The two nations have been mostly pally with each other since India’s post-independence — despite tensions between the US and USSR. And what is perhaps the best example of this friendship would be how the Soviet Union has contributed to the establishment and growth of India's space program. <div type="Article" hostid="261" msid="111577453" title="Modi&amp;#39;s Russia visit shows India isn&amp;#39;t worried about making the US mad" mstype="2" mssubtype="0"></div>India's space program, conceived in the 1960s under the visionary leadership of Dr <keyword id="20550009" type="General" weightage="20" keywordseo="vikram-sarabhai" source="keywords">Vikram Sarabhai</keyword>, was primarily focused on utilising space technology for national development. As per a White House official, the meet-up will feature "ambitious announcements in multiple areas such as maritime security, high-quality infrastructure and critical and emerging technologies to demonstrate the group’s endurance". Prime Minister Modi will have bilateral meetings with President Biden, Japanese Prime Minister Fumio Kishida, and Australian Prime Minister Anthony Albanese on Sunday, following the conclusion of the Quad Summit. A special event, the Cancer Moonshot initiative, is also scheduled on the sidelines of the summit. In his meeting with President Biden, India and the US are anticipated to sign several agreements, including those related to the Indo-Pacific Economic Framework and a memorandum of understanding (MoU) on drug frameworks. Why is Indian Prime Minister Narendra Modi visiting the US this weekend?

Anyone following the rhetoric around <keyword id="107950" type="General" weightage="100" keywordseo="Artificial-Intelligence" source="Orion">artificial intelligence</keyword> in recent years has heard one version or another of the cl<keyword id="6355999" type="General" weightage="20" keywordseo="AI" source="Orion">ai</keyword>m that AI is inevitable. Common themes are that AI is already here and indispensable, and people who are bearish on it harm themselves. In the business world, AI advocates tell companies and workers that they will fall behind if they fail to integrate generative AI into their operations. In the sciences, AI advocates promise that AI will aid in curing hitherto intractable diseases. In higher education, AI promoters admonish teachers that students must learn how to use AI or risk becoming uncompetitive when it comes time to find a job. In national security, AI's champions say that either the nation invests heavily in AI weaponry, or it will be at a disadvantage against the Chinese and Russians, who are already doing so. The argument across these different domains is essentially the same: The time for AI skepticism has come and gone. The <keyword id="6355118" type="General" weightage="20" keywordseo="technology" source="Orion">technology</keyword> will shape the future, whether you like it or not. You have the choice to learn how to use it or be left out of that future. Anyone trying to stand in the technology's way is as hopeless as the manual weavers who resisted the mechanical looms in the early 19th century. In the past few years, my colleagues and I (Nir Eisikovits, Professor of Philosophy and Director, Applied Ethics Center, UMass Boston) have been studying the ethical questions raised by the widespread adoption of AI, and I believe the inevitability argument is misleading. <h2>History and hindsight</h2> This claim is the most recent version of a deterministic view of technological development. It's the belief that innovations are unstoppable once people start working on them. In other words, some genies don't go back in their bottles. The best you can do is harness them for your good purposes. This deterministic approach to tech has a long history. It's been applied to the influence of the printing press as well as to the rise of automobiles and the infrastructure they require, among other developments. But I believe that when it comes to AI, the technological determinism argument is both exaggerated and oversimplified. <h2>AI in the field(s)</h2> Consider the contention that businesses can't afford to stay out of the AI game. The case has yet to be made that AI is delivering significant productivity gains to the firms that use it. A report in The <keyword id="20856675" type="General" weightage="20" keywordseo="economist" source="keywords">Economist</keyword> in July 2024 suggests that so far, the technology has had almost no economic impact. AI's role in higher education is also still very much an open question. Though universities have, in the past two years, invested heavily in AI-related initiatives, evidence suggests they may have jumped the gun. The technology can serve as an interesting pedagogical tool. For example, creating a Plato chatbot that lets students have a text conversation with a bot posing as Plato is a cool gimmick. However, AI is already starting to displace some of the best tools teachers have for assessment and for developing critical thinking, such as writing assignments. The college essay is going the way of the dinosaurs as more teachers give up on the ability to tell whether their students are writing their papers themselves. What's the cost-benefit argument for giving up on writing, an important and useful traditional skill? In the sciences and medicine, the use of AI seems promising. Its role in understanding the structure of proteins, for example, will likely be significant for curing diseases. The technology is also transforming medical imaging and has been helpful in accelerating the drug discovery process. But the excitement can become exaggerated. AI-based predictions about which cases of COVID-19 would become severe have roundly failed, and doctors rely excessively on the technology's diagnostic ability, often against their own better clinical judgment. And so, even in this area, where the potential is great, AI's ultimate impact is unclear. In national security, the argument for investing in AI development is compelling. Since the stakes can be high, the argument that if the Chinese and the Russians are developing AI-driven autonomous weapons, the United States can't afford to fall behind has real purchase. But a complete surrender to this form of reasoning, though tempting, is likely to lead the <keyword id="19899807" type="General" weightage="20" keywordseo="u-s-" source="keywords">U.S.</keyword> to overlook the disproportionate impact of these systems on nations that are too poor to participate in the AI arms race. The major powers could deploy the technology in conflicts in these nations. And, just as significantly, this argument de-emphasizes the possibility of collaborating with adversaries on limiting military AI systems, favoring arms race over arms control.<h2> One step at a time</h2> Surveying the potential significance and risks of AI in these different domains merits some skepticism about the technology. I believe that AI should be adopted piecemeal and with a nuanced approach rather than subject to sweeping claims of inevitability. In developing this careful take, there are two things to keep in mind: -First, companies and entrepreneurs working on artificial intelligence have an obvious interest in the technology being perceived as inevitable and necessary, since they make a living from its adoption. It's important to pay attention to who is making claims of inevitability, and why. -Second, it's worth taking a lesson from recent history. Over the past 15 years, smartphones and the social media apps that run on them have come to be seen as a fact of life - a technology as transformative as it is inevitable. Then data started emerging about the <keyword id="6354774" type="General" weightage="20" keywordseo="mental-health" source="Orion">mental health</keyword> harms they cause teens, especially young girls. School districts across the United States started to ban phones to protect the attention spans and mental health of their students. And some people have reverted to using flip phones as a quality of life change to avoid smartphones. After a long experiment with the mental health of kids, facilitated by claims of technological determinism, Americans changed course. What seemed fixed turned out to be alterable. There is still time to avoid repeating the same mistake with artificial intelligence, which potentially could have larger consequences for society.

Is AI dominance inevitable? A technology ethicist says no, actually

India was the fourth largest military spender globally in 2023 with an expenditure of USD 83.6 billion, behind the US, China and Russia, according to a report by an independent international think-tank. The report by Stockholm International Peace Research Institute (SIPRI) shared on its website in April also said the "rise" in global military spending last year can be attributed "primarily to the ongoing war in Ukraine and escalating geopolitical tensions in Asia and Oceania and the Middle East". The military expenditure went up in all five geographical regions, with major spending increases recorded in Europe, Asia and Oceania and the Middle East, it said. The report comes amid ongoing conflicts in various parts of the world such as the ones involving Israel-Hamas, Iran-Israel, Russian-Ukraine besides volatility in the Red Sea region. "World military expenditure increased for the ninth consecutive year in 2023, reaching a total of USD 2443 billion. The 6.8 per cent increase in 2023 was the steepest year-on-year rise since 2009 and pushed global spending to the highest level SIPRI has ever recorded," according to the report. The <keyword id="21404979" type="General" weightage="20" keywordseo="world-military-burden" source="keywords">world military burden</keyword> -- defined as military spending as a percentage of global gross domestic product (GDP) -- increased to 2.3 per cent in 2023. Average military expenditure as a share of government expenditure rose by 0.4 percentage points to 6.9 per cent in 2023 and world military spending per person was the highest since 1990 at USD 306, it added. With military expenditure of USD 83.6 billion in 2023, India was the "fourth largest spender globally". Indian spending was up by 4.2 per cent from 2022 and by 44 per cent from 2014. The increase in India's military spending was "mainly a result of growing personnel and operations costs" which made up almost 80 per cent of the total military budget in 2023, the <keyword id="20911352" type="General" weightage="20" keywordseo="SIPRI-report" source="keywords">SIPRI report</keyword> claimed. "This aligns with the government's priority to strengthen the operational readiness of the armed forces amid ongoing tensions with China and Pakistan. In comparison, capital outlays to fund military procurement remained relatively stable at around 22 per cent of the budget in 2023," it said. A total of 75 per cent of these outlays went towards equipments produced domestically, which was the highest level ever and up from 68 per cent in the previous year. The continued shift towards domestic procurement reflects India's goal of becoming self-reliant in arms development and production, the think-tank said in its repot fact sheet shared on its website. The Indian Army has maintained that deployment of its troops and other elements along the LAC is "extremely robust" and "balanced". The Stockholm-based think-tank monitors developments in military expenditure worldwide and maintains the most comprehensive, consistent and extensive publicly available data source on military expenditure, according to its online portal. The US military spending was USD 916 billion in 2023, which was 2.3 per cent more than in 2022 and 9.9 per cent more than in 2014, the report said. The US remained by far the largest spender in the world, allocating 3.1 times more to the military than the second largest spender China. "The biggest percentage increase among all US military spending categories in 2023 was for 'research, development, test and evaluation (RDT&amp;E)". The Stockholm-based think-tank also said in its report that Ukraine was the "eighth largest spender" in 2023 after a spending surge of 51 per cent to reach USD 64.8 billion. This gave Ukraine "a military burden of 37 per cent and represented 58 per cent of total government spending". "Ukraine's military spending in 2023 was 59 per cent the size of Russia's. However, Ukraine also received at least USD 35 billion in military aid during the year, including USD 25.4 billion from the US. Combined, this aid and Ukraine's own military spending were equivalent to about 91 per cent of Russian spending," the report claimed. According to the report, Russia's military spending increased by 24 per cent to an estimated USD 109 billion in 2023. "China, the world's second largest military spender, allocated an estimated USD 296 billion to the military in 2023, an increase of 6 per cent from 2022. This was the 29th consecutive year-on-year rise in China's military expenditure. China accounted for half of total military spending across the Asia and Oceania region. Several of China's neighbours have linked their own spending increases to China's rising military expenditure," the Stockholm-based think-tank claimed in its report. In 2023, the 31 <keyword id="20763732" type="General" weightage="20" keywordseo="NATO-members" source="keywords">NATO members</keyword> accounted for USD 1,341 billion, equal to 55 per cent of the world's military expenditure, the report said. That's because the US needs to secure its domestic supply chains of the chips that power items like iPhones, washing machines, and <a target="_blank" href="https://www.businessinsider.com/china-ai-nvidia-us-bockade-smuggling-2024-8">military equipment</a>.When it comes to bringing advanced chip manufacturing to American shores, the US government is short on options. Jimmy Goodrich, senior advisor for technology analysis to the RAND Corporation, told BI that only three companies in the world are manufacturing the most advanced, "leading edge" chips: Intel, Samsung, and TSMC. Intel is the only company in this trio that is based in America — Samsung's headquarters are in South Korea and TSMC is based in Taiwan.If Intel falls short, there is "reasonable concern that advanced fabs will not be sustainably available in the US," said Dylan Patel, the chief analyst at the semiconductor research and consulting firm SemiAnalysis.While Samsung is building a chip factory in Taylor, Texas the company has postponed taking deliveries of chipmaking equipment because it has yet to land any major customers for the project, Reuters <a target="_blank" href="https://www.reuters.com/technology/samsung-delays-taking-deliveries-asmls-chip-gear-its-new-us-factory-sources-say-2024-10-18/">reported</a> in October. They added that the goal of making the US a leader in semiconductor manufacturing was a priority in the first Trump administration and continues to have bipartisan support."We look forward to working with President-elect Trump and his administration to advance America's technology and manufacturing leadership," they said.<h2 id="3cef0621-01c3-4b2a-b136-2affb93b6fc9">Intel's problems have ramifications outside the company</h2>The stakes aren't just high for Intel employees and executives: Intel is the largest recipient of funding from the <a target="_blank" href="https://www.businessinsider.com/intel-chips-act-funding-all-hands-meeting-2024-11">CHIPS Act</a>, which included $52.7 billion in tax breaks and subsidies intended to bolster the US semiconductor industry. The Biden administration bet that boosting domestic chip manufacturing would make the US less reliant on chips sourced abroad from TSMC, which produces, by some estimates, about <a target="_blank" href="https://www.businessinsider.com/asml-tsmc-semiconductor-chip-equipment-kill-switch-china-invade-taiwan-2024-5">90%</a> of the world's advanced chips. Additionally, fears of a <a target="_blank" href="https://www.businessinsider.com/ai-taiwan-china-chip-war-2024-6">Chinese invasion</a> of Taiwan complicate the US's dependence on TSMC.Intel was awarded $8.5 billion in grants and $11 billion in loans through the CHIPS Act, which it plans to use to supplement the over <a target="_blank" href="https://www.intel.com/content/www/us/en/newsroom/news/us-chips-act-intel-direct-funding.html">$100 billion</a> it's committed to expanding its operations in Arizona, Ohio, New Mexico, and Oregon.
