"The petitioner asserts that the decision is not only arbitrary but also unjust, given the recent findings of the Central Bureau of Investigation (CBI). With the presentation of this year's budget, Sitharaman will establish herself as the first Finance Minister to present seven consecutive budgets, breaking the record of Morarji Desai's six budget presentations. The Modi government is expected to present six bills, among which the Aircraft Act and Parliament's nod for the budget of Jammu and Kashmir are prominent. The government will also present the Finance Bill after the announcement of the budget on July 23. Among the other bills, the disaster management law, the Bhartiya Vayuyan Vidheyak 2024, the Boilers Bill, the Coffee (Promotion and Development) Bill, and the Rubber (Promotion and Development) Bill will be tabled in this year's Monsoon Session. The Bhartiya Vayuyan Vidheyak 2024 will replace the Aircraft Act of 1934 and streamline regulations in the civil aviation sector, aiding industry players in the sector. The interim budget, tabled on February 1, addressed the financial needs of the intervening period until a government was formed after the Lok Sabha polls, after which a full budget was supposed to be presented by the new government in July. Ahead of college admissions, <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>) has warned students against unrecognised or 'fake' institutions operating in the country. In the last two years, the UGC has identified 27 such 'fake' higher educational institutions in the country. With the admission process around the corner, students across the country have been asked to beware of educational institutions that are not established as per the UGC Act but offer degrees in contravention of stated provisions. According to <keyword id="693288" type="General" weightage="50" keywordseo="union-education-ministry" source="Orion">Union Education Ministry</keyword>, the degrees provided by such institutions will not be valid for further studies or jobs. Recently, the UGC detected two unrecognised institutions and is likely to soon release a fresh list of such institutions. According to a recent notice issued by the UGC, the 'Open International University for Alternative Medicines' and the '<keyword id="17077663" type="General" weightage="50" keywordseo="national-board-of-alternative-medicines" source="Orion">National Board of Alternative Medicines</keyword>' are running courses in violation of the UGC Act 1956. The UGC appealed to students across the country not to take admission in these institutions as their degrees will not be valid for further education or job. Earlier, the UGC had also issued a similar notice against the All India Institute of Public and Physical Health Science, a higher educational institution in Delhi. The UGC in its notice advised students not to take admission in "self-styled" institutes. The UGC from time to time releases lists of such unrecognised colleges, universities and institutes to make students aware of institutions, which are fraudulently offering degree courses. It also keeps an eye on such self-styled institutions in the interest of students. Last year, the UGC identified about 24 such higher educational institutions and declared the degrees awarded by them "invalid and fake". According to the UGC, students should thoroughly examine it before taking admission in higher educational institutions. Students and parents should make sure that the concerned educational institution is recognised by the UGC. These educational institutions can be verified on the UGC website. Significantly, the UGC and All India Council for Technical Education (AICTE), which promotes technical education in India, have also issued a warning against the educational institutions of Pakistan. In this joint advisory issued for Indian students, it was said that Indian students should not take admission in any college or educational institution in Pakistan. According to the UGC, students pursuing education in Pakistan will not be eligible to get jobs and higher education in India. UGC and AICTE have said that Indian students should not go to Pakistan for higher education. An Indian student going to Pakistan to pursue technical education, higher education or any other course will not be able to take admission in India for further studies or jobs. Ahead of the union <keyword id="19936553" type="General" weightage="20" keywordseo="budget" source="keywords">budget</keyword> 2024, which is set to be presented on the 22nd July, finance minister Nirmala Sitharaman kicked off pre-budget consultations on 19th June. In their pre-budget memorandum to the <keyword id="19900485" type="General" weightage="20" keywordseo="finance-ministry" source="keywords" meta.keywordsubtype="org" meta.entityname="finance ministry" meta.hostid="261" meta.entityid="finance ministry">finance ministry</keyword>, the <keyword id="20366533" type="General" weightage="20" keywordseo="PHD-Chamber-of-Commerce-and-Industry" source="keywords" meta.keywordsubtype="org" meta.entityname="PHD Chamber of Commerce and Industry" meta.hostid="261" meta.entityid="PHD Chamber of Commerce and Industry">PHD Chamber of Commerce and Industry</keyword> proposed 10 reforms it deemed essential for <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword>’s journey towards <keyword id="19916816" type="General" weightage="20" keywordseo="Viksit-Bharat" source="keywords" meta.keywordsubtype="org" meta.entityname="Viksit Bharat" meta.hostid="261" meta.entityid="Viksit Bharat">Viksit Bharat</keyword>. Amongst the proposals submitted were introducing reforms to enhance the share of the manufacturing sector in India’s <keyword id="19904293" type="General" weightage="20" keywordseo="GDP" source="keywords">GDP</keyword> to 25% by 2030, and the expansion of the <keyword id="19981334" type="General" weightage="20" keywordseo="PLI-scheme" source="keywords">PLI scheme</keyword> beyond its existing scope of 14 sectors. In addition to this, <keyword id="20366532" type="General" weightage="100" keywordseo="PHDCCI" source="keywords" meta.keywordsubtype="org" meta.entityname="PHDCCI" meta.hostid="261" meta.entityid="PHDCCI">PHDCCI</keyword> also emphasised on rationalising direct taxes for the middle class, infrastructure enhancement and smart village development, with special focus on tier-2 and 3 cities. As per Sanjeev Agrawal, President, PHDCCI, “In order to strengthen the share of the manufacturing sector in the country's GDP, we recommend the status quo on the corporate tax rate at 22% for existing companies and 15% for new manufacturing companies incorporated after October 1, 2019. The middle class must be spared from the 30% tax rate and this rate must be applicable only to those with taxable income above Rs. 40 lakh, this will support consumption demand in this country”. In addition to this, PHDCCI also emphasised on strengthening linkages between universities and industries for bettering research and development activities in the country, and also appealed for reducing cost of doing business. Here’s a snapshot of some prominent demands placed forth by the PHDCCI ahead of the budget : <ol><li>Change in NPA classification limit from the present 90 days to 180 days</li><li>Fostering AI education, skill development and competitiveness in the service sector</li><li>Increase agricultural exports to US$100 billion in the next 3 years via increased public investments in infrastructure,</li><li>Ensure the presence of schools within a radius of 1 km, colleges within a 10 km radius and universities within a 25 km radius in the next five years.</li><li>Make health centres available within the radius of 1 km and hospitals within the radius of 10 km.</li><li>Propose a Voluntary Disclosure Scheme (VDS) for legal cases older than 10 years, offering settlement opportunities at a nominal 15% penalty. </li></ol>

Bolster manufacturing sector, consumption this budget: PHDCCI to FinMin

A nationwide change will take place in the higher education system, especially in undergraduate courses as language will cease to be a barrier in BA, B.Com, and B.Sc courses. Students will be able to graduate in their mother tongue. In view of the same, preparations have begun to make the course books available in languages like Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Tamil and Telugu among others. The <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>), under an initiative by the <keyword id="10025694" type="General" weightage="50" keywordseo="union-ministry-of-education" source="Orion">Union Ministry of Education</keyword>, is engaging with publishers to translate English textbooks to various Indian languages. Pearson India, Narosa Publishers, Viva Books, S. Chand Publishers, Vikas Publishing, New Age Publishers, Mahavir Publications, Universities Press and Taxmann Publications are some of the major publications involved in the process. Along with these, representatives of <keyword id="118548" type="General" weightage="50" keywordseo="oxford-university-press" source="Orion">Oxford University Press</keyword>, Orient Blackswan and Elsevier also participated in the high-level meeting. The UGC recently held discussions with representatives of Wiley India, Springer Nature, Taylor &amp; Francis, Cambridge University Press India, Cengage India and McGraw Hill, India on bringing out undergraduate English textbooks in Indian languages. UGC, as a part of NEP 2020, is working towards getting the most popular textbooks translated for UG programmes in higher education institutions across the country in the 12 Indian languages. UGC Chairman Professor M. Jagadesh Kumar told IANS that the <keyword id="6355822" type="General" weightage="80" keywordseo="commission" source="Orion">Commission</keyword> will act as a nodal agency to provide help and support to the publishers with regard to identification of textbooks, translation tools and editing experts so that the books can be made affordable in the digital format. He added that the Commission will proceed further in two ways, wherein popular textbooks of the programmes will be identified and translated and simultaneously, Indian authors will be encouraged to write the textbooks in Indian languages for non-technical subjects. Kumar was all praise for the publishers who participated in the mission and said that the Commission intends to get several books translated within six to twelve months, for which it has constituted an apex committee to prepare a road map and work towards the goal. Kumar said that the focus will be on the translation of existing textbooks which will later be extended to postgraduate programmes. UGC prepares ground for Bachelor's exams in 12 Indian languages

Investors get much calculative while investing because at a point of time they will be expecting a handsome return from their investments. However, in some cases, the dividends accruing on these investments remain unpaid because of various reasons, such as when a company declares a dividend but is unable to send it to the shareholders due to incorrect mailing addresses, lost cheques, or failure on the part of shareholders to encash the dividend cheques. In some cases, shareholders may not get the credit of dividends to their bank accounts in the first place because of change in their bank account details or the accounts becoming dormant. Unclaimed shares can occur if a shareholder forgets about their investments, passes away without leaving clear instructions for their heirs, or fails to update their contact information with the company because of which they don’t get the dividends. In some cases, the shareholder may not even be aware that they own shares in a particular company due to various corporate actions. In both cases, the company is required to hold the unclaimed dividends and shares in trust for the shareholder. These unclaimed dividends are then transferred to the <keyword id="161459" type="General" weightage="50" keywordseo="investor-education-and-protection-fund" source="Orion">Investor Education and Protection Fund</keyword> (IEPF) account, which is managed by the <keyword id="6376435" type="General" weightage="50" keywordseo="ministry-of-corporate-affairs" source="Orion">Ministry of Corporate Affairs</keyword>. The <keyword id="2980446" type="General" weightage="50" keywordseo="iepf-authority" source="Orion">IEPF Authority</keyword> was established by the government under the Companies Act 2013 with the aim of promoting investor education and awareness, as well as protecting the interests of investors. Its significance can be highlighted by the fact that by the end of the Financial Year 2022, it is safeguarding unclaimed dividends of listed companies to the tune of a staggering ₹5,685 crore and a staggering 117 crore of unclaimed shares have been transferred to the IEPF Authority. As per Section 125 (2) (c) and Rule 7 (1) of the Investor Education and <keyword id="17056549" type="General" weightage="50" keywordseo="protection-fund-authority" source="Orion">Protection Fund Authority</keyword> of the Companies Act 2013, companies should transfer the amount of the unpaid dividends to the IEPF Authority’s account. According to the IEPF rules, shareholders can claim amounts by submitting the IEPF-5 Form for unclaimed dividends, matured debentures, matured deposits, and shares, refundable application fees, interest on fractional share sale proceeds, preference share redemption proceeds, etc., that are unclaimed for a minimum time period of seven years. Also, the IEPF maintains a database of unclaimed dividends and shares, and investors can claim their such dividends and shares by following the prescribed process. The objective of the IEPF is to ensure that the unclaimed dividend amount is returned to the rightful owners and that their interests are protected. During the recent Union Budget 2023 announcement, the Finance Minister emphasized the need for an efficient and streamlined process for investors to reclaim their unclaimed shares and unpaid dividends. As a result, an integrated IT portal will be established to make this process much easier and more convenient. This portal will enable shareholders to claim their unpaid or unclaimed shares/dividend amount through a simple and user-friendly procedure. Process of getting money back from IEPF If you have invested in a company’s shares and are facing difficulties in getting your investments back, you can follow the process below to recover your investments from the IEPF: Step 1: Check the IEPF website The first step is to go to the IEPF website, which is iepf.gov.in. On the homepage, click on the 'Claim Refund' tab to proceed. Then click on the “Upload eForms” link on the left side of the page which will take you to the MCA login page. Step 2: Login on the MCA Portal If you have a login ID, login using the same on the MCA Portal and click on “MCA Services” and then click on “IEPF-5”. Step 3: Fill out the online form Next, you need to fill out the refund claim form online on the website. Provide all the required details, such as your name, address, PAN number, and bank details. Also, provide details of your investment, such as the company's name and the dividends unclaimed. Step 4: Attach Documents Attach all the necessary documents, such as your PAN card, cancelled cheque, <keyword id="105386" type="General" weightage="50" keywordseo="demat-account" source="Orion">demat account</keyword> client master list and any other documents that prove your entitlement to the investment in the company. Step 5: Submit the Form After filling out the form and attaching the documents, submit it to the IEPF Authority. Once the form is submitted online, a SRN acknowledgement will be created, which can be used to track the status of your claim. Step 6: Send physical documents to Nodal Officer After submission, print the form and send the physical copy duly signed with all supporting documents to the Nodal Officer of the Company. Step 7: Company will file Verification Report On receipt of physical documents, the Nodal Officer of the company will verify the documents and send an online E-Verification Report with Approval to the IEPF Authority. Step 8: IEPF Authority will approve The IEPF authorities will verify your claim and may ask for additional documents or information if required. The verification process may take some time, and you may need to follow up with the authority for updates. After verification, the IEPF Authority will send an Approval email to the registered email id of the claimant. Step 9: Receive the Refund If your claim is verified and approved, the IEPF Authority will initiate the refund process, and then your amount will be credited to your bank account and the shares to the Demat Account. However, recovering unclaimed shares and unpaid dividends from the IEPF can be a challenging task for some shareholders, especially senior citizens, NRIs, legal heirs of deceased shareholders for which shareholders might need the assistance of a professional who has the requisite domain knowledge. Moreover, shareholders can avail various recovery advisors who offer services including issue of duplicate shares, issue of succession certificates, undertaking name deletion, and claim from IEPF. By providing such services, companies aim to simplify the process for shareholders and ensure that they can reclaim their rightful share of unclaimed dividends and shares without any hassle. According to the Finance Minister, the digital library will facilitate the availability of books across languages, geographies, genres, and levels. The National Digital Library will be sponsored and mentored by the Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). “States will be encouraged to set up physical libraries for them at panchayat and ward levels and provide infrastructure for accessing the National Digital Library resources,” says FM Nirmala Sitharaman. Nirmala Sitharaman also announced a plan to boost non-curricular reading in regional languages and English for lost learning due to the pandemic. More details on the plan are awaited. National Digital Library will provide access to information and knowledge and can be used for research, education, or personal interest. Unlike traditional libraries, which store physical items, digital libraries will store information in digital format and provide access through computers, laptops, mobiles, or other internet-connected devices. With the introduction of the National Digital Library, users across the country will be benefited from easy search and retrieval of information, as well as the ability to preserve information for future generations in a sustainable manner. Users can access educational materials ranging from elementary to post-graduate level. Other than this, information can be tailored based on language preference, education level, degree of difficulty, and other considerations. The digital library will support multiple languages, including English and regional languages, to make its resources available to wider audiences. We can expect a user-friendly interface with advanced search capabilities to make it easy for users to find the information they need. We can hope the National Digital Library will have easy to use interface the general public use that. Also, there can be a collaboration between the National Digital Library, institutions, and individuals to create a rich and diverse collection of educational resources. 1 lakh ancient inscriptions in digital epigraphy museum Furthermore, Bharat Shared Repository of Inscriptions will be set up in a digital epigraphy museum. The repository will digitise one lakh ancient inscriptions in the first stage of the project, Sitharaman revealed. An estimated 38,800 teachers and support staff will be recruited for Eklavya Model Residential Schools, in the next three years. There are 740 such schools serving 3.5 lakh tribal students. To proliferate health education and skilling, 157 new nursing colleges will also be established, FM said. This will be in co-location with the existing medical colleges that have been established since 2014.
