(AP Photo/Mark Lennihan)</p></div><p></p></div></div></p><ul><li><strong>The sizzling initial-public-offering market of 2019 continues with five companies valued at over $1 billion already having gone public this year.</strong></li><li><strong>While the majority of these companies have soared in their debut, retail investors have mostly struggled to benefit from the upside.</strong></li><li><strong>Markets Insider walks through the challenges that retail investors face getting pre-IPO shares and also the risks. </strong></li><li><strong>Read more stories at <a href="https://markets.businessinsider.com/">MarketsInsider.com</a></strong></li></ul><p>The initial-public-offering market has been red-hot in 2019 with several tech "unicorns" going public and cementing their multi-billion dollar status. <a href="https://markets.businessinsider.com/private-company/tradeweb">Tradeweb</a>, <a href="https://markets.businessinsider.com/private-company/pagerduty">PagerDuty</a>, <a href="https://markets.businessinsider.com/private-company/pinterest">Pinterest</a>, and Zoom<span style="background-color: #ffffff;"> have all gone public with shares rising significantly in their trading debuts.</span></p><p>All of these stocks shot up by at least 25% in their initial trade. Zoom topped the list with an 81% gain. The ride-hailing unicorn Lyft has proved to be a notable exception, with shares eeking out a small gain on the first day of trading before <a href="https://markets.businessinsider.com/news/stocks/lyft-stock-price-hits-new-low-down-35-post-ipo-2019-4-1028111481?utm_campaign=browser_notification&amp;utm_source=desktop">tumbling 20% below its IPO price</a>. </p><p>Despite the volatility, the IPO market remains red-ho<span style="background-color: #ffffff;">t with more companies to follow, including the mega-unicorn Uber which may seek a <a href="https://markets.businessinsider.com/news/stocks/lyft-stock-price-down-after-reports-of-ubers-expected-valuation-2019-4-1028101045?utm_campaign=browser_notification&amp;utm_source=desktop">valuation as high as $100 billion</a>.</span></p><p>Despite this activity, many small investors will struggle to get a piece of the pre-IPO action. Investing in initial public offerings is far more complicated than placing a trade to buy stock, as explained by <a href="https://www.fidelity.com/learning-center/trading-investing/trading/ipo-share-allocation-process">Fidelity</a>.</p><p>First off, IPOs are run by investment banks such as Goldman Sachs, Morgan Stanley, and Bank of America. Typically, a bank allocates 90% of the available shares to institutional investors, such as pension funds and hedge funds. Retail investors who who have brokerage accounts with the firm are typically allotted 10%.</p><p>All retail investors seeking to get in pre-IPO must meet brokerage requirements of minimum investable assets as well as answer <span>Financial Industry Regulatory Authority (FINRA) questions about investment style and risk tolerance.</span></p><p><span>Once those requirements are met, retail investors must review the company's prospectus, which lays out the risks of the investment, and indicate the maximum amount of shares they wish to purchase. The day before an IPO begins trading, investors are given confirmation of their share allocations as well as pricing of the issue. </span></p><p>IPOs with strong demand are over-subscribed and investors usually only receive a part of their maximum indication, sometimes as low as 10-20%, with the brokerage firm deciding the exact amount each investor receives.</p><p><span>"Typically, customers with significant, long-term relationships with their brokerage firm will receive higher priority than those with smaller or new relationships," <a href="https://www.fidelity.com/learning-center/trading-investing/trading/ipo-share-allocation-process">according</a><span style="background-color: #ffffff;"><a href="https://www.fidelity.com/learning-center/trading-investing/trading/ipo-share-allocation-process"> to Fidelity's website</a>. I</span>n other words, the rich get richer while smaller investors may receive no shares at all despite their request.</span></p><p>To the extent that brokerage firms do allocate IPO shares to smaller investors, this is usually a sign that there is limited demand for the IPO which may result in weak trading.</p><p>"Historically if my broker called me up and tried to sell me on an IPO, I would say, 'This is not a good idea,' and take a pass," Timothy Loughran, a finance professor at the University of Notre Dame <a href="https://money.usnews.com/investing/stock-market-news/articles/2018-06-14/how-can-i-buy-a-stock-at-its-ipo-price">told US News &amp; World Report</a>. "The only time they were going to go down to someone like me is if the IPO is having trouble and they're having trouble placing the shares."</p><p>Despite these challenges, some companies have made an effort to broaden the allocatio<span style="background-color: #ffffff;">n to retail investors. Most notably, Facebook added <a href="https://money.cnn.com/2012/05/07/markets/facebook-ipo-investors/index.htm">E-trade as one of the 33 underwriters to its IPO</a>. E-t</span>rade then offered shares to its nearly 3 million retail accounts.</p><p>With demand outstripping supply, however, E-trade noted that shares would be allocated in a process where<span> "asset levels" and trading history would be taken into account. Similar to the bulge-bracket brokerage houses, larger clients received a preference.</span></p><p>Despite the craze for shares, IPOs carry real risks for investors. IPO investors who held onto shares of Facebook lost almost 50% of their money within two months of its stock-market debut as the social-media company suffered doubts about its valuation and growth prospects.</p><p>The shares ultimately recovered, and is up nearly 10 fold from its post-IPO low <span style="background-color: #ffffff;">of $20.10 i</span>n August 2012. More recently, Lyft's 20% post-IPO plunge is a reminder that IPO investing is not for the faint of heart.</p><p>Retail investors still looking for IPO allocations may not have a shot at the next Zoom, but will have more luck with sectors that attract less buzz and attention. These can include public offerings of Real Estate Investment Trusts or  energy stocks which often trade as partnership structures for tax reasons. A resolution through a postal ballot notice has been passed with requisite majority, the company said in a late night stock exchange filing on Wednesday. <br /><br /> According to the postal ballot notice, the company will raise up to Rs 1,524.60 crore by preferential issue of up to 46.20 crore <keyword id="20035340" type="General" weightage="20" keywordseo="equity-shares" source="keywords">equity shares</keyword> and/or warrants convertible into equivalent number of equity shares at a price of Rs 33 per apiece. <br /><br /> On September 23, the board of Reliance Power Ltd had approved raising Rs 1,524.60 crore through issue of preferential shares, wherein promoters will infuse Rs 600 crore into the company to advance its business.<br /><br /><div type="Article" hostid="261" msid="79183505" title="Happy Dhanteras 2024 messages and wishes" mstype="2" mssubtype="0"></div><br /> Reliance Infrastructure, the promoter of the company, will enhance its equity stake by over Rs 600 crore. Apple is hiring 400 employees in India – roles, how to apply and all you need to know

<ul><li>FMCG giant HUL’s shares reported a decline of over 6% on Thursday.</li><li>This comes a day after the company reported a 2.33% decline in consolidated net profit in Q2.</li><li>The stock tanked 6.59% to ₹2,483.95 on the NSE.</li></ul>Shares of FMCG major <keyword id="20002610" type="General" weightage="20" keywordseo="Hindustan-Unilever" source="keywords">Hindustan Unilever</keyword> Ltd (HUL) on Thursday tumbled over 6% after the firm reported a 2.33% decline in consolidated net profit for the second quarter ended in September. The stock tanked 6.59% to ₹2,483.95 on the NSE.<br /><br />The stock emerged as the biggest laggard among the Sensex and Nifty firms during the morning trade.<br /><br />Hindustan Unilever Ltd on Wednesday reported a 2.33% decline in consolidated net profit at ₹2,595 crore for the second quarter ended in September 2024, impacted by moderation in demand from the urban market.<br /><br />The company had logged a net profit of ₹2,657 crore in the July-September quarter a year ago, HUL said in a regulatory filing.<br /><br />However, revenue from product sales was up 2.36% at ₹15,703 crore in the September quarter, from ₹15,340 crore in the year-ago period, HUL which owns power brands such as Surf, Rin, Lux, Pond's, Lifebuoy, Lakme, Brooke Bond, Lipton and Horlicks said.<br /><br />"In the September quarter, <keyword id="21419477" type="General" weightage="20" keywordseo="FMCG-demand" source="keywords">FMCG demand</keyword> witnessed moderating growth in urban markets, while rural continued to recover gradually. In this context, we delivered a competitive and profitable performance," HUL CEO and Managing Director Rohit Jawa said.<br /><br />HUL reported an underlying sales growth of 2% and underlying volume growth of 3%. Total expenses were at ₹12,581 crore in the September quarter, up 3.03% year-on-year.<br /><br />HUL's total income, which includes other income, was up 2.14% to ₹16,145 crore in the September quarter of FY25.<br /><br />Addressing an earnings call, HUL CFO Ritesh Tiwari said, "Two thirds of our business we do in urban areas, and one-third we do in rural areas … we are seeing growth in the urban market moderating. Hindustan Unilever shares tumble over 6% post Q2 results

<ul class="summary-list"><li><strong>I've been taking my kids to Disney World for over a decade, and I help friends plan their trips.</strong></li><li><strong>The biggest tip I have is to return to their hotel each afternoon for a dip in the pool and a nap.</strong></li></ul><p>I'm a major Disney Parks fan who lives close to Walt Disney World Resort and writes about theme parks for a living. I'm also a mom who has been taking her kids to Disney for over a decade. This means when people I know — from family members to random Facebook acquaintances — plan a Disney World trip, they usually reach out to me for tips to make it run smoothly.</p><p>Often, they want to know whether <a href="https://disneyworld.disney.go.com/genie/" target="_blank" rel="noopener">Genie+</a> is worth the expense (it is) or how to get their most coveted dining reservations (use a third-party reservation-tracking website, such as <a href="https://n.touringplans.com/walt-disney-world/reservation-finder" target="_blank" rel="noopener">Touringplans.com</a>). I'm always happy to share these tips and more, but there's one piece of advice I always impart, unsolicited: Visit one Disney World theme park in the morning, return to your hotel for some pool time and a nap in the afternoon, and then go back to the parks in the evening.</p><h2>A Walt Disney World vacation can be magical — and exhausting</h2><p>The first time my family visited Disney World in Florida, my kids were preschoolers, and we were still living in Maryland. I was the kind of mom who shopped for perfect theme-park outfits for each of my kids, read books and blogs on all the must-do things, and used a travel planner to help me secure every FastPass (Disney World's former way of scheduling times to ride various attractions) and dining reservations. </p><p>I dragged my kids all over the park trying to see and do it all, only to feel frustrated when I realized that between crowds, lines, and two tired kids, doing it all was impossible. Even in 2012, the trip <a href="https://www.insider.com/using-disney-world-as-office-what-its-like-in-every-park-ranked">cost us thousands of dollars</a>, and I came home swearing Disney was too stressful and I'd never go back.</p><p>When we gave it a try again the following year, I promised my husband we'd go in with a different game plan. Since our kids were early risers, we'd visit a theme park from the time it opened until after lunch, then return to our hotel to swim and take naps before showering and heading to another park for dinner. That's why people who crash diet typically end up craving and eating more junk food.</p><p>On the flip side, <a href="https://psycnet.apa.org/record/2000-03444-003">some behavioral scientists</a> think allowing yourself a lapse in self control every now and then could be key to maintaining will power.</p><h2>Flex your 'self-control muscle'</h2><p>Picture self control as a muscle. If you're constantly working that muscle, it will eventually run out of energy, leading you to lose control later on.</p><p>Financial experts say this principle holds true when it comes to money. For example, if you say "no" to eating out with friends every time they ask for the sake of sticking with a tight budget, your deprivation might cause you to overdo it later on, leading you to spend <em>more</em> money.</p><p>Todd Christensen, accredited financial counselor and education manager at <a href="https://moneyfit.org/">MoneyFit,</a> regularly counsels clients and leads workshops on effective budgeting.</p><p>He compares an overly-tight budget with no wiggle room to physical pressure. "Like a release valve on a steam engine, if we don't release the pressure on the boiler, it will explode, leading to massive overspending and loss of effectiveness."</p><h2><strong>How to 'let loose' without totally losing control</strong></h2><p>Just because an ultra-strict budget <em>could</em> cause you to overspend doesn't mean you should throw out the budget altogether.</p><p>Mindless spending with no boundaries in place isn't a great solution, either, since it can result in the same over-spending problem.</p><p>So what's the happy medium for keeping the self-control muscle strong, but not fatigued?</p><p>Christensen says the best way to give your self-control muscle a rest is with intention and thoughtfulness.</p><p>By incorporating some incidental, frivolous spending into your budget plan, you can make sure you're not totally deprived of opportunities to spend money on things you enjoy, while also ensuring you don't go overboard.</p><h2><strong>Build 'fun money' into your budget</strong></h2><p>To maintain a healthy balance of saving and spending, Christensen often recommends his clients build "cheat days" into their financial routine. "It's fine to spend money on the frivolous and temporary," he says. "Just set some money aside every month for just such a purpose."</p><p>For those who want to keep a stricter budget while allowing themselves a chance to spend, he suggests taking "fun money" out of your paycheck in cash so you can have it with you to spend however you want throughout the next week, two weeks, or month.</p><h2><strong>Stretch spending money across budget categories</strong></h2><p>While some spenders might prefer a lump sum of spending money to use on a whim, Christensen says incorporating your spending money into other budget items could be more effective.</p><p>For example, rather than allotting a lump sum of $X to "housing expenses," Christensen recommends breaking up housing-related costs into percentages and categories that encompass not just utilities and bills, but also line items like improving (home renovations and maintenance) and enjoying (home entertainment and leisure).</p><p>Budget-minded individuals could apply the same principle to other spending categories. For instance, if you have a "food" category, groceries could take up 70% of it. But make sure to include room for the occasional restaurant splurge with a 30% "enjoy" fund.</p><p>"The enjoying piece of the pie is the most important, in my mind," Christensen says. The six-time NBA All-Star reportedly said he's "willing to give up everything" in order to fight on behalf of marginalized people and communities.</p><p>That may seem like a daunting mission. But fortunately for Irving, WNBA superstar Maya Moore has already charted a path for athletes looking to use their platforms to exact societal change.</p><p>Moore — a four-time WNBA champion and six-time WNBA All-Star — has already opted out of one season to commit all of her time to fight for criminal justice reform. Back in January, the 2014 league MVP committed to missing a second consecutive campaign with the Minnesota Lynx to continue her efforts. She won't participate in the league's recently announced plans for the 2020 season.</p><h2>During the prime of her career, Moore stepped out of the spotlight to help fight for a man's freedom</h2><p><div type="image" title="maya moore" height="1125" width="1500" msid="76428411" hostid="261"></div></p><p>For more than a year, Moore devoted her energy to exonerating a prisoner she believed was wrongly convicted of burglary and assault, according to <a href="https://www.nytimes.com/2020/01/22/sports/basketball/maya-moore-jonathan-irons.html">reporting from The New York Times</a>. At 16 years old, Jonathan Irons was accused of burglarizing a home in the suburbs of St. Louis, Missouri, and assaulting the homeowner with a gun.</p><p>Though the prosecution was based entirely on eyewitness testimony — without corroborating witnesses, fingerprints, footprints, DNA, or blood evidence, according to Irons' attorneys — the then-teenager was convicted by an all-white jury and sentenced to 50 years in prison.</p><p><div type="image" title="maya m" height="3500" width="2466" msid="76428413" hostid="261"></div></p><p>When Moore met Irons during a 2017 visit to the Jefferson City Correctional Center in her hometown, Irons was 19 years into his sentence. The WNBA, Team USA, and former UConn Huskies superstar was immediately drawn to his story — so much so, in fact, that she gave up her <keyword id="36237" type="SPORT" weightage="60" keywordseo="basketball">basketball</keyword> career to fight on his behalf.</p><p>In 2019, Moore walked away from the hardwood to pursue this passion. From then on, Moore advocated for Irons' appeal by helping to pay for his defense team and regularly showing up at court in-person to show her support, per The Times. And with her decision not to return for the 2020 season, the two-time Olympic gold medalist also committed to missing out on the upcoming summer games in Tokyo.</p><p>"The dark reality is that there are so many people wrongfully imprisoned," <a href="https://www.latimes.com/sports/story/2020-03-14/wnba-maya-moore-criminal-justice-reform-jonathan-irons">Moore told the Los Angeles Times</a>. "I decided that it was time for me to use my voice and the resources that I had to publicly help Jonathan's cause and draw attention to criminal justice reform."</p><p>"I got to know the facts of his case and over the years learned more and more," she added. "When I decided to step away from the game, I knew that would provide me with more time to work on the case."</p><h2>Moore's commitment to Irons' cause paid off</h2><p>In March, Cole County Circuit Judge Daniel Green <a href="https://www.insider.com/jonathan-irons-case-overturned-wbna-maya-moore-advocated-for-him-2020-3">overturned Irons' conviction</a> citing exculpatory evidence that he said was withheld during Irons' initial trial.</p><p>After 23 years in prison, Irons is one step closer to becoming a free man.</p><p>Missouri Attorney General Eric Schmitt has since appealed Green's decision, arguing that the judge's characterization of some evidence as "newly discovered" was inaccurate.</p><p>Irons will once again battle the state in pursuit of his liberation, and a series of courts will have to weigh in on the now-40-year-old's future, <a href="https://www.ksdk.com/article/news/local/jonathan-irons-case-appeal-advocated-wnba-maya-moore/63-7c125c4a-db9e-4659-853d-700f2bbc442a">according to KSDK</a>. Should Irons successfully navigate the system, the case could eventually return to St. Charles County's prosecutor's office, where St. Charles Prosecutor Tim Lohmar would have a choice to retry Irons or dismiss the case once and for all.</p><p>"If it does come back to us, DNA evidence, or a lack thereof, will play heavily in our decision," Lohmar said, per KSDK. "There was no DNA evidence in the original case."</p><p><div type="image" title="mm" height="1025" width="1367" msid="76428417" hostid="261"></div></p><p>Even though Irons and Moore have yet to achieve their ultimate goal — securing Irons' freedom — it's worth noting that Moore's status and platform have undoubtedly helped further the accused's case. As the Los Angeles Times' LZ Granderson writes, "Had Moore not left the WNBA and brought national attention to the case by getting involved, there is a good chance that Irons' sentence does not get overturned."</p><p><div type="image" title="maya" height="1363" width="1817" msid="76428419" hostid="261"></div></p><p>That would have all but guaranteed Irons' next 27 years would be spent behind bars.</p><p>"She saved my life," Irons told <a href="https://www.cbssports.com/wnba/news/minnesota-lynx-star-maya-moore-helps-overturn-conviction-for-innocent-missouri-man/">CBS Sports</a>. "I would not have had this chance if not for her and her wonderful family."</p><p>When it comes to fighting for social and criminal justice reform, Moore's work through <a href="https://winwithjustice.org/">Win With Justice</a> can serve as a model for all, but especially for high-profile athletes who want to devote their lives to making progress in these realms. </p><h2>If he's sincerely passionate about societal change, Irving can follow Moore's lead</h2><p>Irving is reportedly leading a movement of players who are objecting to the restart of the 2020 NBA season. <a href="https://www.espn.com/nba/story/_/id/29315648/new-nba-coalition-voicing-concerns-players">According to ESPN's Adrian Wojnarowski and Malika Andrews</a>, the group is calling for "the investment of resources and ideas of all league constituencies — from the commissioner's office, ownership level, management, and the players' association — in social justice reform."</p><p><div type="image" title="Kyrie Irving" height="1821" width="2429" msid="76428420" hostid="261"></div></p><p>"We are combating the issues that matter most: We will not accept the racial injustices that continue to be ignored in our communities," Irving and his coalition said in a statement to ESPN. "We will not be kept in the dark when it comes to our health and well-being. And we will not ignore the financial motivations/expectations that have prevented us historically from making sound decisions."</p><p>"This is not about individual players, athletes or entertainers," they added. "This is about our group of strong men and women uniting for change. We have our respective fields, however, we will not just shut up and play to distract us from what this whole system has been about: Use and Abuse."</p><p>Some, including retired NBA champion and current ESPN commentator Kendrick Perkins, have called on Irving to follow through on his statements if he truly believes there's work to be done.<div type="image" title="kendrick perkins okc thunder 2011" height="842" width="1123" msid="76428424" hostid="261"></div></p><p>"I read another statement that Kyrie made saying he's willing to give it up all," Perkins said on "The Jump." "Don't be willing. This ain't the time to be willing. Do it."</p><p>"No, Maya Moore, she wasn't willing. She did it," Perkins added. "She walked away from the game of basketball and took this on full time. So, Kyrie, this ain't the time to be talking about, 'Oh I'm willing to do it.' No, if you're gonna make a stance, do it or don't talk about it."</p><h2>Irving 'understands this moment,' according to a former NBA player who has recently found himself at forefront of the Black Lives Matter movement</h2><p><div type="image" title="kyrie" height="1667" width="2223" msid="76428433" hostid="261"></div></p><p>The crafty Nets star has been in close contact with 17-year NBA veteran Stephen Jackson in recent weeks. Jackson has become an outspoken advocate for police and criminal justice reform after Floyd, a childhood friend of his, suffocated to death when former Minneapolis police officers kneeled on his throat for more than eight minutes.</p><p>Irving has gotten emotional in their conversations, and Jackson says he's "passionate about" the issues at stake in this particular cultural movement.</p><p>"I just think he understands this moment," Jackson said of Irving during a conversation with Matt Barnes. "You know what I'm saying? And he's just like me. I don't have all the answers, you know what I'm saying? And he's speaking off heart, he's speaking off passion."</p><p>"He done called me crying because he literally knows that I'm putting in every single day," he added.</p><p>The coalition to push back against a 2020 NBA restart that Irving started has gained momentum in recent days. Los Angeles Lakers stars Avery Bradley and Dwight Howard have joined the call for the league to defer its plans in respect to the movement against police brutality, while <a href="https://www.netsdaily.com/2020/6/14/21290734/debate-engendered-by-kyrie-irving-has-nba-players-taking-sides-on-return-to-play">Jackson</a> and injured <a href="https://sports.yahoo.com/john-wall-agrees-kyrie-irving-164457551.html">Washington Wizards star John Wall</a> both have said they agree with their stance.</p><h2>Whether or not Irving is truly ready to walk away from the game of basketball, he can still make a huge impact in the fight against injustice</h2><p>Irving is one of the most popular — and talented — players in the NBA, so his star power would indubitably cast a spotlight on any cause to which he allots his time and energy. Should he choose to follow in Moore's footsteps by devoting his life to social justice reform, it would undoubtedly further the cause significantly.</p><p><div type="image" title="Kyrie Irving and Aaron Rodgers" height="899" width="1198" msid="76428434" hostid="261"></div></p><p>But walking away from a <a href="https://www.spotrac.com/nba/brooklyn-nets/kyrie-irving-8051/">$136,490,600 contract</a> and the game he's played throughout his life is no small feat, and there's little doubt that Irving can exact change while continuing to play. Who says he has to choose?</p><p>Many athletes have been instrumental to social causes while continuing to compete in their respective <keyword id="6356028" type="UNKNOWN" weightage="100" keywordseo="sports">sports</keyword>. LeBron James opened the "I Promise School," a public elementary school, for at-risk children in his hometown of Akron, Ohio, back in 2018. Michael Jordan and the Jordan Brand recently donated $100 million to organizations devoted to racial justice.</p><p>Megan Rapinoe has been a staunch advocate for marginalized communities throughout her National Women's Soccer League and US Women's National Team careers. And even though he wasn't given the opportunity to, Colin Kaepernick — arguably the most visible athlete-advocate of this generation — wanted to continue playing in the NFL while kneeling in protest of police brutality.</p><p><div type="image" title="colin kaepernick" height="1235" width="1647" msid="76428435" hostid="261"></div></p><p>Even Moore herself recognizes that social reform doesn't always have to be an all-or-nothing effort.</p><p>"We all have to make our own decisions with the choices that are in front of us," she told the Los Angeles Times. "I don't think I'm creating a model to follow, I just made a decision that was best for me."</p><p>"There is something everyone from every walk of life can do to be a part of justice," she added. "If you feel the need to do some extreme things, then do it. Scott Applewhite</span></p><p class="caption">Senate Majority Leader Mitch McConnell and Senate Minority Leader Chuck Schumer agreed to open immigration debate.</p></div><p></p></div></div></p><ul><li><strong>The Senate launched into a wild week of immigration on Monday evening.</strong></li><li><strong>Lawmakers will compete to see which bill can get to 60 votes first.</strong></li><li><strong>Senators will attempt to balance protecting young unauthorized immigrants known as "Dreamers" with President Donald Trump's calls for a wall and increased border security.</strong></li></ul><p><br />After months of inaction and bickering over immigration, the Senate launched into a rare, open debate on the issue Monday evening.</p><p>It was a remarkable move that allowed senators to offer up a variety of proposals to see which can get a majority first.</p><p>"Whoever gets to 60 votes wins," Senate Majority Leader Mitch McConnell <a href="http://abcnews.go.com/Politics/senate-immigration-debate-kicks-off-monday/story?id=53019526" target="_blank" rel="noopener">told reporters last week</a>.</p><p>Lawmakers will duke it out to resolve the fate of young unauthorized immigrants known as "Dreamers," increase border security, and potentially rewrite the immigration system - it's open-ended.</p><p>The freewheeling process is expected to stretch throughout the week, and so far, the only major agreement senators reached was to kick off the debate.</p><p>On Monday night, the chamber voted 97-1 to use an unrelated bill as a "shell" to build an ultimate proposal to vote on. The lone holdout was Sen. Ted Cruz of Texas.</p><h2>High stakes and a historic opportunity</h2><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Thomson Reuters</span></p><p class="caption">'Dreamers' hug as they meet with relatives at the Mexican border wall on December 10, 2017.</p></div><p></p></div></div>The stakes for any bill are high, as the fate of hundreds of thousands of Dreamers hangs in the balance.</p><p>In September, the Trump administration began <a href="http://www.businessinsider.com/what-is-daca-trump-decision-obama-immigrant-program-dreamers-2017-9" target="_blank" rel="noopener">phasing out the Deferred Action for Childhood Arrivals program</a>, which temporarily shielded them from deportation and granted them work authorization.</p><p>The date for DACA's termination was set for March 5 - a deadline that blurred slightly after a federal judge in January ordered the Trump administration to resume processing renewal applications for DACA recipients.</p><p>Though the Trump administration is <a href="http://www.businessinsider.com/trump-administration-resumes-accepting-daca-renewals-under-court-order-2018-1" target="_blank" rel="noopener">complying with the court order</a>, it also appealed the ruling to a federal appeals court as well as the Supreme Court. It's unclear how long the ruling will remain in place.</p><p>If Congress manages to pass something that resolves the fate of Dreamers, it would be a historic milestone.</p><p>The last major effort to overhaul the US immigration system occurred in 2013, when the so-called "Gang of Eight" bill passed through the Senate with a significant 68-vote margin, but failed after the House failed to take it up.</p><h2>'Keep it simple'</h2><p><div class="KonaFilter image-container display-table float_left"><div><div class="image on-image"><p class="source"><span>Associated Press/Alex Brandon</span></p><p class="caption">Republican Sens. Chuck Grassley, Tom Cotton, Joni Ernst, David Perdue, and Thom Tillis talked immigration on Capitol Hill Feb. 12, 2018.</p></div><p></p></div></div></p><p>It's unclear which of the lawmakers' proposals will ultimately fare the best, but one Republican plan in particular has <a href="https://www.washingtonpost.com/powerpost/immigration-debate-launches-in-the-senate--and-a-gop-plan-picks-up-support/2018/02/12/f1759d28-103d-11e8-8ea1-c1d91fcec3fe_story.html?utm_term=.890a786ce339" target="_blank" rel="noopener">McConnell's </a><a href="https://www.washingtonpost.com/powerpost/immigration-debate-launches-in-the-senate--and-a-gop-plan-picks-up-support/2018/02/12/f1759d28-103d-11e8-8ea1-c1d91fcec3fe_story.html?utm_term=.890a786ce339" target="_blank" rel="noopener">backing</a> and is gaining steam.</p><p>That bill, known as <a href="https://www.judiciary.senate.gov/imo/media/doc/Secure%20and%20Succeed%20Act%20of%202018%20-%20%20One-Page%20Summary.pdf" target="_blank" rel="noopener">The Secure and Succeed Act</a>, closely mirrors President Donald Trump's wishes by exchanging protections for Dreamers with full border wall funding and heavy cuts to legal immigration.</p><p>Sen. Chuck Grassley, an Iowa Republican and the lead sponsor of the bill, told The Washington Post that it's the only piece of legislation that could make it through the House and get Trump's signature.</p><p>But that plan has next to no chance of getting necessary votes from Democrats, who abhor both Trump's border wall proposal and slashing legal immigration.</p><p>Instead, many Democrats say a proposal with the best chance of survival is a narrow one that addresses DACA alone, or DACA paired with certain border security measures short of a physical wall.</p><p>"The only way to achieve a solution to the DACA crisis is to keep it simple," <a href="https://www.nytimes.com/2018/02/12/us/politics/senate-immigration-debate.html" target="_blank" rel="noopener">The New York Times reported</a> Sen. Bill Nelson, a Florida Democrat, said on the Senate floor.</p><p>Senate Minority Leader Chuck Schumer agreed, saying on the floor that Democrats intended to support border security changes, but not much else.</p><p>"Now is not the time nor the place to reform the entire legal immigration system," <a href="https://www.npr.org/2018/02/12/585063589/immigration-debate-to-start-as-a-jump-ball-in-the-senate" target="_blank" rel="noopener">Schumer said, according to NPR</a>. "This is the moment for a narrow bill, and every ounce of energy is going into finding one that can pass."</p><p>Debate got off to a rocky start on Tuesday after Republicans introduced their first amendment, which included language that would punish so-called "<a href="http://www.businessinsider.com/trump-jeff-sessions-sanctuary-cities-crackdown-update-2017-7" target="_blank" rel="noopener">sanctuary cities</a>," jurisdictions that limit cooperation with federal immigration authorities.</p><p>Democrats blocked the request, infuriated that Republicans would introduce an amendment into the debate that lawmakers and the president have barely discussed.</p><p>"The proposal [McConnell] just offered does not address the underlying issues of this debate, why we are were," <a href="http://www.washingtonexaminer.com/senate-immigration-debate-stalls-after-democrats-block-first-gop-amendment/article/2648959" target="_blank" rel="noopener">Schumer said on the Senate floor</a>. "It doesn't address the Dreamers, nor does it address border security."</p><h2>'There will never be another opportunity!'</h2><p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Associated Press/Evan Vucci</span></p><p class="caption">President Donald Trump said he'll only accept a bill if it includes his four priorities.</p></div><p></p></div></div>But it's still unclear whether Trump will support a bill if it makes it through the House and the Senate.</p><p>Trump has insisted he will only sign into <keyword id="6355470" type="CITY" weightage="60" keywordseo="Law">law</keyword> a bill that contains his four "pillars" of immigration reform.</p><p>In addition to resolving DACA, Trump also wants Congress to fund his long-promised border wall, overhaul the family-sponsored visas that conservatives decry as enabling "<a href="http://www.businessinsider.com/what-is-chain-migration-nyc-bombing-suspect-akayed-ullah-2017-12" target="_blank" rel="noopener">chain migration</a>," and eliminate the <a href="http://www.businessinsider.com/what-is-diversity-visa-lottery-trump-eliminate-nyc-terror-attack-2017-11" target="_blank" rel="noopener">diversity visa lottery,</a> which allots 50,000 visas per year to immigrants from underrepresented countries.</p><p>The White House recently offered up <a href="http://www.businessinsider.com/trump-legal-immigration-plan-changes-2018-1" target="_blank" rel="noopener">its own immigration proposal</a>, which would give 1.8 million Dreamers a pathway to citizenship - far beyond the 690,000 immigrants who DACA currently covers - in exchange for heavy cuts to legal immigration levels and the full $25 million funding for the border wall.</p><p>Both Democrats and hardline conservatives derided the plan. The latter are at loathe to provide what they call "amnesty" to large numbers of unauthorized immigrants.</p><p>Trump weighed in on the debate early Tuesday morning, writing on Twitter that the time was now.</p><p>"Republicans want to make a deal and Democrats say they want to make a deal. Wouldn't it be great if we could finally, after so many years, solve the DACA puzzle," <a href="https://twitter.com/realDonaldTrump/status/963365328716812288" target="_blank" rel="noopener">he tweeted</a>. "This will be our last chance, there will never be another opportunity! The S&amp;P Futures are marked down 2.2% this AM, and Nasdaq over 3% as AAPL and other tech names are whacked due to their China Exposure - Shanghai dove 8.5% overnight, leaving it 60% below June peaks and red for 2015 as China's official state news agency declares 'Black Monday' - Nearly 2,200 stocks slid by the daily limit of 10 percent, while only 15 out of all Shanghai- and Shenzhen-listed companies rose on Monday as the PBoC defied hopes of policy action over the weekend, stopping short of cutting interest rates or injecting liquidity. This hit the Hang Seng for 5.2 per cent, wiping out its gains for the calendar year - while Nikkei lost 4.6% on the rallying Yen, and Aussie dropped 4.1% as resource stocks crumbled. Emerging Asia Markets were hit hard, with Thailand, Singapore, India and others off 4%+. While the S&amp;P is weaker, it continues to mean-revert and outperform European exchanges - Every constituent in the Eurofirst 300 in the red and basic resource stocks are leading the losses in Europe. FTSE 350 mining index down almost 5%, and the DAX has lose over 3% as it smashed under that "psychologically important" 10,000 level.</p><p style="padding-left: 60px;">No Surprise, but there is a huge rush into the Safety of Treasuries - with the US 10YY under 2% (1st since April) - but kinda stunning German 10YY higher on the day. Hawkish Fed bets continue to recede, as the Fed Funds now calculating only a 30% chance of a September Liftoff, down from nearly 50% last week. The "Policy Sensitive" 2YY has dropped to 6week lows. The massive covering in the euro and Japanese yen continues, as the HFs unwind "Carry Trades" - and we have heavy damage being done in resource currencies, with Rouble on an all-time low, and Canadian and Aussie dollars taking out August lows against the Greenback. With the Euro testing 1.15 and the $/Yen at 120 - we have a heavy headwind for commodities. Industrials are taking it particularly hard - with Copper and aluminum prices trading at new six-year lows - WTI and Brent off nearly 4%, Copper and Silver off 3%, and even Gold is breaking a 5day winning streak. Every one of the "Softs" is firmly in the red as well.</p><p style="padding-left: 60px;">We have a quiet day of catalysts amidst all these market headlines - with the Chicago Fed Nat Activity Index at 8:30 and Aug Treasury Allotments at 3. Fed's Lockhart (2015 Voter) Speaks to Public Pension Funding Forum at 3:55 tonight. President Obama travels to Las Vegas to deliver remarks on National Clean Energy Summit, while the Senate, House remain on summer break. This week's main event (aside from PBoC headers) should be the Jackson Hole Fed symposium - kicking off Thursday.
