"Why are you (lawyer) coming? Let the students come here themselves," the CJI told the lawyer, adding "while declining the above PIL, we express nothing on merits". The bench asked advocate Ujjawal Gaur, who has filed the PIL as a petitioner, to focus on some legal matters and leave such issues for aggrieved persons. The ministry on June 19 had ordered the cancellation of the UGC-NET exam and handed over the matter to the CBI for an investigation. In the plea, Gaur also sought a direction to immediately stay the proposed re-examination of the UGC-NET exam until the CBI completes its inquiry into the <keyword id="20116086" type="General" weightage="20" keywordseo="paper-leak" source="keywords">paper leak</keyword> allegations. "The petitioner asserts that the decision is not only arbitrary but also unjust, given the recent findings of the Central Bureau of Investigation (CBI). "The CBI's investigation brings the fact that the evidence suggesting the paper leak is doctored, thus nullifying the grounds on which the cancellation was based," the plea, filed through advocate Rohit Pandey, said. The petitioner submitted that the "unwarranted" cancellation of the exam has caused significant distress, anxiety, and an unnecessary expenditure of resources for the aspirants who have rigorously prepared for this crucial examination.

Supreme Court refuses to entertain PIL against government decision to cancel UGC-NET exam

Biplab Kumar Deb of the BJP said the Economic Survey has estimated real GDP growth of 6.5 per cent to 7 per cent in 2024-25. He highlighted the provisions in the budget for various sections, including farmers and the education sector. Trinamool Congress MP Abhishek Banerjee launched a strong attack on the Modi government, alleging that the Union Budget lacks clarity or vision, that it has been rolled out to satisfy the coalition partners of the BJP and that it "was planned by two individuals to keep another two in good faith." The budget session of Parliament began on July 22 and, according to schedule, will end on August 12.

New Delhi [India], July 21 (ANI): As the Union <keyword id="19956758" type="General" weightage="20" keywordseo="Finance-Minister" source="keywords">Finance Minister</keyword>, <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword>, is set to present her seventh <keyword id="19908389" type="General" weightage="100" keywordseo="Union-Budget" source="keywords">Union Budget</keyword>, the <keyword id="21660910" type="General" weightage="20" keywordseo="Monsoon-Session" source="keywords">Monsoon Session</keyword> of Parliament will commence on July 22. With the presentation of this year's budget, Sitharaman will establish herself as the first Finance Minister to present seven consecutive budgets, breaking the record of Morarji Desai's six budget presentations. Desai, who was the country's Finance Minister from 1959 to 1964, presented a record six budgets for the country, of which five were full budgets and one was an interim budget. Like the previous few full Union Budgets, <keyword id="15478236" type="General" weightage="20" keywordseo="budget-2024" source="Orion">Budget 2024</keyword> will also be delivered in paperless form. An Interim Union Budget 2024 was presented on February 1, as the country was due for general elections. As part of the <keyword id="20321465" type="General" weightage="20" keywordseo="budget-preparation" source="keywords">budget preparation</keyword>, the Finance Ministry has completed several rounds of deliberations with different stakeholders of the economy. These meetings started on June 20, during which Sitharaman met representatives from trade unions, the education and health sectors, employment and skilling, MSMEs, trade and services, industry, economists, the financial sector and capital markets, as well as representatives from the infrastructure, energy, and urban sectors. During the meetings, economists discussed several critical issues, such as boosting capital expenditure and reducing the fiscal deficit. The group of economists suggested to the ministry that the focus should be on reducing the fiscal deficit in the upcoming budget, along with the need to generate employment growth. The industry body, the Confederation of Indian Industry (CII), suggested that the government increase capital expenditure in the upcoming budget. The economists also emphasised the need to enhance capital expenditure. Farmer associations urged the Finance Minister to enhance the budgetary allocation for the agriculture sector. Representatives from the skilling and employment sectors suggested ways to skill the youth for better utilization of the workforce. This year's Monsoon Session will have 19 sittings until August 12. The Modi government is expected to present six bills, among which the Aircraft Act and Parliament's nod for the budget of Jammu and Kashmir are prominent. The government will also present the Finance Bill after the announcement of the budget on July 23. Among the other bills, the disaster management law, the Bhartiya Vayuyan Vidheyak 2024, the Boilers Bill, the Coffee (Promotion and Development) Bill, and the Rubber (Promotion and Development) Bill will be tabled in this year's Monsoon Session. The Bhartiya Vayuyan Vidheyak 2024 will replace the Aircraft Act of 1934 and streamline regulations in the civil aviation sector, aiding industry players in the sector. The interim budget, tabled on February 1, addressed the financial needs of the intervening period until a government was formed after the Lok Sabha polls, after which a full budget was supposed to be presented by the new government in July. The Union Budget documents will be available on the "Union Budget Mobile App" for hassle-free access to budget documents by Members of Parliament (MPs) and the public. FM Sitharaman to present historic seventh consecutive Union Budget in paperless format

Ahead of college admissions, <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>) has warned students against unrecognised or 'fake' institutions operating in the country. In the last two years, the UGC has identified 27 such 'fake' higher educational institutions in the country. With the admission process around the corner, students across the country have been asked to beware of educational institutions that are not established as per the UGC Act but offer degrees in contravention of stated provisions. According to <keyword id="693288" type="General" weightage="50" keywordseo="union-education-ministry" source="Orion">Union Education Ministry</keyword>, the degrees provided by such institutions will not be valid for further studies or jobs. Recently, the UGC detected two unrecognised institutions and is likely to soon release a fresh list of such institutions. According to a recent notice issued by the UGC, the 'Open International University for Alternative Medicines' and the '<keyword id="17077663" type="General" weightage="50" keywordseo="national-board-of-alternative-medicines" source="Orion">National Board of Alternative Medicines</keyword>' are running courses in violation of the UGC Act 1956. The UGC appealed to students across the country not to take admission in these institutions as their degrees will not be valid for further education or job. Earlier, the UGC had also issued a similar notice against the All India Institute of Public and Physical Health Science, a higher educational institution in Delhi. The UGC in its notice advised students not to take admission in "self-styled" institutes. The UGC from time to time releases lists of such unrecognised colleges, universities and institutes to make students aware of institutions, which are fraudulently offering degree courses. It also keeps an eye on such self-styled institutions in the interest of students. Last year, the UGC identified about 24 such higher educational institutions and declared the degrees awarded by them "invalid and fake". According to the UGC, students should thoroughly examine it before taking admission in higher educational institutions. Students and parents should make sure that the concerned educational institution is recognised by the UGC. These educational institutions can be verified on the UGC website. Significantly, the UGC and All India Council for Technical Education (AICTE), which promotes technical education in India, have also issued a warning against the educational institutions of Pakistan. In this joint advisory issued for Indian students, it was said that Indian students should not take admission in any college or educational institution in Pakistan. According to the UGC, students pursuing education in Pakistan will not be eligible to get jobs and higher education in India. UGC and AICTE have said that Indian students should not go to Pakistan for higher education. An Indian student going to Pakistan to pursue technical education, higher education or any other course will not be able to take admission in India for further studies or jobs. Nirmala Sitharaman became the first finance minister to present seven consecutive budget speeches, surpassing former prime minister Morarji Desai's record of six consecutive budgets as finance minister between 1959 and 1964. In her seventh budget, Nirmala Sitharaman outlined key priorities aimed at fostering economic growth and creating ample opportunities. These included productivity and resilience in agriculture, employment, and skilling and services. Prime Minister Narendra Modi on Tuesday hailed the Union <keyword id="15478236" type="General" weightage="20" keywordseo="budget-2024" source="Orion">Budget 2024</keyword> presented by Finance Minister Nirmala Sitharaman. "This budget strengthens every section of society. It takes the country's poor, village and farmers on the path of prosperity," the prime minister said in a video message. The Prime Minister praised the budget, emphasising its potential for job generation by incentivizing the top 500 companies to recruit more youth and also induct interns. The PM said the budget would help India achieve its objective of becoming the third largest economy, besides laying a strong foundation for Viksit Bharat. Union Home Minister Amit Shah on Tuesday also said the Union Budget 2024-25 is game-changing and will go down in history for coupling Bharat's economic growth with the torque of its youth power. He also lauded the government's decision to provide training and internship programmes to youth. The Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal, welcomed the Union Budget 2024 laid before Parliament on Tuesday. Calling the Union Budget 2024 a 'visionary document', Sonowal said, "The Union Budget, 2024 lays the roadmap for renewed and holistic growth towards Viksit Bharat. This visionary budget is aimed at empowering the 'Garib' (poor), 'Mahilayen' (women), 'Yuva' (youth), and Annadata' (farmers) so that the process of development reaches every citizen of the country." A nationwide change will take place in the higher education system, especially in undergraduate courses as language will cease to be a barrier in BA, B.Com, and B.Sc courses. Students will be able to graduate in their mother tongue. In view of the same, preparations have begun to make the course books available in languages like Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Tamil and Telugu among others. The <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>), under an initiative by the <keyword id="10025694" type="General" weightage="50" keywordseo="union-ministry-of-education" source="Orion">Union Ministry of Education</keyword>, is engaging with publishers to translate English textbooks to various Indian languages. Pearson India, Narosa Publishers, Viva Books, S. Chand Publishers, Vikas Publishing, New Age Publishers, Mahavir Publications, Universities Press and Taxmann Publications are some of the major publications involved in the process. Along with these, representatives of <keyword id="118548" type="General" weightage="50" keywordseo="oxford-university-press" source="Orion">Oxford University Press</keyword>, Orient Blackswan and Elsevier also participated in the high-level meeting. The UGC recently held discussions with representatives of Wiley India, Springer Nature, Taylor &amp; Francis, Cambridge University Press India, Cengage India and McGraw Hill, India on bringing out undergraduate English textbooks in Indian languages. UGC, as a part of NEP 2020, is working towards getting the most popular textbooks translated for UG programmes in higher education institutions across the country in the 12 Indian languages. UGC Chairman Professor M. Jagadesh Kumar told IANS that the <keyword id="6355822" type="General" weightage="80" keywordseo="commission" source="Orion">Commission</keyword> will act as a nodal agency to provide help and support to the publishers with regard to identification of textbooks, translation tools and editing experts so that the books can be made affordable in the digital format. He added that the Commission will proceed further in two ways, wherein popular textbooks of the programmes will be identified and translated and simultaneously, Indian authors will be encouraged to write the textbooks in Indian languages for non-technical subjects. Kumar was all praise for the publishers who participated in the mission and said that the Commission intends to get several books translated within six to twelve months, for which it has constituted an apex committee to prepare a road map and work towards the goal. Kumar said that the focus will be on the translation of existing textbooks which will later be extended to postgraduate programmes. UGC prepares ground for Bachelor's exams in 12 Indian languages

Ahead of the union <keyword id="19936553" type="General" weightage="20" keywordseo="budget" source="keywords">budget</keyword> 2024, which is set to be presented on the 22nd July, finance minister Nirmala Sitharaman kicked off pre-budget consultations on 19th June. In their pre-budget memorandum to the <keyword id="19900485" type="General" weightage="20" keywordseo="finance-ministry" source="keywords" meta.keywordsubtype="org" meta.entityname="finance ministry" meta.hostid="261" meta.entityid="finance ministry">finance ministry</keyword>, the <keyword id="20366533" type="General" weightage="20" keywordseo="PHD-Chamber-of-Commerce-and-Industry" source="keywords" meta.keywordsubtype="org" meta.entityname="PHD Chamber of Commerce and Industry" meta.hostid="261" meta.entityid="PHD Chamber of Commerce and Industry">PHD Chamber of Commerce and Industry</keyword> proposed 10 reforms it deemed essential for <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword>’s journey towards <keyword id="19916816" type="General" weightage="20" keywordseo="Viksit-Bharat" source="keywords" meta.keywordsubtype="org" meta.entityname="Viksit Bharat" meta.hostid="261" meta.entityid="Viksit Bharat">Viksit Bharat</keyword>. Amongst the proposals submitted were introducing reforms to enhance the share of the manufacturing sector in India’s <keyword id="19904293" type="General" weightage="20" keywordseo="GDP" source="keywords">GDP</keyword> to 25% by 2030, and the expansion of the <keyword id="19981334" type="General" weightage="20" keywordseo="PLI-scheme" source="keywords">PLI scheme</keyword> beyond its existing scope of 14 sectors. In addition to this, <keyword id="20366532" type="General" weightage="100" keywordseo="PHDCCI" source="keywords" meta.keywordsubtype="org" meta.entityname="PHDCCI" meta.hostid="261" meta.entityid="PHDCCI">PHDCCI</keyword> also emphasised on rationalising direct taxes for the middle class, infrastructure enhancement and smart village development, with special focus on tier-2 and 3 cities. As per Sanjeev Agrawal, President, PHDCCI, “In order to strengthen the share of the manufacturing sector in the country's GDP, we recommend the status quo on the corporate tax rate at 22% for existing companies and 15% for new manufacturing companies incorporated after October 1, 2019. The middle class must be spared from the 30% tax rate and this rate must be applicable only to those with taxable income above Rs. 40 lakh, this will support consumption demand in this country”. In addition to this, PHDCCI also emphasised on strengthening linkages between universities and industries for bettering research and development activities in the country, and also appealed for reducing cost of doing business. Here’s a snapshot of some prominent demands placed forth by the PHDCCI ahead of the budget : <ol><li>Change in NPA classification limit from the present 90 days to 180 days</li><li>Fostering AI education, skill development and competitiveness in the service sector</li><li>Increase agricultural exports to US$100 billion in the next 3 years via increased public investments in infrastructure,</li><li>Ensure the presence of schools within a radius of 1 km, colleges within a 10 km radius and universities within a 25 km radius in the next five years.</li><li>Make health centres available within the radius of 1 km and hospitals within the radius of 10 km.</li><li>Propose a Voluntary Disclosure Scheme (VDS) for legal cases older than 10 years, offering settlement opportunities at a nominal 15% penalty. </li></ol>
