MSMEs will leverage the model and the technologies that are hosted there, so that they also get elevated in the technology adoption scale,” Ravikiran Pothukuchi, the Director of Dassault Systemes told Business Insider in an exclusive interview. Dassault Systemes is already the second-largest player in the global market when it comes to computer-aided design (CAD) software after Siemens. A ‘common share infrastructure model’ is basically a stage where defence manufacturing companies and startups can come, toy with their ideas, and test their concepts — both in the virtual and physical world. “[The companies] take back their learnings and industrialise at a mass scale in their operations set up,” explained Pothukuchi.”That’s the idea that we’re discussing locally as well. There are some governments that have shown interest.” The French IT software services company already has a similar set up in the US state of Wichita in collaboration with the Wichita State University. The state of Wichita is the aerospace hub of the US, like Bengaluru. “Initially, governments are helping them to adapt to these technologies and we’ll become relevant to them at a later date. That is an investment we’re making along with the government,” the IIM-Bengaluru graduate told Business Insider. He hopes that the project to roll out the model will take shape within the next few months. INTERVIEW: Dassault Group has an India software services unit offering defence MSMEs a digital ‘trial room’ where they can test their products to bag more contracts

The order worth EUR312 million (Rs 2,643 crore approx.) includes the design and manufacturing of 234 standard gauge metro cars for Line 7 extension, which is 12.558 km of Pink line on the Mukundpur- Maujpur corridor and, the Line 8 extension, which is 28.92 km of Magenta line for the Janakpuri West - RK Ashram corridor, according to a statement from Alstom. Alstom will also design and manufacture of 78 standard gauge metro cars for the 23.622 km Silver line between Aerocity and Tughlakabad, including 15-year maintenance of these 78 cars. The statement said that Alstom would supply its Metropolis trainsets for this order. Metropolis trains offer a unique design, a wide range of configurations and ensure the highest performance due to the perfect combination of proven and reliable components and innovations, the company said. With its extensive track record, low lifecycle costs, and keen focus on passenger experience, Alstom said its Metropolis metros set the standard around the world. Talking about the new contract, Olivier Loison, Managing Director, Alstom India Cluster, said that "Delhi-National Capital Region (NCR) is amongst the largest urban clusters in the world. Faced with the realities of climate change, such megacities need reliable and sustainable public transport solutions. Alstom is pleased to continue the partnership with Delhi Metro, one of Asia's largest rapid transit systems. Our trains have a high recyclability of all materials and low-weight design to reduce energy consumption that will greatly contribute to minimising environmental impact in the region." Alstom said it had delivered more than 800 metro cars that are in service for the Delhi Metro network. The new trains will be built at Alstom's largest urban rolling stock manufacturing site in Sricity (<keyword id="37102" type="General" weightage="50" keywordseo="andhra-pradesh" source="Orion">Andhra Pradesh</keyword>), which has a strong portfolio of delivering for major domestic and international projects, according to the company. Currently, the Delhi Metro network consists of about 391 km with 286 stations. To expand the domestic <keyword id="2377476" type="PERSON" weightage="20" keywordseo="defence-manufacturing">defence manufacturing</keyword> ecosystem, a negative list of weapons and platforms would be notified with year-wise timelines for placing an embargo on import of such items from those dates. As per the draft <keyword id="9695994" type="UNKNOWN" weightage="20" keywordseo="defence-production-and-export-promotion-policy">Defence Production and Export Promotion Policy</keyword> (DPEPP 2020) announced on Monday, this list would be updated periodically, without compromising on the operational requirements of the Services, to allow lead-time to industry to prepare itself for any such procurement which is likely to come up, subsequent to the indicated embargo date. The policy proposes a Technology Assessment Cell (TAC) in coordination with the services, which would assess the industrial capability for design, development and production including re-engineering for production of various major systems like <keyword id="386104" type="PERSON" weightage="20" keywordseo="Armoured-Vehicles">armoured vehicles</keyword>, <keyword id="117400" type="PERSON" weightage="20" keywordseo="Submarines">submarines</keyword>, fighter aircraft, <keyword id="54022" type="PERSON" weightage="20" keywordseo="helicopters">helicopters</keyword>, radars with the major industries in the country. A Project Management Unit (PMU), with representation from the Services, would be set up to support the acquisition process and facilitate management of the contracts. This setup would bring in expertise to the process of acquisition as well as create focus and synergy in building military capabilities. With self- reliance as the motto, aim is to move away from licensed production to Design, Develop and produce wherein the Nation owns the Design Rights and IP of the systems. "Our Armed forces have over the years acquired a range of platforms from diverse sources leading to a buildup of spares and consumables which has resulted in sub-optimal planning and resource allocation. Efforts would be made to adopt a family of weapons approach to standardize and optimize inventory and supply chain management," the policy said. In addition, efforts would be made to provide the industry greater visibility into the likely opportunities in the defence sector. Understanding future capital acquisition priorities will enable industry to develop technologies, carry out necessary ground work and position themselves in an optimal manner to compete at the appropriate time. In order to enhance procurement from domestic industry, it is incumbent that procurement is doubled from the current Rs 70,000 crore to Rs 1,40,000 crore by 2025. In order to achieve this objective, it is proposed to carve out a distinct budget head for domestic capital procurement. The policy will also strive for enhancing allocation for domestic capital procurement at the rate of minimum 15 per cent per annum for the next five years. Various studies have over the years brought out the need to enhance cost effectiveness and improve efficiency in the use of MoD's resources. Efforts would be made to scrutinize, evaluate and optimize various items of expenditure in the Defence budget. The policy says that investment promotion would be encouraged to provide specific focus on certain identified segments and technological areas. Investments in aviation sector which help in co-development and strengthening defence ecosystem would be facilitated in association with the Ministry of Civil Aviation. Efforts would be made to address the identified gaps in those segments and offer incentives to global OEMs and domestic industry to set up design and manufacturing facilities in India. The investments in these segments would also be channelized by offering high multipliers through offsets obligations. Development of aero engines complex is a priority area. While significant improvements have been made, there are still critical gaps in the aero engine segment for future development programmes as well as for taking up the engine related MRO activities of the current inventory of platforms. The two Defence Corridors set up in Tamil Nadu and Uttar Pradesh would be specifically targeted by providing additional support as well as by offering higher multipliers for offset discharge for investments flowing into the Defence Corridors. India's new defence policy proposes a cell to re-engineer armoured vehicles, submarines, fighter aircraft, helicopters and more

<ul><li>The conmen told the victim that <keyword id="6360409" type="ORGANIZATION" weightage="20" keywordseo="Nasa">NASA</keyword> was willing to pay around ₹375 billion for a device called the '<keyword id="1639854" type="PERSON" weightage="20" keywordseo="Rice-Puller">Rice Puller</keyword>'.</li><li>The duo, both motor mechanics, along with a bunch of others, duped him of ₹14.3 million. </li><li>He again entered into a Memorandum of Understanding (MoU) with another company paying an additional ₹5.11 million.</li></ul>A father-son duo pulled a fast one on a businessman by convincing him to invest in a device, dubbed the Rice Puller, that is apparently used by research agencies like National Aeronautics and Space Administration (NASA) and Defence Research and Development Organisation (<keyword id="6355142" type="ORGANIZATION" weightage="20" keywordseo="DRDO">DRDO</keyword>) for space research. The victim, a garments exporter, approached the <keyword id="466424" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Police-Crime-Branch">Delhi Police Crime Branch</keyword> earlier this month, claiming that the duo, both motor mechanics, along with a bunch of others, duped him of ₹14.3 million by claiming that they would sell the device to NASA. This isn’t the first time someone has used the ‘Rice Puller’ scheme to fool unsuspecting ‘investors’. It is, in fact, a favourite of conmen. The ‘benefits’ of the device are many but usually, the conmen resort to a simple magic trick that demonstrates the device, apparently made of copper and iridium, drawing rice towards it, as a bait. The police said that the accused was told by Virender Mohan Brar (the father) that his company could arrange for the sale of the item to NASA for around ₹375 billion after testing its genuineness. The tests would apparently be done by DRDO scientists and some chemicals would be imported for it. The accused also told <keyword id="186920" type="PERSON" weightage="20" keywordseo="Narender">Narender</keyword> that NASA would pay ₹100 million upfront as token money if the test was found "OK". The victim signed a Memorandum of Understanding (MoU) with the accused and paid ₹8.72 million for arranging special anti-radiation suits to be worn by scientists during testing, their fees, money for obtaining chemicals required for testing etc. The victim told the police that initially, the device was to be tested in Hapur, a small city in the northern Indian state of <keyword id="6357713" type="LOCATION" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword>, but the accused kept shifting dates and made frivolous excuses like the place was not a conducive location for the tests. Later, other associates of the alleged seller of the ‘Rice Puller’ threatened to finalise the ‘deal’ elsewhere and introduced the victim to another ‘seller’, assuring him that this deal was genuine. The single engine Light Utility Helicopter (LUH) got wings at Defexpo-2020 on Friday after Chairman Defence Research and Development Organisation's initial operational clearance to Hindustan Aeronautics Limited for its production. HAL CMD R. Madhavan received the initial operational clearance certification from G. Sateesh Reddy, Chairman, DRDO, at the 'Bandhan' programme held at the ongoing <keyword id="8154465" type="UNKNOWN" weightage="20" keywordseo="DefExpo-2020">DefExpo 2020</keyword> in the presence of Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> and Uttar Pradesh Chief Minister Yogi Adityanath and others. The move will help armed forces to replace the ageing fleet of Cheetah and Chetak helicopters. HAL will be manufacturing indigenously designed and developed helicopters that will meet the operational requirements of armed forces. "This is a momentous occasion for HAL. It reinforces our commitment towards indigenous R&amp;D programmes on self-reliance and enhancing operational effectiveness of the Indian armed forces. HAL is fully geared to fulfil the requirements of its customers in a time-bound manner," said R Madhavan. Arup Chatterjee, Director, Engineering &amp; R&amp;D, HAL, said the performance of basic configuration of LUH in all terrains and under all weather conditions is satisfactory and that HAL is moving towards the next phase. One LUH Prototype is part of flying display and another is part of static display at the <keyword id="6400946" type="LOCATION" weightage="20" keywordseo="defexpo">DefExpo</keyword> 2020. "Till now three prototypes have been built and cumulatively completed over 550 flights under various terrains and climatic conditions like cold and hot weather, at sea-level and high altitude complying with stringent certification and user requirements," HAL said. HAL said the helicopter's endurance and reliability were established during the hot weather and high-altitude trials wherein LUH was ferried from Bengaluru, covering over 7000 km and continuously flying for 17 days without any abnormality. (Eds: Updating with PM's speech) Lucknow, Feb 5 () India is eyeing defence export of USD 5 billion in the next five years, Prime Minister Narendra Modi said on Wednesday, highlighting the measures taken by his government to boost manufacturing and woo investors to set up a base in the country.Inaugurating the 11th edition of DefExpo here, Modi said a country of the size of India cannot entirely depend on imports and added the number of defence licenses issued in the last five years has risen to 460 from 210 in 2014, the year he first came to power.India is building several defence equipment like artillery guns, aircraft carriers, submarines, light-combat aircraft, and combat helicopters, he said."Our mantra is Make in India, for India, for world. In 2014 the export of defence equipment from India was about Rs 2,000 crore. In the last 2 years it has gone up to Rs 17,000 crore. In the next five years our target is export of USD 5 billion, which is about Rs 35,000 crore," the prime minister said.India is not only a major market globally but a vast opportunity for the world as well, he said, asserting that Uttar Pradesh is going to be one of the biggest defence manufacturing hubs in India.Lack of proper policy initiative in last several decades made India the biggest importer of defence platforms, he added.Modi cited misuse of technology, terrorism and cyber threat as challenges facing the world and said defence forces are eyeing new technology considering new threats. India is not behind others, he added.He said a roadmap had been finalised to use application of artificial intelligence in defence sector.The prime minister said the creation of the post of Chief of Defence Staff and the Department of Military Affairs will boost the overall defence production."We are going to enhance our presence in the outer space in coming years," he said, adding that the DRDO is putting up effective protection for India's assets in outer space created by ISRO."Our defence preparedness is not aimed at any country as India is a reliable contributor to world peace. Rajnath Singh gets Defence Ministry in Narendra Modi's new cabinet

In run up to Uttar Pradesh polls in 2017, work on <keyword id="3429848" type="UNKNOWN" weightage="20" keywordseo="delhi-varanasi-bullet-train">Delhi-Varanasi bullet train</keyword> has been accelerated and it might just take two hours 40 minutes to cover a distance of 782 kilometres. 
 
This is a part of PM Narendra Modi’s strategy to depict a pro-development image in UP as the holy city of Varanasi is also his constituency. 
 
Meanwhile, the Delhi-Varanasi bullet train will pass through Aligarh, Agra, Kanpur, Lucknow and Sultanpur. 
 
A Spanish firm is conducting feasibility study of the high-speed rail corridor and is expected to submit its final report in November. 
Meanwhile, the project will be built at a tune of Rs 43,000 crore. 
 
However, an official told TOI the final cost will be worked out only after detailed field study of the finally chosen alignment. The possibility of operating double-decker high speed trains on this section is also being explored by the consultant.

Delhi-Varanasi bullet train work expedited, thanks to upcoming UP polls

The <keyword id="6354416" type="ORGANIZATION" weightage="80" keywordseo="Indian-Army">Indian Army</keyword> would place an order worth Rs 1, 200 crore to get <keyword id="6358373" type="PERSON" weightage="80" keywordseo="dhanush">Dhanush</keyword> artillery guns after their confirmatory trials are over early next year, reported PTI. 

	According to defence sources, if the confirmatory test of the indigenously-developed guns comes out as positive, it will pave the way for Bulk Production Clearance (BPC).
 Under the first phase, the army will place an order for 114 such guns with the <keyword id="498182" type="ORGANIZATION" weightage="60" keywordseo="Ordnance-Factories-Board">Ordnance Factories Board</keyword>. 

	"The confirmatory trials are going on after and if they prove to be successful, the guns will go in for bulk production for the army," sources told PTI. 
 

	The Gun Carriage Factory, Jabalpur, plans to supply 6 guns within 6 months, another 12 within the next one year before ramping up the production.
 It is important to know that Dhanush would be the first artillery gun to be acquired by the Indian Army since the purchase of Bofors guns from <keyword id="23050" type="COUNTRY" weightage="80" keywordseo="Sweden">Sweden</keyword> in 1987. 

	It is a modified version of the Bofors and already underwent winter trials in 2013 and summer trials in 2014. 
 Earlier this year, Defence Minister <keyword id="6363133" type="PERSON" weightage="80" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword> said the test for the 155/45mm caliber Dhanush gun was successful. 

	According to sources, minor changes were done following the trials, following which the confirmation trials have begun.
 

	OFB is a conglomerate of 39 ordnance factories with another two new projects being set up at Nalanda in Bihar and Korwa in Uttar Pradesh.
