The <keyword id="20963740" type="General" weightage="20" keywordseo="UGC-chairman" source="keywords">UGC chairman</keyword> was here to attend a day-long conference of vice-chancellors of Northeastern and Eastern regions on 'Implementation of NEP 2020', hosted by Guwahati-based Pragjyotishpur University. Addressing a press conference, Kumar said, "Across the country, a major problem in state universities is vacancies in teaching positions. In some state universities, 50 to 80 per cent of teaching positions are vacant," urging universities to expedite the filling of these positions. He said implementation of NEP is a "journey", which cannot happen overnight, and state governments have been enthusiastically participating in implementing it. Kumar stressed that it is also essential for the universities to formulate an institutional development plan and their own roadmap for the future. With approximately 130 vice-chancellors and other academics participating, discussions at the conference focused on transforming <keyword id="19896809" type="General" weightage="20" keywordseo="higher-education" source="keywords">higher education</keyword> institutions to empower students in contributing to national development. Key topics include providing holistic education, integrating skill development with degree programs, and utilising digital technology to reach students from rural and economically weaker backgrounds. "We will be discussing how the NEP is being implemented and challenges colleges and universities are facing, so that we can collectively find solutions," he said. Kumar requested the universities to open more off-campus centres to make education accessible and equitable, while stating that UGC was also laying thrust on training teachers in the higher education sector. Highlighting the need to expose students to different parts of the country, he said the Northeastern region is home to many indigenous knowledge systems, whether it be a festival celebrated based on astronomical calculation, bamboo engineering or shifting cultivation. "These are parts of Indian knowledge system and there is a need to expose students to this from different parts of the country," he said. Kumar added that UGC is also working on promoting education in own language, especially with the country having numerous native languages. On implementation of NEP in this region, Kumar said the UGC is in regular touch with state higher education councils and VCs. "We are very happy to inform that state governments are very enthusiastically participating in implementing NEP. Implementation is a journey," he added. He reiterated that achieving the target of a Gross Enrollment Ratio (GER) of 50 per cent by 2035 requires sustained effort and cannot be achieved overnight. Among initiatives under NEP is the provision of biannual admissions to help students who fail to enroll during July-August to take admission in January-February. Universities with required infrastructure have been requested to implement it to maximise resource utilisation, Kumar said, adding that 90 varsities have also started biannual admissions for online programmes. The UGC chairman also said stress is being laid on strengthening research ecosystem in the universities and bring more young people into it. Though directly UGC funded-research has stopped now, funds for research projects are available through other agencies, like National Research Foundation and other schemes, he added. With focus on online education, internet connectivity and electrification has also received a boost across the country, with common service centres also set up for students in remote areas to access Net, Kumar added.

Vacancies in teaching positions major problem in NEP implementation: UGC chairman

Universities and <keyword id="20257650" type="General" weightage="20" keywordseo="higher-education-institutions" source="keywords">higher education institutions</keyword> in India can now admit students twice a year similar to the admission process followed by universities abroad, according to the <keyword id="19932585" type="General" weightage="20" keywordseo="University-Grants-Commission" source="keywords">University Grants Commission</keyword> (UGC) Chairman Jagadeesh Kumar. The two admission cycles will be July-August and January-February from the 2024-25 academic session. "If <keyword id="21269142" type="General" weightage="20" keywordseo="Indian-universities" source="keywords">Indian universities</keyword> can offer admission twice a year, it will benefit many students. Such as those who missed admission to a university in the July/August session due to a delay in the announcement of board results, health issues, or personal reasons. Biannual university admissions will help students maintain motivation since they do not have to wait one full year to be admitted if they miss admission in the current cycle," UGC Chairman Kumar said on Tuesday. Currently, UGC Regulations allow the Higher Education Institutions (HEIs) to admit students in one academic session in a year starting in July/August. An 'Academic session' is twelve months, beginning in July/August. Indian HEIs, therefore, follow the academic session that begins in July-August and ends in May-June. UGC had decided in its 571st commission held on 25 July 2023 to permit <keyword id="22014108" type="General" weightage="20" keywordseo="biannual-admissions" source="keywords">biannual admissions</keyword> under Open and Distance Learning (ODL) and Online modes in January and July during an academic year. As per the information furnished by the HEIs on the UGC DEB portal, in addition to a total of 19,73,056 students were enrolled in July 2022 and an additional 4,28,854 students joined in January 2023 in ODL and online programs. Considering the tremendous response and interest from the students in ODL and online programs in biannual admissions, in its meeting held on May 15 this year the UGC took a policy decision to allow Higher Education Institutions who offer programs in regular mode to admit students twice in a year, either in January/February or July/August from the coming academic year, the UGC chairman said. Those institutions that have the required infrastructure and teaching faculty can utilize the opportunity to admit students biannually. Offering biannual admissions is not mandatory for the HEIs; it is the flexibility that UGC provides to the HEIs who want to increase their student intake and offer new programmes in emerging areas. To be able to admit students twice a year, HEIs must make suitable amendments to their institutional regulations. Biannual admissions will also enable the HEIs to plan their resource distribution, such as faculty, labs, classrooms and support services, more efficiently, resulting in a better functional flow within the university, he said. Noting that Universities worldwide already follow a biannual admission system, he said that if Indian institutions adopt the biannual admission cycle, they can enhance their international collaborations and student exchanges. "As a result, our global competitiveness will improve, and we will align with the global educational standards," the UGC Chairman said. Biannual admissions can substantially increase the Gross Enrolment Ratio and make India a 'Global Study Destination' as envisioned in National Education Policy (NEP) 2020, he said. Further, Kumar said that if HEIs adopt biannual admissions, they need to work on administrative intricacies, good planning for increased use of available resources, and providing seamless support systems for the smooth transition of students admitted at dissimilar times of the year. Universities in India can now admit students twice a year on lines of foreign varsities: UGC chairman

The <keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword> has warned edtech companies and colleges offering degrees in collaborative arrangements with <keyword id="6726010" type="General" weightage="70" keywordseo="foreign-universities" source="Orion">foreign universities</keyword> not recognised by it, according to officials. The <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (UGC) has also reiterated that none of these degrees will be valid and cautioned students against taking admission in such courses. "It has been observed that many <keyword id="505101" type="General" weightage="60" keywordseo="Higher-Education-Institutions" source="Orion">Higher Education Institutions</keyword> (HEIs) and colleges have entered into collaborative agreements with foreign-based educational institutions or providers not recognised by the commission and have been facilitating the issuance of foreign degrees to the students," UGC Secretary <keyword id="722170" type="General" weightage="50" keywordseo="manish-joshi" source="Orion">Manish Joshi</keyword> said. "Any such kind of collaboration or arrangement is not recognised by the UGC and, accordingly, the degrees issued subsequent to such collaboration arrangement are also not recognised by the commission," he added. Joshi said it has also come to the UGC's notice that some edtech companies are advertising in newspapers, social media and television, offering degree and diploma programmes in online mode in association with some foreign universities and institutions. "Such a franchisee arrangement is not permissible and any such programme or degree shall not have UGC recognition. Action will also be taken against all the defaulting edtech companies as well as the HEIs under applicable regulations," Joshi added. "Students and the general public are advised to exercise due caution and any enrolment in such courses will be at their own risk," Joshi added.

UGC warns edtech companies offering degree courses online in association with foreign universities

A bench comprising <keyword id="15469242" type="General" weightage="20" keywordseo="Chief-Justice-D-Y-Chandrachud" source="Orion">Chief Justice D Y Chandrachud</keyword> and justices JB Pardiwala and Manoj Misra, however, said the dismissal of the PIL does not amount to a decision on the merits of the PIL as it was filed by a lawyer and not by aggrieved students. "Why are you (lawyer) coming? Let the students come here themselves," the CJI told the lawyer, adding "while declining the above PIL, we express nothing on merits". The bench asked advocate Ujjawal Gaur, who has filed the PIL as a petitioner, to focus on some legal matters and leave such issues for aggrieved persons. The ministry on June 19 had ordered the cancellation of the UGC-NET exam and handed over the matter to the CBI for an investigation. In the plea, Gaur also sought a direction to immediately stay the proposed re-examination of the UGC-NET exam until the CBI completes its inquiry into the <keyword id="20116086" type="General" weightage="20" keywordseo="paper-leak" source="keywords">paper leak</keyword> allegations. "The petitioner asserts that the decision is not only arbitrary but also unjust, given the recent findings of the Central Bureau of Investigation (CBI). "The CBI's investigation brings the fact that the evidence suggesting the paper leak is doctored, thus nullifying the grounds on which the cancellation was based," the plea, filed through advocate Rohit Pandey, said. The petitioner submitted that the "unwarranted" cancellation of the exam has caused significant distress, anxiety, and an unnecessary expenditure of resources for the aspirants who have rigorously prepared for this crucial examination.

Supreme Court refuses to entertain PIL against government decision to cancel UGC-NET exam

From the coming new academic session, more than 300 universities across the country can implement the Four-Year Undergraduate Programme (<keyword id="1650316" type="General" weightage="80" keywordseo="fyup" source="Orion">FYUP</keyword>). However, this will not be mandatory as students will have the option to pursue FYUP or three-year undergraduate programme. According to <keyword id="44171" type="General" weightage="80" keywordseo="ugc" source="Orion">UGC</keyword>, students will get a four-year undergraduate 'UG Honours' degree with research specialisation. At present, FYUP has been implemented in about 150 universities across the country from the current session 2023-24. According to UGC Chairman Professor M. Jagadish Kumar, this number will double in the next session. FYUP was implemented by 105 universities across the country at the beginning of the academic session 2023-24. The universities implementing four-year undergraduate courses included 19 central universities, 24 state level universities, 44 deemed universities and 18 private universities. These include Delhi University, Aligarh Muslim University, Jammu Central University, <keyword id="64114" type="General" weightage="50" keywordseo="visva-bharati-university" source="Orion">Visva Bharati University</keyword>, <keyword id="19309330" type="General" weightage="50" keywordseo="rashtriya-sanskrit-university" source="Orion">Rashtriya Sanskrit University</keyword> and Maulana Azad National Urdu University. Now the number of these universities has increased to 150. Under the framework of FYUP, UGC has provided students the option to pursue a three-year undergraduate degree as well as a four-year Honours degree, following the provisions of the National Education Policy (NEP). According to the UGC Chairman, students will be provided with a three-year UG degree on completion of 120 credits and FYUP Honours degree on completion of 160 credits in 4 years. Students wishing to pursue research specialisation will have to undertake a research project in the four-year undergraduate course. With this, they will get an Honours degree along with research specialisation. Experts believe that the new draft of the Four Year Undergraduate Programme (FYUP) will help students wishing to pursue higher education abroad. The craze among Indian students for studying abroad is increasing year by year. Till November last year, more than 6 lakh Indian students went abroad for higher education, whereas in 2021 this number was 4.44 lakh. As per these figures, Canada, Germany, Australia, United States and Italy are the top 5 countries where more Indian students prefer to study. According to the new draft of UGC, now students will be able to get undergraduate 'Honours' degree only after completing four years instead of three years. UGC says that the draft curriculum and credit framework of FYUP is as per international standards. One advantage of international equality in the level of education is that Indian students will get more opportunities than before for higher education in universities of America and Western countries. However, some academics do not agree with this. Renowned educationist <keyword id="19309331" type="General" weightage="50" keywordseo="cs-kandpal" source="Orion">CS Kandpal</keyword> said, "FYUP will help those students who are interested in getting admission in many famous universities of America. But there is a need to teach such skills in the programme so that employment can be increased. Such skills will also be very helpful for students studying abroad. These skills may include communication, adaptability, foreign language, and self-awareness." "The basic objective was to include more number of students in the three-year programme in the country. FYUP is an extension of the three-year degree programme. Like in schools you go to class, prepare notes and give exams. You get a grade according to your performance in the exam. With this type of education, students are not prepared to pursue graduation as well as career in good universities abroad, because their aim is only to get admission in a foreign university. Institutions which are planning to start FYUP need to think about this," he added.

300 univs to see national rollout of four-year undergraduate programme

Ahead of college admissions, <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>) has warned students against unrecognised or 'fake' institutions operating in the country. In the last two years, the UGC has identified 27 such 'fake' higher educational institutions in the country. With the admission process around the corner, students across the country have been asked to beware of educational institutions that are not established as per the UGC Act but offer degrees in contravention of stated provisions. According to <keyword id="693288" type="General" weightage="50" keywordseo="union-education-ministry" source="Orion">Union Education Ministry</keyword>, the degrees provided by such institutions will not be valid for further studies or jobs. Recently, the UGC detected two unrecognised institutions and is likely to soon release a fresh list of such institutions. According to a recent notice issued by the UGC, the 'Open International University for Alternative Medicines' and the '<keyword id="17077663" type="General" weightage="50" keywordseo="national-board-of-alternative-medicines" source="Orion">National Board of Alternative Medicines</keyword>' are running courses in violation of the UGC Act 1956. The UGC appealed to students across the country not to take admission in these institutions as their degrees will not be valid for further education or job. Earlier, the UGC had also issued a similar notice against the All India Institute of Public and Physical Health Science, a higher educational institution in Delhi. The UGC in its notice advised students not to take admission in "self-styled" institutes. The UGC from time to time releases lists of such unrecognised colleges, universities and institutes to make students aware of institutions, which are fraudulently offering degree courses. It also keeps an eye on such self-styled institutions in the interest of students. Last year, the UGC identified about 24 such higher educational institutions and declared the degrees awarded by them "invalid and fake". According to the UGC, students should thoroughly examine it before taking admission in higher educational institutions. Students and parents should make sure that the concerned educational institution is recognised by the UGC. These educational institutions can be verified on the UGC website. Significantly, the UGC and All India Council for Technical Education (AICTE), which promotes technical education in India, have also issued a warning against the educational institutions of Pakistan. In this joint advisory issued for Indian students, it was said that Indian students should not take admission in any college or educational institution in Pakistan. According to the UGC, students pursuing education in Pakistan will not be eligible to get jobs and higher education in India. UGC and AICTE have said that Indian students should not go to Pakistan for higher education. An Indian student going to Pakistan to pursue technical education, higher education or any other course will not be able to take admission in India for further studies or jobs. UGC cautions Class 12 students against fake univs; says no to higher studies in Pak

A nationwide change will take place in the higher education system, especially in undergraduate courses as language will cease to be a barrier in BA, B.Com, and B.Sc courses. In view of the same, preparations have begun to make the course books available in languages like Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Tamil and Telugu among others. The <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>), under an initiative by the <keyword id="10025694" type="General" weightage="50" keywordseo="union-ministry-of-education" source="Orion">Union Ministry of Education</keyword>, is engaging with publishers to translate English textbooks to various Indian languages. Pearson India, Narosa Publishers, Viva Books, S. Chand Publishers, Vikas Publishing, New Age Publishers, Mahavir Publications, Universities Press and Taxmann Publications are some of the major publications involved in the process. Along with these, representatives of <keyword id="118548" type="General" weightage="50" keywordseo="oxford-university-press" source="Orion">Oxford University Press</keyword>, Orient Blackswan and Elsevier also participated in the high-level meeting. The UGC recently held discussions with representatives of Wiley India, Springer Nature, Taylor &amp; Francis, Cambridge University Press India, Cengage India and McGraw Hill, India on bringing out undergraduate English textbooks in Indian languages. UGC, as a part of NEP 2020, is working towards getting the most popular textbooks translated for UG programmes in higher education institutions across the country in the 12 Indian languages. UGC Chairman Professor M. Jagadesh Kumar told IANS that the <keyword id="6355822" type="General" weightage="80" keywordseo="commission" source="Orion">Commission</keyword> will act as a nodal agency to provide help and support to the publishers with regard to identification of textbooks, translation tools and editing experts so that the books can be made affordable in the digital format. He added that the Commission will proceed further in two ways, wherein popular textbooks of the programmes will be identified and translated and simultaneously, Indian authors will be encouraged to write the textbooks in Indian languages for non-technical subjects. Kumar was all praise for the publishers who participated in the mission and said that the Commission intends to get several books translated within six to twelve months, for which it has constituted an apex committee to prepare a road map and work towards the goal. Kumar said that the focus will be on the translation of existing textbooks which will later be extended to postgraduate programmes. UGC prepares ground for Bachelor's exams in 12 Indian languages

The <keyword id="9669599" type="General" weightage="50" keywordseo="common-university-entrance-test" source="Orion">Common University Entrance Test</keyword> (<keyword id="12942090" type="General" weightage="100" keywordseo="cuet" source="Orion">CUET</keyword>) 2022 started on Friday for admission to undergraduate courses in colleges. Around 14,90,000 candidates have registered for CUET-UG, out of which, about 8,10,000 candidates are appearing in the first slot on July 15, while about 6,80,000 candidates will appear in the second slot starting from August 4. The <keyword id="581232" type="General" weightage="50" keywordseo="national-testing-agency" source="Orion">National Testing Agency</keyword> is conducting this test at various centres in 554 cities across <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> and 10 cities outside India. <keyword id="44171" type="General" weightage="50" keywordseo="ugc" source="Orion">UGC</keyword> President M Jagadesh Kumar said that 98 per cent candidates have been allotted CUET exam centres in their chosen cities. According to the National Testing Agency (NTA), students have applied for 54,555 unique combinations of subjects under the new education policy. Significantly, under the new education policy, students have been given more freedom to choose the subjects of their choice. Due to this, unique combinations of different subjects have been created. The <keyword id="13437603" type="General" weightage="50" keywordseo="central-university-entrance-test" source="Orion">Central University Entrance Test</keyword> is being conducted for undergraduate courses in colleges on the basis of the class <keyword id="155806" type="General" weightage="50" keywordseo="xii" source="Orion">XII</keyword> syllabus only. There are no questions in the entrance test from the syllabus of any other class other than XII. The marks obtained in class XII will not be considered for admission in the colleges under CUET. 85 Indian universities will provide admission to students in undergraduate courses through this process. In the first slot, the exam will be held on July 15, 16, 19 and 20 while in the second slot it will be organised on August 4, 5, 6, 7, 8 and 10. Students who clear these exams will be considered eligible for admission in 90 universities. These include 43 central universities. According to the NTA, keeping in mind the large number of subjects, a specific date sheet has been prepared for each candidate. CUET-UG:  Over 8Lakh appearing in the first slot on Friday

Unable to meet the deadlines set up by the <keyword id="6354977" type="COMPANY" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> for conducting and evaluating the intermediate (Class 12) <keyword id="78564" type="PERSON" weightage="20" keywordseo="Board-examinations">board examinations</keyword>, the <keyword id="37102" type="COMPANY" weightage="20" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword> government on Thursday cancelled it as well as the Class 10 board <keyword id="6364702" type="UNKNOWN" weightage="20" keywordseo="examinations">examinations</keyword>. "It is impossible to complete the process of examinations by July 31, as directed by the Supreme Court. We have informed this matter to the Chief Minister," said Education Minister Adimulapu <keyword id="9999" type="COMPANY" weightage="20" keywordseo="Suresh">Suresh</keyword>. He said that the apex Court gave leeway for the state to come up with a scheme of assessment within 10 days and complete examination process by July 31, which is not possible for the state. "Because of the tight schedule, it is not possible to conduct the exams. The government has cancelled Board of Intermediate Education (BIE) theory 2021 exams," he said, adding that it generally takes 45 days to complete this process and announce the results. Suresh said the scheme of evaluating marks for the cancelled intermediate examinations will be declared soon. A high-powered committee will decide the mechanism for awarding marks to students soon. Considering the prevailing circumstances, the state government has also cancelled Class 10 standard examinations. "Cancelling examinations is the second best option while the first option was always conducting the examinations," he added. According to the Minister, the Court also ordered the <keyword id="56459" type="COMPANY" weightage="20" keywordseo="University-Grants-Commission">University Grants Commission</keyword> (<keyword id="44171" type="COMPANY" weightage="20" keywordseo="UGC">UGC</keyword>) to not commence the admission process until the <keyword id="6356155" type="COMPANY" weightage="20" keywordseo="cbse">CBSE</keyword>, the <keyword id="6386146" type="COMPANY" weightage="20" keywordseo="icse">ICSE</keyword> and all the states declare their results for these exams by July 31. He said this decision has been taken to ensure that AP students will not be at a loss while taking admissions for undergraduate courses. However, Suresh said the government was prepared to conduct the exams always duly following the Covid protocols, which is not the case anymore considering the Court's deadlines. The UGC response was conveyed by its counsel, Solicitor General Tushar Mehta, on a batch of pleas that challenged the UGC schedule for final-year university exams before September 30. Mehta contended before a bench headed by Justice Ashok Bhushan that it's not in the interest of students to not hold exams. He asked the top court for time to file a reply to Delhi and Maharashtra governments' affidavits, wherein they said they had decided to cancel the exams in state universities. The petitioners' counsel contended that the UGC guideline for holding exams are "not legally or constitutionally valid". Mehta argued that Delhi's and Maharashtra's decisions to cancel exams in their respective state universities are against the UGC rules. He argued that the UGC is the only body that can prescribe rules for conferring a degree, and the state governments cannot change the rules. The counsel for one of the petitioners replied that there is complete inconsistency in the Ministry of Human Resource Development and UGC guidelines. The top court adjourned the hearing till Friday, after the UGC asked for time to respond to the affidavits filed by Delhi and Maharashtra.
