The government is evaluating a proposal to raise its existing fines from a paltry sum of ₹50 to ₹6,000, the <a href="https://theprint.in/governance/modi-govt-hikes-penalty-for-cruelty-to-animals-by-120-times/164044/">The Print</a> reported citing sources. The move is aimed at correcting the fines to mainly adjust for inflation, said the report. The existing fines have not been changed since 1960 when India’s Prevention of Cruelty to Animals Act (PCA) was passed. Even today, under the laws, fines have ranged from ₹10 to no more than ₹50 for violated the law by mistreating the animals. Animal activists and citizens have long criticised the penalties as it wasn’t a big enough deterrent and many have termed it as a mockery. Too little, Too late? While the government is moving to correct the unjust penalties, it has reportedly ignored several Supreme Court directives to impose ‘adequate penalties and punishment’ to curtail animal cruelty. Animal welfare activists, meanwhile, have also been pushing for stringent laws. In 2016, several Indian politicians and celebrities including <keyword id="42749" type="PERSON" weightage="20" keywordseo="Shashi-Tharoor">Shashi Tharoor</keyword>, Poonam Mahajan, Baijayant ‘Jay’ Panda, <keyword id="42634" type="PERSON" weightage="20" keywordseo="Varun-Gandhi">Varun Gandhi</keyword> and <keyword id="6431260" type="PERSON" weightage="20" keywordseo="Meenakshi-Lekhi">Meenakshi Lekhi</keyword> introduced a campaign ‘No more 50’ that emphasised the penalty was far from enough. Earlier this year, India’s Supreme Court overturned a <a href="https://www.bbc.com/news/world-asia-india-40740151">ban </a>on a traditional bull-taming sport in South India following protests. The ban had put in place in 2014 after a campaign from animal welfare groups. India to revise fines for animal cruelty after nearly 60 years with penalties of up to ₹6,000: Report

MPs and MLAs should be recalled inside two years from being elected if 75 percent of the individuals who voted in favor of them are not happy with their execution, as indicated by a <keyword id="19032" type="PERSON" weightage="20" keywordseo="Bill">bill</keyword> moved by <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> MP <keyword id="42634" type="PERSON" weightage="20" keywordseo="Varun-Gandhi">Varun Gandhi</keyword>. 
 
“Logic and justice necessitate that if the people have the power to elect their representatives, they should also have the power to remove these representatives when they engage in misdeeds or fail to fulfil the duties,” Varun said. 
 Expressing that countries throughout the world have tried different things with the idea of Right to Recall, the <keyword id="6355187" type="ORGANIZATION" weightage="60" keywordseo="Lok-Sabha">Lok Sabha</keyword> MP has proposed an amendment in the Representation of the People Act 1951 through his Representation of the People (Amendment) Bill, 2016. 
 
As per the legislation, recalling process can be initiated by any voter of the constituency by filing a petition before the Speaker, signed by at least one-fourth of the total number of electors in that constituency. 
 After confirming its authenticity, the Speaker will move the application to the <keyword id="40807" type="ORGANIZATION" weightage="20" keywordseo="Election-Commission">Election Commission</keyword> for its verification and authentication of the voters’ signatures on it. 
The Commission will verify the signatures on it and will organise the voting on 10 places in the respective constituency of MP or MLA, it says. 
 
If three-fourth of the votes that member was polled in his election, go in favour of the recall process, the member will be recalled, the bill proposes. 
 
Within 24 hours of the receipt of the result, the Speaker will notify the result to the general public. Once the seat gets duly vacated the Commission can organise a bypoll in that constituency. 
 
“A free and fair election is the right of the citizens of the country and in the event of their elected representatives no longer enjoying their confidence, the people must have a right to remove them,” Varun said. 
 It is on the edifice of accountability of politicians that the genuine thought of <keyword id="6354914" type="ORGANIZATION" weightage="20" keywordseo="Democracy">democracy</keyword> can be accomplished, he included. 
 
At present there is no plan of action to the electorate in the event that they are not happy with their elected representative.
