They also blamed the Centre for obstructing the work of the Delhi government, therefore leading to the recent incident in Rajinder Nagar where three students died after getting trapped in a flooded basement of a coaching centre. Slogans of "Bharat Mata Ki Jai" and "End dictatorship" were raised during the <keyword id="19895811" type="General" weightage="20" keywordseo="protest" source="keywords">protest</keyword> rally called by the <keyword id="19914482" type="General" weightage="20" keywordseo="AAP" source="keywords" meta.keywordsubtype="org" meta.entityname="AAP" meta.hostid="153" meta.entityid="AAP">AAP</keyword>. CPI(ML) Liberation leader Dipankar Bhattacharya said three senior AAP leaders -- Kejriwal, Manish Sisodia and Satyendar Jain were put in jail as "part of a conspiracy". He also accused the Centre of obstructing the work of the Delhi government, and held them responsible for the situation in the national capital, including the Rajinder Nagar coaching centre deaths. "The Modi government is responsible for the anarchy in Delhi. This anarchy took the lives of the three <keyword id="20217536" type="General" weightage="20" keywordseo="UPSC-aspirants" source="keywords">UPSC aspirants</keyword> in Rajinder Nagar. <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="153" meta.entityid="BJP">BJP</keyword> took the lives of three UPSC aspirants," Bhattacharya said during the rally. "They tried to end AAP, weaken Delhi government as part of a conspiracy. The elected chief minister is in jail. Umar Khalid and many activists are in jail in false charges in Delhi riots. Bhima Koregaon fake case, father Stan Swamy was in jail and he even died while in custody. There is a huge conspiracy against leaders, activists," he said. The BJP-led Centre is "trying to suppress the voice of those who oppose them", he said. "Six months ago when Arvind ji, Hemant ji were arrested, we knew it was a conspiracy because Lok Sabha elections were there," he said. "Hemant ji came out, there was an appeal to stop his bail but it was dismissed. Kejriwal ji was released for less than a month. Now though he has been given a bail there is a conspiracy to keep him in jail," he said. "It is a conspiracy to finish a democratically elected government and a political party," Bhattacharya said, urging the people to give their reply to the BJP in upcoming assembly polls in Haryana, Maharashtra and Jharkhand by defeating the BJP. "The recent mandate has proved that people won't tolerate tyranny. We will ensure justice,"he added. Communist Party of India general secretary D Raja also demanded the immediate release of the Delhi chief minister, and expressed concerns about his health. "After BJP's coming to power, democracy is no longer 'for' the people, democracy is 'far' from people, democracy is not 'of' the people, it is 'off' the people, and it is not 'by' the people, it is 'buy' the people," Raja said. "Kejriwal is one of the victims of the central agencies used by the Modi government. Can we allow this? How much longer can we tolerate this situation in the country. Kejriwal is not well and his health has deteriorated," he said. AAP Delhi convener Gopal Rai said Kejriwal's sugar levels are going down in custody. "He was granted bail by trial court and Supreme Court but a conspiracy was hatched to keep him in jail. Why does BJP want to put opposition leaders in jail? Who is responsible for the deaths of the three UPSC aspirants?" Rai said. "When LG is being asked about the incident, he is quiet. The BJP, which is demanding Kejriwal's resignation, snatched away the powers of the Delhi government. "We have come to give complete moral support to AAP and Kejriwal on behalf of Congress president Mallikarjun Kharge, and party leaders Sonia Gandhi and Rahul Gandhi in the struggle against illegal arrest of Arvind Kejriwal. The arrest of Kejriwal in an illegal and unconstitutional manner indicate nothing but the bad intentions of the BJP," he alleged. Tiwari said it was "height" of inhumanity to keep Kejriwal in jail despite his medical reports showing dip in his blood sugar to a dangerous level. The Congress and AAP had fought the recent Lok Sabha elections in Delhi in alliance. AAP had fielded candidates on four seats and Congress on three seats. However, the alliance drew a blank. Gogoi warned the BJP and its leaders saying they cannot scare the opposition whether it is AAP, Congress or any other party. "Their illusion lies shattered with this rally. If fair Lok Sabha elections had been held in 2024, the BJP would have been in opposition and we would have been in power. The BJP-led government is not going to complete its five-year term," he stressed. Kejriwal was arrested on March 21 by the Enforcement Directorate (ED) in a money laundering case linked to the alleged excise policy scam and has been granted bail by the Supreme Court. However, he is currently lodged in Tihar in a connected CBI case.

New Delhi, Dec 30 () Taking the Aam Aadmi Party (AAP) head-on over sedition issue, Union Law Minister Ravi Shankar Prasad on Monday asked why action based on evidence should not be taken against anyone found indulging in anti-India activities under the garb of protests.
 "If some people are genuinely found indulging in sedition and if there are legal evidence available to prove, why should sanction not be imposed," he said in a veiled reference to the AAP-led Delhi government.
 The Delhi government had refused to sanction prosecution of students' leader Kanhaiya Kumar and research scholars Umar Khalid and Anirban Bhattacharya in connection with the February 2016 JNU sedition case.
 Prasad was speaking at an event here to launch a data repository to help track missing or stolen mobile phones in the national capital.
 He added, "Such politics...does not go a long way."
 Prasad also went on to criticise the AAP for not allowing the health insurance scheme Ayushman Bharat to be implemented in Delhi.
 "Can we de-link development from politics. Democracy means debate and discussions... (But) why have the benefits of Ayushman Bharat not been given to poor people in Delhi. What was the problem in that," he said.

Prasad takes on Delhi govt on health scheme, sedition issue

A total of 13 states have so far decided on their borrowing options to meet their <keyword id="9933255" type="UNKNOWN" weightage="20" keywordseo="gst-compensation-shortfall">GST compensation shortfall</keyword> and almost all have decided to go for the first option proposed by the Centre, source said. Out of the 13, 12 states have opted for the first option, under which the Union government has offered states that they could borrow the shortfall arising out of GST implementation, estimated at Rs 97,000 crore approximately. The amount would be borrowed through issue of debt under a special window coordinated by the Finance Ministry. The first option is to ensure steady flow of resources similar to the flow under <keyword id="2600993" type="PERSON" weightage="20" keywordseo="GST-compensation">GST compensation</keyword> on a bi-monthly basis. Under this option, the Centre will endeavour to keep the cost at or close to the G-secs yield, and in the event of the cost being higher, will bear the margin between G-secs and average of State Development Loan yields up to 0.5 per cent through a subsidy. The states which have preferred to opt for this option are Andhra Pradesh, Bihar, Gujarat, Haryana, Karnataka, Madhya Pradesh, Meghalaya, Sikkim, Tripura, Uttar Pradesh, Uttarakhand and Odisha. Only Manipur has so far opted for the second borrowing option under which states can borrow the entire compensation shortfall of Rs 2.35 lakh crore, including the Covid-impact portion, through issue of market debt. Six more states -- Goa, Assam, Arunachal Pradesh, Nagaland, Mizoram and Himachal Pradesh -- will be giving their choice in a day or two, said people in the know. A few states have submitted their views to the Chairperson of the GST Council but are yet to decide on the options, according to sources. In the 41st GST Council meeting last month, the Centre had proposed both options, so that a mechanism could be put in place as an exception this year, as Covid-19 disruptions and lower revenue collections have made it difficult for the Centre to meet its obligation on Goods and Services Tax (GST) compensation to states. 13 states decide on GST compensation — only Manipur opts for borrowing entire shortfall in one go

Markets regulator, the <keyword id="6355630" type="UNKNOWN" weightage="20" keywordseo="securities-and-exchange-board-of-india">Securities and Exchange Board of India</keyword> (<keyword id="35210" type="ORGANIZATION" weightage="20" keywordseo="sebi">SEBI</keyword>) on Sunday clarified that mutual funds have many options to meet requirements of the circular on asset allocation of multi-cap funds, based on the preference of their unit-holders. In a clarification issued on Sunday, the SEBI said apart from rebalancing their portfolio in the multi-cap schemes, mutual funds could facilitate switch to other schemes by unit-holders, merge their multi-cap scheme with their large-cap scheme or convert their multi-cap scheme to another scheme category, for instance, large-cum-mid-cap scheme. <keyword id="119509" type="ORGANIZATION" weightage="20" keywordseo="Kotak-Mutual-Fund">Kotak Mutual Fund</keyword> has welcomed the SEBI clarification. Nilesh Shah, Managing Director, Kotak AMC, said in a tweet: "Immense gratitude to SEBI for issuing clarification on a Sunday evening. We will ensure compliance with SEBI Regulations in letter as well as spirit &amp; optimize risk adjusted return for our Investors. Don't take Investment decisions in haste." The SEBI said it is conscious of market stability and therefore, has given time to mutual funds till January 31, 2021 to achieve compliance with the circular, through their preferred route, of which rebalancing of the portfolio is only one such route. "It is reiterated that to achieve the desired objective of True to Label and Appropriate Benchmarking, the SEBI will examine proposals of the industry, if any, received in this regard," it said. The SEBI has issued a circular dated September 11, on multi-cap schemes of mutual funds, requiring them to invest a minimum of 25 per cent each in large, mid and small-cap stocks, with the balance 25 per cent giving flexibility to the fund manager. The regulator said the circular was issued as a need was felt to review the scheme characteristics of multi-cap schemes and take necessary steps to clearly distinguish these from other category of schemes. Multi-cap schemes had flexibility in terms of allocation to large, mid and small-cap stocks. "However, it has recently been observed that some multi-cap schemes have skewed portfolios, with over 80 per cent of investment in large-cap stocks akin to large-cap schemes, and some multi-cap schemes have near zero or insignificant asset allocation to small-cap companies," it said. As per the SEBI circular, it was anticipated that there could be a large inflow of funds into small-cap stocks to meet the requirement of minimum 25 per cent asset allocation. SEBI clarifies that mutual funds will have options apart from rebalancing portfolio

Delhi Police will not "shy away" in using its options if the five <keyword id="6356383" type="ORGANIZATION" weightage="100" keywordseo="JNU">JNU</keyword> students who resurfaced in the campus fail to cooperate with the investigators, Commissioner B S Bassi today said. 
 
"There is no doubt that seditious speeches and slogans were raised in the event concerned. We also know that some involved in it, who went absconding soon after, have now returned. 
 
"At this point, there is no imminent threat to life and property, for which we are working with patience. For every job we do, our tactics are dynamic," Bassi said. 
 
He further said, "Today, we can afford to wait for them (the five students) to regain some 'sadbuddhi' (better sense) and cooperate with the police." 
 
"If we feel that they are unlikely to abide by the law, we have options available and we will not shy away from using them," the police chief added. 
 
The five JNU students, including Umar Khalid, whom the police were looking out for across cities, resurfaced in the university's campus on Sunday night but the police have not arrested them yet. 
 
In an apparent U-turn in the police's approach in the case, senior officials now say that they are waiting for the students to surrender on their own and also expect the JNU authorities to persuade them in doing so. 
 
Bassi had yesterday said that the final call will be taken by the investigating officer of the case and whether to enter the university's campus or not will be the decision of DCP (South) Prem Nath who is heading the probe. 
 Police had registered a case of <keyword id="6364658" type="UNKNOWN" weightage="100" keywordseo="sedition">sedition</keyword> in connection with the event held at Jawaharlal Nehru University campus, to mark the death anniversary of Parliament attack convict <keyword id="43716" type="PERSON" weightage="100" keywordseo="Afzal-Guru">Afzal Guru</keyword>, in which <keyword id="679055" type="UNKNOWN" weightage="100" keywordseo="anti-national">anti-national</keyword> slogans were allegedly raised. 
 On February 12, the police arrested JNU Students Union president <keyword id="3048656" type="UNKNOWN" weightage="100" keywordseo="Kanhaiya-Kumar">Kanhaiya Kumar</keyword> in connection with the case and started a search operation for others.
