<ul><li>Finance Minister Nirmala Sitharaman presented the Union Budget for 2022-23 in Parliament on Tuesday.</li><li>This year's budget is indexed towards startups, MSMEs, infrastructure projects, rural revival, digital payment apps, telecom growth and affordable housing.</li><li>We reached out to digital, media and creative agencies to understand how the increased focus on digitalisation, sustainability, blockchain and push to MSME can impact the ad and marketing industry.</li></ul>Be it the introduction of a Digital University to make education accessible across the country or the proposed launch of a Digital currency by the Reserve Bank of India to the government’s focus on promoting digital payments and fintech, Finance Minister Nirmala Sitharaman made it is clear that digital is the way forward. The Union Budget 2022-23 aims to boost the country's digital infrastructure and enable a cashless economy. The government also announced that it will set up an Animation, Visual Effects, Gaming and Comics (AVGC) promotion task force to give a push to the animation and gaming industry. To facilitate the roll-out of 5G mobile services in India, FM Sitharaman said that Spectrum auctions will be conducted in 2022. This, in turn, will give impetus to Voice, Augmented Reality and Virtual Reality and pave the way for the Metaverse. The Digital Rupee using blockchain will help Indians accept virtual currency and accelerate cryptocurrency exchange in India. Overall, the budget also shows a promise for Electric Vehicle brands, digital payment apps, MSMEs, gaming industry and start-ups. We reached out to digital, media and creative agencies to understand how the increased focus on digitalisation, sustainability and blockchain can impact the advertising and marketing industry. Here’s what they said: Anupriya Acharya, South Asia CEO, Publicis Groupe: The Budget is positive, growth-oriented and with reforms in the right direction. The advent of 5G is sure to transform communications – for our industry it will help creation of better AV, voice and AR/VR experiences. It will also fuel digital payments, streaming entertainment, gaming, e-commerce, tele-medicine etc which in turn will aid more Unicorns! It is also heartening to note that a special Task Force is being set up for AVGC (Animation, Visual Effects, Gaming and Comic) as this will help us build the much needed capacity both for domestic as well as global markets. And then there have been no changes in income-tax slabs for people, which many consumer segments were worried about. This in turn boosts consumer sentiment. From e-passports, to battery swapping for electric vehicles, setting up of optic fiber in the remotest of villages, setting up of a digital university and skilling through an e-portal, the big push is for technology, digital infrastructure and empowerment. Narayan Devanathan, Chief Client Officer, dentsu India: Having gone through the 38-page document of the Finance Minister’s budget speech, I decided to do a search for a couple of words that I thought kept repeating throughout her speech. The words “will be” occurred 110 times in the entire speech. When I narrowed my search to the single word “will,” the number rose to 362. To me, those two words sum up the essence of what this year’s budget is and is not. What it is, is a future-focused budget, aiming at the distant vision of India@100, with a 25-year Amrit Kaal lead-up. What it is not, and what I felt was sorely needed this year of all years, is a present-focused budget. A punishing 2021 for the aam aadmi with more-than-usual expenditure on health and sustenance meant the general populace was looking for immediate relief that would place more cash in their household budgets. That did not happen. Nor was there any extraordinary investment in relieving the healthcare expenditure burden. For all the importance of farmers in upcoming poll-bound states, there was neither major sop nor stimulus given to back the importance of agriculture as a spine if not engine of the economy. Even the MSME sectors were only handed a slightly longer lease of life with the extension of the ECLGS, but there was no real move to stimulate consumption by placing more cash at consumers’ disposal, for example, extending LTA claims to restaurants (and not just accommodation). There is perhaps plenty for the industry to cheer about since it can afford to think about the future and a slightly longer term than just the here and now of survival. The stock market did cheer up even before the FM’s speech, but that only served to underscore the dichotomy between the real health of the population and the Minority of Haves. When the general population probably can’t afford to wait for the benefits of trickle-down economics to reach them in yet another trying year, the dreams and wheels of a consumer-driven economy might move slower than the industry might like, despite the many future-facing and progressive policies announced. Virat Tandon, Group CEO, MullenLowe Lintas Group: The union budget can be termed as consistent with the government's vision to reach the 5 trillion GDP mark by 2025-26. Hence, the strong focus on capex to boost infrastructure that connects and streamlines middle India and provides the engines of entrepreneurship across the length and breadth of the country. It also shows India's commitment to bring a digital first economy with the 5G rollout planned for next financial year, clarity on India's policy for cryptocurrency, data centres, EVs and our very own digital Rupee. Anurag Bansal, COO &amp; CFO, DDB Mudra Group: This Union Budget looks neutral, with no major changes in taxation. The launch of digital Rupee based on blockchain technology is a big move to bring in official cryptocurrency in India. New e-passports with embedded chips would definitely ease overseas travel. Managing the Fiscal deficit while pushing for growth and investments is a great balancing act taken on by the government. It will give a boost to capital investments and infrastructure development. The Government has addressed some urgent priorities underpinning the digital sector, including the launch of digital currency, API-based skill credentials, digital learning channels, digitization of manual processes, etc. On the digital connectivity front, the 5G spectrum auctions will finally make the dream of a tech-savvy India a reality, further boosting the country's digital infrastructure. Additionally, the launch of a design-led manufacturing scheme for the 5G ecosystem as part of the PLI scheme will ensure affordable broadband and mobile communication even in far-flung areas. More than anything else it signifies the normalizing of mental health as a legitimate area of focus for us as a nation. Besides, Digital Rupee being introduced is indeed, a great news across sectors and it will be exciting to finally watch it become a reality. It can prove to be a game-changer in India's future as transactions will become even more instantaneous. Speaking of the expected benefits, let’s not forget that this is India’s #Budget and not a Big Bazaar scheme announcement. So, the immediate benefit may not be seen right now but considering the long-term narrative, it is a fairly established budget. Sahil Chopra, Founder &amp; CEO- iCubesWire: While the general trend of the <keyword id="12134566" type="General" weightage="20" keywordseo="union-budget-2022" source="Orion">union budget 2022</keyword> has its emphasis on ease of doing business, I strongly believe, data and digital occupied the centerpiece of the budget. The plans to focus and promote the fintech and digital economy are a very strong positive move. New age technologies, keeping data and digital at heart of it will allow the tech enablers to transform multiple industries. For MSMEs, the government has plans to outlay Rs 2 trillion which is again a welcoming move that will help in enhancing startups as well as entrepreneurial opportunities for all. Chetan Asher, Founder and CEO, Tonic Worldwide: The budget clearly will help the country march towards digital adoption and transformation in many sectors. With 5G rollout on the cards we will see an acceleration across the board. The digital rupee will put India right up on the map of advanced digital economies. Clarity on Digital assets and crypto will give it new impetus. All of these initiatives will help us emerge as leaders in adoption and growth of blockchain technology Ambika Sharma, Founder &amp; MD, Pulp Strategy: The Budget is interesting as the Government has focused on all sectors. The financial support for the digital payments ecosystem is a welcome move and further reaffirms the Government of India's digital banking push. This push on digitization will make way for more inclusion in the ecosystem. The focus on 'Ease of doing business is a great step, as it will further promote entrepreneurship in the economy” . The 2022-23 budget finely balanced fiscal retreat with supporting economic recovery. The budget focused on a familiar strategy of driving capital expenditure to drive growth, to crowd in private investment through higher public spending. Although markets could be disappointed with a higher fiscal deficit of 6.4% of GDP for FY23 than expected, it is perhaps prudent to not undertake aggressive fiscal consolidation at this nascent stage of recovery. While elevated market borrowings are likely to pressurize bond yields, the inclusion of green bonds in the borrowing plan is an interesting innovation. In terms of specific policy announcements, the move towards self-reliance through protection for domestic manufacturers (change in custom and import duties) aligns with the long-term goal of Atmanirbhar Bharat. The government has extended the startup tax holiday and concessional tax for manufacturing startups by a year. While that was on the cards, it doesn’t address the core need of startups to be given a longer tax holiday of 5 years as required. One of the most encouraging aspects of the budget has been the announcement to set up an AVGC (animation, visual effects, gaming, and comics) promotion task force to plan and build domestic capacity for serving domestic as well as global markets. Loss from the transfer of virtual digital assets cannot be set off against any other income. The creation of a unified logistics platform and the developments of 100 new cargo terminals in the next three years are significant steps in improving the supply chain ecosystem in the country. Infrastructure status given to Data Centers will provide a huge boost to the fast-evolving digital environment of the country. The fiscal outcome is broadly in line with our expectations with the government having continued its focus on infrastructure and rural demand. Himanshu Arya, Founder and CEO, Grapes: The Union Budget for the financial year 2022-23 has set the stage with an invigorated focus on ramping up the process of the digital revolution. The government’s focus on the digital ecosystem is a progressive move to render an inclusive landscape for job openings and entrepreneurial opportunities. The extension of tax incentives for startups for one more year will give a slight relief to the industry. I hope that the cash flow improves in the market. The Union Budget has various encouraging initiatives and is directed towards a more viable and flexible business ecosystem that completely aligns with the ideologies of Make in India. Siddharth Devnani, Co-Founder &amp; Director, SoCheers: Digital and digitization stood out as a strong overall trend in the Union Budget 2022. The budget put a great focus on long-term growth and given how intricately ‘digital’ was integrated into several measures, it can be seen as an integral part of that growth. Implementation of the Central Bank digital currency will definitively aid the growth of digital economy and finance in the country, opening doors for digital acceleration across sectors. The announcement about the new digital university and the renewed focus on digital learning, further presents an opportunity, especially to the fast-evolving Educational Technology sector. However, a definite plan on how this will pan out for all corners of India remains to be seen. Moreover, digital will also be leveraged in the set-up and operation of tele-mental health centres, providing the necessary focus and access to mental health services to the Indian masses. This comes as one of the most welcome move as it’ll contribute infinitely to the nation’s long-term growth.

The advertising industry voices its enthusiasm about the government’s steps towards boosting digital ecosystem in Union Budget 2022-23

I sat on a chair with a paper in my hand trying to help the girl solve a Class II level double digit multiplication problem. She was shy and did not say much. She tried solving it on the sheet but there was no progress. I gave her hints, patiently waited for her to respond to that. But after a couple of minutes she gave up. Her father kept a close watch on the proceedings, slightly amused at my attempts to draw her attention towards the task at hand. I could see her mother standing at the other end of the kutcha house not very pleased with her daughter’s performance. She had been very proud of the fact that her daughter was in Class VIII in the local government school. Very few girls in the village went to school at this age. This was Chitgunwa, a small village near Jhansi where I had been assigned to conduct a survey on the level of public <keyword id="6355445" type="COMPANY" weightage="20" keywordseo="Education">education</keyword>. 
 As India gets ready for the <keyword id="3206186" type="UNKNOWN" weightage="20" keywordseo="Union-Budget-2016">Union Budget 2016</keyword> amidst all the chaos that has preceded the Parliament session, it is necessary to look at budget from the perspective of that girl child or more importantly her mother. As a student of a business school, I am tempted to write on a number of issues pertaining to Indian fiscal policy which affects the business environment of the country or the startup ecosystem in India. But let me take a different route and list down few areas where adequate budgetary intervention could help the mother and her daughter regain their confidence in the system. 
 
Education is one of the key requirements to convert India’s demography into productive human capital. While enough emphasis has been laid on the access of education resulting in Gross Enrolment Ratio of 104.3% , the quality of education remains dismal. India has been consistently spending close to 4-5% of the total budget on education , but the proportion spent on primary education has been falling since last three years (Exhibit 1). The budgetary allocation for Mid-Day Meal Programme was reduced from INR 13,215 cr (2014-15) to INR 9,236 cr (2015-16) . The spend on the quality of education which includes ‘activities to improve learning, such as learning enhancement programmes and innovation grants’ in Sarva Shiksha Abhiyan and teacher training is also extremely low (Exhibit 2). 
 
India needs a budget where adequate allocation is made to improve the quality of primary education. The first step would be determining the nature and magnitude of quality improvement required. This can be achieved through regular and sound measurement of outcomes. Another area which requires greater budgetary intervention is teacher training. Average teacher training spend was less than an appalling 3% of the elementary education budget over the past 6 years. This needs to change. India’s primary education curriculum has been severely criticised as being over ambitious and unrealistic. This must be reviewed through a comprehensive research exercise. The curriculum must have both academic and vocational components which could address the economics of retention in secondary and higher education. There must be emphasis on innovation and reasoning which could go a long way in eliminating 140 characters of opinion building process. The government started the “Beti Bachao Beti Padhao” scheme through a corpus fund of INR 100cr .There is also a Sukanya Samriddhi Scheme to save for girl child’s education. But we need to do more. A comprehensive action plan with regular evaluation of the outcomes will go a long way in proper implementation of the schemes. This must be backed with adequate financial support through the budgetary allocation. 
 The other area which would matter for the mother and her daughter would be access to <keyword id="6354525" type="COMPANY" weightage="20" keywordseo="Healthcare">healthcare</keyword> and sanitation. The previous budget was disappointing in terms of allocation to the health sector. Public spending on health sector is paltry 1.3% of the total <keyword id="35050" type="CITY" weightage="20" keywordseo="gdp">GDP</keyword> in India . The budget for Integrated Child Development Services (ICDS) was slashed by almost 50% last year3. India also tops the global list with 318 deaths per 1000 children under 5 years of age due to diarrhoea and pneumonia . This is unacceptable for a country that is looking to embark on a path of sustained growth. The government must realize the importance of public healthcare spending and act accordingly. 
 
The focus should be on preventive healthcare as it serves the twin purpose of decreasing the government spending on secondary and tertiary care and the out of the pocket expenditure which results in severe health shocks leading to acute financial distress. India ranks third in the world in the out of the pocket spending on healthcare. The government’s flagship programme Swacch Bharat was criticised by CAG recently for failing to achieve the desired targets due to weak implementation. “Audit clearly reveals the failure of the sanitation programmes in achieving the envisaged target” it pointed out. In FY 2015-2016 INR 3,265 cr was allocated for Swacch Bharat Mission which was 27% hike from the previous year . Although allocations had increased, a large sum of money remained unspent. There are issues at multiple levels – evaluating a scheme on the number of toilets built is flawed. The CAG report mentions “more than 30% of individual household latrines remain non-functional”10. Building toilets is not the solution until focus is shifted on solid waste management system and treatment plants. It is vital to understand the link between front end (toilets) and back end (collection and treatment) so that appropriate resource allocation can be made in the upcoming budget. 
 
India stands at a very crucial juncture in its journey. It has been doing well on certain fronts but a lot more needs to be done. A budget which brings the focus back on education and health is what will make this growth story truly sustainable.

Here's what an IIM student feels the Budget should have, after he met a family in a village near Jhansi

The monetisation of railways' assets is likely to be one of the key agenda items in the forthcoming <keyword id="6360189" type="General" weightage="100" keywordseo="union-budget" source="Orion">Union Budget</keyword> for 2023-24, which Finance Minister <keyword id="129243" type="General" weightage="80" keywordseo="nirmala-sitharaman" source="Orion">Nirmala Sitharaman</keyword> is going to present on February 1. In 2021-22, the <keyword id="54441" type="General" weightage="80" keywordseo="railway-ministry" source="Orion">Railway Ministry</keyword> had set a target of monetising railways assets worth Rs 17,000 crore, however due to poor response from the private sector, the target could not be achieved. Even this fiscal's target of railways' asset monetisation of Rs 57,000 crore is likely to be halved as the department has not been able to meet it till now, sources aware of developments, said. It is likely to be brought down to around Rs 25,000 crore as the Railway Ministry has not been able to monetise its assets during the current fiscal and only three months are left for 2022-23 to end, the sources added. Despite lack of enthusiasm shown by investors in railways' assets, the government is bullish on pushing them and in the forthcoming Union Budget, it is likely to set a target, albeit a reasonable one, for monetisation of railways assets, the sources said. Under asset monetisation, the government transfers revenue rights to private parties for a specified transaction period in return for a revenue share and commitment of investments in the assets. The assets are monetised through models like Public Private Partnership (PPP) - Operate Maintain Transfer (OMT), <keyword id="6288212" type="General" weightage="80" keywordseo="toll-operate-transfer" source="Orion">Toll Operate Transfer</keyword> (TOT), and <keyword id="6363823" type="General" weightage="80" keywordseo="operations" source="Orion">Operations</keyword>, Maintenance and Development (OMD). Under monetisation, the government does not sell assets, but leases them for a certain period for redevelopment and operations by a private entity, while continuing to retain their ownership. Government bullish on railway assets monetisation in Union Budget

<ul><li>Finance Minister of India Nirmala Sitharaman presented the Union Budget on February 1, 2022.</li><li>Struggling with high inflation and tepid rural demand, FMCG companies were hopeful for some positive news, steps and reforms that would help boost consumption in the economy.</li><li>However, with no changes in personal tax, there isn’t for hope for a drastic change in consumption and demand.</li><li>At the same time, there are enough subsidies to support the rural areas of the country.</li><li>Here’s what leading FMCG companies have to say about the Union Budget 2022-2023.</li></ul>The Union Finance and Corporate Affairs Minister Nirmala Sitaraman presented the Union Budget for 2022-2023 on February 01, 2022. The government announced that 5% of the annual collections under the Universal Service Obligation Fund will be allocated to improve broadband and mobile service penetration in rural India. This move will allow Fast Moving Consumer Goods (FMCG) brands and all businesses to cast their net a little wider in rural areas via mobile services. The government’s plan to expand the National Highway network by 25,000 KM, the Gati Shakti plan to strengthen seven engines of infrastructure, the launch of 100 new cargo terminals, will further open up new roads for brands and improve logistics efficiency. It will also create new job opportunities in rural areas, improving consumption and demand. The finance minister also mentioned that the government intends to pay ₹2.7 lakh crore worth of minimum support price (MSP) direct payments to wheat and paddy farmers. The government is also looking to deploy drones for agriculture monitoring, crop assessment, digitisation of land records and spraying of insect pesticides. These initiatives will help boost rural incomes and aid the growth of FMCG companies. The Union Budget aims to facilitate ease of doing business and give a push to consumption by providing employment opportunities, improving infrastructure, focusing on technological advancement and accessibility. Here’s how these subsidies for rural India will pave the way for FMCG growth: Mayank Shah, Senior Category Head, Parle Products: First of all, putting money in the hands of consumers really helps, so they go out and buy products. So that was more on the front of ensuring that the demand remained robust given that we have gone through two years of pandemic. That was something that industry expected, either by tax cut, or by increasing the slabs tax brackets or by probably increasing the standard deduction limit. Those were the things that we expected but not much has been done there. However, on the second front of job creation, the government has done a lot. The budget talks about seven engines driven by PM GatiShakti that will definitely boost employment and increase the number of jobs. The budget also talked about 60 new jobs to be created in the next five years. That is relatively a longer process compared to the first expectation which was putting money in the hands of consumers, which would have yielded immediate results. A 20,000 crore boost in transportation infrastructure will definitely help in terms of job creation going forward. Another thing the government would have ensured on the rural front was increased allocation to MGNREGA or direct benefit transfer. In Fact they chose the other way. In terms of rural demand, when you're talking about putting money in the hands of rural consumers by increased MSP and increased MSP allocation, it is also going to have an impact on the inflation because if you increase the MSP, that eventually is going to increase the cost of agri products, primary inputs in food processing. So procurement is going to be increased. The current challenge ahead of most FMCG companies, which is managing inflation, probably would be aggravated, so I consider it to be neutral. Probably placing this money in the hands of consumers through MGNREGA or DBT would have ensured demand to remain robust. Ahmed ElSheikh, President, PepsiCo India: Reviving economic growth, increasing consumption, and fostering investment to fuel post-pandemic growth have been key objectives for the government, and the <keyword id="12134566" type="General" weightage="20" keywordseo="union-budget-2022" source="Orion">Union Budget 2022</keyword> reflects this very intent. This year's Union Budget lays forth a vision for India at 100 years. The Government is leading from the front by raising public sector spending to keep the economic recovery on track. Digitization combined with infrastructural creation will accelerate economic development, stimulate innovation and entrepreneurship enhance living standards while keeping sustainability at its core. Union Budget 2022-2023: Here’s how FMCG brands reacted to the budget

The Union Government is formulating the budget to be announced on February 29, 2016. The officials in Ministry of Finance are busy with budgetary consultations. At the outset, it needs to be recognised that the Budget, especially the <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="Union-Budget">Union Budget</keyword>, is more than a mere accounting exercise as it lays out a vision of the Government and then on a mission mode, provides a strategy to implement it during the course of that year or next. In fact, to achieve steady growth, fiscal policy of the country is embodied in the Union Budget. And the challenges in fiscal policy are a many which needs to be addressed immediately. The important concerns are that despite best efforts, industrial growth continues to be tepid; unemployment, especially amongst youth is high; agricultural output because of El Nino and other climatic conditions is low; consumer inflation is heading northward; and overall growth in the country is beginning to stagnate around 7- 7.5 percent when country has a potential to grow at 9 percent per annum. 
 
The Central Government is aware of the situation and has consistently been making efforts to revive the economy by announcing schemes like start-up India, MUDRA, Jan Dhan Yojana, make in India, Skill India, Digital India, and Smart Cities. The implementation of these schemes have yet not yielded higher growth. Therefore, probably, the Union Budget of 2016 needs to exclusively focus on measures to increase growth. To increase national output, three ingredients are most important – labor, capital and entrepreneurship. 
 
Women Participation in Workforce 
There are numerous empirical, studies that have demonstrated that increased female workforce participation can lead to significant macroeconomics gains. Similarly, equal access to inputs by women would raise productivity of female-owned companies. Further getting women to work would also help in improving the per capita income of the country. Increased income by women also leads to reduction in income equalities, as well as poverty. 
 
The participation of women in labour force can lead to increasing GDP of India by 27 per cent according to research done at International Monetary Fund, Washington, DC. In India, only about 30 percent of women are in workforce. In contrast, in Nepal, nearly 80 percent of women are in the workforce followed by China (71 per cent), Bhutan (67 per cent), and Russia (57 per cent). Closely co-related to low workforce participation are issues like persistency in preference for a male child reflected in adverse sex-ratio. As per the Census data, the state-wise child sex ratio (CSR; number of females per 1000 males in 0-6 year’s age group) in India during 2001-2011 has deteriorated though overall sex ratio recorded a marginal improvement over the years. 
 
To enhance female workforce participation, the Government could also consider more recruitment of women in armed and police forces. According to some estimates, women constitute only 3 percent of police force in India and a small number in Indian army. In contrast, women play an important role in armies of many countries, including the US, Israel, China, Russia, Sri Lanka and Pakistan. India could consider Sainik and Military schools/colleges for training female students and National Cadet Corps can be extensively used in colleges and Universities to show-case job opportunities in defence areas. 
 
There is substantial potential of jobs in defence forces. Illustratively, in the recent Central Seventh Pay Commission Report, it was mentioned that Indian Army is short of officers by nearly 25 percent while Navy is short by 17 percent and Air-Force by 4 percent. The defence forces have a provision of short service commission (SSC) which can be tailor-made to suit the psychology of Indian families which insist that females should get married and start their own family before thirty years of age. The SSC, with a provision of 5 or ten years of service is most suitable in such circumstances in India. 
 
Similarly, judiciary suffers from serious shortage of courts and legal staff especially in international comparison. It would be useful to have more female participation in legal services. This effort of encouraging women to work in defence and judiciary may also help in making India a safe place for women. 
 
To enhance female workforce participation, another out-of-the-box view needs to be considered. It is established that women generally demonstrate responsible behaviour in financial matters and their income is generally used to finance family expenditure. Therefore, the Government could consider offering higher or complete exemption from income tax for women participating in workforce. As the income earned by women is spent on family expenditure, and more women will be encouraged by this measure to enter the workforce, indirect tax collection on goods and services would improve, and therefore, in net, not impact the national or state fisc. Similarly, to incentivise female participation in self-employment, especially under micro, small and medium enterprises (MSMEs), tax holiday could be offered to MSMEs run by women entrepreneurs. The Government could also consider special provisions for women entrepreneurs and longer tax holidays under SUI, announced recently. 
 
Capital Mobilisation 
To provide opportunity to monetize gold, and financial resources for developmental activities, in a resource constraint economy, the Government had launched Gold Monetisation Schemes (GMS), including Gold Sovereign Bonds (GSB) in November 2015. The response is tepid with less than 4 tonnes of gold mobilised in last few months, and mobilisation seems miniscule compared to nearly 1,000 tonnes that the country imported annually, and holds a stock of nearly 21,000 tonnes. The reasons for the lacklustre response of GMS are manifold. The need is to actively extend the campaign to households, may be through use of vernacular press and electronic media. Also, from the market, the feedback on the scheme suggests that there are problems with collection and assessment of value, as only about 54 assayers in 30 cities are recognised, nation-wide. To make the scheme market friendly, assaying could also be assigned to select jewellers, especially branded chains, to ensure presence in at least all districts. To incentivize collection of gold, commission that is being offered to commercial banks, 2.5 percent including handling charges, could also be offered to select jewellers. 
 
Nurturing Entrepreneurship 
To nurture entrepreneurship, the Government has launched the Start-up initiative (SUI) which is expected to take India in the much needed fast forward ‘job-creation’ mode. India is poised to be the fastest growing economy in the world according to the IMF, and expected to average about 8 per cent in next five years. In addition, India has a very young population and the demographic dividends are waiting to be tapped. 
 
More importantly, young population of India, in substantial numbers, generally wastes 2 to 5 years of their age in preparing for competitive exams for government jobs. The number of years lost in such preparation, generally in vain for most students, could have been used more productively. As a matter of fact, seminal work done by research scholars which many times fetches them coveted Nobel Price is undertaken at young age, when taking risk in extending the frontiers of knowledge is easier. The SUI would be helpful in tapping that young age and creative mind for building industrial base of the nation. For the success of SUI, there is need to create an eco-system to produce entrepreneurs. The emphasis of the government should be setting up more world-class colleges, across India, specializing in commerce, law and business studies. The educational requirements of nurturing entrepreneurs is very different from producing managers and administrators for which our present educational system already has world ranking management institutes. India, now needs, world-class institutes on entrepreneurship, illustratively, Indian Institute of Entrepreneurs. 
 
Further, in Indian system of education and training, tolerance of failure is low but in Silicon Valley, in contrast, the practicing mantra is that failures are pillars to success. In fact, angel investors are more comfortable funding entrepreneurs who have failed in their maiden attempt. Such failures help to steel resolve, build passion to stay ahead of the race, and strengthen faith to face fierce competition as well as undertake meticulous planning. More than the young, mentors, parents and teachers also need to understand that SUI will result in some set-backs and should not get discouraged. To address the fear of failure, there is need to have a fall-back mechanism, and therefore the Government can consider some form of social security for entrepreneurs which could take a shape of insurance against such failures. In the US, in view of social security, the fear of failure is reduced, and therefore risk taking and entrepreneurial activity abounds. 
 
Conclusion The Union Budget needs to show way forward for an economy which is beginning to lose growth potential despite various policy initiatives. In addition to traditional tweaking of taxes and expenditure, there is need to formulate a vision or a long term fiscal policy to help steady <keyword id="47288" type="UNKNOWN" weightage="20" keywordseo="expectations">expectations</keyword> for growth initiatives from the government. That will help create conducive environment for private sector to flourish and take India on a higher growth path.

Meanwhile, the National Association for Software and Services Companies (NASSCOM) says direct and indirect taxes hurt startups and the industry body has asked for tax exemptions for startups. 
 
NASSCOM, in pre-budget recommendations, has asked the finance ministry to weed out taxes, including minimum alternative tax, angel tax as these hurt startups. 
 
"Policy regulations like ease of compliance, reliance on self-certification instead of audits, tax exemptions for startups will allow entrepreneurs to devote their time, energy and resources to build upon their innovative ideas," said R Chandrashekhar, president of NASSCOM. 
 
The industry body also wants exemption from capital gain tax on income from sales of startups.

India to present Union Budget on Feb 29

New Delhi, The Northern India Textile Mills' Association (NITMA) has urged the government to raise customs duty on man-made <keyword id="943240" type="PERSON" weightage="20" keywordseo="yarns">yarns</keyword> to 10% in the <keyword id="4121466" type="PERSON" weightage="20" keywordseo="upcoming-Union-Budget">upcoming Union Budget</keyword>. The customs duty on man-made yarn is currently at 5%. According to the industry body, monthly average <keyword id="35091" type="CITY" weightage="20" keywordseo="imports">imports</keyword> of Virgin Polyester Spun Yarn have increased manifold from 2015 to 2020. Imports from Vietnam alone have increased over 100 times, as per NITMA. Sanjay Garg, President of NITMA said that representations regarding the import concerns have been sent to the ministries of finance and <keyword id="62486" type="COMPANY" weightage="20" keywordseo="Textiles">textiles</keyword>. He noted that the man-made yarn sector is one of the largest employment-generating segments within the textile industry and is highly capital and labour-intensive industry as well. Garg was of the view that the unreasonably low-priced imports of man-made yarn into India have been causing considerable amount of injury to domestic manufacturers for around the last five years. In a statement, NITMA said that the surge in imports may damage the domestic man-made fibre (MMF) industry and may lead to non-performing assets and closure of units along with huge employment loss. "As a recapitulation, he (Garg) humbly appealed to the <keyword id="156153" type="COMPANY" weightage="20" keywordseo="Ministry-of-Finance">Ministry of Finance</keyword> and <keyword id="185304" type="COMPANY" weightage="20" keywordseo="Ministry-of-Textiles">Ministry of Textiles</keyword> to consider increasing the customs duty on man-made yarn from its present level of 5% to 10% immediately in the ensuing <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="union-budget">Union Budget</keyword> for the growth and expansion of domestic MMF industry and to prevent mass level loss of employment," the statement said. NITMA urges to raise custom duty on man-made yarns by 10% in upcoming Union Budget

They will be given ₹70,000 crore capital to boost credit growth in the country, which has been slow for the last few years. Added to that, the government will take some of its own loans away from Indian banks. The country’s biggest borrower is the government and banks love to lend them because of security. Now, this will change as the government will raise money internationally. “India’s sovereign external debt to GDP is among the lowest globally at less than 5%. The Government would start raising a part of its gross borrowing programme in external markets in external currencies. This will also have a beneficial impact on demand situation for the government securities in the domestic market,” the Finance Minister Nirmala Sitharaman said in the Budget speech on Friday. Gains from ‘Cleaning’ The stress in the banking sector and overall liquidity has been eased by other measures as well. The Finance Minister also said that the banking system has gained from ‘cleaning’ of the system. "NPAs of commercial banks have reduced by over ₹1,00,000 crore over the last year, record recovery of over ₹4,00,000 crore due to Insolvency and Bankruptcy Code and other measures has been affected over the last four years,” said Sitharaman. Helping NBFCs She also directed banks to not turn unduly risk averse of lending to non-banking financial companies (NBFCs). Banks have steering clear of any lending to them after IL&amp;FS defaulted on payments to them, dragging down as many as eight banks with them. Ever since, the funding pipe for NBFCs has died up. “NBFCs are playing an extremely important role in sustaining consumption demand as well as capital formation in small and medium industrial segment,” she said. The government is also walking the talk. It will provide a one-time six month partial guarantee to public sector banks (PSBs) for the first loss of up to 10%, for high-rated pooled assets of financially sound NBFCs amount to ₹1,00,000 crore. “Since the liquidity crisis, the banks have become more conservative and were wary of lending to NBFCs or providing interest rate reductions. Enhancing credit guarantee for portfolio purchases will definitely improve the flow of funds to healthy NBFCs with a good quality asset pool,” said Hardika Shah, Founder of Kinara Capital. Realty sector seeks sops in upcoming Union budget

New Delhi, Feb 1 () The Union Cabinet headed by Prime Minister Narendra Modi on Saturday approved the Budget for the financial year beginning April 1, that may see measures to lift the economy from the worst economic slowdown in 11 years.
 Before coming to Parliament for presenting her second budget, Finance Minister Nirmala Sitharaman and her team met President Ram Nath Kovind.
 She was accompanied by Minister of State for Finance Anurag Thakur and top officials of her ministry including Finance Secretary Rajiv Kumar.
 "As per tradition, Finance Minister @nsitharaman calls on President Kovind at Rashtrapati Bhavan before presenting the Union Budget," tweeted the President of India's handle along with two photographs from the meeting.
 Like last year, Sitharaman opted for a traditional red-coloured 'bahi-khata' to carry budget documents.
 Dressed in a crisp yellow silk saree, she posed for cameramen at the Parliament House gate with the budget documents wrapped in a red silk cloth, adorned with a golden Indian emblem.
 Facing the worst economic slowdown in more than a decade, Sitharaman is expected to pull out all stops to spur consumer demand and investment, government sources and economists said.
 The real gross domestic product (GDP) growth is estimated to fall to an 11-year low of 5 per cent in FY20 from 6.1 per cent in FY19. Estimated nominal growth at 7.5 per cent in FY20 is the lowest since 1975-76 (FY76) as per the FY12-based GDP series.
 Index of Industrial Production (IIP) growth turned positive but remained low at 1.8 per cent in November 2019 after contracting by (-) 4 per cent in October 2019.
 Consumer Price Index (CPI) inflation increased to a 65-month high of 7.4 per cent in December 2019, its fifth sequential rise, mainly due to persistently rising vegetable prices.
