The US defence’s highly-confidential military technical data seems to have gone for a toss during a period of 2010-2012, an Economic Times report revealed. <keyword id="1919242" type="UNKNOWN" weightage="60" keywordseo="Hannah-Robert">Hannah Robert</keyword>, owner of defence contracting businesses in the US, has pleaded guilty before the US <keyword id="85303" type="POSITION" weightage="60" keywordseo="District-judge">District Judge</keyword> <keyword id="2354268" type="PERSON" weightage="80" keywordseo="Anne-Thompson">Anne Thompson</keyword> for violating the Arms Export Control Act by exporting the military technical drawings to India without prior approval from the <keyword id="183676" type="ORGANIZATION" weightage="60" keywordseo="US-Department-of-State">US Department of State</keyword>. 
 
According to documents filed in the case, from June 2010 to December 2012, the 49-year-old has conspired to export to India defence technical drawings of parts used in the torpedo systems for nuclear submarines, military attack helicopters and F-15 fighter aircrafts. 
 The ET report revealed that Robert founded One Source <keyword id="6355055" type="COUNTRY" weightage="60" keywordseo="USA">USA</keyword> and <keyword id="2791987" type="UNKNOWN" weightage="80" keywordseo="Caldwell-Components">Caldwell Components</keyword> that contracted with the <keyword id="594346" type="ORGANIZATION" weightage="80" keywordseo="US-Department-of-Defence">US Department of Defence</keyword> to supply defence hardware as well as spare parts. 
 
Robert owned and operated a third firm located in India that manufactured defence hardware and spare parts along with an Indian resident, identified in the complaint only as 'PR'. In a serious breach of trust, Robert sent export-controlled technical data to PR in India so that the two could submit bids to foreign actors, including those in the UAE and Pakistan, to supply them or their foreign customers with defence hardware and spare parts, the financial daily stated. 
 
The modus operandi for Robert included transmitting military drawings to India by posting the technical data to the password-protected website of a New Jersey church where she was a volunteer web administrator. 
 She uploaded thousands of technical drawings to <keyword id="820743" type="UNKNOWN" weightage="60" keywordseo="the-church">the church</keyword> website for PR to download in India through the course of the scheme. 
 
Taking no risk, the defence department in the US grounded nearly 47 F-15 fighter aircraft for repair and inspection, at a cost estimated to exceed $ 150,000. As part of her plea agreement, Robert will have to pay $ 181,000 to the defence department, including the cost of repair for the grounded F-15s. 
 
Robert also consented to a forfeiture money judgment of about $ 78,000, which represents the dollar value of the fraudulent contracts with the department.

Australia's defence department is phasing out Chinese phones after US intelligence issued security warnings

US President <keyword id="15962" type="PERSON" weightage="20" keywordseo="Barack-Obama">Barack Obama</keyword> has signed into law the $618 billion <keyword id="32723" type="COMPANY" weightage="60" keywordseo="Defence">defence</keyword> budget for 2017, which enhances security cooperation with India and conditions nearly half of the funding to Pakistan on a certification that it is taking demonstrable steps against the <keyword id="125988" type="COMPANY" weightage="20" keywordseo="haqqani-network">Haqqani Network</keyword>, as per an agency report. 
 Currently vacationing in Hawaii, <keyword id="16284" type="PERSON" weightage="100" keywordseo="Obama">Obama</keyword> yesterday signed the National Defence Authorisation Act (<keyword id="932755" type="UNKNOWN" weightage="60" keywordseo="NDAA">NDAA</keyword>) 2017, which asks Defence Secretary and Secretary of <keyword id="6355728" type="ORGANIZATION" weightage="60" keywordseo="state">State</keyword> to take steps necessary to recognise India as <keyword id="20819" type="ENTERTAINMENT" weightage="60" keywordseo="America">America</keyword>'s "major defence partner". 
 A summary of the bill released by Chairman of the <keyword id="502407" type="ORGANIZATION" weightage="20" keywordseo="Senate-Armed-Services-Committee">Senate Armed Services Committee</keyword> Senator <keyword id="27703" type="PERSON" weightage="20" keywordseo="John-McCain">John McCain</keyword> said NDAA-2017 "enhances security cooperation" between the US and India. 
 
It also asks the administration to designate an individual within the executive branch who has experience in defence acquisition and technology to reinforce and ensure, through inter-agency policy coordination, the success of the Framework for the US-India Defence Relationship; and to help resolve remaining issues impeding US-India defence trade, security cooperation, and co-production and co-development opportunities. 
 
The NDAA, which among other things creates a $1.2 billion Counter-ISIL Fund, imposes four conditions on Pakistan to be eligible for $400 million of the $900 million of the coalition support fund (CSF). 
 The US Defence Secretary needs to certify to the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> that Pakistan continues to conduct military operations that are contributing to significantly disrupting the safe haven and freedom of movement of the Haqqani Network in Pakistan and that <keyword id="3002" type="COMPANY" weightage="20" keywordseo="Islamabad">Islamabad</keyword> has taken steps to demonstrate its commitment to prevent the Haqqani Network from using any of its territory as a safe haven. 
 Early this year, US Defence Secretary <keyword id="6696528" type="PERSON" weightage="20" keywordseo="Ashton-Carter">Ashton Carter</keyword> refused to give a similar certification to Pakistan due to which it was not given USD 300 million under coalition support fund. 
 
In his signing statement, Obama did not mention to any of these provisions of the bill, but he did expressed disappointment over certain other provisions in NDAA-2017. 
 He said: "I remain deeply concerned about the Congress's use of the National Defence Authorisation Act to impose extensive organisational changes on the <keyword id="252320" type="ORGANIZATION" weightage="20" keywordseo="Department-of-Defence">Department of Defence</keyword>, disregarding the advice of the Department's senior civilian and uniformed leaders. 
 
"The extensive changes in the bill are rushed, the consequences poorly understood, and they come at a particularly inappropriate time as we undertake a transition between administrations. These changes not only impose additional administrative burdens on the Department of Defence and make it less agile, but they also create additional bureaucracies and operational restrictions that generate inefficiencies at a time when we need to be more efficient."

Airplane-size asteroid to cross Earth's orbit tomorrow

The Pentagon unveiled a new Defence Space Strategy on Wednesday which is designed to maintain US military superiority in space amid growing counter-space efforts in Russia and China. "China and Russia present the most immediate and serious threats to US space operations, although threats from North Korea and Iran are also growing. Chinese and Russian strategic intentions and capabilities present urgent and enduring threats to the ability of the Department to achieve its desired conditions in space," the Pentagon said. The Pentagon said that concurrently, their use of space is expanding significantly. Both countries consider space access and denial as critical components of their national and military strategies. "Specifically, Chinese and Russian military doctrines indicate that they view space as important to modern warfare and consider the use of counterspace capabilities as a means for reducing the US, allied, and partner military effectiveness and for winning future wars," it said. In its report, the Pentagon alleged that China and Russia have weaponised space as a way to deter and counter a possible US intervention during a regional military conflict. "Chinese and Russian strategic intentions and capabilities present urgent and enduring threats to the ability of the Department to achieve its desired conditions in space," it said. The Defence Department released the updated space strategy that replaces the 2011 document issued by the Obama administration. "The Defence Space Strategy is the next step to ensure space superiority and to secure the Nation's vital interests in space now and in the future," said Secretary of Defense, Mark T Esper. The US desires a secure, stable, and accessible space domain that underpins its Nation's security, prosperity, and scientific achievement. "However, our adversaries have made space a warfighting domain and we have to implement enterprise-wide changes to policies, strategies, operations, investments, capabilities, and expertise for this new strategic environment. This strategy identifies a phased approach on how we are going to achieve the desired conditions in space over the next 10 years," Esper said. According to the Pentagon, the Defence Space Strategy will advance space power through the pursuit of three objectives: Maintain Space Superiority; Provide Space Support to National, Joint, and Combined Operations; and Ensure Space Stability. China, Russia present most immediate, serious threats to US space operations: Pentagon

Recently, India was designated a 'major defence partner' of the US, and this could have played a role in the decision, says TOI. 
 
Even though the US government is yet to make a formal decision, it is believed to have started an inter agency process regarding the same. 
 As per top governmental sources, Defence Minister <keyword id="6363133" type="PERSON" weightage="100" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword> and US Defence Secretary Ashton Carter have held detailed discussions on predator Guardian UAV to fulfill maritime surveillance requirements. 
 
The process could be completed before Obama leaves his presidency in January 2017.

US could say yes to India’s request for Guardian drones

India is preparing country-wise profiles of defence products and platforms to promote their exports and the government will stand "side by side" with the domestic industry in this endeavour through diplomatic channels, a senior Defence Ministry official said Monday. Raj Kumar, secretary, Department of Defence Production, said at a webinar that the domestic defence industry will hold web interactions with the representatives of friendly countries to figure out what kind of products and platforms they require. "We are preparing country-wise profiles of products, weapons and platforms which are probably needed by our friendly countries. So we are now planning to start web interaction led by the industry," Kumar said. "That country's defence attache, our DPSUs (defence public sector undertakings), industry, will then figure out what is in the store for us to promote there for exports," he said. Kumar said the government will be standing side by side with the domestic industry through its defence attaches, embassies and diplomatic channels to promote exports. To promote indigenous production, the Defence Ministry on August 9 announced restrictions on import of 101 weapons and military platforms including light combat helicopters, conventional submarines and cruise missiles under a staggered timeline till 2024. Kumar said a second list of import-restricted defence items will be notified soon. "This is the first list we are examining and then a second list will also come. We expect you (industry) to come forward and start investing to meet our requirements," he said at the webinar -- "Army Make Projects 2020" -- organised by FICCI. The senior official said as successful domestic bidders move to the defence equipment production stage, his department will share their details with the UP and Tamil Nadu defence corridor authorities, who "will compete in attracting your units to their respective states". He said since the three services are making efforts to push the "Make II" category of defence production projects, he will interact with project participants to understand their concerns and share best practices among the services. As secretary of the Department of Defence Production, Kumar heads the collegiate committee that approves the "Make II" category of projects. Under the Make II category, no government funding is given to the Indian company for the prototype development process. If a prototype developed by the company meets the standards set by the armed forces, an order is placed for such equipment or platforms. "Everything, whether it is defence industrial corridor, or whether it is defence production and export promotion policy, or whether it is a negative list - everything works in the same direction that we have to be among the top producers of defence items," he said. On August 9, Defence Minister Rajnath Singh said the ministry was now ready for a "big push" to indigenous defence manufacturing in tune with Prime Minister Narendra Modi's call for an "Atmanirbhar Bharat" (Self-Reliant India). India is one of the most lucrative markets for global defence giants. The country has figured among the top three global importers of military hardware for the last eight years. The Indian armed forces are projected to spend around USD 130 billion in capital procurement in the next five years. After import embargo, India is creating country profiles for its defence exports

The <keyword id="76451" type="COMPANY" weightage="60" keywordseo="Adani">Adani</keyword> Group is planning to invest in <keyword id="32723" type="COMPANY" weightage="60" keywordseo="Defence">defence</keyword> and aerospace production, thanks to Modi’s '<keyword id="6354869" type="UNKNOWN" weightage="80" keywordseo="make-in-India">Make in India</keyword>' campaign. 
 
According to media reports, the company is in talks with international defence companies for a strategic partnership to set up a defence manufacturing hub in India. It has been pitching its main asset — the country's largest private port with it’s sea and land links and the SEZ at Mundra in Gujarat. 
 
Sweden’s Saab is among the few companies being approached for these partnerships. The Swedish giant is already eyeing to set up production facilities in India. It wants major projects like the Rs 60,000-crore P-75I submarine contract and has proposed to manufacture the light Gripen fighter jet in India. 
 
Sources say Adani may also consider defence firms like Italy's Finmeccanica and US based Textron. The later owns BAE, which is being reviewed for a $700 million contract to supply howitzer guns to India. 
 
The Adani Group is the first among large Indian conglomerates to want to invest in defence and aerospace. Just last month the group has applied to the department of industrial policy &amp; promotion for a licence to manufacture helicopters under a new name — Adani Defence Systems &amp; Technologies Ltd. The sector has immense potential given that the country is one of the world's largest spenders in this area.

The new rule that makes necessary changes in the export control laws "creates a presumption of approval" for Indian companies seeking to import Commerce Department-controlled <a href="http://www.businessinsider.in/searchresult.cms?query=military+items&amp;sortorder=effectivedate">military items</a>, except Weapons of Mass Destruction-related goods. 
 
This means that only under the rarest circumstances will India be denied licenses, a source familiar with the changes said. 
 
"I'm pleased to see India's status as a 'Major Defence Partner' a designation that we have strongly supported be translated into tangible regulatory reform," said Mukesh Aghi, president of US India Business Council (USIBC). 
 
The new rule also amends the law so that companies will not need a license at all after becoming a Validated End User (VEU). 
 
"Indian and US companies operating in India can seek VEU status for both civil and military manufacturing, and by doing so not need to obtain individual licenses. This makes it far more convenient to build a global supply chain and react quickly to changing market conditions," explained Benjamin Schwartz, USIBC's Director for Defence and Aerospace. 
 
Over 810 licenses representing some USD 5 billion in trade in the last half decade have been granted for goods covered under this new rule. 
 
"This is a very favourable policy for Indian companies. The rule will make business substantially easier for Indian companies in the defence sector, especially those partnering with American companies. This gives Indian companies and US companies operating in India the ability to be reactive in real time to meet their supply chain needs," Schwartz said.

US just made changes to its export control laws and this is going to benefit India to build military items

Washington/New Delhi, The US will ink a deal of <keyword id="8759762" type="COMPANY" weightage="20" keywordseo="integrated-air-defence">Integrated Air Defence</keyword> Weapon System (IADWS) at an estimated cost of $1.867 billion with India. The US state department on Monday made a "determination approving a possible foreign military sale to India". The <keyword id="515876" type="COMPANY" weightage="20" keywordseo="US-Defence-Security-Cooperation-Agency">US Defence Security Cooperation Agency</keyword> had informed the US Congress about the decision to sale the defence weapon system on February 7. The proposed sale of the <keyword id="46638" type="ORGANIZATION" weightage="20" keywordseo="equipment">equipment</keyword> and support system will not alter the basic military balance in the region, the US government said in the context of neighbouring enemy countries. It stated: "India has requested to buy an <keyword id="8759763" type="COMPANY" weightage="20" keywordseo="integrated-air-defense">Integrated Air Defense</keyword> Weapon System (IADWS) comprising five components which are AN/MPQ-64Fl Sentinel radar systems; 118 AMRAAM AIM-120C-7/C-8 missiles; 3 AMRAAM Guidance Sections; 4 AMRAAM Control Sections; and 134 Stinger FIM-92L missiles." The US stated that India had requested to include 32 M4A1 rifles; 40,320 M855 5.56 mm cartridges; Fire Distribution Centers (FDC) and Handheld Remote Terminals. The deal also includes Electrical Optical/Infrared (EO/IR) sensor systems; AMRAAM Non-Developmental Item-Airborne Instrumentation Units (NDIAAIU); Multi-spectral Targeting System-Model A (MTS-A); Canister Launchers (CN); High Mobility Launchers (HML) and Dual Mount Stinger (DMS) Air Defence Systems. The US will also sell Vehicle Mounted Stinger Rapid Ranger Air Defence Systems; communications equipment; tool kits; test equipment; range and test programmes; support equipment; prime movers; generators; technical documentation; computer based training equipment; training equipment; training towers; ammunition storage; training and maintenance facilities; infrastructure improvements; US government and contractor technical support, engineering and logistics support services; warranty services; Systems and Integration Checkout (SICO); field office support and other related elements of logistics and programme support. The total estimated cost is $1.867 billion. "This proposed sale will support the foreign policy and national security of the US by helping to strengthen the US-India strategic relationship and to improve the security of a major defensive partner, which continues to be an important force for political stability, peace and economic progress in the Indo-Pacific and South Asia region," the US government stated. India intends to use these defence articles and services to modernise its armed forces, and to expand its existing air defence architecture to counter threats posed by air attacks. This will contribute to India's military goal to update its capability while further enhancing greater interoperability between India and the US. Around 60 US government or contractor representatives will travel to India for a period of six weeks wherein they will be involved in activities that include de-processing, fielding, training and technical and logistics support.
