<ul><li>The national capital of India may be facing a <keyword id="6355017" type="UNKNOWN" weightage="20" keywordseo="water-shortage">water shortage</keyword> over the next three days.</li><li>The water shortage will not only impact the general population, but also hospitals, which are currently reeling from the surge in COVID-19 patients.</li><li>According to the Delhi Jal Board (DJB), Haryana is to blame for reducing the supply of water by 20% to 30% as well as making the water dirtier.</li><li>The DJB has filed a petition with the Supreme Court to address the issue. The court will hear the cases tomorrow on May 6.</li></ul>India’s national capital, New Delhi, has been under lockdown for nearly three weeks now, due to the surging number of COVID-19 cases. And a water shortage will only make things worse. The city is already facing a number of shortages as it is, from vaccines to oxygen to medical supplies. The administration in Delhi saw this coming, more than a month ago. The vice chairman of the Delhi Jal Board (DJB), Raghav Chaddha, claims he has even written multiple letters to the Haryana Chief Minister to address the issue, but no resolution has been offered. With no other option on the table, the DJB finally moved the Supreme Court to help the national capital in its moment of crisis. It told the apex court that there is a critical shortage in water being supplied from the neighbouring states of Punjab and Haryana. As of April, that flow was down to around which means only around 200 million gallons of water is coming in. As a result there was a shortage of water at the Sonia Vihar and Bhagirathi water treatment plants. To make matters worse, the water is dirtier than it used to be. The high ammonia concentration in the Yamuna has affected the productivity of the water treatment plants in Chandrawal and Wazirabad. These two plants are responsible for churning out an average of 228 million gallons of water a day for the people of Delhi. As per the latest estimates, levels at the Wazirabad water treatment plant have fallen by over 1% from the standard level of 674.5 feet to 667.2 feet of water. <cmsannotation type="cmsannotation" annotationid="Delhi saw the water shortage coming" comment="subhead" text="Delhi saw the water shortage coming">Delhi saw the water shortage coming</cmsannotation> This is not the first time that the DJB has had to go to the Supreme Court. On March 23, the DJB told the bench headed by CJI Sharad Arvind Bobde that Haryana has plans to cut 20% of its water to Delhi to repair work in one of its canals. Senior advocate AM Singhvi and advocate Gautam Narayan, appearing for the DJB, urged the court to order Haryana to postpone the work. They argued that a reduction in water supply during the peak summer months would adversely affect the national capital. At the time, the Supreme Court had ordered Haryana, as well as Punjab and the Bhakra Beas Management Board, to not make any changes to the supply of water to Delhi until April 6. The court then extended the water supply order to April 14. The following week, on April 19, the Supreme Court appointed a committee to conduct a local inspection with regard to the quality and quantity of water coming in from Haryana to Delhi. Disputes of water between Delhi and Haryana are not new. They happen every summer when the supply of water is limited and the national capital is dependent on its neighbour to ensure adequate supply. But, this is the first time that the governments are using drones for traffic surveillance and keep a check on water logging. In Delhi, the two-judge bench of Justice GS Sistani and Justice Jyoti Singh said, "We have no hesitation in saying that all the departments would cooperate with each other to ensure that citizens are not inconvenienced during the coming monsoon." The contractors selected by the government will deploy drones with cameras to areas that are known to be vulnerable, and send images back to the data collection point. The operators at the data centers will then decide whether or not there is a risk of water logging at the moment and plan the next action. Before deploying any drones, the police has to approve the use of air space. So far, the Western Railways has only gotten permission for the Virar-Nalasopara area even though other stretches like Frant Road, Prabhadevi, Dadar and Bandra-Khar are also flood prone areas. Too much water or not enough In Delhi, the monsoon is a double-edged sword. There’s waterlogging, on the one hand, and a <a href="https://www.businessinsider.in/every-household-in-india-will-get-water-supply-by-2024-under-the-jal-jeevan-mission-says-nirmala-sitharaman/articleshow/70086396.cms">shortage of water</a>, on the other. The Delhi High Court has suggested that the city use the opportunity of monsoons to harvest water in water clogged areas, to hit two birds with one stone. New Delhi, Apr 12 () The average water consumption per person has increased by more than 60 per cent in urban areas of Bundelkhand region in Uttar Pradesh because of heightened sanitisation concerns amid the coronavirus pandemic, a study by a voluntary group has found.The preliminary analysis by 'Jal Jan Jodo Abhiyan' showed the average water consumption per person was 75 litres before March 15 but it increased to 125 litres owing to repeated handwashing, home cleaning, washing of clothes, national convener of the programme Sanjay Singh told in an interview on phone."We have based our projections on the rough estimates of water supply provided by Uttar Pradesh Jal Nigam and Jal Sansthans to Bundelkhand. We are waiting for a detailed data set from these organisations which will be possible only after the lockdown is lifted. Then we will have a clearer picture."Going by the data provided so far, we can safely say the per capita water consumption has increased by at least 60 per cent from the average consumption," Singh said.Known as "the waterman" in the parched Bundelkhand region, Singh has worked to conserve water for over 20 years. He initiated a novel concept of "Jal Saheli" under the voluntary group "Parmarth Samaj Sevi Sansthan" with which he has been associated for 25 years. The initiative brought women from nearly 150 villages to the forefront of water conservation, a scarce commodity in the region."Now a days,on an average, a person is washing hands five to seven times a day. People are also cleaning their homes. Using more water to clean vegetables and even in some extreme cases packets of milk and other commodities which has increased consumption. This is evident in the preliminary water procurement supply data," he said.The Bundelkhand region has seven districts spread across Uttar Pradesh and Madhya Pradesh with seven rivers flowing, 20 dams and numerous reservoirs,some of them over hundreds of years old.Still it grapples with water shortage because of its unique granite-base topography, which does not allow rainwater to seep and recharge the groundwater, Singh said.Most of the water supply comes from dams, which are also affected with silting requiring repeated maintenance, he said.Singh said the water problem is likely to get severe in coming days, but repair of hand-pumps and supply lines is halted because of the lockdown to contain COVID-19,he said."After the harvest season, work to repair ponds and reservoirs used to begin,but because of the pandemic there is a delay, which will affect the water conservation efforts to tap the rainwater during the monsoon," he said.Singh said 70 per cent of water is used in agriculture while about 12 to 15 percent is used in industries and personal consumption."If the problem of COVID-19continues to increase, it will keep on increasing water consumption.With dwindling natural resources for water, it will be an uphill task to meet the promise of tap water in every home by 2024 because of increased demand" he said.People will have to change their lifestyles to adapt to pandemics like COVID-19withlimited water usage, he said.
