Officials also said he mentioned having a wife and children in Iran.According to the criminal complaint filed against him, Merchant said he intended to target "the ones who are hurting Pakistan and the world, Muslim world."His first stop was Houston, where he contacted a person under the pretense of wanting to start a business, according to the document.However, that unnamed person suspected something was amiss and went to law enforcement, becoming an informant.Investigators said Merchant then flew to New York that month to meet with the informant, saying the latter could make up to $100,000 for their help with his plans. To show his intention, Merchant made a "finger gun" motion with his hand, per prosecutors.The informant later introduced Merchant to two men whom he thought were prospective hitmen, but were actually undercover cops, according to prosecutors.The document said he introduced himself as a "representative" of parties abroad and implied that he was taking instructions to "finalize" his plans and leave the US.Prosecutors said Merchant met multiple times with the undercover officers, asking them to speak in code.He said he would likely relay instructions to them through a secure cellphone in August or September 2024 and gave them $5,000 in cash as an advance payment, per the criminal complaint.The DOJ added that Merchant had also asked the men to steal documents, arrange the fake protest, and launder money.Officials said he was arrested in Texas after returning to the state to fly out of the US, where his briefcase was found to contain a note detailing all of his code words. "Strategic depth in military partnerships takes time to build. I don't see this relationship developing into something similar to what the UAE Air Force has with France or even Russia anytime soon."Roblin pointed out that while the L-15s are "respectable advanced trainers sold at a bargain unit price," they lack the benefit of "common systems" with the F-16 and Rafale jets, which Emirati fighter pilots will eventually graduate to fly. Furthermore, the Emirati air force fighter fleet is already large for such a small country, making it unlikely the L-15s will serve any combat role."So the sale, like the common exercises, serves as a warning signal to the US that the UAE may take its money elsewhere," Roblin said. "Of course, there's a risk of that backfiring and convincing Washington it can't be trusted with more advanced US hardware like the F-35 if ties with China grow too cozy."Aboudouh believes it's "hard to predict" if the UAE might eventually acquire fifth-generation Chinese aircraft."The main factor at play here is the US vision for its military relations with the UAE," Aboudouh said. "In other words, at a time of extensive debate on a US-Saudi defense pact potentially signed soon, the UAE would be interested in a similar deal. Will the US, in turn, deem signing this deal with Abu Dhabi a strategic necessity to curb Abu Dhabi's expanding military cooperation with Beijing?"Roblin also believes the "much-touted" Saudi defense pact could prove pivotal. If the deal is realized and leads to a Saudi F-35 sale, that could "indicate potential" for the UAE finally getting the fifth-generation American aircraft, too, provided it "locks out certain exchanges" with Beijing — such as Chinese radars and aircraft that could expose the F-35's stealth.There is also the salient fact that China hasn't exported any stealth fighters and Beijing will not likely offer the J-20 for export. It will likely sell the export version of its lighter J-35, the FC-31, which Pakistan is reportedly interested in procuring, but those haven't entered operational service yet."The UAE also had a stake in Russia's Su-75 'export stealth fighter' pitched prior to 2022, but it doesn't seem appealing between risks of Western sanctions and Russian mass-production issues related to the war in Ukraine," Roblin said.He suggested South Korea's KF-21 or Turkey's TF Kaan fighter projects could offer "less geopolitically fraught options" to the UAE. The Emirates is already <a target="_blank" href="https://www.forbes.com/sites/pauliddon/2023/09/15/uae-reportedly-seeking-role-in-south-koreas-kf-21-fighter-jet-program/">reportedly interested</a> in investing in the KF-21.The UAE would probably not be interested in procuring advanced fourth-generation Chinese fighters either, especially given the enormous Rafale order it just signed.Roblin also questioned why the UAE would buy jets like the J-10 and J-16 from China when it already has access to equivalent or superior Western jets like the F-15EX, F-16V, and, of course, the Rafale."Introducing such Chinese aircraft dependent on different weapons and communication ecosystems would be logistically senseless unless there was a broader project to convert to a Chinese fleet," Robin said."But I'm skeptical the UAE would go all-in in that direction."

<keyword id="3001" type="LOCATION" weightage="20" keywordseo="Pakistan">Pakistan</keyword> may allow <keyword id="1169098" type="PERSON" weightage="20" keywordseo="cotton-import">cotton import</keyword> from India through land route as prospects of gradual restoration of <keyword id="2144168" type="PERSON" weightage="20" keywordseo="bilateral-trade-ties">bilateral trade ties</keyword> have brightened after the <keyword id="10843030" type="UNKNOWN" weightage="20" keywordseo="new-ceasefire-agreement">new ceasefire agreement</keyword> along the <keyword id="44759" type="COMPANY" weightage="20" keywordseo="Line-of-Control">Line of Control</keyword>, according to a media report on Sunday. Citing sources in the <keyword id="137756" type="COMPANY" weightage="20" keywordseo="Ministry-of-Commerce">Ministry of Commerce</keyword>, The Express Tribune reported that Adviser to the <keyword id="71" type="POSITION" weightage="20" keywordseo="Prime-Minister">Prime Minister</keyword> on Commerce Abdul Razak Dawood may take a decision on whether to import cotton and yarn from India next week. They said that the issue of cotton shortfall has already been brought to the notice of Prime Minister <keyword id="14676" type="PERSON" weightage="20" keywordseo="Imran-Khan">Imran Khan</keyword>, who also holds the portfolio of the commerce minister. Once a principled decision is taken, a formal order will be presented before the Economic Coordination Committee of the Cabinet, the sources told the daily. The sources said that in-house deliberations have already begun but the final decision would be taken only after seeking the approval of the prime minister. I cannot say yes or no at this stage and would be in a better position to respond on Monday, Dawood told the daily, responding to a question on whether Pakistan was considering allowing cotton import from India. The trade ties between both the countries can help minimise cost of production in Pakistan and ensure sustained food supplies, the daily said. India and Pakistan issued a joint statement on Thursday to strictly observe all agreements on ceasefire along the LoC and other sectors after the hotline discussions by their Director Generals of Military Operations. The two countries signed a ceasefire agreement in 2003, but it has hardly been followed in letter and spirit over the past several years. Relations between the two neighbours have nose-dived after a series of terror attacks in India perpetrated by terror groups based in Pakistan. Bilateral ties deteriorated further after India revoked the special status of Jammu and Kashmir in 2019. The move angered Pakistan, which downgraded diplomatic ties and expelled the Indian High Commissioner in Islamabad. Pakistan also snapped all air and land links with India and suspended trade and railway services. The paper reported that against the annual estimated consumption of minimum 12 million bales, the Ministry of National Food Security and Research expects only 7.7 million bales production this year. However, cotton ginners have given the lowest production estimates of only 5.5 million bales for this year. There is a minimum shortfall of six million bales and Pakistan has so far imported roughly 688,305 metric tonnes of cotton and yarn, costing USD 1.1 billion, according to the Pakistan Bureau of Statistics. There is still a gap of about 3.5 million bales that needs to be filled through imports. Due to shortage of cotton and yarn, the users were compelled to import them from the United States, Brazil and Uzbekistan. Imports from India would be far cheaper and would reach Pakistan within three to four days. Importing yarn from other countries was not only expensive but would also take one to two months to reach Pakistan, the daily reported, quoting businessmen who deal in these commodities. The delay in yarn import can pose risk to timely deliver the export orders, according to the paper. However, the All Pakistan Textile Mills Association (Aptma) is exerting pressure on the Pakistan government not to allow cotton and yarn import from India. An industry insider told the daily that few millers have already hoarded the cotton and were now charging higher rates and import would dampen their short-term earnings. In an appeal to Dawood, Aptma said that the import of yarn from India will directly impact cotton prices in Pakistan. The cotton sowing season is currently starting in Pakistan and the predicted drop in cotton price owing to import of yarn from India is approximately 10-15 per cent, discouraging farmers not to sow cotton, according to the Aptma. On Thursday, India said it desires normal neighbourly relations with Pakistan and is committed to resolving all issues bilaterally in a peaceful manner. Prime Minister Khan on Saturday welcomed the ceasefire agreement with India and said Islamabad remains ready to move forward to resolve "all outstanding issues" through dialogue.
