United Nations, March 11 (IANS): The UN Security Council (UNSC) will hold an emergency meeting on Friday on the request of the Russian government after <keyword id="6356806" type="General" weightage="20" keywordseo="moscow" source="Orion">Moscow</keyword> claimed that the US is funding the development of biological <keyword id="6356319" type="General" weightage="20" keywordseo="weapons" source="Orion">weapons</keyword> in Ukrainian laboratories. The meeting comes after Dmitry Polyansky, <keyword id="6358826" type="General" weightage="80" keywordseo="russia" source="Orion">Russia</keyword>'s deputy ambassador to the UN, requested the world body to convene the emergency meeting to "discuss the military biological activities of the US on the territory of <keyword id="6355101" type="General" weightage="50" keywordseo="ukraine" source="Orion">Ukraine</keyword>". Russia has claimed that "recently found documents" showed components of biological weapons were made in Ukrainian laboratories with funding from the US Department of Defense. In its latest allegation on Thursday, the Russian Defence Ministry said the US was helping Ukraine to develop biological weapons and use virus-carrying birds that migrate through Russia, the BBC reported. The Ministry, however, did not provide any evidence to support the claim. Russia has also said that more than 30 laboratories in Lviv, Kharkiv and Poltava were working with dangerous infectious agents as part of a US-led military biological programme. Meanwhile, the US dismissed the allegations "preposterous", with White House Press Secretary Jen Psaki saying in a tweet on Wednesday that it is the "kind of disinformation operation we've seen repeatedly from the Russians over the years in Ukraine and in other countries, which have been debunked". She said "we should all be on the lookout for Russia to possibly use chemical or biological weapons in Ukraine, or to create a false flag operation using them. It's a clear pattern". While testifying to the US Senate Intelligence Committee earlier on Thursday, CIA Director William Burns described Russia's accusations as "false flag efforts in the creation of false narratives". In his latest video address on Friday, Ukrainian President Volodymyr Zelensky said that "no chemical or any other weapons of mass destruction were developed" in his country. "I am the President of an adequate country, an adequate nation. And the father of two children. And no chemical or any other weapons of mass destruction were developed on my land. "The whole world knows that. You know that. And if Russia does something like that against us, it will get the most severe sanctions response," he said. UNSC calls for an emergency meeting after US accused of funding bio weapons in Ukraine

By K J M Varma Beijing, Jun 19 () China on Friday gave a lukewarm response to India's election as a non-permanent member of the UN Security Council, saying as a permanent member, it would like to enhance cooperation with all the newly-elected members of the top organ of the UN. Asked for his response to India's election to the non-permanent seat of the UNSC with an overwhelming majority of 184 votes out of total 192 UN members amidst the current round of India-China military tensions, Chinese Foreign Ministry spokesman Zhao Lijian did not mention India by name. "The UNSC is an important organ to uphold International peace and security following the UN charter," Zhao said. "As a permanent member, China would like to enhance cooperation with all parties of the UNSC including the newly elected non-permanent members to jointly fulfil the responsibility given by the UN charter," he said. While countries like Germany, Norway and Ukraine have congratulated India on its emphatic victory, China has not done so nor did the Chinese foreign ministry spokesman mention India by name. China has been stonewalling India's efforts to become member of the UN's powerful body for years, pointing to the lack of consensus even though the other four permanent members, the US, the UK, France and Russia have expressed backing for New Delhi's membership. China has in the past said there were major differences among UN members over UNSC reforms maintaining that a "package solution" should be found to accommodate the interests and concerns of all parties. India, the endorsed candidate from the Asia-Pacific States grouping, garnered 184 votes out of the total 192 polled in the Security Council elections on Wednesday. Along with India, Norway, Ireland and Mexico will join the Security Council as the non-permanent members for a two-year term beginning January 1, 2021. North Korea hits back at the UNSC for calling its space programs threatening

To safeguard Indian markets from terrorist financing risks, <keyword id="35210" type="ORGANIZATION" weightage="20" keywordseo="sebi">Sebi</keyword> on Wednesday cautioned registered market intermediaries against Islamic State, Taliban and Al-Qaeda linked organisations and individuals. Sebi has issued circular containing 'United Nations Security Council's Taliban and Al-Qaeda sanctions list' to registered market intermediaries to take note of the updated list and "ensure compliance with the same". The United Nations' Security Council (UNSC) came out with the updated list on January 14 this year.
 In a statement, Sebi advised market intermediaries to ensure compliance with instructions pertaining to UAPA or The Unlawful Activities (Prevention) Act, and update the list of individuals or entities as circulated by the regulator and ensure that the accounts are not opened in the name of anyone whose name appears in updated list of individuals.
 Under anti-money laundering guideline and obligation for combating terrorism financing, Sebi has directed all registered intermediaries to ensure that "accounts are not opened in the name of anyone whose name appears in updated list of individuals and entities which are subject to various sanction measures such as freezing of assets/accounts, denial of financial services etc, approved by the security council committee established pursuant to various United Nations' Security Council Resolutions".
 "Registered intermediaries shall continuously scan all existing accounts to ensure that no account is held by or linked to any of the entities or individuals included in the list," it added.

By Yoshita Singh United Nations, May 2 () Estonia, the president of the United Nations Security Council for May, said it was a "shame" that the powerful UN body did not fulfill its responsibility in tackling the COVID-19 outbreak and slammed "stumbling blocks" in passing a resolution on the pandemic. "I think it is a shame that we have not been able to take the leadership. There are certain reasons for that. But Estonia has been one of the most active in pushing very strongly for more than a month already to be there, and for the Security Council to stand where it should stand," said Ambassador Sven Jürgenson, permanent representative of the Republic of Estonia to the United Nations and president of the Security Council for May on Friday. During a virtual press briefing, Jürgenson responded to questions on the lack of action by the council to deal with the COVID-19 pandemic and its failure to adopt a single resolution on the global crisis. The ambassador said he personally hoped that a Security Council resolution on COVID-19 "would have been voted two or three weeks ago." He said a vote on the resolution "might happen now, it might happen next week". "There are stumbling blocks. The situation is blocked at the moment. But the talks are very intensely continuing and they are continuing at a high level and I hope that we can really come out of the gridlock," Jürgenson said. Two separate resolutions -- one by the five permanent members of the council drafted by France and one by the elected 10 non-permanent members drafted by Tunisia -- have now been combined and there is one resolution on the table, Jürgenson said, adding that there is still no consensus on the draft due to differences between two permanent members -- referring to the US and China. "There are some political differences between some security council member states. The work is continuing. I hope that these differences will be resolved as swiftly as possible," he said. Stating that the council is responsible to deal with the crisis, Jürgenson said the other members were "looking forward" to moving ahead with the resolution "I know very well as a member of the council (of) the responsibility we have. I know the world is looking up to us and I really truly hope that as a president of the council, I will be able to in some way facilitate and help to get this thing moving," he said. The coronavirus, which first surfaced in China's Wuhan city in December last, has claimed over 238,000 lives and infected 3.3 million people across the world. The 15-nation UN Council is yet to adopt a single resolution on the crisis despite weeks of negotiations. According to some media reports, diplomats say a key sticking point between the US and China is related to the World Health Organization (WHO) in the council resolution. Washington has strongly criticised the WHO for its handling of the coronavirus outbreak. US President Donald Trump last month stopped American funds to the specialised UN agency. UN Secretary General Antonio Guterres, in response to a question on global leadership dealing with the pandemic during a press conference this week, said, "It is obvious that there is a lack of leadership. It is obvious the international community is divided in a moment where it would be more important than ever to be united. There is, indeed, a problem of leadership or, if you want, a disconnect between leadership and power. "We see remarkable examples of leadership, but they are usually not associated with power. And where we see power, we sometimes do not see the necessary leadership. I hope this will be overcome sooner rather than later," the UN Chief said. The draft resolution by Tunisia on behalf of the 10 non-permanent members calls for "an urgent, coordinated and united international action to curb the impact of COVID-19." While Pakistan voted against India's contention for the non-permanent membership, its vote didn't matter as a heavy majority voted in favour of New Delhi. Pakistan's anger over India's inclusion into the UNSC is understandable as its ongoing diplomatic campaign to attract support against the Modi government for its decision taken on August 5, 2019, abrogating Articles 370 and 35A, changing the special status of the state of Jammu and Kashmir into two Union Territories, in the United Nations has practically failed to yield results. Tensions at the Line of Control (LoC) have also intensified in the recent days as heavy exchanges of artillery firing have claimed lives of border security forces and civilians on both sides. Pakistan and India both have been lodging strong protests against the ceasefire violations, summoning senior diplomats of respective high commissions to record their protests. Pakistan warns India 'to be ready for quick retaliation' amid LoC tensions and UNSC membership

By Yoshita Singh United Nations, Apr 11 () In an apparent reference to the US and China, Germany has said "major powers" in the UN Security Council must put aside differences that have so far prevented the adoption of a resolution on the COVID-19 pandemic. Led by Germany, nine of the Security Council's 10 non-permanent members had requested a meeting to discuss the coronavirus crisis last week. The Council met for the first time to discuss the pandemic on April 9. Germany's Foreign Minister Heiko Maas said in a statement on Friday that Council meeting on COVID-19 is "an important step and an encouraging sign. We can only overcome this crisis by acting together and in solidarity. To do this, we need strong United Nations and a strong Security Council." Efforts to discuss the coronavirus situation in the Council were stalled till now mainly due to the stalemate between Washington and Beijing. The Council's two veto-wielding permanent members have been arguing over the origins of the virus and how any possible Council statement or resolution should reflect that. Making an apparent reference to the US and China, Maas said, "The major powers in the Security Council must also put aside the differences that have so far prevented the adoption of a resolution." He underscored that the Security Council must also fulfil its responsibility in addressing the pandemic and its impacts on the existing crises and conflicts around the world. Citing the situation in Syria and Libya, he said a pandemic like COVID-19 exacerbates existing conflicts and has the potential to further destabilise already fragile states and regions. "It is therefore crucial that we, the international community, respond to this crisis by working together." Maas also called for the Security Council to finally fully endorse the Secretary-General's call for a global ceasefire. "We are working hard, alongside the other elected members of the Security Council, to make sure this happens," he said. Following the Council meeting on Thursday, UN Director at the International Crisis Group, a non-governmental organisation focussed on preventing conflict, Richard Gowan had told the Security Council still seems unable to measure up to the scale of the COVID-19 crisis. He said there is a sense that China and the US in particular are more keen on scoring political points against one another in New York than throwing their united weight behind common action on the crisis. "COVID-19 has laid bare the lack of trust among Council members all too acutely," he said. "We must hope that the big powers gradually grasp that such a severe global threat demands a multilateral response. Most of the elected members of the Council feel that it is essential to do more. India, preparing for its own stint on the council starting next year, should throw its weight behind the elected members' efforts to address this situation," Gowan said. Germany, a non-permanent member of the Council, will hold the Presidency of the 15-nation UN arm in July and will use the month to help create conditions for the Council to track the potential impacts of health crises on security early and systematically, Maas said. Maas also made a reference to the criticism of the World Health Organisation (WHO), which has come under attack from US President Donald Trump who has said he will put a "very powerful hold" on the money it gives to WHO. The German foreign minister said while criticism must be allowed, it should be constructive. "We currently need more international coordination, not less. The WHO has an indispensable role to play in tackling this pandemic," he said. Earlier China had thrice opposed the UN’s proposal to designate Azhar as an international terrorist on the grounds of lack of enough evidence against him. The clause of travel ban will require all the states to prevent the subject(s) to enter or transit through their territories. The clause of arms embargo will need the participating states to avert both the direct and indirect supply of arms to concerned subjects. The member countries are also prohibited from selling, supplying, transporting the materials, spare parts, technical advice, any kinds of assistance or training related articles and military activities to the designated individuals. Via Security Council Committee pursuant to resolutions 1267 (1999) 1989 (2011) and 2253 (2015) with regard to ISIL (Da'esh) Al-Qaida and all the individuals connected with them and the groups, undertakings and entities connected with Jaish-e-Mohammed were banned by the UN in 2001. However, the move to designate Masood Azhar as a global terrorist was repeatedly unsuccessful even after the Mumbai terror attack since China was using its veto power to block the said proposal. By Yoshita Singh United Nations, Apr 15 () As the world battles the deadly novel coronavirus, nations will benefit from a strong, united voice from the United Nations Security Council (UNSC) to deal with such a crisis, a spokesman for UN chief Antonio Guterres said days after the powerful UN arm met for the first time to discuss the pandemic.The UN secretary-general's spokesman Stephane Dujarric replied to a query at the daily press briefing on Tuesday when asked whether Guterres was disappointed about the bare press elements issued by the 15-nation Council last week and if he wanted to see a resolution on the lines that were issued on HIV and Ebola outbreaks.The UNSC met for the first time last week to discuss the pandemic and underlined the need for unity and solidarity with those affected by the COVID-19 and expressed support for the efforts of Guterres on the potential impact of the pandemic.The Council, meeting under the Presidency of the Dominican Republic, held a closed video-conference session "in connection with the impact of COVID-19 on the issues that fall under the Security Council's mandate." Guterres had also briefed the Council."All I would say on the Security Council is that we would… obviously… all benefit in any situation from a strong, united voice from the Security Council," Dujarric said.In Press Elements issued following the meeting, the UNSC said Members "expressed their support for all efforts of the secretary-general concerning the potential impact of COVID-19 pandemic to conflict-affected countries and recalled the need for unity and solidarity with all those affected."Briefing the Council, Guterres had said that the world faces its gravest test since the founding of the United Nations 75 years ago and there is fear that the worst is yet to come especially in the developing world and countries already battered by armed conflict.Guterres stressed that the engagement of the Security Council will be critical to mitigate the peace and security implications of the COVID-19 pandemic."Indeed, a signal of unity and resolve from the Council would count for a lot at this anxious time," he said.The Council was seen as "missing in action" as the coronavirus pandemic wreaked havoc across the world.According to the Johns Hopkins University data, the pandemic, which originated in Wuhan City of central China's Hubei province in November, has so far infected 1.97 million people and killed at least 126,500 people globally. <ul><li>Foreign Minister Mehmood Quereshi said the government in Islamabad had decided to move the world court after a failed attempt to garner international support at UNSC.</li><li>The territorial dispute, over Kashmir between India and Pakistan has been underway for over 7 decades and has been the cause for at least 3 wars.</li><li>Pakistan's move has been triggered by India's recent decision to revoke a special status granted to Kashmir under the Indian constitution. </li></ul>The Imran Khan-led government in Islamabad has decided to move the <keyword id="70191" type="ORGANIZATION" weightage="20" keywordseo="International-Court-of-Justice">International Court of Justice</keyword> (ICJ) against India alleging human rights violation in Kashmir. "We have decided to take the Kashmir case to the International Court of Justice,” Pakistan’s foreign minister, Shah Mehmood Qureshi, told ARY News TV on Tuesday, adding that the government had considered all legal aspects. The move from Pakistan has come days after an attempt to garner international support at the United Nations Security Council (UNSC) against India's move to revoke 'special' status given to Kashmir under the Indian constitution.

	Modi asserted that the global challenges like climate change and sustainable development are the collective responsibility of all nations as no nation can be immune to any kind of threat.
 

	Modi talked about the need for eradicating poverty and ensuring development as he highlighted that 1.3 billion people around the world are forced to live in poverty.
 

	On the issue of climate change, he maintained that common but differentiated responsibility is the basis for dealing with this challenge.
