<a href="http://www.businessinsider.in/searchresult.cms?query=Prime+Minsiter+Narendra+Modi&amp;sortorder=effectivedate">Prime Minsiter Narendra Modi</a> has always addressed Indian <keyword id="57609" type="ORGANIZATION" weightage="20" keywordseo="Diaspora">Diaspora</keyword> during his foreign tours, appealing and encouraging them to invest in their homeland. Behind the powerful speeches, actions and plans is <keyword id="667859" type="PERSON" weightage="100" keywordseo="Vijay-Chauthaiwale">Vijay Chauthaiwale</keyword>, who plans how <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword>’s foreign policy should be. 
 
Chauthaiwale, 53, was chosen by <a href="http://www.businessinsider.in/searchresult.cms?query=BJP&amp;sortorder=effectivedate">BJP</a> President <a href="http://www.businessinsider.in/searchresult.cms?query=Amit+Shah+&amp;sortorder=effectivedate">Amit Shah </a>and since then, he has driven Modi’s efforts to reach roughly 28 million expatriates and people of Indian origin around the world, helping plan glamorous events at venues such as <a href="http://www.businessinsider.in/searchresult.cms?query=Wembley+Stadium&amp;sortorder=effectivedate">Wembley Stadium</a>. 
 
To lure foreign investments, Modi has been bettering relations with the NRIs. It also allows Modi to increase the profile of Indians in the U.S, United Arab Emirates and elsewhere, turning these large communities into politically potent constituencies that can push local politicians and businesses to seek closer economic ties with India. 
 
"This government sees diaspora as a part of the development story and we want them to be informal ambassadors for India in their own country, engaging themselves with local politicians and actors," Chauthaiwale told <a href="https://www.bloomberg.com/news/articles/2016-12-20/meet-the-man-leading-modi-s-outreach-to-india-s-huge-diaspora">Bloomberg </a>in an interview. 
 However, everyone isn’t convinced. Experts say Modi's compelling picth is yet to see results. “PM Modi’s reform efforts have yet to compel a significant number of non-resident Indians to invest or return,” <keyword id="1020377" type="UNKNOWN" weightage="20" keywordseo="Sreeram-Chaulia">Sreeram Chaulia</keyword>, dean of the Jindal School of International Affairs and author of a book on Modi's foreign policy, told Bloomberg. 
 
“Part of the challenge is that India's economy remains as unpredictable as ever: On Nov. 8, Modi plunged the country into social and economic uncertainty by suddenly invalidating 86 percent of currency in circulation, leading analysts to downgrade growth forecasts. NRIs still look at India with some skepticism, because ease of doing business in India has not improved that much," said Chaulia. 
 The Indian diaspora is a crucial part of India's economy. In 2015, the <keyword id="6354424" type="ORGANIZATION" weightage="20" keywordseo="World-Bank">World Bank</keyword> said the diaspora sent back $72.2 billion in remittances, more than India's bilateral trade with the U.S. and almost as much as the $74.9 billion trade relationship with China. 
 
The diaspora, including groups like the Overseas Friends of BJP, can also help Modi's attempt to change the Indian economy's reputation for corruption and red tape, Chauthaiwale said. 
 "Rebranding was necessary, because when Prime Minister Modi took charge, practically everyone had written off India because of the corruption scandals, nepotism and indecision. People are rediscovering the potential of India, especially the <keyword id="6357804" type="ORGANIZATION" weightage="20" keywordseo="NRI">NRI</keyword> community,” said Chauthaiwale, 
 In an era characterized by a backlash against immigration -- with the election of President-Elect <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword>, the Brexit vote and Modi's clash with British Prime Minister <keyword id="368666" type="PERSON" weightage="20" keywordseo="Theresa-May">Theresa May</keyword> over student visas -- India's global workforce is under threat. 
 
Modi is pushing for looser migration rules for India's mobile professionals and Chauthaiwale said the government has made it easier for non-resident Indians to return to India, invest and do philanthropy in their home villages. 
 
Outreach to diaspora groups is a key plank of Modi's foreign policy that "helps India get accepted as a rising power," said Chaulia. 
 
These wealthy communities are also a large source of political donations for the BJP, he added. 
 
"It's a big fundraising mechanism," Chaulia said. "They don't mention it. But it's there." 
 
As the BJP prepares for crucial state elections next year, the party won't end its global outreach, Chauthaiwale said, and will help to coordinate foreign visits for cabinet ministers with newly engaged diaspora groups. 
 
"They have a new sense of identity, and they are now also seeing themselves as a force to be reckoned with," he said.

Now Indian-Americans in California have begun preparations for a similar kind of reception for Modi, who would be the only second Indian PM to visit the state with a trip planned in September to <keyword id="6357722" type="COMPANY" weightage="80" keywordseo="silicon-valley">Silicon Valley</keyword>, reported PTI. 

	To accord the grand reception at Silicon Valley, representatives of Indian-American organisations recently held their first full-fledged preparatory meeting in Sunnyvale, California. 
 The Indian PM would first attend the Annual General Assembly meeting of the <keyword id="6355833" type="ORGANIZATION" weightage="80" keywordseo="united-nations">United Nations</keyword> in New York in September-end. After that, he would visit Silicon Valley and address Indian-Americans, including technology entrepreneurs. 

	"We have planned a community reception on the evening of September 27 at the SAP Centre, San Jose where close to 20,000 people are expected to gather to hear him speak," Khanderao Kand of newly-formed Indo-American Community of West Coast USA told PTI. 
 

	The meeting was addressed by the Indian Ambassador to the US, Arun K Singh, via a video conference. 
 Among others, it was attended by Consul-General of India in <keyword id="12161" type="COMPANY" weightage="60" keywordseo="San-Francisco">San Francisco</keyword>, Venkatesh Ashok, and <keyword id="667859" type="PERSON" weightage="80" keywordseo="Vijay-Chauthaiwale">Vijay Chauthaiwale</keyword>, in-charge foreign relations department of BJP. 

	Chauthaiwale is on a visit to San Francisco Bay Area to oversee the preparations for the reception. 
 

	"The event is a historic moment for the Indian community in Silicon Valley and the diaspora in general," he said. 
 

	Modi's visit is considered significant, especially with regard to his 'Digital India' initiative that aims to use technology in connecting people and transforming governance in India. 
 

	Moreover, he would be the second Indian PM to visit San Francisco-Bay Area after Jawahar Lal Nehru's trip in 1949. 
 

	San Francisco-Bay Area, of which Silicon Valley is a part, is home to about half-a-million-strong Indian-Americans. 
 

	Last year when Modi visited the US, he was given a grand reception at Madison Square Garden. He addressed nearly 20,000 Indian-Americans there.

 Bezos got a lukewarm welcome from India’s trade and industry minister Piyush Goyal Yet, Bezos received a tepid response from the government – probably due to the backlash from trader unions who are blaming him and his industry for weeding them out. The union commerce minister<a href="https://economictimes.indiatimes.com/industry/services/retail/amazon-not-doing-favour-to-india-by-investing-a-billion-dollars-goyal/articleshow/73302716.cms"> Piyush Goyal too scoffed</a> at Bezos’ $1 billion investment in the country saying, “he is not doing India a favour.” Though the minister backtracked on the snub, he also added that any curbs that they might place on India are in its best interests. Goyal and the government are probably trying hard to placate the small traders who were protesting Bezos’ visit. There may be a reason for Goyal playing hard to get. After all, India is supposed to be one of world’s largest e-commerce markets, which will scale to the size of $84 billion by 2021, <a href="https://economictimes.indiatimes.com/industry/services/retail/indian-e-commerce-market-to-touch-usd-84-billion-in-2021-report/articleshow/68169239.cms?from=mdr">according to Deloitte</a>. The government too has to play it safe since its foreign direct investments fell for<a href="https://economictimes.indiatimes.com/news/economy/indicators/indias-fdi-inflows-decline-in-fy19-singapore-replaces-mauritius-as-top-source-of-investment/articleshow/69564054.cms?from=mdr"> the first time in six years</a> in 2019. Last time this happened, the country was blamed for a policy paralysis and seems to be in similar throes this time around.  Early last year, Amazon had to remove hundreds of thousands of products from its platform as government does not allow foreign players to sell products of companies that it has a stake in. Further, the draft e-commerce policy wants to curb foreign players with deep pockets like Amazon and Walmart-owned Flipkart from doling out deep discounts. Some of these rules not only put the early movers like Bezos at a disadvantage, but also provide a flatten the ground in favour of the likes of Mukesh Ambani ⁠— the owner of India’s biggest conglomerate Reliance Industries ⁠— who is now entering technology-related businesses. Bezos probably wanted to meet the Prime Minister to possibly appeal against the roadblocks for his <a href="https://www.businessinsider.in/apple-microsoft-aws-adobe-akamai-and-ibm-want-discussion-on-personal-data-protection-bill-before-parliament/articleshow/69768390.cms">business in India</a>. But government officials had flatly <a href="https://www.ndtv.com/india-news/jeff-bezos-india-visit-government-snubs-jeff-bezos-was-refused-appointment-with-pm-say-sources-2165509">refused a meeting</a>. Narendra Modi might have concerns other than elections and traders – his own image. BJP’s <a href="https://economictimes.indiatimes.com/industry/services/retail/after-indias-amazon-snub-bjp-slams-jeff-bezos-owned-washington-post/articleshow/73324340.cms">foreign affairs head Vijay Chauthaiwale </a>had blamed Washington Post, owned by Bezos, for unflattering coverage of India and Modi, especially with regards to <a href="https://www.washingtonpost.com/opinions/2019/08/06/this-is-modi-governments-darkest-moment/">abrogation of Article 370 </a>in Kashmir. Added to that, a Post column had also referred to Modi<a href="https://www.washingtonpost.com/opinions/2019/11/13/narendra-modi-is-indias-trump/"> as India’s Trump</a>, but not before both of them made many public appearances and Modi also called him, “a good friend”. The Post columnist said “1.3 billion Indians are seeing their freedoms erode under the autocratic rule of Modi”. This did not go down well with the government which has spent millions on Modi’s international campaign. Bezos had already ruffled a lot of feathers in his home turf after he lost a lucrative contract due to Trump’s anger against the newspaper. In India too, his fortunes might be tied to the post, if he doesn’t placate Modi, and the trading community that he belongs to.
