The <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> on Monday modified the sentences of <keyword id="46447" type="PERSON" weightage="100" keywordseo="Nitish-Katara">Nitish Katara</keyword> murder case convicts <keyword id="46445" type="PERSON" weightage="20" keywordseo="Vikas-Yadav">Vikas Yadav</keyword> and his cousin <keyword id="46446" type="PERSON" weightage="20" keywordseo="Vishal-Yadav">Vishal Yadav</keyword> and reduced their jail terms to 25 years. 
 The <keyword id="6356229" type="ORGANIZATION" weightage="20" keywordseo="apex-court">Apex Court</keyword> sentenced another accused <keyword id="2180588" type="UNKNOWN" weightage="20" keywordseo="Sukhdev-Yadav">Sukhdev Yadav</keyword> alias Pehelwan to 20 years in prison. 
 
An Apex Court division bench headed by Justice Dipak Misra passed the order after hearing a detailed argument from both sides - the prosecution as well as the defence. 
 
The Apex Court had on August 17, 2015, upheld the conviction of Vikas, Vishal and Sukhdev, saying 'only criminals are crying for justice' in this country. 
 The three convicts were serving a life-term awarded by the lower court in May 2008 for abducting and killing <keyword id="6414390" type="PERSON" weightage="20" keywordseo="Katara">Katara</keyword>, a business executive and the son of a railway officer, on the night of February 16-17, 2002, as they opposed the victim's relationship with Bharti, Vikas' sister and the daughter of Uttar Pradesh politician D.P. Yadav. 
 The <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> had on April 2, 2014, upheld the verdict of the lower court in the case and described the offence as "honour killing" stemming from a "deeply-entrenched belief" in the caste system.

Nitish Katara murder case: SC reduces sentences of Yadav brothers to 25 years

New Delhi, Jun 9 () The Delhi High Court on Tuesday sought response of the AAP government on the parole plea of Vishal Yadav, who is serving life term for killing business executive Nitish Katara in 2002. Justice V K Rao issued notice to the Delhi government and Katara's mother Neelam Katara asking them to file their replies by the next date of hearing on June 11. Delhi government was represented by its additional standing counsel Rajesh Mahajan. Yadav has sought eight weeks emergency parole on the ground that he could get infected by COVID-19 or tuberculosis due to overcrowding and poor sanitation facilities in the prison. He had in April moved a similar plea which was disposed of on May 2 by the high court by asking the "competent authority", which under the prison rules is the Lt Governor, to treat the petition as a representation and take a decision within 15 days. On May 16, the competent authority rejected Yadav's plea for parole and against that order he has moved the high court. The competent authority had rejected the plea on the ground that he has been awarded 25 years imprisonment without any remission. Yadav has sought quashing of the May 16 order. He has contended that numbers of coronavirus cases was increasing at a high rate and there was a risk of infection to him inside the prison, especially since he was a tuberculosis (TB) patient in the past. He has also contended in his plea that due to his prolonged TB infection, his immune system is weak and coupled with the poor sanitation facilities in prison, he would be vulnerable to coronavirus. On October 3, 2016, the Supreme Court had awarded a 25-year jail term without any benefit of remission to Vikas Yadav and his cousin Vishal for their role in the sensational kidnapping and killing of Katara. Another co-convict Sukhdev Pehalwan was also handed down a 20-year jail term in the case. Prior to this, the Delhi High Court, while upholding the life imprisonment awarded to Vikas and Vishal Yadav by the trial court, had specified a 30-year sentence, without any remission, to both of them. It had awarded a 25-year jail term to third convict Pehalwan. All three were convicted and sentenced for kidnapping Nitish Katara from a marriage party on the intervening night of February 16-17, 2002 and then killing him for his alleged affair with Bharti Yadav, the sister of Vikas. Bharti is the daughter of Uttar Pradesh politician D P Yadav who is in jail in connection with another murder case. New Delhi, Apr 23 () The police has opposed in the Delhi High Court the parole plea of Vishal Yadav, serving life term for the murder of Nitish Katara, saying there is no risk of coronavirus infection to him.Vishal sought parole on the ground that he could get infected by coronavirus or tuberculosis as he had earlier suffered from TB in view of overcrowding and poor sanitation facilities in the prison.In its status report placed before Justice V Kameswar Rao, Delhi Police has said that the prison records indicate the convict's medical condition to be stable and he is not suffering from TB.The report, filed through additional standing counsel (criminal) Rajesh Mahajan, also said that medical reports filed with the petition are of 2004, 2008, 2009 and 2010 and there is no material on record to show he is suffering from TB now.It further said that material filed with the petition indicating vulnerability of TB patients to coronavirus or COVID-19 relates to patients currently suffering from TB and not those who suffered from it in the past.Under the prison rules, grant of eight weeks 'emergency' parole during the coronavirus pandemic amounts to a remission of sentence, it said.However, in this case, the High Court while sending Vishal to jail in February 2015 had directed that he be not considered for any remission till he completes 25 years of actual imprisonment."Consequently, he would not be entitled to grant of emergency parole as it amounts to grant of remission," the report said.Another reason cited in the report for dismissing Vishal's plea was that he moved the court without first moving the competent authority for grant of parole in accordance with the rules.The status report also said that there was a threat to the life of the victim's mother -- Neelam Katara -- and witness -- Ajay Katara -- and, therefore, Vishal does not deserve to be released on paroleThe petition is listed for hearing on Friday.Vishal has contended in his plea that due to his prolonged TB infection, his immune system is weak and coupled with the poor sanitation facilities in prison, he would be vulnerable to coronavirus.On October 3, 2016, the Supreme Court had awarded 25-year jail term without any benefit of remission to Vikas Yadav and his cousin Vishal for their role in the sensational kidnapping and killing of Nitish Katara. No risk of COVID-19 infection to Vishal Yadav in prison, police tells HC

New Delhi, Apr 20 () Vishal Yadav, serving life term for the murder of Nitish Katara, has moved the Delhi High Court seeking parole citing risk of COVID-19 or TB infection due to overcrowding and poor sanitation in the prison.Vishal claimed he suffered from tuberculosis (TB) earlier and if he gets infected again it could be fatal.His plea stated that due to his prolonged TB infection, his immune system is weak and coupled with the poor sanitation facilities in prison, he would be vulnerable to coronavirus.The matter came up for hearing before Justice V Kameswar Rao on Monday and he listed it for Wednesday so that the victim's mother, Neelam Katara, and a witness in the case - Ajay Katara - can be served with the petition, Delhi government additional standing counsel Rajesh Mahajan said.Mahajan also said that the state opposed the parole plea of Vishal during the brief hearing held via video conferencing.On October 3, 2016, the Supreme Court had awarded a 25-year jail term without any benefit of remission to Vikas Yadav and his cousin Vishal for their role in the sensational kidnapping and killing of Katara. Katara case: Vishal Yadav moves HC for 8-week parole citing COVID-19 risk in prison

Widespread protests against the 'Agnipath' scheme for the recruitment of armed forces have spread to several districts in Uttar Pradesh. Bulandshahr, Meerut, Agra, Mathura, Varanasi, Unnao, Gorakhpur, Gonda, Rae Bareli and Ballia are among the districts that have witnessed protests, with youth demanding the scheme's withdrawal. In several districts, the police had to resort to lathi charge and fire teargas shells to disperse the mob. In Bulandshahr, protesters blocked the busy GT Road. "We strongly oppose the new recruitment scheme. We want the old recruitment scheme back," one of the protesters said. Bulandshahr Superintendent of Police, Shlok Kumar said: "Some youngsters gathered to stage a protest in the morning. They later called it off on the assurance given by police officials." Ballia was the worst affected district since protesters set bogies of the Sealdah Express on fire, vandalised railway property and then attacked shops and kiosks outside the station. Job aspirants pelted stones at a government bus in Agra, triggering deployment of additional police personnel to control the situation. In Firozabad, protesters vandalised roadways buses. Youth also gathered along the Agra-Delhi highway, seeking the revival of the old recruitment policy in the armed forces. Traffic was blocked for several hours on this route. Agra Senior Superintendent of Police, Sudhir Kumar Singh, said: "A large number of students come to Agra to prepare for exams through coaching centres. These job aspirants reached here and blocked the road." In Rae Bareli and Gonda, the protesters raised slogans and blocked traffic. However, the Defence Minister's comment comes amid the protests against the Agnipath scheme which started in Bihar and has spread to several states. The protests against Agnipath continued for the third day in seven states, including the national capital. "Agnipath is a golden opportunity for the youth to join the defence system and serve the country. As the recruitment was stalled for the last two years, many were deprived of the opportunity to join the army," Singh tweeted. "Therefore, keeping in mind the future of the youth, on the instructions of the Prime Minister Shri @narendramodi, the government has increased the age limit for the recruitment of Agniveers from 21 years to 23 years this time. This one time relaxation has been given. This will entitle a lot of youth to become Agniveers," said the Defence minister in a subsequent tweet. "I heartily thank the Prime Minister Shri @narendramodi for his concern and sensitivity towards the future of the youth. I appeal to the youth that the process of recruitment in the army is going to start in few days. They must start their preparation for it," Rajnath Singh tweeted. Considering the widespread protests, the government on Thursday allowed a one-time age waiver for the scheme considering that recruitment was stalled for the last two years. The situation continued to be tense as a large number of protesters remained in the station and on the tracks. The protesters were pelting stones on police while the latter were retaliating with firing of rubber bullets and teargas shells. The Railway Protection Force, Government Railway Police and city police were trying to bring the situation under control. Additional forces were rushed to the area which resembled a battle zone. Authorities have cancelled all the trains. With the Telangana State Road Transport Corporation (TSRTC) buses also being targeted outside the station, the corporation suspended bus services in the area. Violence rocked the railway station here as hundreds of youth went on a rampage, setting afire East Coast Express. Passengers ran for their safety. Several bogies were gutted. Raising slogans against the Central government, the protesters also torched bogies of another train on the station, stalls, display boards and other railway property. They also dumped parcel articles on the tracks and set them afire. The protesters, who were raising slogans of 'Jai jawan Jai kisan' and 'Bharat Mata ki Jai' ,demanded that the government scrap the recently announced scheme and continue the existing system of recruitment. The youth were angry that the government cancelled the recruitment examination for which they had been preparing for the last 3-4 years. They said their protest would continue till the Centre scraps the new scheme. Following the large-scale violence, an alert was sounded at all railway stations in Telangana. Security was tightened at Nampally, Kacheguda and other railway stations in Hyderabad. In Samastipur, the agitators set two coaches of the Jammu Tawi-Guwahati Express on fire in the Mohiuddinnagar railway station located on Hajipur-Barauni railway section. In Khagaria, the agitated mob stopped the Purnea-Ranchi Kosi Express at the Mansi railway station and demanded the rollback of the Agnipath scheme. The students are sitting on tracks at several places in Bihar and they are not ready to go home. Many of them claimed that the Agnipath scheme was suicidal for youths if they join the Army under this scheme. "An army jawan becomes trained in at least a year's time and it takes 5 to 6 years for the jawan to perform duty on the border posts. Under the Agnipath scheme, there is a provision of six months training and deployment anywhere in the country, including on the borders connected to Pakistan and China. Partially skilled jawans cannot survive on the border. According to railway sources, train movement has been halted on some routes while some other trains have been delayed. Agnipath protests spreads to several UP districts: recruitment to start soon

It is a known fact that India’s capital <keyword id="6358777" type="COMPANY" weightage="80" keywordseo="New-Delhi">New Delhi</keyword> is facing a crisis when it comes to <a href="http://www.businessinsider.in/searchresult.cms?query=delhi+air+pollution">air pollution</a>, to an extent that it was one and a half times worse than the pollution levels in Beijing over the past week. 
 
Recently, an Indiaspend analysis of <a href="http://www.businessinsider.in/This-is-how-bad-Delhis-pollution-is-and-its-goingto-get-worse-if-we-do-nothing-about-it/articleshow/50140542.cms">PM 2.5 concentration levels</a> found that "the average weekly PM 2.5 concentration in <a href="http://www.businessinsider.in/searchresult.cms?query=delhi">Delhi's</a> air was 230.9 micrograms per cubic metre (g/m³), giving it a 'very poor' rating of air quality under the guidelines of the Central Pollution Control Bureau (CPCB). This rating means that it could lead to 'respiratory illness on prolonged exposure'. 
 
Another study by the Kolkata-based Chittaranjan National Cancer Institute (CNCI) shows that nearly half of Delhi’s school children suffer from permanent lung damage while around 10,000 people will die prematurely from air-pollution in Delhi. 
 Additionally, the hazardous <keyword id="68139" type="UNKNOWN" weightage="80" keywordseo="Smog">smog</keyword> which engulfed the city in the past few days reducing visibility down to about 200 metres has also forced a handful number of residents to move out of Delhi or atleast contemplate living somewhere which doesn’t resemble ‘living in a gas chamber.’ 
 
Even as the dangers of breathing the polluted air looms right in front of the citizens residing in what is being considered as the most polluted cities in the world, why then are they so blithe in taking steps to protect themselves from the choking air? 
 
Granted, the sale of air purifiers are on the rise with more and more people bringing it in their homes in a bid to chase clean air to breathe, but it should be kept in mind that air purifiers work only indoors, not outdoors. 
 <keyword id="3171236" type="UNKNOWN" weightage="80" keywordseo="anti-pollution-masks">Anti-pollution masks</keyword> are widely considered the easiest way for an individual to protect themselves from not just dust but also contaminants present in the air, but in the city of Delhi, residents using such masks are still a rarity. 
 
The reason for this is undoubtedly the lack of awareness. Anish Kapoor from Shiva Industries which makes a variety of anti-pollution masks (used even by the Delhi police) available online says that there has been no change in his sales numbers as people are least bothered about masks. 
 
“Not only are they not aware of the dire consequences of the pollution, but they are also quite unaware of the existence of anti-pollution masks and where to get them. The fact that wearing a mask is not considered ‘cool’ doesn’t help either,” Kapur states. 
 
The anti-pollution masks are available both online and offline. They can be bought from chemists and from Select City Walk and shops in Khan Market, being judiciously priced from Rs 180 to Rs 750. There are designer varieties as well, which are priced Rs 2,000 onwards. 
 
According to Vikas Yadav, shopkeeper at Khan Market whose medical store sells about 20-30 masks on a good day, the majority of people who buy them are either people with existing respiratory illness or foreigners. 
 
“I expected more people to buy the masks considering how difficult breathing has become in the city, but unfortunately sales have been maegre,” Yadav summed up. 
 
He is of the belief that for the situation to improve, it is imperative that the government takes steps to educate the people on the importance of these masks and the dire effects of the air quality in the city.
