<ul><li>The University Grants Commission (<keyword id="44171" type="CITY" weightage="20" keywordseo="UGC">UGC</keyword>) told the Supreme Court on Monday that degrees would not be recognised if no examinations are held for final-year students even as the country was facing coronavirus crisis.</li><li>The UGC response was conveyed by its counsel, Solicitor General Tushar Mehta, on a batch of pleas that challenged the UGC schedule for final-year university exams before September 30.</li></ul> The University Grants Commission (UGC) told the Supreme Court on Monday that degrees would not be recognised if no examinations are held for final-year students even as the country was facing coronavirus crisis. The UGC response was conveyed by its counsel, Solicitor General Tushar Mehta, on a batch of pleas that challenged the UGC schedule for final-year university exams before September 30. Mehta contended before a bench headed by Justice Ashok Bhushan that it's not in the interest of students to not hold exams. He asked the top court for time to file a reply to Delhi and Maharashtra governments' affidavits, wherein they said they had decided to cancel the exams in state universities. The petitioners' counsel contended that the UGC guideline for holding exams are "not legally or constitutionally valid". Mehta argued that Delhi's and Maharashtra's decisions to cancel exams in their respective state universities are against the UGC rules. He argued that the UGC is the only body that can prescribe rules for conferring a degree, and the state governments cannot change the rules. The counsel for one of the petitioners replied that there is complete inconsistency in the Ministry of Human Resource Development and UGC guidelines. The top court adjourned the hearing till Friday, after the UGC asked for time to respond to the affidavits filed by Delhi and Maharashtra. Government’s Common Admission Test to rope in 15 central universities from next year

A nationwide change will take place in the higher education system, especially in undergraduate courses as language will cease to be a barrier in BA, B.Com, and B.Sc courses. Students will be able to graduate in their mother tongue. In view of the same, preparations have begun to make the course books available in languages like Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Tamil and Telugu among others. The <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>), under an initiative by the <keyword id="10025694" type="General" weightage="50" keywordseo="union-ministry-of-education" source="Orion">Union Ministry of Education</keyword>, is engaging with publishers to translate English textbooks to various Indian languages. Pearson India, Narosa Publishers, Viva Books, S. Chand Publishers, Vikas Publishing, New Age Publishers, Mahavir Publications, Universities Press and Taxmann Publications are some of the major publications involved in the process. Along with these, representatives of <keyword id="118548" type="General" weightage="50" keywordseo="oxford-university-press" source="Orion">Oxford University Press</keyword>, Orient Blackswan and Elsevier also participated in the high-level meeting. The UGC recently held discussions with representatives of Wiley India, Springer Nature, Taylor &amp; Francis, Cambridge University Press India, Cengage India and McGraw Hill, India on bringing out undergraduate English textbooks in Indian languages. UGC, as a part of NEP 2020, is working towards getting the most popular textbooks translated for UG programmes in higher education institutions across the country in the 12 Indian languages. UGC Chairman Professor M. Jagadesh Kumar told IANS that the <keyword id="6355822" type="General" weightage="80" keywordseo="commission" source="Orion">Commission</keyword> will act as a nodal agency to provide help and support to the publishers with regard to identification of textbooks, translation tools and editing experts so that the books can be made affordable in the digital format. He added that the Commission will proceed further in two ways, wherein popular textbooks of the programmes will be identified and translated and simultaneously, Indian authors will be encouraged to write the textbooks in Indian languages for non-technical subjects. Kumar was all praise for the publishers who participated in the mission and said that the Commission intends to get several books translated within six to twelve months, for which it has constituted an apex committee to prepare a road map and work towards the goal. UGC prepares ground for Bachelor's exams in 12 Indian languages

<ul><li>The top court asked CBSE and UGC to work in tandem to ensure that the careers of two lakh students giving the <keyword id="1157191" type="PERSON" weightage="20" keywordseo="compartment-exams">compartment exams</keyword>, from September 22 to 29, are not jeopardized. </li><li>During the hearing, the top court earlier asked the University Grants Commission (UGC) not to declare the academic calendar till September 24 but was later told that the calendar has been released. </li><li>Taking a serious view of the release of academic calendar, the top court sought explanation from the UGC, to be given on Thursday, and directed that it be placed on record. </li></ul> The Supreme Court Tuesday suggested that the CBSE declare the results of compartment examination expeditiously and asked the UGC to ensure that students get admission in colleges saying "these are exceptional times". Taking a serious view of the release of academic calendar, the top court sought explanation from the UGC, to be given on Thursday, and directed that it be placed on record. "At what time and which date it was released, you will have to show this," the bench comprising Justices A M Khanwilkar and Sanjiv Khanna said. "Don't give us vague dates. Give us the date and time when it was released. Whether it was after the order, before the order or when the matter was being heard. We will examine that," it added. The bench posted the matter on September 24 and asked both CBSE and UGC to coordinate to accommodate around two lakh students giving the compartment examinations. At the outset, <keyword id="9913577" type="UNKNOWN" weightage="20" keywordseo="senior-advocate-vivek-tankha">senior advocate Vivek Tankha</keyword>, appearing for one of the petitioners, said that CBSE compartment exams have commenced today and will continue up to September 29 and nearly two lakh students will appear in the compartment exams. Tankha said that UGC is also here and the CBSE should come out with the results at the earliest. "The UGC has to give us (students appearing in compartment exams) a chance to take admissions in universities," he said. Tankha argued that CBSE has to declare results early and UGC has to give us a chance of taking admission in colleges otherwise our one year will be lost. The bench asked Tankha that without CBSE declaring the results how can UGC accommodate the students. The senior lawyer contended that after the results are declared, UGC can give the students a chance to take admissions in colleges as the students are appearing in the exams during the <keyword id="43587" type="ORGANIZATION" weightage="20" keywordseo="pandemic">pandemic</keyword> times. The bench asked UGC that because of peculiar situation is it possible for the commission to have some route open for accommodating these students who are appearing in compartment exams. To this, the counsel for UGC said that it can be done, if the seats are vacant but he will have to take instructions. The bench then told the counsel to take instructions and see whether these issues can be taken care of by the commission while asking when UGC intends to keep its cut-off date for admission. The counsel replied that he has to take instruction but it may be October end. Counsel for CBSE argued that there are 1,248 exam centres and answer sheets have to be brought to the regional centres. The top court said that these are not normal times but exceptional times and CBSE has to take steps as the career of two lakh students is too big. The counsel for CBSE replied that it will take 3-4 weeks (for declaration of results of compartment exam). The top court told the CBSE that it has to come out with some date so that UGC can take further steps and observed, "If you (CBSE) will not have the date, then UGC will have difficulty". When counsel for UGC said that it may have cut off date of October end, the bench said, "It could be the first week of November also". He said that UGC has already finalised the academic calendar and was about to release it. The bench asked UGC to not release it till Thursday and would hear the matter on that day to know about the views of CBSE. "Both of you coordinate and have a cut off date so that the other one can comply with it. This is only to accommodate these two lakh students. Two lakh is not a small number. Now the situation is beyond anyone's comprehension," the bench said. The bench observed that CBSE has to work in tandem with the UGC and it should be left to them on how to work it out. When one of the counsels told the bench that they have given a chart of dates given by colleges, the bench said, "We are not going to give directions to individual colleges". After the matter was over, the UGC's counsel mentioned the matter and told the bench that the academic calendar has already been released and the admission process has to be completed by October 31. "We will have it on Thursday. You explain this on that day," the bench said, adding, "You also place it on record." The counsel for UGC said, "I am sorry, I was misinformed about it". The bench said, "That's okay but it has to be explained how this miscommunication happened". On September 10, the top court said that the CBSE would not be able to help much the students taking compartment exams for class XII this month as it would be the colleges and universities which will take their admissions for higher studies. CBSE and UGC should ensure admission of students giving compartment exams, says SC

Even after five years of a parliamentary committee circular ordering the filling up of around 4,500 backlog posts in <keyword id="6360099" type="General" weightage="100" keywordseo="delhi-university" source="Orion">Delhi University</keyword> (DU), the recommendation is yet to be implemented. Now, the varsity teachers are demanding implementation of the circular. The committee had held a meeting with the <keyword id="181369" type="General" weightage="20" keywordseo="education-ministry" source="Orion">Education Ministry</keyword>, <keyword id="56459" type="General" weightage="20" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword>, <keyword id="245696" type="General" weightage="20" keywordseo="department-of-personnel" source="Orion">Department of Personnel</keyword> and Training (DoPT) on the reservation policy for SC, ST, teaching and non-teaching staff and roster issues. The Committee had found a backlog of 4,500 posts in Delhi University and many discrepancies in colleges' rosters. Apart from this, the rosters of three colleges were not prepared as per DoPT. On December 22, 2016, the panel asked the vice-chancellor of the varsity to implement minutes of meeting. Forum of Academics for Social Justice and <keyword id="12648626" type="General" weightage="20" keywordseo="delhi-university-sc" source="Orion">Delhi University SC</keyword>, ST OBC Teachers has expressed deep concern over non-implementation of the circular. Forum chairman Hansraj Suman said the letter by the committee to Yogesh Kumar Tyagi says that 4,500 posts are lying vacant, colleges are not following the reservation policy properly, rules of roster system are not being followed and liaison officers do not have freedom to do their work. In such a situation, the UGC, being the nodal office to implement the reservation, should stop the grant, he said. Aryabhatta College, Deen Dayal Upadhyay College and College of Vocational Studies are the institutions where discrepancies in making roster were found. Suman said that that the then vice chancellor was also told that a time frame should be decided to fill up the backlog vacancies. He said that the letter also mentions that the liaison officer should be thoroughly trained. After five years, circular for filling up 4,500 posts in Delhi University not implemented

Goa is in the process of updating its <keyword id="8699674" type="UNKNOWN" weightage="20" keywordseo="Home-isolation">home isolation</keyword> protocol, Health Minister Vishwajit Rane said, adding that the state government is also in the process of further revising the capping of fees for treatment of Covid-19 patients in private hospitals. "We are in the process of further improving our home isolation protocol. It will be announced by the Chief Minister soon," Rane said, after a review meeting at the Chief Minister's official residence in <keyword id="6358261" type="LOCATION" weightage="20" keywordseo="panaji">Panaji</keyword> on Tuesday. Goa currently has around 5,667 active Covid-19 cases, from which a large number of patients have opted for treatment in home isolation. Rane also said that the government was in dialogue with the private healthcare players, in order to further revise the capping of rates for treatment of Covid-19 patients in private hospitals. "We are in the process of revising the rates," Rane said, adding that despite the revision and the capping of prices, patient-to-patient costs may still vary with the nature of treatment given to the Covid-19 patients. Last week, the Goa government had capped the prices for Covid-19 treatment in private hospitals with patients availing treatment in a general ward having to pay 12,000 per day, treatment in twin-shared rooms was capped at Rs 15,000 and while fees for admission of a Covid-19 patient in a private room was set at Rs 25,000 per day. Price for utilising the ICU facilities had been capped at Rs 25,000 per day. Goa to revise home isolation protocol and fees for COVID-19 treatment

UPSC Civil Services 2022: Check out eligibility, last date and other details

 Sections struck down The SC removed three sections from the Aadhar Act. Section 33 (2) allowed data to be disclosed in the interest of national security. The government or allied institutions could obtain an individual’s biometric data if they were a suspected as threats. The removal of this section means that are no exceptions to individuals not being forced to disclose their authentication data, which includes their Aadhaar biometrics. Section 47 was a cause of concern because any Aadhaar data breach would only be recognised as a criminal offence if reported by an officer at the Unique Identification Authority of India (UIDAI). With this section off the Aadhaar Act, even individuals have the power to register criminal offences under the legislation. The removal of Section 57 will probably have the impact on day to day life with it no longer being ‘mandatory’ for citizens to share their data with any third-party. Aadhaar is still a valid form of identification, but it’s no longer a prerequisite to obtaining third-party services. Basically, any body, corporate or person is no longer allowed to establish the identity of an individual. Daily hustle However, taxpayers are still going to be need their Aadhaar details to register for a Permanent Account Number (PAN) and file their income tax returns (ITR). But, there’s no longer a need for people to link their Aadhaar cards to their bank accounts. Banks can longer cite Aadhaar as a prerequisite for know-your-customer (KYC) authentication. Telecom operators, no only have to delete all that they’ve been hoarding in the past, but even they can’t push for Aadhaar authentication when issuing SIM cards. In a breath of relief for parents, schools can’t ask for Aadhaar card authentication either. NET, CBSE, and UGC applications no longer need it to appear for their respective examinations. This comes in after NET has been implementing mandatory Aadhaar details, without which the application process wouldn’t be validated. Children will also be exempted from needing a Aadhaar card on all fronts. Public sector schemes will remain accessible to them even without a card. The experts and public seem divided on their opinion about these changes. While some think that it’s a step in the right direction, others believe that the dilution of the Aadhaar Act won’t address its underlying problems of privacy.
