 United Nations Environment Programme (UNEP) India has launched a fashion line called ‘<keyword id="8626839" type="UNKNOWN" weightage="20" keywordseo="I-will-wear-out-plastic">I will wear out plastic</keyword>,’ which aims to phase out single use plastic in a unique way. The garments are designed by Masaba Gupta that come with built-in detachable bags. Conceptualised by Ogilvy India, this creative collection aims to use fashion trends to reduce the use of plastic. The agency has been in partnership with UNEP for the past three years. They have worked together to develop a larger platform called #BeatPlasticPollution. Under this initiative, each garment has as an exclusive accessory -- a detachable reusable bag, making a fashion statement. These bags are designed on clothes that can be worn for everyday use. It enables you ‘to wear out the problem,’ quite literally. The collection will be available in The House of Masaba stores in eight metro cities and online. To spread the word, The House of Masaba has launched a digital campaign asking a simple yet powerful question -- “Fashion brings change but can it save the world?” Masaba thinks it can. “This range is high-fashion and you are making a fashion statement. You are wearing a piece that doesn’t look like a gimmick and actually serves a purpose, which is to try and eliminate single use plastic,” explains Gupta. Roots of the idea This idea of launching a fashion line appeared in one of Ogilvy’s brainstorming sessions. The team tried to identify the problem and concluded that people use plastic because they usually don’t carry a bag along to shopping marts. They later posed a question to themselves, 'what if we had a cloth bag with us everywhere we go.' They then found a dress, took its pocket, folded a bag and tugged it inside. After a few designing sessions with Gupta, ‘I will wear out plastic’ was born. “When we presented our prototype and sketches, UNEP got really excited. They said it was simple and can be easily copied by others into a stylish garment,” shares Sukesh Nayak, Chief Creative Officer, Ogilvy. Expanding on what pushed them into their epiphany, Nayak adds, “When you want to bring about a behavioural change, you cannot do it in a boring way -- it has to be the most interesting. You really have to entice the person to change.” Sharing what he liked about Ogilvy’s pitch, Atul Bagai - Country Head, UNEP India said, “Addressing environmental challenges such as plastic pollution call for behavioral changes in society and it can have a huge impact when an acclaimed fashion designer like Masaba Gupta makes an environment statement through an entire clothing line.” After the agency conceptualised the idea, it went to Masaba Gupta — who is known for her bold and quirky designs — with a simple brief. “The brief that Ogilvy came to me with was simple. They said UNEP aims to cut down plastic pollution and asked if can we create a range of clothes that can be turned into a bag,” recalls Gupta. She says while the idea was exciting and she found herself tending towards it immediately, the execution and figuring out the technicalities was also a challenge. However, the bigger cause kept her going. It took nearly a year to conceptualise and bring the idea into life. Sharing what convinced her to get on-board, Gupta said, “Pollution is one of the largest environmental threats faced globally and there’s an urgent requirement and responsibility to address it. The Fashion Industry is also known to produce the most global wastage. This time, we’re using fashion as a tool for empowerment and activism. We encourage people to understand our concept and try to recreate their own permutations and combinations to take this concept forward.” Target Audience Nayak says they wanted to create something that the audience would want to copy and the benchmark is so high that it would push them to act. The campaign plays on its aspirational factor and doesn’t have a voice over. It wants to walk the talk and let the audience follow. However, the collection will be available in all The House of Masaba stores and will start from Rs 6000. This initiative is clearly targeting the metros, who can afford this price range. But both Gupta and Nayak are confident that with digital media, any idea can be copied and it won’t take much time to pick up into a trend. Media Plan While right now, a digital campaign has been released in the range of 15 seconders to 2:09 minutes ads, the plan is to keep launching Do it Yourself videos so that the idea is copied, multiplied and practised by different kinds of audience. Sharing why Gupta was okay with the idea being copied, she said, “We as a brand have fought very hard for plagiarism. But I would really encourage people out there to incorporate this collection and do it their way. They can understand how we did it and make their own permutations and combinations with it. This isn’t about plagiarism but about giving back to our environment.” As the word spreads, Nayak says the organisation also plans to use TV and Outdoor to keep the buzz going.

UN senior official resigns after 'mind blowing' audit reportedly finds he spent nearly $500,000 in travel expenses

A rise in projects under implementation as well as a decline in the number of stalled projects point towards the fact that there is a pickup in economic activities. 
 Data released by independent economy tracker <keyword id="6493461" type="ORGANIZATION" weightage="100" keywordseo="CMIE">CMIE</keyword> showed an 8.4per cent rise in projects under implementation in the quarter ended June 30, fastest since the September 2012 quarter. 
 Private sector projects under implementation rose 0.8 per cent in the June quarter, the first expansion in eight quarters, providing boost to the <keyword id="6387077" type="ORGANIZATION" weightage="80" keywordseo="Narendra-Modi-government">Narendra Modi government</keyword> that has faced criticism of late for a slackening of reforms. 
 "Bottom line from this quarter's release is that the data looks encouraging with projects under implementation improving for the fourth quarter," <keyword id="48670" type="CITY" weightage="100" keywordseo="Morgan-Stanley">Morgan Stanley</keyword> noted in a report analysing the CMIE data. 
 
Another report said the stock of stalled projects has declined for the fifth successive quarter. 
 From a peak of 8.4 per cent of <keyword id="35050" type="CITY" weightage="80" keywordseo="gdp">GDP</keyword> in the quarter ended March 31, 2014, stalled projects' stock declined to 6.6 per cent in June 2015 quarter, helped by the government's emphasis on capital spending at the start of the new fiscal. 
 "Since March 2014, projects worth about 2 per cent of GDP have been installed. Progressing steadily, they have now reached a critical mass and can potentially start impacting domestic activity notably," <keyword id="6358584" type="CITY" weightage="100" keywordseo="HSBC">HSBC</keyword> noted in a report, which however also noted that new projects were conspicuous by their absence. This view is consistent with a rise in production of capital goods as per <keyword id="6427912" type="ORGANIZATION" weightage="80" keywordseo="IIP">IIP</keyword> data. 
 
Investments worth Rs 1.15 lakh crore were announced during the June quarter, a 33 per cent rise from a year ago but on a weak base, CMIE had said on July 1. 
 
Also, the first quarter of fiscal 2015-16 saw around 165 projects getting scrapped, which is up from 106 projects stalled in June 2014 quarter. 
 
A heavily indebted private sector has largely been unable to step up investment in the face of weak demand while banks, struggling with bad loans, are finding it difficult to cut rates or lend more to stimulate consumption.

"Broad-based recovery seems far off. There might be green shoots here but both domestic and external demand remains extremely weak. There are noisy signals in the economy. Private investments will still take time to pick up. We should see action in the infra sector, which should push investment, but the financial institutions data does not reflect that. Who would lend to the infra sector at this juncture," said DK Joshi, chief economist, Crisil. 
 
Morgan Stanley says recent government action should sustain the revival in capital expenditure. 
 
"We believe that recent government action to accelerate the pace of medium term reforms (addressing issues related to land, labour and taxation) will help sustain the recovery in capex..." the report, authored by Chetan Ahya, Upasana Chachra and Nupur Gupta, noted. 
 It sees the economy growing at 6.5 per cent in FY16 as per the old GDP series, by which measure growth in FY14 was 4.9 per cent. Under the new GDP methodology <keyword id="6356076" type="UNKNOWN" weightage="100" keywordseo="indian-economy">Indian economy</keyword> expanded by a perkier 7.3 per cent in FY15 and is expected to accelerate to near 8 per cent in the current year. 
 
 
 
HSBC said that installing projects would provide momentum for some time in the absence of new factories and mines. 
 
 
 
"True, new projects are not showing any increase, but they may not really be the right indicator to track turning points. Right now, resolving a substantial number of stuck projects could in itself trigger notable investment spending," said Pranjul Bhandari, chief India economist, urging government to get state-run companies to step up investments. 
 
Much of the improvement is visible in the roads and railways sector where higher spending and policy initiative has resulted in investment picking up. 
 
In the April-May period, the government has managed to spend 14.8 per cent of its budgeted spending for the year. Within that, 13 per cent of plan funds for the entire year have been spent in the first two months, a fast start to the year. 
 
Many economists caution that investment activity remains weak. "While macro numbers, right from inflation to current account look under control, the domestic private investment remains weak. 
 
The credit growth does not show that manufacturing pickup is on way. It will take a while to gather momentum. As far as project implementation numbers go, they are coming from a very low base. Government's planned capital expenditure slowed down in May versus April," said Soumya Kanti Ghosh, chief economic advisor, SBI.

Rise in under-implementation projects indicates pickup in economic activities

<div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div></div></div>Last month the leaders of the United States and China <a href="http://www.businessinsider.com/r-china-agrees-co2-peak-by-2030-us-to-cut-emissions-by-quarter-2014-11">agreed on a deal</a> to cut carbon emissions, after nine months of secret correspondence.
The deal commits China to capping its carbon emissions at whatever rate it hits in 2030, while the US has pledged to cut its emissions by 26-28 % of its 2005 levels by 2025.
As the top two carbon polluters on the planet, the <a href="http://www.epa.gov/climatechange/ghgemissions/global.html">US and China account for 40% of greenhouse gas emissions</a>, meaning their actions could shape the future of Earth's climate.
The big question is if these specific cuts they promised will actually change the fate of the planet.
<h2>Doing the math</h2>
There's a terrifying piece of math out there that we can use to check the importance of this carbon agreement.
The United Nations Environment Programme (UNEP)'s <a href="http://issuu.com/unep/docs/the_emissions_gap_report_2014?e=1015067/10215862">2014 Emissions Gap Report</a>, released last month, tells us that humans can only afford to pump about 1,000 more gigatons of carbon dioxide (one gigaton equals a billion tons) into the atmosphere if we want to keep the world's temperature rise under 2 degrees. 
Beyond this point, many scientists agree Earth could suffer a domino-like series of catastrophic environmental consequences, including rapid sea level rise, food and water shortages, disease epidemics, and mass extinctions.
We crunched some numbers to see just how much of an impact the climate deal will have. Along the way, we had to solidify certain assumptions regarding how the deal's signatories could go about fulfilling their promise.
Here's what we found:
<h2>How much will China's carbon increase?</h2>
It's impossible to know the future, but in the previous decade, its emissions increased each year by around 10 percent. The growth rate has dropped closer to 6 percent in recent years, according to the <a href="http://edgar.jrc.ec.europa.eu/news_docs/pbl-2013-trends-in-global-co2-emissions-2013-report-1148.pdf">European Commission's 2013 report on CO2 emissions</a>, and in 2012 - the last year for which concrete data exists - the growth rate was more like 3 percent.
So what for the future?
It's possible that China may try to over-inflate its carbon footprint before 203o to give themselves a big platform to start climbing down from after 2030. Or it could continue to increase at a more or less constant rate, as it has done in recent years, until 2030. The country could even take carbon-decreasing steps now, and slow its growth rate steadily, though we think this is a long shot.
We went with the extremely moderate assumption that China's emissions will continue to increase by about 3 percent, as they did in 2012, each year until 2030. According to the <a href="http://www.eia.gov/cfapps/ipdbproject/iedindex3.cfm?tid=90&amp;pid=44&amp;aid=8&amp;cid=CH,US,&amp;syid=1980&amp;eyid=2012&amp;unit=MMTCD">US Energy Information Administration</a> (EIA), China's CO2 emissions were about 8.55 gigatons in 2012. Sticking to a 3 percent increase each year, this would put China at a whopping 14.55 gigatons a year in 2030.

<h2>How much will the US reduce its emissions by?</h2>
We also can't be sure how - or even if - the US will go about cutting its emissions over the next 10 years, but a linear decrease between now and 2025 seems the most likely course of action, allowing the US to gradually transition down to the promised emissions levels.
President Obama has promised to cut carbon emissions down by between 26 and 28 % of their 2005 levels of nearly 6 gigatons. The <a href="http://www.eia.gov/cfapps/ipdbproject/iedindex3.cfm?tid=90&amp;pid=44&amp;aid=8&amp;cid=CH,US,&amp;syid=1980&amp;eyid=2012&amp;unit=MMTCD">EIA reports</a> that the US's CO2 emissions in 2012 were already a bit lower, at about 5.27 gigatons, though US carbon emissions have held pretty steady over the last five years.
We can assume emissions in 2014 will be around the same amount. From there, cutting emissions by 26 percent of 2005 levels would put the country's CO2 emissions at about 4.44 gigatons in 2025.
In order to decrease linearly from 5.27 gigatons to 4.44 gigatons by 2025, the US will have to cut approximately 0.075 gigatons of CO2 each year.
This plan will spare the atmosphere nearly 5 gigatons of CO2 over the next 10 years.

<h2>Will we overrun our CO2 budget under the new deal?</h2>
Unfortunately, the US and China aren't going to save the world by themselves. Under the above conditions, and assuming both countries meet their goals and are able to hold their emissions constant thereafter, they will still jointly pour more than 600 gigatons of carbon dioxide into the atmosphere between now and 2050. This course would blow nearly two thirds of the 1,000-gigaton budget by mid-century, leaving less than 400 gigatons for the rest of the world's nations to spend amongst themselves.
Since the rest of the world, excluding China and the US, accounts for about 60 percent of global emissions, this would put the planet on track to blow past the 1,000 gigaton budget in the next few decades.
The best-case scenario would be for China and the US - along with the rest of the world - to continue steadily cutting their emissions through the rest of the century. In its <a href="http://www.businessinsider.com/un-climate-report-stop-all-greenhouse-emissions-2014-11">latest report</a>, the Intergovernmental Panel on Climate Change (IPCC), warned that the only way to avoid to stay within the 2 degree limit would be for the world to become carbon-neutral by 2100.
If countries - particularly major carbon polluters like the US, China, India, Russia, and the European Union - take the problem seriously and keep cutting their emissions throughout the coming decades, the world still has a shot at keeping temperatures in check. Some have already risen to the challenge. In addition to the US-China deal, the European Union recently pledged to cut its emissions by 40 percent between now and 2030.
But even with these promises, experts are <a href="http://www.newsweek.com/lima-climate-talks-2-degree-warming-limit-thing-past-288274">increasingly pessimistic</a> that the 2-degree goal is still attainable.
As world leaders convene this week and next week at the <a href="http://unfccc.int/2860.php">UN Framework Convention on Climate Change</a> in Lima, Peru, to draft a plan for cutting global emissions, pressure will be high to come up with a strategy that is both feasible and capable of saving the planet from the worst climate change effects.
