Musicians today, prisoners yesterday, their band is quite fittingly called <keyword id="1925883" type="General" weightage="100" keywordseo="naya-savera" source="Orion">Naya Savera</keyword>, and it truly is a new morning for Sunil Maida, Ashish Sharma and Shoib Khan as they leave behind the past and drum up melodic dreams for the future. And just like different sounds blend into a tune, Maida from Rajasthan, Sharma from Uttar Pradesh and Khan from Madhya Pradesh, all in their 20s, together make music, performing at various venues across the country, including the <keyword id="3245091" type="General" weightage="20" keywordseo="World-Music-Festival" source="Orion">World Music Festival</keyword> in Udaipur and many prisons. It all began when they swapped stories at the <keyword id="624849" type="General" weightage="70" keywordseo="Udaipur-central-jail" source="Orion">Udaipur Central Jail</keyword> where all three were serving time - Maida and Khan for theft, and Sharma for cheating and assault. Once part of a gang of thieves and goons in Chittorgarh, Khan said he would often think of ways to become a bigger "gangster" behind bars. But after he started learning the guitar, his outlook towards life changed so much that he stayed back in the prison for an extra year even though he was offered bail to improve his music skills. "This life and that life are starkly different from each other. Now I feel my music is the only best thing for me and that I can do really great things in this direction. The way people look at me now has changed, I feel respected," the 21-year-old guitarist told PTI. Khan's life could have steered in an entirely opposite direction if it weren't for music, he said. The youngest in the trio, 21-year-old Khan learned to play the guitar and improved upon his vocals inside the prison. Recounting the turmoil of his life so far, Khan said he was arrested for petty crimes and tortured by the police. "This led me to think... why not do something big if I am going to get beaten up anyway. This emotion only got stronger with time...." In 2021, it changed when Naya Savera was formed, giving him and his two partners new meaning in life. Today, the troika proudly belts out popular Hindi songs as professional artistes in their evocatively named band, giving shape to their new beginnings away from a world of crime. Maida, too, wanted to something "big" in the crime scene under the tutelage of more hardened and wizened criminals in the prison. He would spend hours with fellow inmates planning their big operation after getting out. And then one day, when he was sitting inside his cell, his reverie was broken by the sweet sound of music. A curious Maida discovered to his surprise a group of fellow inmates learning different types of musical instruments at <keyword id="4081473" type="General" weightage="50" keywordseo="Swaraj-University" source="Orion">Swaraj University</keyword> inside the jail, an initiative by Udaipur-based NGO Shikshantar. "The sound of music would relax me and I thought to myself I should go where they are playing this music. I spent two days just listening to the music and looking at everyone. Then I decided I wanted to learn tabla," Maida told PTI. Over the next nine months, Maida, who belongs to Pratapgarh in Rajasthan, learned the tabla under a fellow inmate before graduating to other percussion instruments such as clapbox and cajon. It turned out to be an association that was going to change his life. After finishing his sentence in 2021, his musical journey continued in the company of former fellow inmates Sharma and Khan. "It is because of this band that we got a new life. People who looked at us disapprovingly now feel that we are doing fine. Now I only want to do something big in music, it is my only goal," the 24-year-old percussionist said. Maida also works as a chef at a cafe in Udaipur, and specialises in pizzas and pastas. The third member of the trio, Sharma, is an MBA by education. He landed in jail for the first time in 2017 on charges of cheating under Section 420 of the Indian Penal Code. After being released in 2018, he was again arrested on charges of armed assault. His second stint in jail was a turning point in his life. He diverted his attention to reading and memorising Bhagavad Gita by heart, and went on to explore videography, photography, filmmaking and learning to play the piano. "As I started understanding Gita, it calmed me. I stopped getting angry, otherwise earlier I would reach for my revolver at the drop of a hat. Then I made Gita an inspiration behind my music, I also turned it into rap to be more relatable to the youth," the 28-year-old said. Since coming out of prison in 2022, Sharma has expanded his horizon by becoming a professional documentary filmmaker and a musician. He also teaches photography to girl students in Udaipur. The trio was in the national capital recently to perform at the Rural Renaissance Concert organised by Village Square, a storytelling initiative by NGO Transform Rural India (TRI). The musicians, all acquitted now, teach children and other inmates of Udaipur jail for the NGO Shikshantar. They are based in Udaipur but make sure to keep in touch with their families "Naya Savera, with its thought-provoking concept, offered a unique perspective on the lives of prisoners in rural areas. Through this concert we wanted to provide a platform to these talented artists to truly showcase the transformative power of art, and how creativity and expression can transcend boundaries and reshape lives," said Sanjana Kaushik, manager at Village Square. The story of Naya Savera goes beyond that of redemption and transformation of a group of young men, the philosophy extends to spreading the message to more such disillusioned youth in prisoners across the country. "Our message to them is simple that your life hasn't ended because you are in jail, there is so much more to it if you try. Today we are not ashamed to say that we went to jail. Anyone can go to jail, anyone can commit a mistake. But we have served our sentence for the mistakes we made then why would anyone punish us again," said Sharma.

The <a href="http://www.businessinsider.in/searchresult.cms?query=Ministry+of+Human+Resource+Development&amp;sortorder=effectivedate">Ministry of Human Resource Development</a> has recently declared its India Rankings 2016 which come under the National Institutional Ranking Framework that had been approved and launched by <a href="http://www.businessinsider.in/searchresult.cms?query=Ministry+of+Human+Resource+Development&amp;sortorder=effectivedate">HRD</a> Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Smriti+Irani&amp;sortorder=effectivedate">Smriti Irani</a> on 29th September 2015. The Framework outlines the methodology for ranking of institutions across the country. 
 There are five broad pillars which have various parameters for assessing and ranking institutions of higher learning. The parameters include “Teaching, Learning and Resources,” “Research and Professional Practices,” “Graduation Outcomes,” “Outreach and Inclusivity,” and “Perception”. These are given weights and contain necessary indicators depending upon the domains in which ranking is done. The Rankings have been released for 4 out of the 6 proposed domains. The domains for which the rankings have been released are <keyword id="27859" type="ORGANIZATION" weightage="60" keywordseo="engineering">Engineering</keyword>, <keyword id="13778" type="ENTERTAINMENT" weightage="60" keywordseo="Management">Management</keyword>, <keyword id="6379262" type="UNKNOWN" weightage="60" keywordseo="pharmacy">Pharmacy</keyword>, and <keyword id="48403" type="ORGANIZATION" weightage="100" keywordseo="universities">Universities</keyword>. The rankings for Architecture and Colleges are not present from the rankings released as the samples collected were not thought to be entirely representative. There are some questions about these rankings which seem critical at this juncture. 
 
First, should the government be engaged in the business of rankings? There are two views on this: one that it should be done as it raises the transparency and is a proactive approach on the part of the government to bring in more accountability within the system. The other view is that this is best left to the private sector to do. After all, the most reputed rankings globally in education are done by private entities, not governments. Both views have their merits and demerits however in the interest of ordinary people it is a positive step that the government has moved to rank educational institutions in the country. It is also important as the culture of ranking and comparing is missing from our discourse. It is hoped that this will also enable <a href="http://www.businessinsider.in/searchresult.cms?query=educational+institutions&amp;sortorder=effectivedate">educational institutions</a> to participate in global rankings where a very few Indian educational institutions make a mark. So far the ranking has been optional, and educational institutions have been given the choice but over the years, this may become concretized with more participation. In the present round, a total of 1438 engineering institutions, 609 management institutions, 454 pharmacy institutions, 803 colleges and 28 architecture institutions and 223 universities have participated in the rankings. 
 Second, the rankings seem more or less consistent, but several institutions appear to be doing less well/better than is commonly believed. For instance, in the management domain, <keyword id="349500" type="ORGANIZATION" weightage="40" keywordseo="IIM-Udaipur">IIM Udaipur</keyword> seems to have done exceedingly well. It is placed ahead of <keyword id="150302" type="COMPANY" weightage="100" keywordseo="IIM-Indore">IIM Indore</keyword> which looks to be a somewhat skewed. The reason for this is that IIM Indore has a long institutional history of close to 20 years while IIM Udaipur is relatively new close to 5 years. Obviously, this is a layman's view and widespread perception while the facts of the particular case may well be different. 
 
Third, related to the issue of outcomes is the issue of measurement. Should 22 parameters for assessment be requisite for ranking Institutions. Obviously not. But this is certainly a good first step. It can be improved upon which may lead to more robust results. Also, with greater participation it will be interesting to see if the slots in the top 25 change somehow. Another issue in measurement is the multidisciplinary universities being clubbed with specific departments. For example, Institute of Chemical Technology is ranked along with multidisciplinary universities like JNU/BHU, which have various streams of study. Should it not be assessed with engineering schools as it is known for its courses in chemical engineering and technology. 
 
Finally, a critical element of ranking is a question of “what” we are measuring and “why” do we measure it. So far as what is concerned, the ranking report has given a detailed answer on what is being measured. It can be of course be improved over the years for more robust results. The problem seems to be “why”. The report has very little to say on why this ranking has been done. Is it for people to assess the functioning, bringing more transparency and accountability in the educational landscape of the country or any other particular reason. That could be added in the years ahead for people to understand why this is important in the present context. 
 
Overall it is a commendable effort on the part of <a href="http://www.businessinsider.in/searchresult.cms?query=Ministry+of+Human+Resource+Development&amp;sortorder=effectivedate">Ministry of Human Resource Development</a> to conceive of the idea and come up with a ranking fairly quickly. Over the years, it is expected that some of the points outlined above could be included for making the rankings more robust in methodology as well as in outcomes.

Four points about the India Rankings 2016 of the National Institutional Ranking Framework

<keyword id="6367836" type="General" weightage="20" keywordseo="BJP-candidate" source="Orion">BJP candidate</keyword> from <keyword id="4054285" type="General" weightage="20" keywordseo="Mathura-Parliamentary-constituency" source="Orion">Mathura Parliamentary constituency</keyword>, <keyword id="19968072" type="General" weightage="100" keywordseo="Hema-Malini" source="keywords">Hema Malini</keyword>, has total assets of <keyword id="44710" type="General" weightage="20" keywordseo="Rs-142-crore" source="Orion">Rs 142 crore</keyword>, as per poll affidavit submitted by her. The affidavit submitted with her nomination reveals that she has total assets of Rs 1,23,61,26,601 and liabilities of Rs 1,42,21,695 making her net worth Rs 1,22,19,04,906. Her actor husband <keyword id="19914931" type="General" weightage="20" keywordseo="Dharmendra" source="keywords">Dharmendra</keyword> has total assets of Rs 26,52,32,266 but liability of Rs 6,49,67,402 thus making his assets worth Rs 20,02,64,864. As per the affidavit, Hema Malini, 75, has no criminal cases pending against her. She has declared acting as her profession like her husband <keyword id="20792548" type="General" weightage="20" keywordseo="dharmendra-deol" source="keywords">Dharmendra Deol</keyword>. Hema Malini presently owns total wealth, including bungalows, cars, jewellery, cash, shares and term deposits worth over Rs 141 crore, while five years ago, her total assets had been valued at around Rs 114 crore. She has disclosed acting as her profession, rent and income through interest as sources of income while acting, pension and interest are detailed as source of her husband's income. As per the affidavit, she has an honorary Ph.D from Sir Padampat Singhania University at Udaipur in 2012. She has Rs 13,52,865 cash while her husband Dharmendra Deol has Rs 43,19,016 cash in hand. Besides, a bank account in her name has Rs 99,93,177 and her husband has Rs 3,52,99,371 in his bank account. Her investments in companies, bonds, debentures, mutual funds and others are of Rs 2,57,92,886 while her husband Dharmendra has an investment of Rs 4,55,14,871. Hema Malini owns vehicles worth Rs 61,53,816 which include Mercedez Benz, AL-CAZAR, Maruti EECO etc and her husband has vehicles including Range Rover, Mahindra Bolero besides a motorbike. She has gold, silver, diamond and precious stones worth Rs 3,39,39,307 while Dharmendra owns gold worth Rs 1,07,48,200. Besides this, Hema Malini has other assets of Rs 8,96,256 and Dharmendra worth Rs 29,53,518.

Expressing concern over crimes being committed in full public glare as in the case of the killing of gangster-politician <keyword id="49548" type="General" weightage="80" keywordseo="atiq-ahmed" source="Orion">Atiq Ahmed</keyword>, several criminologists have said what is more worrying is a section of society openly celebrating such acts. Atiq <keyword id="262018" type="General" weightage="80" keywordseo="ahmad" source="Orion">Ahmad</keyword> (60) and his brother <keyword id="60052" type="General" weightage="80" keywordseo="ashraf" source="Orion">Ashraf</keyword> were shot dead at point-blank range by three men posing as journalists in the middle of a media interaction on Saturday night while police personnel were escorting them to a medical college in Prayagraj for a checkup. The shooters, who were arrested immediately after the incident, had joined the group of mediapersons who were trying to get sound bites from Ahmad and Ashraf. "The purpose of on-camera crime can be understood in two ways. First, the criminal wants to achieve fame, pleasure or exact revenge. It can also help the criminal put out a message to a particular community," said Netaji <keyword id="33197" type="General" weightage="80" keywordseo="subhash" source="Orion">Subhash</keyword>, an assistant professor at the <keyword id="14174365" type="General" weightage="80" keywordseo="school-of-criminology-and-behavioural-sciences" source="Orion">School of Criminology and Behavioural Sciences</keyword> (SCBS) of the Rashtriya Raksha University (RRU) in Gandhinagar. The RRU is national security and police university functioning under the Union Home Ministry. It was established by an act of Parliament in 2020. Subhash drew a parallel between Atiq's killing with several lynching incidents reported lately and said, "These are happening in broad daylight and public space. Even sex offences are now being taped." In June last year, Kanhaiya Lal, a tailor in Rajasthan's Udaipur was hacked to death by two men with a cleaver at his shop. The accused even posted a video of the incident online, claiming that it was in retaliation to the victim sharing on social media a remark which was an "insult to Islam". According to criminologists, both the killing of Atiq and Lal, have one thing in common -- the killers want to intimidate the community to which the victims belonged. "Media serves as a tool to spread the intended message the offender wants to convey much faster," Subhash said. Another criminal psychologist working with a federal probe agency said, "Social support, media cheer and public applause in support of such acts of crime are growing and it is a worrying trend. The most unfortunate part is that instead of denouncing and condemning such brazen crimes, a section of society is openly celebrating those as heroic acts." Prithvi Raj, another assistant professor at the School of Criminology and Behavioural Sciences took to criminological theories to explain the causes and patterns of such criminal behaviour. "Strain theory argues that crime is a result of the frustration and anger that people feel when they are unable to achieve their aspirations due to social or economic barriers. The shooters may have felt deprived or oppressed by the political and criminal influence of the gangster Atiq Ahmed and his associates," he said. On the other hand, "Subcultural theory suggests that crime is a result of the values and norms of certain groups or subcultures that are different from or opposed to those of mainstream society. In this case, the killers may have belonged to a radical group that viewed Atiq and his brother as enemies or threats to their religious identity and ideology." "These theories do not justify or excuse the crime, as it is still a violation of human rights and the rule of law. A crime should be condemned and investigated by the authorities, and the killers should be held accountable for their actions," Raj added. Experts also highlight several other factors such as biological conditions, psychological traits, sociological factors, political and ideological beliefs along with religious fanaticism which encourage an individual to indulge in such criminal acts. Laksheeta Choudhary, another assistant professor at the School of Criminology and Behavioural Sciences, said, "The perpetrators' surrender after the murder indicates a lack of deterrence of the justice system and the audacity to commit a crime in the presence of the media and law enforcement agencies." As per reports, this year the number of applicants rose to 2, 32,434 compared to last year's 2,18,664, as per the Indian Institute of Management, Bangalore.
