Kolkata (West Bengal) [India], June 12 (ANI): The World Health Organisation has confirmed the human case of <keyword id="3653784" type="General" weightage="20" keywordseo="bird-flu-in-india" source="Orion">bird flu in India</keyword>, after the <keyword id="15897682" type="General" weightage="20" keywordseo="H9N2-virus" source="Orion">H9N2 virus</keyword> was detected in a four-year child in West Bengal. Overall, this is the second <keyword id="21166335" type="General" weightage="20" keywordseo="human-infection" source="keywords">human infection</keyword> of <keyword id="2663051" type="General" weightage="20" keywordseo="Avian-Influenza-A" source="Orion">avian influenza A</keyword> (H9N2) notified to WHO from India, with the first being done in 2019. The child has recovered and was discharged from the hospital. WHO received a notification from the International Health Regulations (IHR) National Focal Point (NFP) for India, regarding a human case of avian influenza A(H9N2) virus infection in West Bengal, the health body said in a press release. "The patient is a 4-year-old child residing in West Bengal state. The case, previously diagnosed with hyperreactive airway disease, initially presented to the paediatrician with fever and abdominal pain on 26 January 2024. He developed seizures on January 29 after which he was brought to the same paediatrician. The patient was admitted to the pediatric intensive care unit (ICU) of a local hospital due to the persistence of severe respiratory distress, recurrent high-grade fever and abdominal cramps. The patient tested positive for influenza B and adenovirus. He was discharged from the hospital on February 28 but with a recurrence of severe respiratory distress, he was referred to another government hospital and was admitted to the pediatric ICU and intubated on March 3. His nasopharyngeal swab was sent to the Kolkata Virus Research and Diagnostic Laboratory and tested positive for influenza A (not sub-typed) and rhinovirus. On April 26, the sample was sub-typed as influenza A(H9N2) through a real-time polymerase chain reaction. The patient was discharged from the hospital with oxygen support on May 1. WHO said that the infected patient had exposure to poultry at home and in the surroundings. It, however, also affirmed there were no known persons reporting symptoms of respiratory illness in the family, the neighbourhood, or among healthcare workers at health facilities attended by the case at the time of reporting. The health body further warned that sporadic human cases could occur in the future as this virus is "one of the most prevalent avian influenza viruses circulating in poultry in different regions." Animal influenza viruses normally circulate in animals but can also infect humans. Infections in humans have primarily been acquired through direct contact with infected animals or through indirect contact with contaminated environments. Depending on the original host, influenza A viruses can be classified as avian influenza, swine influenza, or other types of animal influenza viruses, the WHO stated in the release. The health body further said that it is providing continued support to the government of India through technical advice, updates on risk assessment and updating contingency plans- both in the human and animal sectors in line with the global guidance.

Yet, a large number of rural areas lack proper healthcare infrastructure – and in particular, the states of Bihar, Jharkhand, Andhra Pradesh, Uttar Pradesh, and West Bengal – which face an acute shortage of PHCs. A PHC or a primary healthcare center (PHC) is manned by at least one doctor covering a population of 20,000 people, has at least four beds, and is preventive and curative while a sub-center offers very basic services like immunization. Fewer PHCs means more ‘distance’ in healthcare access and extra burden on existing centres. Indian rural healthcare centres are so few and so burdened that people are avoiding them

<ul><li><keyword id="43945" type="COMPANY" weightage="20" keywordseo="Chhattisgarh">Chhattisgarh</keyword> has become the latest state to exit the central government’s <keyword id="6199405" type="UNKNOWN" weightage="20" keywordseo="ayushman-bharat">Ayushman Bharat</keyword> <keyword id="35450" type="COMPANY" weightage="20" keywordseo="insurance">insurance</keyword> scheme. </li><li>In addition to <keyword id="6357783" type="UNKNOWN" weightage="20" keywordseo="West-bengal">West Bengal</keyword> and Chhattisgarh, the non-BJP ruled states of Odisha, Telangana as well as Delhi have also rejected the scheme. </li><li>All of these states either have plans to or have already started their own health insurance coverage schemes.</li></ul>The central Indian state of Chhattisgarh has become the latest state to exit the central government’s Ayushman Bharat insurance scheme. The state’s health minister, T S Singhdeo, said that the government would instead offer its <a href="https://indianexpress.com/article/india/chhattisgarh-to-move-towards-universal-healthcare-plan-t-s-singhdeo-5543794/">own universal healthcare scheme</a> featuring free medicines, outpatient care, and improved public health infrastructure via an existing network. In addition to West Bengal and Chhattisgarh, the non-BJP ruled states of Odisha, Telangana as well as Delhi have also rejected the scheme. All of these states either have plans to or have already started their own health insurance coverage schemes. Delhi, in particular, took a similar line as West Bengal in that it objected to how the scheme was being branded as mainly a central government programme. The common thread across these states rejecting the programme is that they are ruled by the rivals of <keyword id="6354642" type="PERSON" weightage="20" keywordseo="Modi">Modi</keyword>’s Bharatiya Janata Party (BJP). However, that is not the only challenge. The national health insurance scheme was rolled out at the end of September last year, with the stipulated aim of covering 110 million families to the tune of half a million rupees a year. Around <a href="https://timesofindia.indiatimes.com/india/ayushman-bharat-a-game-changer-6-85-lakh-patients-treated-in-100-days-jaitley/articleshow/67335634.cms">685,000</a> patients had reportedly availed of the scheme by the end of 2018, according to Finance Minister Arun Jaitley. As the minister from Chhattisgarh explained, Ayushman Bharat provided insurance for secondary and tertiary <keyword id="6354525" type="UNKNOWN" weightage="20" keywordseo="healthcare">healthcare</keyword> in hospitals, whereas <a href="https://economictimes.indiatimes.com/industry/healthcare/biotech/healthcare/chhattisgarh-govt-to-pull-out-of-ayushman-bharat/articleshow/67550227.cms">nearly 80%</a> of the state’s citizens required primary healthcare services. Outpatient treatment, which is hugely popular with India’s poor households according to <a href="https://www.brookings.edu/wp-content/uploads/2016/12/201612_health-and-morbidity.pdf">a Brookings report</a>, isn’t provided under the scheme. In addition, as public hospitals lack the requisite infrastructure, the government is relying heavily on private hospitals, which aren’t that widespread in semi-urban and rural areas and can promote expensive treatments to improve their margins. The programme is not well funded either. The central government will have to increase its annual funding for the scheme as its ₹20 billion allocation in the 2018 Budget is insufficient - <a href="https://www.livemint.com/Politics/kYhU6jUzQHcz4gexCpVUQP/Confident-of-getting-more-funds-for-Ayushman-Bharat-CEO-Ind.html">a view echoed </a>by the CEO of the programme, Indu Bhushan. As of end-December 2018, the central government had already authorised <a href="https://www.thehindubusinessline.com/money-and-banking/centre-has-spent-850-crore-on-ayushman-bharat-till-date/article25836102.ece">₹8.5 billion </a>worth of claims. A higher allocation will likely be unveiled in the government's interim budget on February 1st. Whose insurance is it anyway The state of West Bengal, which merged its own health protection programme Swastyasathi with Ayushman Bharat last year, also pulled out of the scheme. Chief minister Mamata Banerjee rationalised the move by citing the central government’s attempts<a href="https://indianexpress.com/article/india/mamata-banerjee-pulls-out-of-pmjay-ayushman-bharat-scheme-says-centre-taking-credit-5532864/"> to take full credit</a> for what was essentially a joint effort, wherein the state government shared 40% of the cost. While the states’ pull-out will affect the momentum and portability of the national programme, it also indicates the problems associated with its implementation. Granted, it's only been a little over 100 days since the scheme came into operation, but the gaps in the plan are already evident. PremjiInvest is the family office of billionaire Azim Premji, founder chairman of Wipro. The company is India's second-largest pharmacy retailer in terms of the number of stores and revenue. It sells a wide range of products, including pharmaceutical and wellness products -- medicines, vitamins, medical devices and test kits, and fast-moving consumer goods -- home and personal care products, toiletries, baby care products, soaps and detergents, and sanitisers. Dhankhar said NICED has been chosen as one among two dozen centres in the country for the third phase trial of the indigenously developed coronavirus <keyword id="24209" type="PERSON" weightage="20" keywordseo="vaccine">vaccine</keyword>, and expressed confidence that the procedure would be conducted smoothly. "India has done commendably well (when it comes to handling the pandemic). It is all on account of the country's visionary leadership," he said. The governor further said that the Centre's <keyword id="6199968" type="UNKNOWN" weightage="20" keywordseo="Ayushman-Bharat-scheme">Ayushman Bharat scheme</keyword>, which provides free healthcare services, has provided succour to many amid the crisis. Notably, the scheme has not been implemented in West Bengal so far. The TMC government had said in September that it would implement the scheme if funds for the programme are routed through the state administration, contrary to the provisions laid down by the Centre. Covaxin's phase three regulatory trial begins in Kolkata

Kolkata, Apr 20 () Hitting out at the Centre for sending teams to the state to assess the implementation of the ongoing lockdown and its reported violation in some areas, West Bengal Chief Minister Mamata Banerjee wrote to Prime Minister Narendra Modi on Monday, asserting that such action was unilateral and not desirable.She said the two inter-ministerial central teams (IMCTs) did not contact the state government, which was supposed to look after the logistic arrangements on their arrival.The Centre has said the COVID-19 situation is "especially serious" in Mumbai, Pune, Indore, Jaipur, Kolkata and a few other places in West Bengal, and warned that violation of lockdown measures may facilitate the spread of the novel coronavirus further.In identical orders issued to Maharashtra, Madhya Pradesh, West Bengal and Rajasthan on Sunday, the Union home ministry said there were several incidents of violence against frontline healthcare professionals, complete violation of social-distancing norms and movement of vehicles in urban areas.While one central team arrived here on Monday, another reached Jalpaiguri district.Banerjee said the basis on which the Centre proposed to deploy its teams was "unclear", adding, "We would not be able to move ahead on this as without valid reasons, this might not be consistent with the spirit of federalism."She said these observations of the Centre were "devoid of any facts" and "do not lend credibility" to its claim.For example, of the districts identified, Kalimpong reported the last incidence of infection on April 2. Similarly, the last incidence of infection reported in Jalpaiguri was on April 4 and in Darjeeling on April 16, Banerjee wrote to Modi.It showed that the selection of districts and the observations were made unilaterally and it was nothing but a figment of imagination and unfortunate, the chief minister said, adding that her government was proactively enforcing the lockdown measures as notified by the Centre and maintaining a close liaison with the Union ministries concerned.She also pointed out that West Bengal had announced a lockdown before the Centre did so."...and even before the extension of the lockdown, which was called on April 14, the state government had already extended the lockdown till April 30," Banerjee said."I am sure you will kindly agree that such unilateral action on the part of the central government is not desirable at all, especially when both the central and state governments are working together relentlessly round the clock to contain the COVID-19 crisis," she added.The central teams will focus on compliance and implementation of the lockdown measures, supply of essential commodities, social distancing, preparedness of the state's health infrastructure, safety of health professionals and the condition of the relief camps for labourers and poor people, a home ministry spokesperson said.
