"All formalities have been already completed. The implementation was delayed as the nameplates were initially required to be of the same size and colour. Now, we have relaxed these terms. Displaying the names and mobile numbers of shopkeepers will suffice," he told PTI over the phone. He stressed that the measure is rooted in the MP Shop Establishment Act or Gumasta License, and it serves to enhance customer safety. "Ujjain is a religious and holy city. People come here with religious aastha (faith). They have the right to know about the shopkeeper whose services they are availing. If a customer is dissatisfied or cheated, knowing the shopkeeper's details allows them to seek redress," the mayor said. Ujjain is set to host the Simhastha (Kumbh) Mela in 2028, a significant religious fair held every 12 years. The district administration has started culling and burying of poultry birds as per guidelines, she said. The avian flu was first detected in samples of two out of 50 crows whose carcasses were found in Indore's Residency area on December 29, 2020. Many believers shun consuming meat during the month they consider holy. The significant order comes amid an escalating row over the directives, with even BJP ally Rashtriya Lok Dal (RLD) joining the chorus for their withdrawal and opposition parties resolving to raise the issue in Parliament. The opposition has alleged that the orders were "communal and divisive" and intended to target Muslims and Scheduled Castes by forcing them to reveal their identity, but the BJP maintained that the step has been taken keeping in mind law and order issues and the religious sentiments of pilgrims. "We deem it appropriate to pass interim order prohibiting the enforcement of the above directives. In other words, food sellers may be required to display kind of food, but must not be forced to display names of owners, staff employed," the bench said and posted the matter for further hearing on Friday. Singhvi said a "camouflaged" order has been passed to display names of owners of eateries. He asserted the orders passed by the Uttar Pradesh and Uttarakhand governments is "exclusion by identity" and against the Constitution. Senior advocate Chander Uday Singh, appearing for Association for Protection of Civil Rights, submitted that while the state authorities were claiming the order proposed voluntary compliance, it was being enforced by coercion. "It is not based on any statutory backing. No law gives police commissioner power to do this," he asserted. Asking Singhvi to desist from exaggeration, the bench told him, "These orders have dimensions of safety and hygiene also." Singhvi said Kanwar Yatras have been going on for decades and people of different religious faiths-Islam, Christianity and Buddhism- have been helping <keyword id="22477203" type="General" weightage="20" keywordseo="kanwariyas" source="keywords">Kanwariyas</keyword>. He said many vegetarian hotels and restaurants being run by Hindus have Muslim and Dalit employees. "I have been on the Haridwar route many times. There are lot of pure vegetarian restaurants run by Hindus. But if they have Muslim or Dalit employees, can I say I will not go there and eat? Because the food is somehow touched by them (Muslim employees) "These directives are issued without any authority of law, they are being clever. If I disclose, I am damned; if I don't I am damned. What is the rational nexus of giving my name?" he said. Referring to the Food Safety and Standards Act, 2006, Singhvi submitted the law does not prescribe owners to name their eateries after their names. During the hearing, the bench asked,"They (Kanwariyas) worship Shiva, yes? Do they expect the food to be cooked and served and grown by a certain community?" Senior advocate Huzefa Ahmadi, appearing for the petitioners, submitted that a public notice had been issued by the authorities in Uttar Pradesh. In her plea before the top court, Moitra has sought a stay on the orders passed by the two state governments saying such directives aggravate discord between communities. The TMC leader said forcing disclosure of the names of proprietors and staff, on the stated ground of respecting pilgrims' dietary choices, "makes it clear that dietary choices is a pretext, or a proxy, for the compelled disclosure of personal and, in this case, religious identity", the plea said. It alleged this has been done to create a socially-enforced economic boycott on Muslim shop owners and workers, and the loss of their livelihoods. Days after the Muzaffarnagar police asked all eateries along the Kanwar Yatra route to display the names of owners of eateries, the Uttar Pradesh government on Friday extended the controversial order across the state. Besides the two state governments, the BJP-ruled Ujjain Municipal Corporation had directed shop owners to display their names and mobile numbers outside their establishments in the ancient city, home to the famous 'Mahakaal' temple. The month of Shravan starts from July 22 this year and lasts till August 19.

Jabalpur, May 5 ()The Madhya Pradesh High Court onTuesday issued a notice to the state government on a petitionfiled by liquor contractors seeking a directive that theircontracts be either reviewed or recalled in view of the"unstable" market condition caused by the COVID-19 pandemic.A division bench of Chief Justice AK Mittal andJustice VK Shukla posted the next hearing to May 19, afterissuing the notice which is returnable in two weeks.The petition was filed on a day the state governmentallowed reopening of shops in Madhya Pradesh, barring Bhopal,Ujjain and Indore under red zone."The petition filed by 30 liquor contractors fromvarious parts of the state sought either revision of the termsand conditions of their contract or recalling of the entirebidding process of liquor sale for the current fiscal in viewof the market situation (economic slowdown) arising out of theCOVID pandemic," said the petitioners' counsel Rahul Diwakar.The terms and conditions of the license were based onnormal market conditions but the situation has changeddrastically now, he said."As per the clause 36 of the Excise Policy, the liquorlicensees are allowed to operate their shops between 9.30 amand 11.30 pm daily," stated the petition.However, due to curtailment of timings since May 5, ithas become difficult for them to earn expected amount ofrevenue quoted in their bids, the counsel said.The excise policy permits liquor contractors to runand operate retail shops, bars and 'ahatas' (low budgetdrinking vends usually attached to liquor shops), Diwakarsaid."However, in view of COVID-19 pandemic, bars and'ahatas' have been directed to remain shut which makes thelicensees to pay the fees every fortnight," he said.Meanwhile, a liquor contractor told that they bagthe annual contracts to sell liquor through a biddingsprocess."We have to pay an annual licence fee which is incrores. The coronavirus cases in Madhya Pradesh reached 256 on Monday night as 23 cases were reported in the last 12 hours. Indore with 151 cases has the highest number while Bhopal has 61 patients as six new cases were reported here. Apart from Indore-Bhopal, 12 cases have been reported in Morena, eight each in Jabalpur and Ujjain, four in <keyword id="6423217" type="LOCATION" weightage="20" keywordseo="khargone">Khargone</keyword>, three in Barwani, two each in Gwalior, Shivpuri and Chhindwara, and one each Betul, Vidisha. With infection spreading to new localities health department teams will reach out to areas earmarked for containment and door-to-door screening. The radius of one kilometre around the houses of all patients will remain out of bounds for others. Screening began on Monday. Family members are quarantined home. The risk of community transmission has increased in Bhopal. According to the Delhi Health Department, till Thursday, 12,703 passengers have been put under home quarantine while 4,513 passengers completed their 14-day quarantine period.
