Washington/New Delhi, The US will ink a deal of <keyword id="8759762" type="COMPANY" weightage="20" keywordseo="integrated-air-defence">Integrated Air Defence</keyword> Weapon System (IADWS) at an estimated cost of $1.867 billion with India. The US state department on Monday made a "determination approving a possible foreign military sale to India". The <keyword id="515876" type="COMPANY" weightage="20" keywordseo="US-Defence-Security-Cooperation-Agency">US Defence Security Cooperation Agency</keyword> had informed the US Congress about the decision to sale the defence weapon system on February 7. The proposed sale of the <keyword id="46638" type="ORGANIZATION" weightage="20" keywordseo="equipment">equipment</keyword> and support system will not alter the basic military balance in the region, the US government said in the context of neighbouring enemy countries. It stated: "India has requested to buy an <keyword id="8759763" type="COMPANY" weightage="20" keywordseo="integrated-air-defense">Integrated Air Defense</keyword> Weapon System (IADWS) comprising five components which are AN/MPQ-64Fl Sentinel radar systems; 118 AMRAAM AIM-120C-7/C-8 missiles; 3 AMRAAM Guidance Sections; 4 AMRAAM Control Sections; and 134 Stinger FIM-92L missiles." The US stated that India had requested to include 32 M4A1 rifles; 40,320 M855 5.56 mm cartridges; Fire Distribution Centers (FDC) and Handheld Remote Terminals. The deal also includes Electrical Optical/Infrared (EO/IR) sensor systems; AMRAAM Non-Developmental Item-Airborne Instrumentation Units (NDIAAIU); Multi-spectral Targeting System-Model A (MTS-A); Canister Launchers (CN); High Mobility Launchers (HML) and Dual Mount Stinger (DMS) Air Defence Systems. The US will also sell Vehicle Mounted Stinger Rapid Ranger Air Defence Systems; communications equipment; tool kits; test equipment; range and test programmes; support equipment; prime movers; generators; technical documentation; computer based training equipment; training equipment; training towers; ammunition storage; training and maintenance facilities; infrastructure improvements; US government and contractor technical support, engineering and logistics support services; warranty services; Systems and Integration Checkout (SICO); field office support and other related elements of logistics and programme support. The total estimated cost is $1.867 billion. "This proposed sale will support the foreign policy and national security of the US by helping to strengthen the US-India strategic relationship and to improve the security of a major defensive partner, which continues to be an important force for political stability, peace and economic progress in the Indo-Pacific and South Asia region," the US government stated. India intends to use these defence articles and services to modernise its armed forces, and to expand its existing air defence architecture to counter threats posed by air attacks. This will contribute to India's military goal to update its capability while further enhancing greater interoperability between India and the US. Around 60 US government or contractor representatives will travel to India for a period of six weeks wherein they will be involved in activities that include de-processing, fielding, training and technical and logistics support.

US to sell $1 bn worth air defence weapons to India

US President <keyword id="15962" type="PERSON" weightage="20" keywordseo="Barack-Obama">Barack Obama</keyword> has signed into law the $618 billion <keyword id="32723" type="COMPANY" weightage="60" keywordseo="Defence">defence</keyword> budget for 2017, which enhances security cooperation with India and conditions nearly half of the funding to Pakistan on a certification that it is taking demonstrable steps against the <keyword id="125988" type="COMPANY" weightage="20" keywordseo="haqqani-network">Haqqani Network</keyword>, as per an agency report. 
 Currently vacationing in Hawaii, <keyword id="16284" type="PERSON" weightage="100" keywordseo="Obama">Obama</keyword> yesterday signed the National Defence Authorisation Act (<keyword id="932755" type="UNKNOWN" weightage="60" keywordseo="NDAA">NDAA</keyword>) 2017, which asks Defence Secretary and Secretary of <keyword id="6355728" type="ORGANIZATION" weightage="60" keywordseo="state">State</keyword> to take steps necessary to recognise India as <keyword id="20819" type="ENTERTAINMENT" weightage="60" keywordseo="America">America</keyword>'s "major defence partner". 
 A summary of the bill released by Chairman of the <keyword id="502407" type="ORGANIZATION" weightage="20" keywordseo="Senate-Armed-Services-Committee">Senate Armed Services Committee</keyword> Senator <keyword id="27703" type="PERSON" weightage="20" keywordseo="John-McCain">John McCain</keyword> said NDAA-2017 "enhances security cooperation" between the US and India. 
 
It also asks the administration to designate an individual within the executive branch who has experience in defence acquisition and technology to reinforce and ensure, through inter-agency policy coordination, the success of the Framework for the US-India Defence Relationship; and to help resolve remaining issues impeding US-India defence trade, security cooperation, and co-production and co-development opportunities. 
 
The NDAA, which among other things creates a $1.2 billion Counter-ISIL Fund, imposes four conditions on Pakistan to be eligible for $400 million of the $900 million of the coalition support fund (CSF). 
 The US Defence Secretary needs to certify to the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> that Pakistan continues to conduct military operations that are contributing to significantly disrupting the safe haven and freedom of movement of the Haqqani Network in Pakistan and that <keyword id="3002" type="COMPANY" weightage="20" keywordseo="Islamabad">Islamabad</keyword> has taken steps to demonstrate its commitment to prevent the Haqqani Network from using any of its territory as a safe haven. 
 Early this year, US Defence Secretary <keyword id="6696528" type="PERSON" weightage="20" keywordseo="Ashton-Carter">Ashton Carter</keyword> refused to give a similar certification to Pakistan due to which it was not given USD 300 million under coalition support fund. 
 
In his signing statement, Obama did not mention to any of these provisions of the bill, but he did expressed disappointment over certain other provisions in NDAA-2017. 
 He said: "I remain deeply concerned about the Congress's use of the National Defence Authorisation Act to impose extensive organisational changes on the <keyword id="252320" type="ORGANIZATION" weightage="20" keywordseo="Department-of-Defence">Department of Defence</keyword>, disregarding the advice of the Department's senior civilian and uniformed leaders. 
 
"The extensive changes in the bill are rushed, the consequences poorly understood, and they come at a particularly inappropriate time as we undertake a transition between administrations. These changes not only impose additional administrative burdens on the Department of Defence and make it less agile, but they also create additional bureaucracies and operational restrictions that generate inefficiencies at a time when we need to be more efficient."

Under the proposal, as many as 13 MK-45 naval guns will be sold to India, according to the Defense Security Cooperation Agency in the US. However, the sale hasn’t been concluded yet. "The MK-45 Gun System will provide the capability to conduct anti-­surface warfare and anti-air defence missions while enhancing interoperability with US and other allied forces," the State Department notification said. The guns will be manufactured by <keyword id="195234" type="COMPANY" weightage="20" keywordseo="BAE-Systems">BAE Systems</keyword> Land and Armaments in Minneapolis.

The deal comprises five S-400 systems, which is capable of shooting down targets at a distance of 400 kms. The first unit is slated for delivery by 2020. <keyword id="6359526" type="UNKNOWN" weightage="20" keywordseo="military">Military</keyword> cooperation Earlier this week, Putin’s spokesperson, Dmitry Peskov, told TASS, Russia’s new agency, that the theme of the upcoming India-Russia summit would be military and technical cooperation and that a number of agreements were expected to be signed. When quizzed on the details of the S-400 deal and its progress, he said he was unable to share details. The two sides have been discussing the S-400 deal since 2015. India has defended the deal to the US by saying that by boosting its defence capability, it can become a stronger US ally in the region. In fact, India’s Cabinet Committee for Security even approved the deal last week despite the fact that it hadn’t received the US’s greenlight. In addition to the S-400 deal, India and Russia are also expected to discuss a number of other agreements, including one for the purchase of two Krivak stealth ships and another for the domestic production of AK-103 assault rifles. There are also some infrastructure investment pacts slated for discussion. A strong defence relationship with Russia is important to the Indian government. It requires Russian cooperation for the continued servicing and upgrading of its Russian-origin military equipment.

The focus of the India-Russia summit this week will be on one key missile deal

Iran ready to sign military and security agreements with Gulf states

This proposed sale will support the foreign policy and national security of <keyword id="171985" type="LOCATION" weightage="20" keywordseo="the-United-States">the United States</keyword> by helping to strengthen the US-Indian strategic relationship and improve the security of a "Major Defence Partner", said Defence Security Cooperation Agency (DSCA) of <keyword id="10300097" type="COMPANY" weightage="20" keywordseo="the-department-of-defence">the Department of Defence</keyword>. In a major sales notification to Congress, DSCA said that India continues to be an important force for political stability, peace and economic progress in the Indo-Pacific and South Asia region. Among the requests made by India include <keyword id="10378415" type="UNKNOWN" weightage="20" keywordseo="aircraft-consumables-spares">aircraft consumables spares</keyword> and repair/return parts; Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD) fire extinguisher cartridges; flare cartridges; Advanced Radar Warning Receiver shipset; 10 Lightweight Night Vision Binocular; 10 AN/AVS-9 Night Vision Goggle; GPS; Electronic Warfare; instruments and lab equipment support. The estimated total amount is USD 90 million. The Pentagon said that the proposed sale ensures the previously procured aircraft operates effectively to serve the needs of the Indian Air Force (IAF), the Army and the Navy transport requirements, local and international humanitarian assistance, and regional disaster relief. This sale of spares and services will enable the IAF to sustain a mission-ready status with respect to the C-130J transport. India will have no difficulty absorbing this additional sustainment support, it said. According to the Pentagon, the proposed sale of this equipment and support will not alter the basic military balance in the region. The prime contractor will be Lockheed-Martin Company, Marietta, Georgia. In a major move in 2016, the US had designated India a "Major Defence Partner" intending to elevate defence trade and technology sharing to a level commensurate with that of its closest allies and partners. US-Taiwan $330 million arms deal escalates trade war spat amid claims of "a knife to China's neck"

Both the countries have now decided to take this defence cooperation forward by joining hands to promote an integrated security system. Ltd. recently signed a cooperation agreement that will let CORE buy Technical Security Equipment (TSE) from NIKIRET and subsequently promote it in India. The contract was officially signed by Vadim Pervuninskikh, the director of NIKIRET and Nagesh Basarkar, the chairman and managing director of CORE Energy Systems Pvt. Ltd. “Integrated security systems are a group of technical protective means intended for organisation of alarm security subsystems, monitoring of access control subsystems, monitoring of CCTV subsystems, performance of warning function,” Pervuninskikh told <a href="https://economictimes.indiatimes.com/news/defence/india-russia-join-hands-to-promote-integrated-security-system/articleshow/64671087.cms">Economic Times</a>. The two companies are expected to explore the opportunities collectively and figure out a wide range of equipment including access control and security system, data acquisition and processing, mobile security system etc. CORE, after <a href="https://economictimes.indiatimes.com/news/defence/india-russia-join-hands-to-promote-integrated-security-system/articleshow/64671087.cms">appreciating </a>NIKIRET as “one of the world’s most experienced companies in Technical Security Equipment” said that they are excited to use this contract for exploring opportunities to put into effect the Comprehensive Integrated Border Management System (CIBMS) project. CIBMS project requires an alliance of gadgets and technologies to replace manual surveillance with electronic surveillance along the <a href="http://www.newindianexpress.com/cities/chennai/2018/jun/21/russian-firm-offers-smart-tech-to-protect-borders-1831272.html">2,900km</a> India-Pakistan border. It needs a sensor driven technology to detect any form of unsanctioned movement in water, on land and in air across the border. CORE in also striving to buy shares in the CIMBS project, the bid for which will begin in October. The need for this project was felt by the government in 2012. However, the real pressure set in right after the Pathankot terrorist attack in 2016. Later that year, the Indian authorities showed their interest in buying the Russian integrated security system, according to the official website of the<a href="http://rusembindia.com/newsletter/7855-india-interested-in-buying-russian-integrated-security-systems"> Embassy of Russian Federation in the Republic of India</a>. If the Technical Security Equipment (TSE) from NIKIRET proves to be serviceable enough, India will be able to implement the CIBMS project effectively. The deal is all the more important because science and technology is precisely what the Indo-Russian strategic partnership stands on. If the partnership succeeds, it can open new opportunities for both the countries and outsourcing equipments to Russia, not only for defence but also the power sector (nuclear, oil and gas), would become commonplace.

India, Russia to strengthen defence cooperation with an integrated security system

At a time when the world is preparing for possible <keyword id="154740" type="UNKNOWN" weightage="20" keywordseo="Cyber-warfare">cyber warfare</keyword>, India is not fully prepared for cyber attacks in defense and security. According to studies done by various research organizations, cyber attacks on Indian government organizations rose by an alarming rate of 136% last year. 
	 
	“India is way behind the international standards of defence against cyber attacks practiced across the world,” said Ashish Soni, founder and CEO of Orkash Services Pvt Ltd, a high technology, market intelligence and operational risk management services company, at the 10th Indo-US Economic Summit organized by Indo America Chamber of Commerce (<keyword id="77185" type="ORGANIZATION" weightage="20" keywordseo="IACC">IACC</keyword>). 
	 
	On the other hand, market reports suggested that the cyber attacks on financial services organizations surged by 126% last year. “According to reports, sophisticated cyber assaults like ransomware and spear-phishing has cost Indian individuals and companies some $4 billion,” said Asoke K Laha, National President of IACC. 
	 
	He added that the most common form of cyber threats includes malware and Internet attacks among others. “Last year brought a marked increase in the frequency of cyber attacks on Indian assets, with government and private infrastructure equally affected”, noted Laha. 
	 However, it should be noted that currently India has four agencies to deal with cyber threats and provide security in the Internet space. CERT-In, a national nodal agency for responding to computer security systems was set up in 2004. It is primarily responsible for collection, analysis and alert of <keyword id="137092" type="UNKNOWN" weightage="20" keywordseo="cyber-security">cyber security</keyword> among other. Another such agency is NCIIPC whose primary function is to protect critical information infrastructure against cyber terrorism, warfare and other threats. 
	 
	“National Technical Research Organisation (NTRO) is a technical intelligence agency which falls under National Security Adviser in the Prime Minister’s Office while National Cyber Coordination Centre is supposed to scan through the entire cyber traffic and alert government organization against plausible cyber threats and attacks,” stated Laha. 
	 
	Interestingly, India and the US have collaborated to cyber terrorism and had set up India US Cyber Security Forum in 2001. In 2010, a new India-US Counter Terrorism Cooperation Initiative was signed between the two countries to provide cyber security and critical infrastructural protection.

India Unprepared For Cyber Warfare

India and Japan have agreed to ‘upgrade and strengthen’ their defence cooperation as they asked officials to begin talks to promote defence equipment collaboration and finalise the modalities for the sale of Japanese US—2 <keyword id="2498414" type="UNKNOWN" weightage="100" keywordseo="Amphibian-aircraft">amphibian aircraft</keyword>. 
 
 “The two Prime Ministers reaffirmed the importance of defence relations between India and Japan in their strategic partnership and decided to upgrade and strengthen them,” a joint statement said. 
 
“We intend to give a new thrust and direction to our defence cooperation, including collaboration in defence technology and equipment, given our shared interest in peace and stability and maritime security. We have also decided to expand our cooperation in advanced technology, science and technology, people—to—people exchanges, educational exchanges, etc,” Modi said at the joint press briefing with Abe. 
 
“The two Prime Ministers expressed hope that this would usher in a new era of cooperation in defence equipment and technology. They recognised the enormous future potential for transfer and collaborative projects in defence equipment and technology between the two countries,” the statement said. 
 
He also announced to set up a special team in his office to deal with proposals from Japan and also offered membership in his new team to two people selected by Japan.

India And Japan To ‘Upgrade
And Strengthen’ Defence Cooperation

The Trump administration is looking forward to close a nearly $2 billion deal for selling 22 unarmed Sea Guardian drones to India. This was the first major <keyword id="45618" type="UNKNOWN" weightage="20" keywordseo="Defence-deal">defence deal</keyword> announced after India was designated as a major defence partner post Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="narendra-modi">Narendra Modi</keyword>'s meeting with <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword> in June this year. The addition of 22 state-of-the-art unarmed drones to India would add to its Navy's surveillance capabilities in the strategic <keyword id="12350" type="ENTERTAINMENT" weightage="20" keywordseo="Indian-Ocean">Indian Ocean</keyword> region. As part of India being designated as major defence partner, the Trump administration is taking additional steps to remove bureaucratic bottlenecks and accelerate the process of sale of high-tech defence equipment to India. The defence cooperation is only going to increase, a senior administration official said, adding that this is based on fundamental understanding that interests of the two countries are now aligned. Vivek Lall, chief executive of US and international strategic development at General Atomics, said " Sale of Sea Guardian drones is a significant step in cementing the US- India bilateral defence relationship. To be sold at an estimated cost of $2 billion, this would help create some 2,000 jobs in the US." The Sea Guardian is a variant of the tested MQ-9 platform which allows for greater interoperability with US and allied forces, Lall said adding that its use by the <keyword id="6355100" type="ORGANIZATION" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> will also develop the country's credible capabilities, which is significant for Indian maritime security and naval power projection. However, there have been no talks between the two countries on New Delhi's request for General Atomics Predator C Avenger armed drones. It is understood that this was not raised by Defence Minister <keyword id="129243" type="PERSON" weightage="20" keywordseo="nirmala-sitharaman">Nirmala Sitharaman</keyword> in her meeting with her US counterpart Jim Mattis during his visit to India last month. The two are scheduled to meet again this week in the Philippines. According to an industry source, this "case is being actively considered" by the White House as a next step after the Guardian deal. "As military aviation transforms globally to autonomous systems, US and India have a great opportunity to collaborate at the highest levels of technology and innovation," the industry source said. Last week, US Secretary of State Rex Tillerson had said that in keeping with India's status as a major defence partner and their mutual interest in expanding maritime cooperation, the Trump administration has offered a menu of defence options for India's including the Guardian UAV. "We value the role India can play in global security and stability and are prepared to ensure they have even greater capabilities," Tillerson had said ahead of his visit to India. "The proposals the US has put forward, including for Guardian UAVs, aircraft carrier technologies, the Future Vertical Lift programme, and F-18 and F-16 fighter aircraft, are all potential game changers for our commercial and defence cooperation," Tillerson said.

As National Security Adviser, I oversaw the 2015 Strategic Defence and Security Review, which identified four major strategic threats to the UK: State-based threats, especially from Russia; terrorism and extremism; cyber threats and the erosion of the rules-based <keyword id="6356001" type="UNKNOWN" weightage="60" keywordseo="international">international</keyword> order.In the last three years, all four threats have intensified. But our membership of the EU is not a critical factor in our response to any of them. NATO, the five-eyes intelligence community, our permanent membership of the UN Security Council and bilateral arrangements with key partners, such as the Lancaster House treaty with France, are all more important. It is telling that, of the 89 separate commitments in the 2015 review, only one referenced the EU - a commitment to champion an EU India Free Trade agreement.I do not want to suggest that there are no implications at all. The most important is the network of European information sharing and practical measures that help British law enforcement and intelligence agencies tackle serious organised crime, secure our borders and combat terrorism. We shall want to be as closely associated as possible with EUROPOL on issues such as cybersecurity; access the Schengen and Prum databases, which store DNA, fingerprint, vehicle and other personal information, to help keep track of criminals; get traveller information from the Passenger name records; and operate the European Arrest Warrant. All these systems are owned and run by the EU.The UK clearly has a strong national security interest in reaching agreement on these issues, so that the current close cooperation can continue smoothly after Brexit. The Government has proposed a bespoke 'security treaty', essentially aimed at retaining current levels of cooperation, but minimising the role of the European Court of Justice.The Commission negotiators have not yet responded in detail, as they continue to focus on the Irish border issue. But, even in the event of a 'no-deal' Brexit (which would be disastrous economically) I am confident that a satisfactory arrangement will be found on security. This is because our EU partners have at least as great an interest in continuing to benefit from UK cooperation. UK intelligence services are recognised as the best in Europe, we have the largest defence and aid budgets of any EU country, our military engagement is highly prized and we arrest and send back to their own countries eight times as many EU nationals under the European Arrest Warrant as we get back from the continent. In this sense, we are in credit on National Security - which is not the case in many other areas of the Brexit negotiations. I know from my time as NSA that this reality is well understood by European leaders. President Macron may talk wistfully of creating a European army, but he knows that, without UK input, Europe will never be able to pull its weight on defence.In fact, the greatest threat to national security from Brexit is the performance of the UK economy. As the 2015 review made clear, you cannot divorce national security from economic security. If the UK's economy suffers as a result of Brexit, then our national security will inevitably also suffer. Put at its most basic, if the pound depreciates against the dollar, then our ability to fund the ambitious defence procurement programme will be put at risk, whether we continue to spend 2% of GDP on Defence or not. Brexit won't damage the UK's national security - but a no-deal would be disastrous

<ul><li>During the 2+2 talks on September 6th, <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> signed the the Communications Compatibility and Security Agreement (<keyword id="4156075" type="PERSON" weightage="20" keywordseo="COMCASA">COMCASA</keyword>), which facilitates the sharing of military intelligence. </li><li>Under the agreement, India will be given access to a host of <keyword id="6354458" type="UNKNOWN" weightage="20" keywordseo="US">US</keyword> military technologies like advanced drones and communication platforms. </li><li>The COMCASA, which is valid for 10 years, is the second of three “foundational agreements” for military purposes that India has signed with the US. </li></ul>As <a href="https://www.businessinsider.in/heres-whats-in-store-for-indias-22-talks-with-the-us/articleshow/65667426.cms">expected</a>, India’s 2+2 talks with the US on September 6th focussed heavily on defence, counter-terrorism and trade. The countries’ first bilateral dialogue of this nature featured India’s Defence Minister <keyword id="129243" type="PERSON" weightage="20" keywordseo="Nirmala-Sitharaman">Nirmala Sitharaman</keyword> and Foreign Affairs Minister Sushma Swaraj along with their US counterparts - Defence Secretary James Mattis and Secretary of State <keyword id="3109665" type="PERSON" weightage="20" keywordseo="Mike-Pompeo">Mike Pompeo</keyword>. While a lot of ground was covered, the primary achievement of the talks was the signing of a landmark military-intelligence sharing agreement that was nearly 10 years in the making. Under the Communications Compatibility and Security Agreement (COMCASA), India will be given access to a host of US military technologies like advanced drones and communication platforms. For example, India’s US-sourced maritime patrol aircrafts will be outfitted with technology that enables direct communication with the US military and the sharing of live satellite feeds. India could also have direct linkages with US allies that use similar equipment. While the COMCASA is a standard bilateral agreement, it was specifically modified to cater to Indian concerns. The US assured India complete access to all equipment it supplied and said it wouldn’t share any sensitive data culled from US-origin military and communication systems in India with any third parties. It also pledged to give India an advance warning of six months in the event that communications had to be severed. Besides keeping the pressure on Pakistan to curb terrorism, the major impetus behind the ramping up of military cooperation between the two countries seems to be <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>’s expansionism across Asia. This can be seen in China’s Belt and Road Initiative as well as its maneuvers against smaller nations in the South China Sea. In an increasingly polarised world, the US needs to know it has a friend it can count on in South Asia. The COMCASA will be valid for 10 years, after which its renewal will be negotiated. It is the second of three “foundational agreements” that the US signs with its military allies. The first one is the Logistics Exchange Memorandum of Agreement (LEMOA), which allows the signatory access to resources from US military bases and vice versa. India has already signed this. The third one is the Basic Exchange and Cooperation Agreement for Geo-spatial Cooperation (BECA), which facilitates the unconditional sharing of geospatial data. India and US are yet to begin negotiations on this. As a complement to COMCASA, a <keyword id="6482770" type="UNKNOWN" weightage="20" keywordseo="hotline">hotline</keyword> will also be established not only between the countries’ defence and foreign ministers but also between the US Naval Forces Central Command (NAVCENT) and the Indian Navy in the interest of security in the <keyword id="12350" type="LOCATION" weightage="20" keywordseo="Indian-Ocean">Indian Ocean</keyword>.
