Johnson described the pledge as "do or die" and said there "were no circumstances" in which his government would allow Brexit to be delayed for a third time, with aides even briefing that he would risk arrest rather than let it happen.</p><p><strong>Promise broken:</strong> The United Kingdom did not leave on October 31 after Johnson wrote to the EU requesting another three-month delay. He blamed Parliament for forcing him to delay.</p><h2>Shutting down Parliament </h2><p><strong><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>UK Parliament</span></p></div><p></p></div></div>Promise made:</strong> Boris Johnson's bid for the leadership was successful thanks to him gaining the support of many centre-ground Conservative Members of Parliament who might otherwise have voted against his leadership. Central to that success was his promise at a meeting of the "One nation" group of MPs, that he would not suspend, or "prorogue" Parliament in order to force through Brexit.</p><p>"I would like to make it absolutely clear that I am not attracted to arcane procedures such as the prorogation of parliament," he told the MPs.</p><p><strong>Promise broken:</strong> Boris Johnson prorogued parliament for the longest period ever in the modern era. His decision was subsequently overturned by the Supreme Court, which ruled it illegal.</p><h2>40 new hospitals</h2><p><strong><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Getty</span></p></div><p></p></div></div>Promise made:</strong> The Conservative campaign manifesto promises that Johnson will build "40 new hospitals".</p><p><strong>Promise broken:</strong> However, this pledge was broken before it was even published. Earlier this month the Conservatives admitted that the government will <a href="https://www.mirror.co.uk/news/politics/boris-johnsons-40-new-hospitals-20327320">only provide funding for 6 hospitals</a> in this parliament, which will be refurbishments, rather than totally new builds. The other 34 hospitals will also only receive limited amounts of "seed funding" to allow them to be refurbished at a later date. Another pledge in the manifesto for "50,000 more nurses," <a href="https://www.mirror.co.uk/news/politics/boris-johnsons-50000-new-nurses-20950772">also fell apart</a> after the party admitted that only 30,000 of these would be new members of staff.</p><h2>Police Officers</h2><p><strong><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Getty</span></p></div><p></p></div></div>Promise made</strong>: Boris Johnson has promised 20,000 more police officers if the Conservatives win the election.</p><p>However, fact-checkers have pointed out that this would still leave the number of officers lower than when the Conservatives first came to power in 2010. On an officer per capita basis, it would actually leave Britain's policing level 6% lower than it was before Johnson's party entered Downing Street, according to the independent organisation <a href="https://fullfact.org/election-2019/conservative-manifesto-2019/">Full Fact.</a></p><p>Johnson's previous policing pledges also proved not to be reliable. In 2012, Boris sent a list of nine promises to every household in London, labelled his "nine-point plan for a Greater London." Number four on the list was "Making our streets and homes safer with 1,000 more police on the beat".</p><p><strong>Promise broken</strong>: However, the number of police officers in London actually fell by about 1,000 over his two terms as mayor. Pushed on his failure to increase police numbers back in 2013, Boris claimed that any suggestion he had actually promised 1,000 additional police officers was a "willful misconstruction".</p><h2>Heathrow</h2><p><strong><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters</span></p><p class="caption">Boris Johnson campaigning against Heathrow expansion</p></div><p></p></div></div> </strong><strong>Promise made: </strong>Boris Johnson ran twice for Mayor of London on a ticket of opposing expansion of Heathrow, famously <a href="https://www.ibtimes.co.uk/boris-johnson-prepared-lie-down-front-bulldozers-stop-construction-third-runway-heathrow-1501004">saying that he would</a> lie down "in front of those bulldozers and stop the building, stop the construction of that third runway."</p><p><strong>Promise broken:</strong> Not only did Johnson not lie down in front of the bulldozers, but when the House of Commons vote on Heathrow expansion took place, Johnson engineered himself a foreign trip to ensure he wouldn't be able to take part in the vote. Following the trip, <a href="https://www.theguardian.com/politics/2018/aug/15/controversial-trip-by-boris-johnson-on-day-of-key-vote-cost-20000">which cost taxpayers some £20,000,</a> Johnson told Conservative MPs that <a href="https://www.thetimes.co.uk/article/boris-johnson-drops-opposition-to-heathrow-third-runway-22xg2bhtb">he would not scrap expansion at Heathrow.</a></p><p>Sure enough the Conservative manifesto <a href="https://assets-global.website-files.com/5da42e2cae7ebd3f8bde353c/5dda924905da587992a064ba_Conservative%202019%20Manifesto.pdf">released on Sunday</a> states that the decision to go ahead with the project has already been taken.</p><h2> Tax cuts</h2><p><div class="KonaFilter image-container float_left"><div class="image on-image"><p class="source"><span>Reuters</span></p><p class="caption">Boris Johnson's 2012 London mayor leaflet</p></div><p></p></div><strong>Promise made:</strong> The Conservative manifesto states that there will be no new tax rises in the coming parliament and promises to reduce taxes for lower earners.</p><p>However, such promises should be taken with a pinch of salt. In 2012, Boris also promised voters in London a tax cut saying that he would put "£445 back in your pocket by freezing the Mayoral share of council tax."</p><p><strong>Promise broken</strong>: It later emerged that the £445 claim was based on imagined savings compared to what his campaign assumed Boris's then rival, Ken Livingstone, would have raised council tax by, rather than a promise for an actual further cut of that amount. Well in 2008 Boris also promised to negotiate a "no strike deal" with the Tube unions to ensure that no strike action ever took place again on the London Underground.</p><p><strong>Promise broken</strong>: Boris did not even attempt to broker such a deal and consistently refused to meet with Tube union leaders while he was mayor. The strikes continued.</p><h2>Fares</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters</span></p></div><p></p></div></div><strong>Promise made:</strong> Boris was first elected mayor in 2008 on a manifesto bemoaning the fact that Londoners "pay the highest fares in Europe," before immediately introducing a series of inflation-busting fares increases. Despite this record, Boris in 2012 promised to "bear down on fares" adding that "under my approach fares will be lower in the long term". In a debate on the BBC, he even went so far as to say that fares would "go down in an honest and sustainable way" if he was re-elected.</p><p><strong>Promise broken:</strong> In the first year after being re-elected, Boris increased fares by on average 4.2% and then raised them in line with inflation in subsequent years. Overall the cost of a single bus fare increased by two-thirds since Johnson was first elected.</p><h2>Bringing back bus conductors</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters</span></p></div><p></p></div></div><strong>Promise made:</strong> Boris's most famous pledge in 2008 was to restore the iconic open-platformed "hop-on, hop-off" buses to London. He insisted the buses had been taken off the streets by "health and safety fiends." His new version of the buses would, he promised, be staffed by a new army of old-fashioned bus conductors.</p><p><strong>Promise broken:</strong> Boris spent hundreds of millions of pounds commissioning a new fleet of "Routemaster-style" buses. However, safety fears meant that all the promised 'open rear platforms' on the buses were fitted with doors. The promised old-fashioned bus conductors were never re-hired due to the fact that Oyster and contactless cards made their job obsolete. Instead, health and safety officers were positioned on the rear platforms. Even these were largely phased out under Johnson due to staffing costs. On most routes, at most times, the rear platforms on the new buses remained shut while buses were in motion.</p><h2>Congestion</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters</span></p></div><p></p></div></div><strong>Promise made:</strong> Boris was first elected as mayor on a promise to tackle London's crippling congestion, by "re-phasing traffic lights, allowing motorcycles in bus lanes and cracking down on utility companies who dig up the roads"</p><p><strong>Promise broken:</strong> Congestion increased significantly once he became mayor. Average vehicle delays in central London increased by 20% at peak time in the mornings and 38% at peak time in the evenings since 2008, while average speeds decreased by around 9%. </p><h2>Congestion Charge</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters</span></p></div><p></p></div></div><strong>Promise made: </strong>Boris was elected on a promise not to raise London's congestion charge. He told a hustings in 2008 that "I would certainly not allow the congestion charge to go up above £8".</p><p><strong>Promise broken:</strong> Boris raised the congestion charge in both his first and second terms. </p><h2>Bike hire scheme</h2><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters</span></p></div><p></p></div></div><strong>Promise made:</strong> "We will broker a deal with a private company to bring thousands of bikes to the capital at no cost to the taxpayer."</p><p><strong>Promise broken:</strong> Boris's promise to bring a bike hire scheme to London "at no cost to the taxpayer" was not delivered, either in his original sponsorship deal with Barclays, or in his subsequent deal with Santander. What's the problem?"</p><p><strong>Promise broken:</strong> Boris closed ten fire stations across London and removed 27 fire engines from service. <ul class="summary-list"><li>Nevada's Clark County mailed ballots for its June primary election to all its registered voters, but 223,000 were never delivered.</li><li>Hundreds of thousands of ballots were filled out with the wrong address, according to a report from the right-leaning <a href="https://publicinterestlegal.org/blog/report-223k-clark-county-nv-mail-ballots-went-to-wrong-addresses-in-2020-primary/">Public Interest Legal Foundation</a>.</li><li>Legislators are pushing for more mail-in voting during the Presidential election in November because of the pandemic, but opponents allege <a href="https://www.businessinsider.com/us-postal-service-delay-funding-crisis-mail-election-trump-explainer-2020-8">Post Office backlogs due to funding cuts</a> and now maintenance issues with voter lists would make it impossible.</li></ul><p>The coronavirus pandemic wasn't the only thing that disrupted the <keyword id="2390" type="COMPANY" weightage="60" keywordseo="Las-Vegas">Las Vegas</keyword> area's primary election in June. </p><p>Following guidance from state authorities, the county mailed ballots to all of its 1.3 million registered voters in the Las Vegas area, but 223,000 were never delivered, according to a <a href="https://publicinterestlegal.org/files/NV-2020-Primary-1P-1.pdf">new report</a> authored by the conservative nonprofit <a href="https://publicinterestlegal.org/blog/report-223k-clark-county-nv-mail-ballots-went-to-wrong-addresses-in-2020-primary/">Public Interest Legal Foundation</a> and confirmed by the <a href="https://www.reviewjournal.com/news/politics-and-government/clark-county/more-than-223k-mailed-ballots-returned-undelivered-in-primary-2095001/">Las Vegas Review-Journal</a>. Although the report attributed the undeliverable ballots to outdated voter rolls, the problem alludes to ones other counties could face if they pursue mail-only voting in the November presidential election.</p><p>"These numbers show how vote by mail fails. New proponents of mail balloting don't often understand how it actually works," Public Interest Legal Foundation President J. Christian Adams said in a <a href="https://publicinterestlegal.org/blog/report-223k-clark-county-nv-mail-ballots-went-to-wrong-addresses-in-2020-primary/">statement</a>. "States like Oregon and Washington spent many years building their mail voting systems and are notably aggressive with voter list maintenance efforts. Pride in their own systems does not somehow transfer across state lines. Nevada, New York, and others are not and will not be ready for November."</p><p>Oregon and Washington have held elections entirely by mail for years, but the June primary was Nevada's first election conducted fully through the mail because of concerns around the coronavirus pandemic. However, 93,585 voters listed as 'active' never had the chance to vote, as the USPS returned their ballots to the election commission saying they were undeliverable, the <a href="https://publicinterestlegal.org/files/NV-2020-Primary-1P-1.pdf">report</a> shows. </p><p>Even with the undelivered ballots, Clark County had better voter turnout than in past primaries, the <a href="https://www.reviewjournal.com/news/politics-and-government/nevada/nevada-primary-turnout-par-for-course-despite-covid-19-changes-2046640/">Las Vegas Review-Journal</a> reported shortly after the election. The County received and verified about 305,000 ballots, per the <a href="https://www.reviewjournal.com/news/politics-and-government/nevada/nevada-primary-turnout-par-for-course-despite-covid-19-changes-2046640/">Review-Journal</a>. Earlier this month, Nevada announced a plan to mail presidential election ballots to all its voters in November, per <a href="https://www.cnn.com/2020/08/03/politics/nevada-mail-ballots-registered-voters/index.html">CNN</a>.</p><p>Legislators have suggested that more states follow Nevada's lead and administer a fully mail-in election in November, but opponents including President Trump about the capacity of the US Postal Service. The agency is in the midst of <a href="https://www.businessinsider.com/us-postal-service-delay-funding-crisis-mail-election-trump-explainer-2020-8">a funding crisis</a> partially caused by the pandemic that has led to massive backlogs in some areas.</p>

A Nevada county mailed out 1.3 million ballots for its primary election but 1 in 5 were never delivered

<ul class="summary-list"><li>An <keyword id="57493" type="ENTERTAINMENT" weightage="60" keywordseo="Arizona">Arizona</keyword> GOP lawmaker said <keyword id="43546" type="EVENT" weightage="60" keywordseo="Voting">voting</keyword> restrictions are necessary because "everybody shouldn't be voting."</li><li>Rep. John Kavanagh falsely claimed that expanding voting options leads to more fraud. </li><li>"Quantity is important, but we have to look at the quality of votes, as well," he told CNN.</li></ul><p>A Republican Arizona state lawmaker, who chairs a committee overseeing election administration, said that new voting restrictions are needed because "everybody shouldn't be voting" and "we have to look at the quality of votes." </p><p>During the ongoing legislative session, Arizona lawmakers have, introduced 19 bills aimed at making it harder to register and vote - the most of any state in the country, <a href="https://www.brennancenter.org/our-work/research-reports/voting-laws-roundup-february-2021">according to an analysis by the Brennan Center for Justice. </a></p><p>In total, Republican lawmakers in 43 states have put forth 253 bills with the goal of restricting registration and voting in the aftermath of the 2020 election, <a href="https://www.brennancenter.org/our-work/research-reports/state-voting-bills-tracker-2021">the Center found.</a></p><p>While most Republicans cite the need to ensure "election integrity" and prevent fraud (<a href="https://www.businessinsider.com/voter-election-fraud-statistics-rare-president-biden-trump-2020-2020-11">which is already exceedingly rare)</a> to justify such legislation, Rep. John Kavanagh, the chair of the state House's Government and <keyword id="6355644" type="DEFINITION" weightage="60" keywordseo="elections">Elections</keyword> Committee, took that argument a step further by saying that fewer people should vote. </p><p>"There's a fundamental difference between Democrats and Republicans," <a href="https://www.cnn.com/2021/03/11/politics/arizona-republicans-voter-suppression-bills/index.html">Kavanagh told CNN</a>. "Democrats value as many people as possible voting, and they're willing to risk fraud. Republicans are more concerned about fraud, so we don't mind putting security measures in that won't let everybody vote - but everybody shouldn't be voting."</p><p>The <a href="https://www.cnn.com/2021/03/11/politics/arizona-republicans-voter-suppression-bills/index.html">bills include measures</a> that would eliminate Arizona's permanent early voter list (which allows voters to sign up to receive a mail ballot every cycle), make it easier to remove voters from the list, further restrict already-limited third-party ballot collection, require voters to get their mail ballots notarized, mandate voters to return mail ballots in person, and require mail ballots be postmarked by the Thursday before Election Day. </p><p>"Not everybody wants to vote, and if somebody is uninterested in voting, that probably means that they're totally uninformed on the issues," <a href="https://www.cnn.com/2021/03/11/politics/arizona-republicans-voter-suppression-bills/index.html">Kavanagh further told CNN</a>. "Quantity is important, but we have to look at the quality of votes, as well."</p><p>As things stand, Arizona already has a strict voter ID law in place, votes on all paper ballots, conducts signature matching of mail ballots, requires ballots to arrive by Election Day, and carries out post-election audits. </p><div type="image" title="Philadelphia ballots" height="1000" width="2000" msid="81457586" hostid="261"></div><h2>Research shows that expanding mail voting doesn't always lead to higher turnout</h2><p>Kavanagh is misinformed, however, about the relationship between voting laws and voter fraud as well as voting laws and voter turnout.</p><p>Simply put, there is no evidence that higher voter turnout leads to a greater chance of voter fraud. The 2020 election saw <a href="https://www.washingtonpost.com/graphics/2020/elections/voter-turnout/">over 66% of the US' voting-eligible population turn out to vote</a>, the highest turnout since 1900, according to the US Elections Project.</p><p>2020 was also the most secure and transparent election in US history, <a href="https://www.cisa.gov/news/2020/11/12/joint-statement-elections-infrastructure-government-coordinating-council-election">experts concluded</a>, with no evidence of widespread voter or election fraud, despite former President Donald Trump's claims otherwise.</p><p>And, contrary to Kavanagh's claim, expansive vote-by-mail options <a href="https://fivethirtyeight.com/features/there-is-no-evidence-that-voting-by-mail-gives-one-party-an-advantage/">aren't shown to benefit Democrats over Republicans</a> or even to necessarily increase turnout. </p><p>Researchers at Stanford University authored a <a href="https://siepr.stanford.edu/sites/default/files/publications/21-011.pdf">new working paper</a> analyzing the results of the 2020 election. They challenge the conventional wisdom embraced by both Republicans and Democrats that making it easier to vote and offering more voting options boosts voter turnout and, thus, benefits Democrats.</p><p>The Stanford researchers, however, concluded that the rise of "no-excuse absentee voting mobilized relatively few voters and had at most a muted partisan effect despite the historic pandemic." </p><p>In line with previous research on the matter, Stanford concluded that a voter's preexisting interest in voting is a far better predictor of whether they'll turn out to vote than whether their state has widespread no-excuse mail voting, especially in high-profile presidential elections like 2020.</p><p>"We argue that, in high-salience elections like 2020, there are probably very few marginal voters who base their decision to participate on the relative costs of one mode of voting over another," the authors wrote. </p><p>The researchers <a href="https://siepr.stanford.edu/sites/default/files/publications/21-011.pdf">specifically examined data from Texas</a>, which allowed only voters 65 and above to request to vote absentee without an excuse. While the rates at which 65-year-olds chose to vote absentee increased, they turned out to vote at virtually the same rate as 64-year-olds, with the greatest turnout increases being reported among people between 20 and 30 years old. </p><p>In other words, Stanford's research suggests that if someone is "uninterested in voting," as Kavanagh put it, the existence of a no-excuse mail voting, a permanent early voting list, or the lack of a ballot notarization requirement in their state isn't what will draw them to the ballot box. </p><p>"As we've shown, the major effect of expanding absentee voting is to change how people vote, not whether they vote," the authors concluded. </p>

GOP Arizona lawmaker misleadingly claims that voting restrictions are needed because 'everybody shouldn't be voting'

The seller, "DataDirect," is offering the records at a "bulk rate" of 12 Bitcoin, or about $7,800.</p><p>The listing contains purported screenshots of the databases, which are .json files, with file names of apparent states, such as az.json for Arizona, and fl.json for Florida. Another screenshot appears to show the information contained on voters, which includes full name, address, date of birth, phone number, date they registered to vote, state voter ID number, political party, and whether they voted in the general or primary elections for a given year going back to the year 2000.</p><p>There were no Social Security numbers present in the data viewed by Tech Insider.</p><p>It is unclear how "DataDirect" obtained the database. When asked, the seller told TI that the source could not be revealed since it would prevent them from continuing to have access in the future. We also cannot fully confirm its contents are legitimate without being given a full look.</p><p>However, a look into the purported California voter shown in the seller's screenshot shows that the data about him is correct: The man's name, age, address, and phone number all match up with what TI could cross-check against public sources.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>The Real Deal</span></p></div><p></p></div></div></p><p>Furthermore, the file sizes of the state databases seem to match up with how many voters would be in a given state. For example, the California file is roughly 31 megabytes for its approximate 17 million voters. The Washington, D.C. database is much smaller - about 880 kilabytes - which suggests a smaller database keeping in line with its much smaller voter footprint.</p><p>The seller also gave TI a sample with five other voters taken from the Florida database.</p><p>We were able to verify the name, address, and phone number of one voter in Pasco County. Another voter, whose name Tech Insider will not reveal due to privacy concerns, had the phone number of a Florida middle school in the database, which had his name listed as a teacher on its website.</p><p>All of the voter records in the sample, and the screenshot on the seller page, show a line of when they were updated as being in 2014.</p><p>This suggests the database may be of an older variety, though it is only showing up for sale now. It's also not all that clear how valuable this data would really be, since much of the voter information can already be found on a publicly-searchable website like <a href="https://voterrecords.com/">VoterRecords.com</a>. However, it could potentially be useful due to it being a database with a multitude of voters all in one place.</p><p>It's hard to pin down exactly where this database may have come from.</p><p>A large database like this would be a prize to hackers and cyber criminals who can use it for further scams, and there have been hacks on state voting networks in the past, such as one that occurred <a href="http://www.pantagraph.com/news/state-and-regional/illinois/government-and-politics/elections/hackers-hit-state-voter-registration-database/article_c56eaab9-4faa-52ef-9744-7d73b6fffafe.html">in Illinois this week</a>. </p><p>The problem of where it could be from is further compounded by the amount of third-party firms who share and sell such databases. The only issue fewer Republicans voted the most important was climate change, which was the top priority for just 1% of respondents.</p><p>The poll surveyed 1,215 adults from across the political spectrum earlier this month. Elizabeth Warren's constituents don't want her to seek the Democratic nomination for president in 2020.</li><li>Fifty-eight percent of Massachusetts voters said they hope Warren doesn't run, despite the fact that a nearly identical percentage - 57% - view her favorably.</li><li>But Warren, who says she is focused on winning reelection this November, regularly tops lists of likely 2020 contenders.</li></ul><p>Sen. Elizabeth Warren of Massachusetts has for months topped lists of Democrats angling to challenge Donald Trump for the presidency in 2020, but new polling has found that a solid majority of her constituents don't want her to seek the Democratic nomination.</p><p>Fifty-eight percent of Massachusetts voters said they hope Warren doesn't run, despite the fact that nearly an identical percentage - 57% - view her favorably.</p><p>Just 32% of the 500 voters surveyed in the Suffolk University/Boston Globe <a href="https://www.suffolk.edu/news/77783.php">poll</a> said Warren should run.</p><p>"This was a shocking finding to me, given that Democrats like her so much, and she has been making moves to run for president. I would have expected her to be leading this list of potential Massachusetts presidential candidates," David Paleologos, the director of the poll, <a href="https://www.bostonglobe.com/metro/2018/09/20/elizabeth-warren-for-president-new-survey-shows-mass-voters-don-love-that-idea/eRMzdOVBxe2Bc0Jxk1v9nK/story.html?event=event25">told the Boston Globe</a>.</p><p>Globe reporter James Pindell <a href="https://twitter.com/JamesPindell/status/1042764041117216769">noted</a> the "common thread" among 15 polled voters he spoke with was that Democratic voters, including women, "love Warren but worry she isn't electable and they don't want to take chances when it comes to beating Trump."</p><p>Meanwhile, a larger segment of voters - 38% - said their state's former Democratic governor, Deval Patrick, should join the race. Patrick doesn't appear on many national lists of potential 2020 contenders.</p><p>The Republican party quickly seized on the poll results, pushing out an email titled "not #WithHer."</p><p>"She's running.
