A woman riding pillion on a motorcycle was groped and harassed by a group of men in a <keyword id="22629766" type="General" weightage="20" keywordseo="waterlogged-area" source="keywords">waterlogged area</keyword> here, prompting police to arrest four people and take action against eight officials, including the <keyword id="19916219" type="General" weightage="20" keywordseo="DCP" source="keywords">DCP</keyword> concerned. While five police personnel, including the local police station incharge, were suspended, the deputy commissioner of police (East <keyword id="19945772" type="General" weightage="20" keywordseo="lucknow" source="keywords">Lucknow</keyword>), additional DCP and assistant commissioner of police (ACP) were shunted out for <keyword id="20010019" type="General" weightage="20" keywordseo="negligence" source="keywords">negligence</keyword>, an official statement said on Thursday. A purported video of the incident, which took place near the underpass close to the Taj Hotel in the posh <keyword id="20727159" type="General" weightage="20" keywordseo="Gomti-Nagar" source="keywords">Gomti Nagar</keyword> area on Wednesday, went viral on social media. In the video, the men are seen splashing water on the motorcycle wading through the waterlogged road. The men quickly surround the motorcycle and some start pulling it from behind. Amidst the melee, while the man driving the motorcycle tries to pull through, at least one of the accused gropes the woman who is riding pillion. The men stop pulling the motorcycle only when the woman falls down. "Taking cognizance of the incident, an FIR was lodged at Gomti Nagar police station. Police formed four different teams, including a crime team, to apprehend the culprits. "As a result, four accused were arrested and based on the evidence collected and <keyword id="19966677" type="General" weightage="20" keywordseo="CCTV-footage" source="keywords">CCTV footage</keyword>, additional relevant sections have been added to the FIR," the statement issued by police said. The accused have been booked under sections 191(2) (rioting) and 74 (assault or use of criminal force with intent to outrage modesty) and other relevant provisions of the Bharatiya Nyaya Sanhita, it said. <keyword id="20693870" type="General" weightage="20" keywordseo="Lucknow-Police" source="keywords" meta.keywordsubtype="org" meta.entityname="Lucknow Police" meta.hostid="261" meta.entityid="Lucknow Police">Lucknow Police</keyword> Commissioner Amrendra Kumar Sengar said two of the four arrested accused -- Pawan Yadav and Sunil Kumar -- were identified through CCTV footage on Wednesday night and they led police to the other two -- Mohammed Arbaaz and Viraj Sahu. "Raids are being conducted to arrest the other accused," Sengar said. Acknowledging "apparent negligence" in handling the situation, the police statement said DCP (East Lucknow) Prabal Pratap Singh, Additional DCP Amit Kumawat and ACP Anshu Jain have been removed from their positions with immediate effect. Inspector Incharge Deepak Kumar Pandey, Chowki Incharge Rishi Vivek and three other police personnel present at the chowki -- Sub-Inspector Kapil Kumar and Constables Dharmveer and Virendra Kumar -- have been suspended, the statement said.

Residents faced problems in the lower areas of Sadar in the district due to waterlogging and road subsidence. As continuous rains battered the city, traffic was also disrupted. It has been raining heavily in Lucknow since Sunday, and more rainfall is expected on Monday, as per the weather forecast. As the monsoon season continues, people in the affected areas are advised to exercise caution and follow safety guidelines to stay safe amidst inclement weather. Earlier, the district official announced that all the schools in Lucknow will remain closed. In a press release, Lucknow District Magistrate Surya Pal Gangvar said, "In view of the <keyword id="45172" type="General" weightage="20" keywordseo="Heavy-rain" source="Orion">heavy rain</keyword> and bad weather in Lucknow since night and due to the alert of the Meteorological Department, a holiday has been declared in all schools today, September 11." After India witnessed the driest August since 1901, the IMD said that the monsoon is expected to be normal across the country during September. Apart from this IMD also informed that the rainfall in August over all of Central India and South Peninsular India was also the lowest since 1901, making it one of the worst months of monsoon deficiency in history. Informing about the maximum temperature, the Meteorological Department said that most parts of the country will have above-normal maximum temperatures whereas some areas in south peninsular India and some pockets of west-central India are likely to get normal to below-normal maximum temperatures. While cases were reported from the hotspot areas -- Sarojini Nagar, Aishbagh, <keyword id="56934" type="General" weightage="20" keywordseo="alambagh" source="Orion">Alambagh</keyword>, Kaiserbagh, Aliganj, Indira Nagar and NK Road, three came from Mohanlalganj and Kakori in the outskirts of the state capital. Chief medical officer (CMO) <keyword id="12347664" type="General" weightage="20" keywordseo="Dr-Manoj-Agrawal" source="Orion">Dr Manoj Agrawal</keyword> said, "All the patients are stable and recuperating at home." He said that hospitals have been told to screen all fever patients for dengue. The female Aedes Aegypti is the carrier of dengue virus and lays eggs in fresh water accumulated in and around houses. Experts have advised people to take due precautions as dengue cases may surge further due to waterlogging after the post monsoon rains.
