Forget about defining the <a href="http://www.businessinsider.in/searchresult.cms?query=Line+of+Actual+Control+">Line of Actual Control</a> and addressing the issue of Chinese intrusion into Indian territories as <keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword> has now given birth to a new issue which could further widen gaps between the two countries. 
 It has now operationalised the $1.5 billion Zam <keyword id="2398983" type="UNKNOWN" weightage="100" keywordseo="hydropower-station">Hydropower Station</keyword>, which has raised concerns in India over the likelihood of <a href="http://www.businessinsider.in/searchresult.cms?query=disrupting+water+supplies">disrupting water supplies</a>. 
 The dam, the largest in <keyword id="6364076" type="COUNTRY" weightage="60" keywordseo="Tibet">Tibet</keyword>, built on the Brahmaputra river, also raised concerns in India over <a href="http://www.businessinsider.in/searchresult.cms?query=China">China's ability to release water in times of conflict</a> which could pose serious risk of flooding. 
 
The China Gezhouba Group, a major hydropower contractor based in Wuhan, capital of Hubei Province said on Tuesday that all six of the stations’ units were incorporated into the power grid. 
 
Located in the Gyaca County, Shannan Prefecture, the Zam Hydropower Station also known as Zangmu Hydropower Station, harnesses the rich water resources of Brahmaputra known in Tibet as Yarlung Zangbo River, a major river which flows through Tibet into India and later into Bangladesh. 
 
The dam considered to be the <a href="http://www.businessinsider.in/searchresult.cms?query=hydropower+station+">world's highest-altitude hydropower station</a> and the largest of its kind will produce produces 2.5 billion kilowatt-hours of electricity a year. 
 
According to the company, it would alleviate the electricity shortage in central Tibet and empower the development of the electricity-strapped region. It is also an important energy base in central Tibet. 
 
Investment of the hydropower station, about 140 kms from Tibetan capital Lhasa, totaled 9.6 billion yuan (about $1.5 billion). 
 
The first unit began operations last November. 
 
The problem for India does not end here as China is reportedly building few more dams. The country seeks to allay Indian fears saying that they are the run-of-the-river projects which were not designed to hold water. 
 
An Indian Inter-Ministerial Expert Group (IMEG) on the <a href="http://www.businessinsider.in/searchresult.cms?query=hydropower+station+">Brahmaputra</a> in 2013 said the dams were being built on the upper reaches and called for further monitoring considering their impact on the flow of waters to the lower reaches. 
 
The IMEG noted that the three dams, Jiexu, Zangmu and Jiacha are within 25 kms of each other and are 550 kms from the Indian border. 
 
India has been taking up the issue with China for the past few years the two countries reached an understanding in 2013. Chinese side agreed to provide more flood data of Brahmaputra from May to October instead of June to October in the previous agreements river water agreements in 2008 and 2010. 
 India is concerned that if the waters are diverted, then projects on the Brahmaputra, particularly the <keyword id="743602" type="UNKNOWN" weightage="60" keywordseo="Upper-Siang">Upper Siang</keyword> and Lower Suhansri projects in <keyword id="46408" type="COMPANY" weightage="100" keywordseo="Arunachal-Pradesh">Arunachal Pradesh</keyword>, may get affected.

A reason to worry for! China operationalises biggest dam on Brahmaputra in Tibet

10,220 Itanagar, Oct 3 () At least 200 more people, including eight security personnel, have tested positive for COVID-19 in Arunachal Pradesh, pushing the northeastern states caseload to 10,220, a senior health official said on Saturday. A 54-year-old sub-inspector of Sashastra Seema Bal (SSB) and a 51-year-old official of Border Road Task Force (BRTF), succumbed to the infection, taking the state's coronavirus death toll to 18, State Surveillance Officer (SSO) Dr L Jampa said. The SSB sub-inspector working at Bomdila in West Kameng district died of COVID-19 related complications at Namsai district of the state on October 1. The BRTF official from Upper Siang district died of COVID-19 on September 30 at Assam Medical College and Hospital (AMCH) in Dibrugarh. He had been admitted to the Dedicated COVID Hospital (DCH) at Pasighat in East Sang district on September 13, but was later referred to the AMCH, as his condition deteriorated on September 16, Dr Jampa said. Of the 200 fresh cases, 87 were reported from the Capital Complex region, Anjaw (37), West Siang (18), 7 cases each from Lower Dibang Valley and West Kameng, 6 each from Papumpare and Tawang and 5 each from East Siang, Kurung Kumey and Upper Siang districts, the SSO said. Four cases were also reported from Tirap, three from Lower Subansiri, two each from Changlang, Lepa Rada and East Kameng and one each from Upper Subansiri, Lower Siang, Lohit and Longding, the official said. Five Army men, two state police personnel and an ITBP jawan are among the new patients, he said. Four prisoners in Lower Dibang Valley district and three health workers in Kurung Kumey have also contracted the infection, Dr Jampa said. Barring 16, all the new patients are asymptomatic and shifted to COVID-19 care centres, the official said. As many as 134 more people were cured of the disease and discharged from hospitals, taking the recovery rate among COVID-19 patients in the state to 70.28 per cent, he said. Arunachal Pradesh now has 3,019 active coronavirus cases, while 7,183 people have been cured of the disease so far, the official said. The Capital Complex region, comprising Itanagar, Naharlagun, Nirjuli and Banderdewa areas, has the highest number of active coronavirus cases at 1,627, he said. Itanagar, Jun 6 () Arunachal Pradesh reported two fresh positive cases of COVID-19 on Saturday, taking the total in the Northeastern state to 49, a senior health official said. The new cases have been reported from Changlang and East Siang districts, he said. Both the persons, lodged in institutional quarantine facilities, are asymptomatic, State Surveillance Officer L Jampa said. Changlang, the worst-affected district, has reported 32 cases and the capital complex comprising Itanagar and Naharlagun reported seven cases of COVID-19. Besides, two cases each have been reported from Namsai and Lohit district, and one each from Pakke Kessang, Tawang, Upper Siang, East Siang and West Siang districts. There are 48 active cases in the state at present, while a person has recovered. All fresh cases in the state have been reported from quarantine centres, set up for those returning from other parts of the country, Jampa said. 2 persons test positive for COVID-19 in Arunachal Pradesh, total at 49

Itanagar, Jun 13 () Arunachal Pradesh on Saturday reported a fresh case of COVI-19, taking the state tally to 88, officials said. Of the total 88 COVID-19 cases, 82 are active as six persons have been discharged after they recovered from the disease, a senior health official said. The new positive case was reported from Lower Dibang Valley district. The person is a returnee from Gujarat and is asymptomatic, the official said. The patient has been shifted to Covid care centre, State Surveillance Officer Dr L Jampa informed. Arunachal Pradesh on Friday reported the highest single-day spike with 20 positive cases reported from various districts. Among the positive case detected on Friday, 13 were reported from worst affected Changlang district, six from East Siang and one from Namsai. Among the active cases, 55 are from Changlang district, followed by 9 from East Siang district, three from West Kameng, Lohit and Lower Diang Valley districts reported two cases each and one each from Tawang, Namsai, Upper Siang, Tirap, Longding and West Siang districts. A total of 48 close contacts of the two frontline workers were traced and put under home quarantine, East Siang deputy commissioner Dr Kinny Siang said. Samples of all the traced contacts were collected and send for tests, she added. The district has so far reported nine positive cases on novel Coronavirus. The district administration has clamped prohibitory order at Pasighat, the district headquarters and its periphery areas to ensure effective contact tracing for preventing the virus from spreading to community, the DC informed. She exhorted the people to strictly adhere to Covid-19 standard operating procedures, including physical distancing and mandatory use of face masks. Itanagar, Jun 4 () Four more people tested positive for COVID-19 in Arunachal Pradesh on Thursday, taking the total number of such cases in the northeastern state to 42, a senior government official said. Among the four, three are from Changlang district, and one from West Siang, he said. All four cases were reported from quarantine centres, set up for people returning from other parts of the country. "As on 4.15 PM/June 4/2020, four new cases detected from the quarantine facility. Three from Changlang and 1 from Aalo. All are asymptomatic, the state health directorate posted on Twitter. Of the 42 cases in the state, seven were reported from the capital complex -- comprising Itanagar and Naharlagun -- 28 from Changlang, two from Lohit, and one each from Namsai, Pakke Kessang, Tawang, Upper Siang and West Siang districts. One person has recovered in the state so far. Itanagar, Jun 5 () Four more people tested positive for COVID-19 on Friday, taking the total number of active cases in the state to 46, a senior government official said. Of the four, three cases were registered in Changlang district, which accounts for the maximum number of coronavirus patients in the state, and one from Lohit, State Surveillance Officer Dr L Jampa said. All fresh cases in the state have been reported from quarantine centres, set up for those returning from other parts of the country, he said. Till date, seven COVID-19 cases have been reported from the capital complex -- comprising Itanagar and Naharlagun -- 31 from Changlang, two each from Namsai and Lohit, and one each from Pakke Kessang, Tawang, Upper Siang and West Siang districts. 4 more test positive for COVID-19 in Arunachal, total active cases rise to 46

Itanagar, Jun 12 () Six more people, including three Army personnel, have tested positive for COVID-19 in Arunachal Pradesh, taking the total number of cases in the state to 67, a health department official said on Friday. Three Army men tested positive for the disease in Singchung sub-division of West Kameng district on Thursday night, while two persons were detected with the infection in Changlang and one in Longding, he said. "The three Army personnel had recently returned from Bihar, while the two from Changlang had come from Noida and the one from Longding had travelled back from Gujarat. They are asymptomatic and lodged in quarantine centres," State Surveillance Officer Dr L Jampa said. The Army has its own protocol and the three would be managed by them, he said. Contact tracing has been initiated, Dr T Taipodia, who is dealing with the COVID-19 management in Arunachal Pradesh, said. West Kameng district's COVID-19 nodal officer Dr Kesang Wangda has issued an advisory to civilians living in and around the Army cantonment areas of Tenga and Dahung, requesting them not to enter into restricted areas unnecessarily.One of the three Army personnel is a doctor, sources said. Arunachal Pradesh has 63 active cases, while four patients have recovered from the disease. Among the active cases, 42 are from Changland district, followed by three each from East Siang and West Kameng, two each from Namsai and Lohit and one each from Lower Dibang Valley, Tawang, Upper Siang, Tirap, Longding and West Siang districts. 3 Army personnel among six new COVID-19 cases in Arunachal

Itanagar, Jun 3 () Arunachal Pradesh on Wednesday registered 10 more COVID-19 cases all returnees and the number of people infected by novel coronavirus rose to 38, a senior government official said. While nine of them are from Changlang district, one is from Itanagar, he said. It was not immediately known from where they returned to the state. The state now has 37 active cases and one has recovered. Out of the 37 active cases in the Northeastern state, 25 are from Changlang district, seven from Itanagar, and one each from Lohit, Namsai, Pakke Kessang, Tawang and Upper Siang districts. Itanagar, Feb 25 () Arunachal Pradesh Governor Brig (Retd) Dr B D Mishra on Thursday called upon the MLAs to shoulder responsibility to design plans, enact and adopt provisions so that the state not only mitigate the impact of COVID-19 pandemic but also emerge with strong socio-economic and health achievements. Addressing the first day of the 12-day Budget session, he said the current session would remain guided by six key result areas underscored by the union budget which includes, health and well-being, physical and financial capital and infrastructure, inclusive development for aspirational India, reinvigorating human capital, innovation and research and development and minimum government and maximum governance. "Our policies should be for strengthening the philosophy of 'Nation first'. Our focus should be for doubling farmer's income, healthy India, good governance, opportunities for youths, education for all, women empowerment and inclusive development," Mishra said in his 50-minute speech. "We are shifting our stance from expenditure-oriented budgeting to outcome-oriented budgeting. We are dovetailing all central schemes for the benefit of the people of the state," the governor added. He said, the government is bringing in professionalism in the system by upgrading the skills of government workforce thereby improving absorption capacity and increasing the state's resource base. "This will bring about the decrease in our dependence on Central funding. We are determined to put in place, the conducive policies for ease of working of central government agencies such as power sector companies, Border Roads Organization, National Highways and Infrastructure Development Corporation Limited (NHIDCL) etc," he said. Mishra said the state government is fully poised to utilize all available resources for the overall socio-economic development of the state and the people. He said the state government had gone all out to change the COVID-19 challenge into an opportunity to accelerate the pace of development in the state in the past one year. "It is you, in true 'joy sharing' spirit of Arunachali ethos who helped convert the MLA apartments here into a dedicated Covid hospital. This hospital provided valuable clinical services to hundreds of patients and saved many precious lives," he said, adding the government expressed appreciation to you for foregoing your salary and providing one instalment of the MLA Local Area Development Fund to fight the pandemic. He said, the government has set forth its vision to bring equitable and sustainable development in the state and is working hard to achieve excellence in governance, quality education, better health services, progressive changes in agriculture and allied sectors, employment generation, livelihood activities, ease of doing business, drinking water to all, among others. "The government is also focusing on providing uninterrupted power supply, good connectivity and communication, promoting tourism, establishing inter-tribe harmony, maintenance of law and order, social partnership, conserving ecological balance and preserving the rich culture and heritage of the tribal societies," Mishra added. The governor informed that the government had provided an assistance of Rs 1,000 per BPL family covering 1.77 lakh families which helped them during the 'Lock Down' days. More than 65,000 families received free LPG cylinder under the Ujjwala scheme. Under Pradhan Mantri Kisan Samman Nidhi Yojana, the government provided Rs 2,000 to 62,000 farmer families besides additional Rs 1,000 to 68,000 farmer families, he said, adding, an estimated 1.48 lakh women Jan-Dhan account holders received Rs 1,500 in their account from the government and around 42,000 divyangs, widows and senior citizens received Rs 1,000 in their account. "Scholarships were provided to 20,162 students and 17,918 students were provided with stipend. Our government provided Rs 3,500 each to more than 17,000 Arunachalees who were stranded outside our state during the lockdown period," Mishra said. The government has initiated major steps to strengthen the health infrastructure and taken up a massive Rs 400 crore project to upgrade the health infrastructure in the district hospitals, he said. "Giving thrust to Prime Minister Narendra Modis 'Heath for all Mission', the government has till date, converted 66 Primary Health Care Centres and 140 Sub Centres as Health and Wellness Centres. In the coming year, the government is committed to convert all our Primary Health care facilities to Health and Wellness Centres," he said. Referring to the education sector, the governor said that despite huge territorial dispersions and majority of schools being located in the interiors, the government under the Arunachal Pradesh Teachers Transfer and Posting Policy 2020, is putting in all effort to rationalize and provide teachers wherever needed. "My government has taken a series of initiatives to strengthen the infrastructure of school education. During the next two years we will be operationalising five new Eklavya Model Residential Schools (EMRS) - one each in Leparada, Tirap, Lower Dibang Valley, Kurung Kumey and Lohit districts. Another five schools will come up in 3 to 4 years in Itanagar, Naharlagun, Khonsa, East Kameng and West Siang," he said. Eight model residential schools under Pradhan Mantri Jan Vikas Karyakram (PMJVK) with a total outlay of 284 crore will also come up in next 3 years in West Kameng, Kra Daadi, Tawang, Lower Dibang Valley, Lower Subansiri, Upper Siang, Kurung Kumey and Pakke Kessang districts, Mishra said.
