New Delhi, Apr 17 () The road transport ministry on Friday said it is discharging its social responsibility by helping drivers, labourers and other needy people -- most of whom were stranded on roads after the lockdown announcement. Soon after the announcement by Prime Minister Narendra Modi on March 24, Road Transport and Highways Minister Nitin Gadkari asked field units of the ministry across the length and breadth of the country to extend necessary help to their workers/ labours and the common people. "The Ministry of Road Transport and Highways has taken up the social responsibility of helping people on the roads during the nationwide lockdown due to COVID-19. All the field units and offices of the ministry, as well as the associated organisations NHAI and NHIDCL came forward to help mitigate the difficulties of the people. Reports are continually pouring in from several parts of the country on how people were helped in great ways," the ministry said in a statement.In Maharashtra, when a large number of people started to move to their native places in Rajasthan, Uttar Pradesh and other states on this weekend, and were moving ahead with kids and family members under scorching sun, they were offered food and water by the Thane unit, it said. A local NGO 'Samata Vichar Prasarak Sanstha' was also roped in to help in distribution of food packets, it added. Similarly, in Prayagraj district of UP, many labourers and truck drivers got stuck on highways due to lockdown, the statement said adding they were without food and water and in such a condition, the project directorate undertook on itself the responsibility of feeding them. "The benevolent work is continuing due to owning up of responsibility by all officers and staff members of the directorate. Similar stories have come in from the Fatehpur district of UP, where a large number of people and truck drivers were stranded, and had no food due to closing of roadside eateries. Local field office came forward and provided food and water to mitigating public," the statement said. In Trichi district of Tamil Nadu, NHAI patrolling team found five people at Palur on the National Highway No. 45, it said and added that they were immediately given food and water, and were provided face masks for their safety. They were then taken to the nearby shelter, where they are being looked after well till date. The NHAI concessionaire at Wardha in Maharashtra is sheltering about 50 people since the beginning of the lockdown. Due to closure of roadside restaurants, drivers and commuters on essential duties were facing difficulty in getting food and water, the statement said and added food, water, hand wash facilities are being provided to these people on regular basis while taking care of social distancing and sanitation. Road transport ministry helping needy, poor amid Covid-19 lockdown

In the backdrop of less state transport buses and crumbling system, the road and transport ministry has sought a grant of Rs 2,500 crore in <keyword id="2783177" type="UNKNOWN" weightage="20" keywordseo="Budget-2016">Budget 2016</keyword>. 
 
The ministry wants to double state transport buses and the issue might be taken up on a pari passu basis with an equal amount allocation from the respective states. 
 
It is worth mentioning that only 5 per cent of the country's population use state transport buses. 
 
The proposal also assumes significance in the wake of government mulling conversion of about 1.5 lakh diesel buses run by state transport corporations into electric buses. 
 
"We have 1.5 lakh buses of state road transport corporations. It is our effort to convert 1.5 lakh diesel buses into electric battery-operated buses which will reduce Rs 8 lakh crore bill on import of crude and petroleum and would also help in making India pollution free," said Road Transport and Highways Nitin Gadkari. 
 
Also, Gadkari wants an allocation for proposed Smart Mobility Through Intelligent and Legal Enforcement (SMILE) scheme. 
 
The ministry has sought Rs 800 crore allocation in Budget 2016. 
 
Under the proposal, the Centre is likely to include the commissionerates of police under its proposed SMILE scheme, which will help meet the infrastructural requirement of the states traffic police. 
 
The Ministry has proposed to include 10 cities of India under the SMILE project in first phase.

Road ministry wants Rs 2,500-crore annual grant in Budget 2016 for state road transport

New Delhi, Mar 23 () The government is contemplating allowing those with colour blindness get driving licence after having consulted the matter with medical experts.Issuing a draft notification, the Ministry of Road Transport and Highways has sought suggestions and comments from various statkeholders for an amendment in Motor Vehicle Rules for enabling such individuals obtain driving licence. The Ministry of Road Transport and Highways (MoRTH) has invited suggestions and comments from all stakeholders including the general public on the proposed amendment in the Motor Vehicle Rules for enabling colour blind people procure driving licence, MoRTH said in a statement on Monday."It was brought to the notice of the ministry that the colour blind citizens were not being able to get the driving licence made although they are able to perform all functions properly except from identifying colours. The matter was sympathetically examined consulting the medical experts," the statement said. It had been reported that the citizens with certain degree of colour blindness can be provided with driving licence and this is being done in many countries of the world, it added.Being sensitive to the issues raised and considering the demand of such citizens, the ministry has issued a draft notification ... for amendment to Form 1 and 1A of Central Motor Vehicles Rules 1989 for soliciting comments and suggestions from all stake holders," it added.The suggestions or comments can be sent to the Joint Secretary (Transport), Ministry of Road Transport and Highways, Transport Bhavan, Parliament Street, New Delhi by April 15, it added. Govt mulls allowing partially colour blind obtain driving licence

To make highways safer for people in India, the road transport ministry is planning to launch highway radio advisories, common in developed countries. The service will play an important role in providing them information about <keyword id="6361065" type="COMPANY" weightage="80" keywordseo="traffic">traffic</keyword>, weather and eateries. 
 To begin with, the road transport ministry has approached the <keyword id="384646" type="ORGANIZATION" weightage="80" keywordseo="Information-and-Broadcasting-Ministry">information and broadcasting ministry</keyword> to start its highway radio advisory service initially on three radio frequencies, a senior official told the Economic Times. 
 The government plans to build an intelligent transport system that addresses concerns regarding <keyword id="428051" type="PERSON" weightage="80" keywordseo="environment-pollution">environment pollution</keyword> and road safety through <keyword id="2858733" type="UNKNOWN" weightage="80" keywordseo="better-data-collection">better data collection</keyword>. 
 Moreover, the road ministry would also launch IT-based initiatives like road asset management system, <keyword id="918528" type="UNKNOWN" weightage="60" keywordseo="Vehicle-Tracking-System">vehicle tracking system</keyword> and real toll data management. It might use satellite to monitor road conditions, traffic, and encroachments. 
 
The official said the pilot project is expected on the Delhi-Jaipur highway. "We want to start the project on a pilot basis once we have the spectrum and other requirements," the official told the financial daily. 
 Once the road ministry gets the spectrum allocated for the radio stations, it will float tender inviting private players to operate the service, the official added. A meeting between the officials of the two ministries to discuss <keyword id="2858732" type="UNKNOWN" weightage="60" keywordseo="availability-of-spectrum">availability of spectrum</keyword> on the Delhi-Jaipur highway is likely to happen soon. 
 
"Flow of information about the highway to the user would bring in preparedness for most eventualities. However, it is ultimately the road condition that needs to be improved on this stretch, which can be a nightmare for a commuter at times," said an industry expert. 
 
The government has taken some steps for road accidents victims such as providing them free treatment on the Gurgaon-Jaipur stretch of the NH8. The project ensures medical care for the first 48 hours or up to Rs 30,000. 
 The road ministry has also been trying to expedite widening a 225.6 km stretch on the <keyword id="2858731" type="UNKNOWN" weightage="80" keywordseo="Gurgaon-Kotputli-Jaipur">Gurgaon-Kotputli-Jaipur</keyword> section of NH8 to six lanes. The cost of developing the stretch is about Rs 1,673.7 crore.

Google on Wednesday added real-time information about bus arrival times for Delhi on <keyword id="97416" type="ORGANIZATION" weightage="20" keywordseo="Google-maps">Google Maps</keyword>, making it easier for people to plan their trips. The information will inform users which bus to catch, the time it will arrive at a designated bus stop, the duration of the trip, and if there is a delay. Further, Google Transit will automatically update the arrival times and will mark them in green or red on Google Maps. The tech giant teamed up with the <keyword id="3515544" type="PERSON" weightage="20" keywordseo="delhi-transport-ministry">Delhi Transport Ministry</keyword>, the Delhi Integrated Multi-Modal Transit System (DIMTS), the <keyword id="482311" type="ORGANIZATION" weightage="20" keywordseo="Indraprastha-Institute-of-Information-Technology">Indraprastha Institute of Information Technology</keyword> (IIIT) Delhi, and <keyword id="226298" type="COMPANY" weightage="20" keywordseo="Lepton-Software">Lepton Software</keyword> to develop the feature. If it is not already selected, tap the "transit" icon (the little tram) to view times, bus numbers, routes and real-time arrival information highlighted in green or red. Tapping a recommended route will show more information on the route's stops, while tapping the bus stop shows a list of all arriving buses, where relevant real-time info is depicted by the green or red beacon. It is also possible to access real-time bus information by searching for a particular bus stop, tapping its name and its listed bus numbers. Google Maps adds real-time bus arrival times for Delhi commuters

The move is aimed at easing efforts during natural calamities and emergency situations. The government has prepared a standard design for the road runway. The airstrips will span over 5-6 kilometres on a 60-metre wide concrete road. They will have parking slots for four aircraft, two gates at either ends of the strip and an Air Traffic Control (ATC) tower. The road runways are aimed at reaching out to the affected areas in the fastest possible time in case of natural calamities such as earthquakes or floods when air connectivity is the only viable option.The government plans to remove the hindrance caused by the electric poles, trees and dividers. According to the country’s Ministry of Road Transport and Highways, the landing airstrips will cost about ₹836.6 million. The project will be managed by the Indian Air Force (IAF), India’s Ministry of Defence and its transport ministry. Mansukh Mandaviya, Minister of State for Road Transport and Highways, <a href="https://www.thehindubusinessline.com/economy/logistics/country-to-have-11-emergency-landing-air-strips-on-national-highways-mandaviya/article25538114.ece">reportedly</a> said that the first such strip will be set up in Gujarat on National Highway number 151 near Khambhaliya of Devbhumi Dwarka district. Mandaviya also said that the government has potentially identified 13 roads across seven states that can have emergency landing. India plans to build 11 emergency airstrips on its national highways

To construct about 2,000 kilometres of highways in 12 hill states of India, including Arunachal Pradesh, Jammu and Kashmir, Mizoram, Himachal Pradesh and Manipur, the Indian government is preparing a project worth Rs 25,000 crores. 
 
As per officials, most of these projects will be awarded as per the government-funded model of engineering, procurement and construction or 
EPC. However, a few high traction projects connecting religious places in Himachal and J&amp;K will be taken up in accordance with the newly conceived hybrid annuity model. 
 "Projects worth Rs 10,000 crore were awarded in hill states last year, only 10% of the total projects awarded in the country. This year, we're focusing more on hill states as they border with China, Nepal and Pakistan, and are of high strategic importance to India," a senior <keyword id="104973" type="ORGANIZATION" weightage="100" keywordseo="Transport-ministry">transport ministry</keyword> official told ET requesting anonymity. 
 
PMO has also asked the road transport and highways ministry to fasten up road development in these states. 
 
Amongst the hilly highways, about 300 km would be in Arunachal Pradesh, 256 km in Mizoram, 250 km each in Jammu and Kashmir and Himachal Pradesh, 100 km in Manipur and the remaining would be made in Uttarakhand, Assam, Sikkim, Nagaland and West Bengal. The newly constituted <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">National Highways</keyword> and Industrial Development Corporation will be undertaking majority of these highways. 
 
In last fiscal, the ministry has awarded about 10,000 km of highway contracts worth Rs 1 lakh crore, out of which nearly 6,300 km was made at the rate of almost 18 km a day on average. This fiscal, the target is to construct nearly 10,000 km with a pace of 28 km per day on an average.

Government will spend Rs 25,000-cr to construct hilly highways in states bordering with China, Nepal and Pakistan

New Delhi, Mar 18 () To restrict travel by people through public transport, the Centre on Wednesday asked states to consider refund of fare to passengers for advance bookings done by them. The states and UTs have been requested to minimise transport numbers among the people, and also if it is not unavoidable, refund of fare may be considered against advance bookings, the Road Transport and Highways Ministry said in a release. "Union Ministry of Road Transport &amp; Highways has urged all the States and Union Territories to take necessary steps for containing novel coronavirus - COVID 19 in the means of public transport," the release said. In a letter to the Principal Secretaries and Secretaries in charge of Transport, and Transport Commissioners of all States/UTs, the Union ministry has highlighted the importance of social distancing for controlling this disease, it added. Further, the States/UTs have been requested to make arrangements for sending SMSs to the passengers for making them aware of these steps. NAM NAM MRMR

The Indian Government is planning massive changes in transportation sector and adding a dash of tech to it. Government’s think-tank <keyword id="2665691" type="UNKNOWN" weightage="20" keywordseo="Niti-Aayog">Niti Aayog</keyword> has approved six proposals for high-tech public transport, which will improve travel experience. The transport ministry has constituted a six-member committee which will be headed by a former top official of Railways. The committee will study safety parameters associated with these technologies and global practices. "These new technologies are path breaking and can alter the way of intercity travel in the country. Since we don't have any such thing in India, we need to know the global safety standards and ensure that these technology companies are following it. Even for the pilot project, passenger safety is paramount,” a senior transport ministry official told ET. As part of the plan, six major technologies such as metrino, stadler buses, hyperloop, pod taxis, hybrid buses and freight rail road will be tested in India. "Something like metrino (pod taxis) is almost one tenth of the cost of the metro, so there's a cost advantage as well. However, technologies such as hyperloop can take some time but we would like them to come to India,” the official told ET.

While the ministry claims that the buses are for all passengers, it appears that only Palestinian villages have been told of their existence, sparking serious claims of segregation.
<a href="http://www.haaretz.com/news/national/israel-introduces-palestinian-only-bus-lines-following-complaints-from-jewish-settlers-1.506869">According to Ha'aretz</a>, any Palestinian who holds an entrance permit to the State of Israel is legally allowed to use public transportation. However, the newspaper has previously reported on a number of incidents in which Arab passengers have been forced off of buses.
<a href="http://www.ynetnews.com/articles/0,7340,L-4351368,00.html">YNet News</a> also spoke to several bus drivers, who claimed that under the new rules, due to start Monday, Palestinian passengers will be asked to leave the buses on mixed lines used by Jewish settlers.
Officially, the ministry claims the buses were only a result of crowding and tensions between Arab passengers and Jewish passengers. However, <a href="http://www.ynetnews.com/articles/0,7340,L-4351368,00.html">one source told YNet</a> that security threats were also a consideration. <a href="http://www.haaretz.com/news/national/israel-introduces-palestinian-only-bus-lines-following-complaints-from-jewish-settlers-1.506869">According to Ha'aretz</a>, pressure from Jewish settlers was a factor in the Transportation Ministry's plan.

These services often charged high prices and will presumably be put out of business by the new, cheaper lines.
The news has sparked considerable coverage in Arab media, <a href="http://english.alarabiya.net/articles/2013/03/03/269328.html">with Al Arabiya asking if the area needed</a> another "Rosa Parks moment" and comparing the situation to racial segregation in the U.S. On Twitter, <a href="https://twitter.com/JeffreyGoldberg/status/308249088544083968">the Atlantic's Jeffrey Goldberg</a> argued that the controversy over the lines showed West Bank settlements were "incompatible with democracy".

Israel Accused Of Segregation After 'Arab Only' Buses Launch On West Bank

The Indian government has sought help from <a href="http://www.businessinsider.in/searchresult.cms?query=ola&amp;sortorder=effectivedate">Ola</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=uber&amp;sortorder=effectivedate">Uber</a>, asking them to train one lakh commercial drivers annually, majority of them women. 
 
In a bid to address the shortage of trained drivers, the government has asked the <a href="http://www.businessinsider.in/searchresult.cms?query=taxi+aggregators&amp;sortorder=effectivedate">taxi aggregators</a> to set up driver training institutes in small towns. 
 
Top officials of the <a href="http://www.businessinsider.in/searchresult.cms?query=road&amp;sortorder=effectivedate">road transport and highways ministry</a> raised the issue in a recent meeting with senior executives of <keyword id="1042120" type="PERSON" weightage="20" keywordseo="Uber">Uber</keyword>. 
 
"Operations of Uber have grown massively in the country. There's a huge shortfall in supply for commercial drivers. We want these technology-based app companies to train one lakh drivers a year," a senior transport ministry official told ET. 
 While <keyword id="6354720" type="PERSON" weightage="20" keywordseo="Ola">Ola</keyword> and Uber will train drivers, the government will make sure that they get a commercial driving licence in less time. Presently, it takes one year to obtain a commercial licence and the government is mulling to reduce it to three months. 
 
According to a road ministry estimate, over 1.6 million vehicles in India are licensed to run as city cabs but there are not as many quality drivers. According to an estimate, India's organised taxi-hailing market is estimated to grow to $15 billion by 2022 from the current $1.2 billion. 
 
"We have already told Uber to train drivers. Ola executives are meeting us shortly. We want them to commit to training drivers every year as they will need them too because of growing demand and also because they have their own fleet growing," the official told ET.
