Amid the privacy and protection concerns voiced by various groups, the top team of <keyword id="86474" type="ORGANIZATION" weightage="20" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (UIDAI) is exploring the possibility of introducing dummy numbers that would add an extra layer of <keyword id="6355300" type="CITY" weightage="20" keywordseo="security">security</keyword> to every <keyword id="144117" type="PERSON" weightage="100" keywordseo="AADHAAR">Aadhaar</keyword> cardholder. Such a framework would require an individual to share dummy or pseudo numbers — and not the real Aadhaar number — to government agencies, private utilities, banks and while withdrawing money from ATMs or moving funds from one bank account to another under the Aadhaar-enabled payment system. Besides the cardholder, the original Aadhaar number would be known only to UIDAI. No details yet The creation of dummy numbers and the frequency at which it can be generated and used would depend on the design architecture of the system. UIDAI, a statutory authority, is responsible for Aadhaar enrolment and authentication, issuance of Aadhaar numbers as well as ensuring the security of identity information and authentication records of individuals. Its measures on data protection and development of new standards on technologies like Aadhaar-Pay are ongoing. The organization, however, currently finds itself in a situation where the provisions of the very law (Aadhaar Act 2016) under which it was established has been challenged in the country’s highest court of law. Toeing the government directive, banks, utilities and credit card issuers are repeatedly asking customers to link their Aadhaar details to respective accounts by 31 December 2017, failing which services would be discontinued. Critics of Aadhaar are resisting such coercion to link Aadhaar with multiple service providers. They are hoping that some of these rules may change after the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> ruling. The apex court hearing on the Aadhaar case is scheduled to begin on November 28.

A meeting was conducted during which UIDAI CEO Ajay Bhushan Pandey and senior executives of smartphone-makers such as <a href="http://www.businessinsider.in/searchresult.cms?query=Apple&amp;sortorder=effectivedate">Apple</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=samsung&amp;sortorder=effectivedate">Samsung</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=google&amp;sortorder=effectivedate">Google</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=microsoft&amp;sortorder=effectivedate">Microsoft</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=micromax&amp;sortorder=effectivedate">Micromax</a>, and product software think tank iSPIRT, discussed various ways to make this idea possible. 
 
“Nearly 104 crore Indians have Aadhaar and almost 40 crore have smartphones. Every agency requires authentication via Aadhaar. If people don't need to go to any office to authenticate their identity and get government services, and if they are able to do so through their mobile phones, this can be the big gamechanger," Pandey told ET. 
 
He said the response from handset makers was positive and if it sees light of the day, it will change the way people use government services. 
 
So, how will it happen? The chips of Aadhaar-enabled smartphones will be encrypted with a UIDAI key and the handsets will be linked to the Aadhaar server. The key is a security feature to prevent information leakage. The server connection will allow instant fingerprint and iris authentication. Some high-end smartphones already have fingerprint and iris recognition technology embedded in their operating system. The technology bar for putting these features in smartphones is not high - most smartphones can be equipped similarly. 
 Meanwhile, a <keyword id="10591" type="CITY" weightage="20" keywordseo="Samsung">Samsung</keyword> India spokesperson told ET it is the only mobilephone-maker to have already embedded Aadhaar-friendly technology in one of its handsets. 
 
"Galaxy Tab Iris will support government benefit programmes and enable banks and financial institutions to streamline the process of an individual's authentication, regardless of language and literacy barriers,” the spokesperson told ET. 
 
However, one of the queries raised was sending fingerprint and iris data over unsecure networks, which also has privacy issues. 
Pandey said the solution was a "registered device". 
 
He also said UIDAI can address other concerns about privacy since the authority has ensured full privacy and security of personal biometric information of 104 crore citizens. He said laptops used for capturing biometric information have an Aadhaar key that encrypts the information, and there has been no leakage of information.

The statement was a response to reports that 210 government-run websites had made Aadhaar info and bank details of a number of people public. To confirm their belief, UIDAI added that the Aadhaar card details of a person couldn’t be misused without their biometric data as transactions could only be processed after biometric authentication. Five months later, the UIDAI’s statement rings false in more ways than one. A <a href="http://www.indiaspend.com/cover-story/164-aadhaar-related-frauds-reported-since-2011-most-in-2018-new-database-81967">report in IndiaSpend</a> highlights the fact that the number of Aadhaar-related <keyword id="38935" type="PERSON" weightage="20" keywordseo="Fraud">fraud</keyword> incidents reported in the English-language media outlets in the year so far (as of 7 May) is 73. This has already surpassed the total of 65 incidents reported in 2017. This means that there are roughly four incidents of Aadhaar fraud that are reported by English news outlets every week. The number would likely be much higher if Hindi and regional language media outlets were taken into account. Further still we must also account for the fact that a lot of incidents involving fraud go unreported. A total of 164 cases of fraud have been reported since the scheme’s launch in September 2011 that currently has around 1.2 billion people currently enrolled. Nature of fraud The incidents mainly involve the forgery, counterfeiting and outright theft of Aadhaar card information for a variety of reasons - purchasing SIM cards, securing loans, transferring assets, and receiving handouts from the government. Around 52 out of the 73 cases recorded as of May 2018 centre on the use of fake or forged Aadhaar card information or the use of fake details to get an Aadhaar card. The remainder involve the use of stolen or fake Aadhaar card data in banking transactions. For example, in March, an investigation by the Mumbai police uncovered the opening of <a href="https://www.hindustantimes.com/mumbai-news/40-bank-accounts-opened-using-forged-documents-in-mumbai-used-for-export-import-business/story-7JpH2wGBI4SwlIBnmhBdcL.html">around 40 bank accounts </a>with stolen Aadhaar card details. The accounts were opened for the purpose of financing an import-export business. Lack of awareness A significant portion of these frauds is due to the lack of awareness people have regarding their <keyword id="6355135" type="UNKNOWN" weightage="20" keywordseo="Privacy">privacy</keyword> and identity rights. Those enrolled on the Aadhaar scheme aren’t completely aware of what they can and can’t share with third parties and government agencies, as well as all the ways their information can be misused. Aadhaar Pay is a merchant version of <a href="http://www.businessinsider.in/searchresult.cms?query=Aadhaar-enabled+payment+system&amp;sortorder=effectivedate">Aadhaar-enabled payment system</a> (AEPS) and the government hopes that it will be an alternative for all online and card transactions which require password and PIN. It will facilitate merchants to take <a href="http://www.businessinsider.in/searchresult.cms?query=cashless+payments&amp;sortorder=effectivedate">cashless payments</a> from a customer as it will only require Aadhaar number, name of the bank (from where the money is to be deducted) and finger print for authentication. 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=Unique+Identification+Authority+of+India&amp;sortorder=effectivedate">Unique Identification Authority of India</a> (UIDAI) CEO AB Pandey said Aadhaar Pay works on any android-based phone, even a low cost one, with an attached finger biometric device. 
 
"This ensures digital transactions which are cardless, <a href="http://www.businessinsider.in/searchresult.cms?query=PINless&amp;sortorder=effectivedate">PINless</a>... There is no need of smartphone for the customers,” he told ET. 
 
In a move to make Aadhaar Pay popular, the government has asked banks to enrol 30-40 merchants per branch so that they are able to take cashless payments from customers.

Fingerprint-enabled Aadhaar Pay may soon become a reality in rural areas

The income tax department has launched an online facility to correct errors in names and other details in permanent account number (PAN) and <keyword id="144117" type="ORGANIZATION" weightage="20" keywordseo="AADHAAR">Aadhaar</keyword> document, according to news agency <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. Alongside the facility to link biometric identifier Aadhaar with PAN, the department has also put two separate hyperlinks on its e-filing website -- one to update changes in existing PAN data or for application of new PAN by an Indian or a foreign citizen. The second hyperlink is for individuals who want to update Aadhaar details by logging into 'Aadhaar Self Service Update Portal' using the unique identity number. The individual can then upload scanned documents as proof for data update request. Over 1.22 crore assessees already have Aadhaar-linked PAN but the number is abysmally low as there are over 25 crore PAN card holders in the country, while Aadhaar has been issued to 111 crore people. As per statistics with the tax department, only 6 crore people file income tax returns at present. <keyword id="6355261" type="POSITION" weightage="20" keywordseo="Finance-minister">Finance Minister</keyword> <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword>, through an amendment to the <keyword id="123776" type="ORGANIZATION" weightage="20" keywordseo="Finance-Bill">Finance Bill</keyword> for 2017-18, had made Aadhaar mandatory for filing income tax returns and provided for linking of PAN with Aadhaar to curb tax evasion through use of multiple PAN cards. Last week, the income tax department launched a facility to enable a taxpayer to link his Aadhaar and PAN. It required a person to put in PAN and Aadhaar number along with his name as per the <keyword id="86474" type="ORGANIZATION" weightage="20" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (UIDAI) data. After verification from the UIDAI, the linking will be confirmed. In case of any minor mismatch in Aadhaar name provided, Aadhaar OTP will be sent to the mobile number registered with the UIDAI. Additionally, the income tax department has now launched a facility to correct anomalies in PAN or Aadhaar document.

Seshasayee</keyword> said on Monday. 
 "Chief Executive, <keyword id="6369763" type="PERSON" weightage="100" keywordseo="Vishal-Sikka">Vishal Sikka</keyword> and his management team have articulated a clear strategy to exploit these emerging opportunities," he told investors at the company's 34th annual general meeting. Seshasayee, 67, who took over the top post on June 5 from K.V. Kamath, has been an independent director of the global software major since January 2011 and its audit committee chairman. 

	"The board fully supports the strategic direction taken by the new management and we are confident of desired outcomes in the coming years," Seshasayee said in his first address to about 1,000 investors at a college auditorium in the city.

Shibulal were the three co-founders who relinquished their executive posts in October and July last fiscal. The other four are <keyword id="44604" type="PERSON" weightage="60" keywordseo="Nandan-Nilekani">Nandan Nilekani</keyword>, N.S. Raghavan, K. Dinesh and <keyword id="336044" type="PERSON" weightage="40" keywordseo="Ashok-Arora">Ashok Arora</keyword>. 

	Though Raghavan retired in 2000 as joint managing director, and Arora, who was on the board till 1989, left for the US later, four co-founders steered the company from a $100 million to $8.7-billion IT behemoth as successive chief executives, with Shibulal being the last. 
 Nilekani, who was chief executive from 2002-07, quit the company as co-chairman in 2009 on becoming chairman of the <keyword id="86474" type="ORGANIZATION" weightage="40" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> ( UIDAI), which issues Aadhaar card to citizens.

New Delhi, Mar 19 () Biometric identifier Aadhaar has been issued to over 90 per cent of the population as of February-end, Parliament was informed on Thursday. In a written reply in the Rajya Sabha, Minister of State for Electronics and IT Sanjay Dhotre said the UIDAI does not maintain urban/rural bifurcation of the Aadhaar holders, and hence information in this regard is not available. "As on 29 February 2020, Aadhaar has been issued to 90.1 per cent of the population," Dhotre said. The UIDAI also does not collect information about financial position of residents. "In accordance with provision contained in...Aadhaar Act 2016, Unique Identification Authority of India (UIDAI) does not collect information regarding financial status of the resident. Hence, such information is not available," he said. To another question on whether there are instances of states sharing Aadhaar data with private companies for identification of beneficiaries under various welfare schemes, Dhotre said, "No such instance has come to the notice of UIDAI." "Unique Identification Authority of India (UIDAI) data is fully secured/ encrypted at all times that is at rest, in transit and in storage. UIDAI has a well-designed, multi-layer robust security system in place and the same is being constantly upgraded to maintain highest level of data security and integrity," he said. The architecture of Aadhaar ecosystem is geared to ensure security and privacy, which is an integral part of the system from the initial design to the final stage, he said. "Comprehensive Information Security Policy and Procedures are in place which are reviewed and updated regularly, ensuring appropriate monitoring and control on movement of people, material and data in and out of UIDAI premises, particularly the data centres," he said. Security audits are conducted on regular basis, he said, adding that security assurance of Aadhaar ecosystem has been strengthened with Aadhaar and Other Laws (Amendment) Act, 2019, which includes stringent penalties and punishment for offenders. The announcement says that driving licences, passports and voter ID cards are also perfectly acceptable forms of identification for getting a SIM connection. The telecom operators haven’t confirmed their compliance but, the government is taking the issue seriously nonetheless. During the past few months, due to the lack of clarification, several complaints had been reported by consumers not being able to get a new connection due to the lack of an <keyword id="6356006" type="UNKNOWN" weightage="20" keywordseo="Aadhaar-card">Aadhaar card</keyword>. The issue of the Aadhar card being mandatory was not only an obstacle for Indians, but also for NRIs and foreigners who were traversing through the country. Arun Sundararajan, Telecom secretary, explained that the reason they’ve made this announcement is to ensure that consumers aren’t inconvenienced any further. She added, “The ministry has issued instructions to all telecom companies, asking not to deny a SIM card to any individual who does not have an Aadhaar number. We have to ask them to accept other forms of KYC (know-your-customer) documents, and continue to issue SIM cards.” This development comes after the Supreme Court extended the deadline on their final verdict from March 31 indefinitely. Their final standing on the matter is still pending and they haven’t issued any tentative plans for an announcement.

Supreme Court clarifies that Aadhar isn’t mandatory for a new SIM connection

New Delhi, Nov 20 () The government has no proposal for linking Aadhaar with social media accounts of individuals, Parliament was informed on Wednesday.
 "There is no such proposal with the government for linking Aadhaar with social media accounts of individuals," Information Technology Minister Ravi Shankar Prasad said in a written reply to a question in the Lok Sabha.
 He was replying to a specific query on whether the government proposes to enact a law for linking Aadhaar with social media accounts of individuals.
 Prasad said that as a matter of policy and by design, the Unique Identification Authority of India (UIDAI) precludes itself from aggregating information arising from the use of Aadhaar, tracking and profiling individuals.
 "...the system by intent is blind to the purpose for which Aadhaar may be used at the front end by the resident. Also, the core biometrics is encrypted at the time of enrolment/updation. It is never kept unencrypted and is never shared," he added.
 Prasad said Aadhaar is based on three core principles of "minimal information, optimal ignorance and federated database".
 "In its whole lifecycle, an Aadhaar database contains only the information that the resident provides at the time of enrolment or updation... The database may also have mobile and e-mail, if provided by the resident, during enrolment or updation," he said.
 Aadhaar database contains name, address, gender, date of birth/age, photograph and core biometrics (10 fingerprints and 2 iris scans) of the enrolled resident.
 In response to another query, Prasad said non-resident Indians (NRIs) are entitled to obtain Aadhaar number after arrival in India.
 "Unique Identification Authority of India (UIDAI) has already implemented facility of such Aadhaar enrolment for NRIs w.e.f. September 20, 2019... As on November 14, 2019, over 2,800 Aadhaar have been generated to NRIs," he said.
 To another question, Prasad said a total of 3,433 URLs (Uniform Resource Locators) have been blocked on social media platforms this year (up to October 31).
 The number of URLs blocked stood at 633 in 2016, 1,385 (in year 2017), and 2,799 (2018), he said.
 "Section 69A of the IT Act, 2000 empowers the government to block any information generated, transmitted, received, stored or hosted in any computer resource in the interest of sovereignty and integrity of India, defence of India, security of the State, friendly relations with foreign states, public order or for preventing incitement to the commission of any cognizable offence..." he said.
