressed (just as he suppressed the far bigger eruption in 2008). Mr Xi, goes the thinking, could be different. In the 1950s the Dalai Lama got to know Mr Xi’s late father, Xi Zhongxun, who was one of Mao Zedong’s comrades. The elder Xi received a watch from the Dalai Lama, which he wore long after the flight to India. If the father had a soft spot for the Dalai Lama, optimists think, so might the son.
In recent months the birthplace of the Dalai Lama in Hongya village, about 30km (20 miles) south-east of Kumbum monastery, has been given a makeover, though no one is sure why. Despite a crackdown on Dalai Lama worship elsewhere on the plateau, visitors to the grey-walled compound can see photographs of him, as well as a golden throne intended for him to sit on should he ever return. A caretaker says money for the recent improvements (including new bricks and a coat of paint) came from the government. She says foreigners are not allowed inside, but gladly shows around a group of Tibetan pilgrims who have driven hundreds of kilometres to see the site. But exiled officials are unimpressed and the Dalai Lama is cautious. "Better to wait till some concrete things happen, otherwise…some disappointment", he says with a chuckle.
Indeed, disappointment still appears likely. Mr Xi is under little pressure from other countries to change Chinese policy on Tibet. The unrest in 2008 broke out as China was preparing to host the Olympic games. It wanted the event to mark the country’s emergence as an open-minded world power. Despite that, it cracked down hard on the protests, but in a concession to international demands, resumed talks with the Dalai Lama’s representatives less than two months later. Two rounds were held before the games started, but with no obvious progress.
Since 2008 the West’s economic malaise has made China even less amenable to foreign persuasion on Tibet. Britain, hoping to reduce China’s prickliness on the issue, announced in October that year that it was abandoning its century-old policy (unique among Western countries) of merely recognising China’s "suzerainty" over the region rather than its sovereignty. It has reaped no obvious reward. Britain’s relations with China were plunged into a prolonged chill by a meeting last May between the Dalai Lama and the British prime minister, David Cameron. Global Times, a Beijing newspaper, said last month that China had "more leverage than Britain" in the two countries’ relations, adding with some justification: "Few countries can afford to really be tough against China."
<h3>One nation indivisible</h3>
Mr Xi faces little pressure from public or elite opinion inside China, other than to maintain a firm grip. Some Chinese intellectuals have questioned whether the government’s heavy-handedness in Tibet will bring about long-lasting stability. A small but seemingly growing number of Han Chinese, the country’s ethnic majority, are attracted by Tibetan Buddhism (Han visitors to Kumbum Monastery thronged around its statues and clasped their hands in prayer during the recent festivities). But concessions to the Dalai Lama on autonomy have little support in China.
Few observers expect any relaxation of what seems to be a stepped-up effort to stop Tibetans fleeing to India. Before 2008, 2,000-3,000 a year were doing so. This fell to a few hundred after the unrest that year. A new refugee centre opened in Dharamsala in 2011, with American funding and the capacity for 500 people. In 2012 fewer than 400 escaped. At the beginning of March only two people--a couple from a Tibetan area of Sichuan province--were there. Before they left their village, they had to sign a document saying they would not go to India. For Tibetans, even visiting Lhasa needs a permit. Last year hundreds were detained, some of them for months, after returning from legal trips to India in which they surreptitiously attended teachings by the Dalai Lama in Bodh Gaya, a holy Buddhist site.
Heavy security in Tibet, including riot police patrolling the streets of Lhasa, may help prevent another plateau-wide explosion like that of 2008. But the sight of Tibetans setting themselves on fire, and official attempts to denigrate them, are deepening the region’s wounds. Little chance of resolution is in sight. The weeping monk recalls that, after an earthquake in 2010 in Qinghai’s Yushu county, officials asked some victims what they needed. They replied that they just wanted the Dalai Lama back. "They can control us," the monk says, "but they can’t control our hearts."
