Finance Minister Arun Jaitley is going to address the unorganised sector in his Budget 2016-17. 
 
The Indian government is planning to come out with a national social security card scheme, which is going to benefit nearly 40 crore unorganised workers in the country, accounting for nearly 89% of the total workforce. 
 
Under the scheme, the beneficiaries would be able to avail social security schemes such as Aam Aadmi Bima Yojana, the Atal Pension Yojana, the Pradhan Mantri Suraksha Bima Yojana and Jeevan Jyoti Bima Yojana, etc under one platform. 
 
This comes under the backdrop of the government’s promise to the workers as they are threatening to go on a day-long demonstration on March 10 against the "anti-labour" policies of the BJP-led NDA government. 
 
The labour ministry has proposed Rs. 1,350 crore for this fiscal to register and issue national social security card to workers. 
 
"The labour ministry will implement and monitor the roll-out of the national social security card across the country because of its outreach to unorganised workers and our past experience of implementing the Rashtriya Swasthya Bima Yojana," an official told ET. 
 
The IT ministry was not in the favour of a single card system as citing duplication of work as the government is already in discussions to link welfare schemes with the Aadhaar card.

India's refurbished smartphone market witnesses accelerated growth

<keyword id="44734" type="ORGANIZATION" weightage="100" keywordseo="Indian-Government">Indian government</keyword> has finally passed the bill mandating 26 weeks of <a href="http://www.businessinsider.in/topic/maternity-leave">paid maternity leave</a> for women working in the organised sector. Earlier, the tenure was of 12 weeks. 
 
The move will be benefiting about 1.8 million women, working in establishments employing 10 or more people. However, this entitlement will be valid for only up to first two children. In case of a third child, the entitlement would remain for 12 weeks. 
 
It was in <a href="http://www.businessinsider.in/Maternity-benefit-act-amendment-bill-in-rajya-sabha/articleshow/53613481.cms">August last year</a> that the Maternity Benefit (Amendment) Bill, 2016 was passed by the <a href="http://www.businessinsider.in/Rajya-sabha-passes-Maternity-Bill-amendment/articleshow/53666268.cms">Rajya Sabha</a>. Now, India stands third in terms of the number of weeks for maternity leave after Canada (50 weeks) and Norway (44 weeks).

During the 4-hour debate regarding the bill, some parliament members demanded <a href="http://www.businessinsider.in/breaking-the-gender-stereotype-deutsche-bank-allows-childcare-leaves-to-men/articleshow/56082979.cms">paternity benefits</a> so that children in nuclear families can get better care.

In case of a woman employee legally adopting a child below three months of age and a biological mother who uses her egg to have a surrogate child, there would be 12 weeks of maternity leave. 
 Other than the leave benefit, the Bill also mandates every establishment with 50 or more employees to provide <keyword id="815457" type="UNKNOWN" weightage="100" keywordseo="crche-facilities">crèche facilities</keyword> within a prescribed distance of the office premises. 
 
The new mothers would be allowed four crèche visits in a day, including her interval for rest.

Indian Govt okays 26 weeks paid maternity leave, mandatory crèches for firms with over 50 people

<ul><li>The decades-old practice of getting milk delivered to the doorstep is a big reason. </li><li>Dairy companies spend between 1-2% of sales in advertisements, which is far less compared to other consumer staples companies. </li><li>This is a huge advantage for branded milk sellers at a time when consumers are moving away from unorganised local vendors. </li></ul>Do you get your milk delivered to your doorstep every morning? There is a good chance that you do not have up-to-date information on other brands of milk, competing prices and offers, if any, which may be available. Consumers are less likely to frequently shift from one dairy brand to another because of this decades-old practice. This has also meant that dairy companies in India have had to spend very little on advertisements and promotions.

 An urban consumer in India spends 20.3% of the monthly spend on milk and milk products, according to a survey by the National Sample Survey Organisation released in 2012. Milk is a staple and there is big money to be made in the segment. And yet, dairy companies spend only 1-2% of sales on advertisements, compared to online marketplace Flipkart, which <a href="https://economictimes.indiatimes.com/industry/services/advertising/at-30-of-annual-revenues-flipkart-spends-thrice-as-much-on-ads-as-hul/articleshow/66611156.cms">reportedly</a> spends over 30% of its revenue. While Hindustan Unilever spends about 10% of its sales. “An effective advertisement of soap can win new consumers and additional revenues of ₹20 per new consumer per month whereas an advertisement of dairy brand can win revenues of ₹1,000 per new consumer per month,” an <keyword id="7442614" type="UNKNOWN" weightage="20" keywordseo="ICICI-Securities-report">ICICI Securities report</keyword> explained. This would also explain why dairy companies do not offer any freebies to consumers and any discounts to distributors are negligible. However, on the down side, the same stickiness in consumer preference also makes it difficult for new entrants to capture customers from established players. The good news is a lot of people are yet to move from buying milk from unorganised neighborhood vendors to picking up branded milk and related products off the shelves. The Indian dairy sector is expected to grow at about 15% compounded annual growth rate, according to ICICI Securities, and there is possibility of steady shift of consumers from unorganised sector to organised sector. The fact that this growth does not need high promotional expenses is an added advantage for newer companies.

"Close to 81% of all employed persons in India make a living by working in the informal sector, with only 6.5% in the formal sector and 0.8% in the household sector.," the International Labour Organisation <a href="https://thewire.in/labour/nearly-81-of-the-employed-in-india-are-in-the-informal-sector-ilo" data-type="tilCustomLink" target="_blank">said</a> in May 2018. Half of all urban jobs in India and 85% of rural jobs are in the unorganised space. The rural parts of the country have had a tough time last few years. Budget 2019 may offer a monthly pension for informal workers above 60 with Aadhaar

New Delhi, Jan 19 () The Congress on Sunday expressed apprehension over the government's reported bid to revamp official statistics to account for the unorganised sector, saying no attempt should be made to "artificially boost" the rate of growth.
The government has suddenly expressed alarm and a "revamp of official statistics" is being proposed because it believes unorganised sector has not been looked at, Congress spokesperson Abhishek Singhvi said at a press conference.
"We have no problem if it is a constructive exercise... Please don't do something where you artificially boost your official 4.9 per cent rate of growth which your own CEA (Arvind Subramanian) believes is 2-2.5 per cent less than stated," he said.
"This government is desperate to find quick-fix solutions, jumla solutions, misleading solutions, to find sleight of hand solutions, to avoid substance, to avoid the real meat of the matter, and give a misleading new issue to digress and divert attention," Singhvi alleged.
He also hit out at the government over the National Crime Records Bureau data that an average 35 unemployed and 36 self-employed people ended their lives every day in 2018, with the two categories together accounting for 26,085 suicide deaths during the year. ASK ASK ABH

Don't do something to artificially boost growth: Cong on 'data revamp' reports

New Delhi, Feb 1 () With an aim to strengthen the pension fund regulatory body's regulating role, Finance Minister Nirmala Sitharaman on Saturday proposed amendments in the PFRDA Act and forming of pension trusts by employees other than government.
Presenting the Union Budget 2020-21, the minister also proposed separating the role of the Pension Fund Regulatory and Development Authority of India (PFRDA) from that of trust for government employees.
"Regulating role of PFRDAI requires strengthening. Necessary amendments would be carried out in Pension Fund Regulatory Development Authority of India Act that will also facilitate separation of NPS trust for government employees from PFRDAI," Sitharaman said in her Budget speech in Parliament.
The Pension Fund Regulatory &amp; Development Authority Act was passed in September, 2013 and came to effect from February, 2014.
This would also enable establishment of a pension trust by the employees other than government, the minister said. 
"I am confident that this will motivate citizens to plan for their old age," she added.
Further, to help easy mobility while in jobs, she said the government wishes to infuse into the universal pension coverage with auto enrolment.
"Also, we wish to place such mechanisms which can enable inter-operability and provide safeguards for the accumulated corpus," she said.
The PFRDA regulates the National Pension System (NPS), subscribed by employees of central and state governments as well as by employees of private sector organizations those in unorganised sectors.
It also administers Atal Pension Yojana (APY), which mainly caters to the unorganised sector and low income groups.
As of November 9, 2019, the overall number of NPS and APY subscribers in the country crossed 3.12 crore with Asset under Management (AUM) of over Rs 3.85 lakh crore, as per the PFRDA data. KPM MKJ

Govt mulls separating PFRDA from govt staff trust, setting up pvt sector pension trusts

New Delhi, Apr 10 () The Pension Fund Regulatory and Development Authority of India (PFRDA) on Friday said NPS subscribers will now be allowed partial withdrawal for covering expenses related to treatment of COVID-19. In a circular addressed to all stakeholders and subscribers under the National Pension System (NPS), PFRDA said, "In view of the decision of the Government of India, which has declared COVID-19 as a pandemic, it has been decided to declare COVID-19 as a critical illness which is life threatening in nature." The partial withdrawals shall be permitted to fulfil financial needs of the subscribers, if required to him/her against the request placed for partial withdrawals towards treatment of the illness of subscriber, his legally wedded spouse, children, including a legally adopted child or dependent parents, as per the regulations, PFRDA said in the circular. PFRDA clarified that the facility of partial withdrawal will not be applicable for Atal Pension Yojana (APY) subscribers. "We would like to clarify that presently, there is no provision for subscribers to make partial withdrawals under APY," PFRDA added. NPS and APY are the two flagship pension scheme run by PFRDA. Whereas the NPS is for the central, state governments, autonomous bodies and corporates, APY is mainly meant to cater to the pension needs of those employed in the unorganised sector. The majority chunk of India's workforce is employed into the unorganised sector. As on March 31, the total number of subscribers under NPS and APY stood at 3.46 crore.
