Rashid, also known as <keyword id="21038061" type="General" weightage="100" keywordseo="Engineer-Rashid" source="keywords">Engineer Rashid</keyword>, was elected from Baramulla seat as an independent candidate defeating National Conference leader Omar Abdullah in the recent Lok Sabha polls. He was <keyword id="19900069" type="General" weightage="20" keywordseo="arrested" source="keywords">arrested</keyword> in a 2017 Jammu and Kashmir <keyword id="20041532" type="General" weightage="20" keywordseo="terror-funding-case" source="keywords">terror funding case</keyword>. Rashid had moved the court seeking interim bail, or custody parole in the alternative, to take oath and perform his parliamentary functions. Additional Sessions Judge Chander Jit Singh allowed custody parole for two hours on July 5 to enable him to take oath. A detailed order is awaited. On Monday, the <keyword id="19907350" type="General" weightage="20" keywordseo="NIA" source="keywords">NIA</keyword>'s counsel did not oppose Rashid's plea and said his oath taking should be subject to some conditions like not speaking to the media and completing all formalities within a day. Rashid has been in jail since 2019 after he was charged by the NIA under the Unlawful Activities (Prevention) Act for his alleged involvement in a terror funding case. The former MLA's name cropped up during the investigation of Kashmiri businessman Zahoor Watali, who the NIA had arrested for allegedly funding terrorist groups and separatists in the Kashmir valley. The NIA had filed a charge sheet against several individuals, including Kashmiri separatist leader Yasin Malik, Lashkar-e-Taiba founder Hafiz Saeed and Hizbul Mujahideen chief Syed Salahuddin in the case. Malik was awarded life imprisonment by a trial court in 2022 after he pleaded guilty to the charges.

Delhi Chief Minister <keyword id="19901384" type="General" weightage="100" keywordseo="Arvind-Kejriwal" source="keywords">Arvind Kejriwal</keyword> will return to <keyword id="56350" type="General" weightage="20" keywordseo="tihar-jail" source="Orion">Tihar jail</keyword> on Sunday as his interim bail in a money laundering case linked to the alleged Delhi liquor policy scam ends on Saturday (June 1). Kejriwal was given interim bail by the <keyword id="19895345" type="General" weightage="20" keywordseo="supreme-court" source="keywords">Supreme Court</keyword> to campaign for the Lok Sabha elections on May 10 and was asked to surrender to Tihar jail on June 2. The Delhi CM had earlier moved the Supreme Court for an extension of interim bail. On Wednesday, the Supreme Court rejected his plea, stating that since he was given liberty to move the trial court for regular bail, the plea here is not maintainable. Meanwhile, Delhi's Rouse Avenue Court on Saturday reserved the order on the interim bail plea moved by Kejriwal, citing medical reasons in a money laundering case related to the alleged excise policy scam. The court fixed June 5 for the pronouncement of the order on the plea seeking 7-day bail, while refused to pass the order today itself as requested by Kejriwal's Lawyer. Senior Advocate N Hariharan, who appeared for Kejriwal, submitted that the interim bail was to campaign for his party (the Am Aadmi Party), which is a national party. "I am out for 20 days and had I not done it, you would've said see he didn't campaign and fell ill. It was a lot of stress due to the campaigning and you know that stress is a aggrevator of diabetes. What was alarming was that keto levels rose in the urine. The aspect of concern is the high level of sugar and the keto numbers," Kejriwal's advocate submitted in the plea. Appearing for the Directorate of Enforcement (ED), Solicitor General Tushar Mehta and Additional Solicitor General SV Raju submitted that Arvind Kejriwal suppressed facts including about his health conditions. During preliminary arguments, ED lawyers stated that they have objections to filing interim bail as well. This court cannot modify the Supreme Court order. He's on interim bail because the SC granted it, what he is asking here is an extension of the Supreme Court order," the ED lawyers submitted. "This interim bail plea is required to be dismissed as it is full of suppression of facts. The Supreme Court had granted Liberty to him that he can file regular bail but the liberty to seek an extension of interim bail was not granted to him. He has said that these tests require 7 days, but the nature of the test has been suppressed," they further stated. ED also raised maintainability issues on interim bail plea and submitted that instead of getting a medical test done, he was travelling across. Medical tests would take more than one hour. ED further submitted that the applicant in fact has gained 1 kg weight and falsely claimed that he has lost 7 kg weight. The Registrar of the Supreme Court has passed a speaking order and the same has been suppressed by them. There is a reason for suppression and it is because he had been travelling for campaigning purposes, but he didn't get the tests done then, ED said. Recently Kejriwal through his legal team filed two different bail applications before the concerned court. His regular bail plea is listed for a hearing on June 7, 2024. Earlier, Arvind Kejriwal posted an emotional message on Friday and said that he is proud that he is going to jail to save the country from dictatorship. In his video message, Kejriwal said, "Tomorrow the 21 days are getting over, the day after tomorrow I have to surrender. I don't know how long they will keep me in jail this time. But my spirits are high. I am going to jail to save the country from dictatorship. I am proud of this. They tried to break me many times, tried to make me bow down but I didn't." Kejriwal was arrested by the ED on March 21 in connection with a money laundering probe relating to alleged irregularities in the now-cancelled <keyword id="20106989" type="General" weightage="20" keywordseo="Delhi-Excise-Policy" source="keywords">Delhi excise policy</keyword> 2021-22.

The Special Judge, Rouse Avenue Court Complex has dismissed the interim bail application of <keyword id="174" type="General" weightage="100" keywordseo="thapar" source="Orion">Thapar</keyword>, which was filed on medical grounds, citing his deteriorating health. During the course of proceedings, the judge requisitioned the medical status report of Thapar from the Chief Medical Officer, <keyword id="56350" type="General" weightage="50" keywordseo="tihar-jail" source="Orion">Tihar Jail</keyword>, where he is currently lodged in. The medical officer-in-charge of the Central Jail opined that Thapar continues to have persistent left-sided chest pain, palpitations, vertigo, blackouts, severe lumbar pain, and his previous records show severe co-morbidities. The report further stated that any delay in investigation and intervention may lead to irreversible damage. Counsel for Directorate of Enforcement, N.K. Matta, strongly objected to bail, stating that the jail authorities are well equipped to provide necessary treatment. New Delhi, Jun 19 () The superintendent of Tihar Central Jail number 4 has tested positive for coronavirus, officials said on Friday. He complained of fever on June 4 and has been on leave since then. He got tested for the virus on June 11 and the report came positive two days later, a senior jail official said. "He is fine now, but will continue to remain in home quarantine till June 27," Director General (Prisons) Sandeep Goel said. Till Friday, 36 prison staff and 19 inmates have tested positive for the virus. Seven staff members and 16 inmates have recovered from the disease, the DG said. NIT DPB DPB

Tihar Jail official tests COVID-19 positive

New Delhi, May 11 () Three inmates of Tihar Jail have been put under quarantine after one of them, a rape accused, is suspected to have come in contact with a coronavirus-infected person, jail officials said on Monday. They said the man was lodged in a separate cell in central jail number 2 of Tihar along with two other inmates in a rape case and did not show any symptoms for COVID-19. However, the woman, who is the complainant in the rape case, tested positive for COVID-19 on May 9 following which the police informed us, the jail authorities said. "After we received information from police that the complainant had tested positive for coronavirus, the accused was also tested for COVID-19 on Sunday morning along with the two other inmates who were lodged in the same cell. "None of them showed any symptoms but their samples were sent for testing as a precautionary measure. We received their reports on Monday according to which all the three of them have been tested negative for the infection. But all of them have been quarantined for 14 days as a precaution," said Sandeep Goel, Director General (Prisons). In the wake of coronavirus outbreak, prison authorities said they have taken several precautionary measures, including creation of isolation wards in each jail for suspected cases, restricting entry of new inmates only to two jails among others. According to jail officials, medical screening of everyone entering the jails including inmates, jail staff, security and medical staff are being conducted. Repeated screening of all the existing inmates for any symptoms of COVID-19 are also being carried out regularly.Besides, court production of inmates and their family meetings have also been stopped while the inmate telephone call facility has been extended to all inmates 'free of cost', they said.Visits by outside agencies, including NGOs have also been discontinued and referral and visits to outside hospital have been restricted to only emergency situations.Movement of inmates outside the ward in all jails have also been restricted and sanitisation and disinfection of the lodgement areas of the inmates and residential complexes of staff are being done on regular basis, according to jail officials. All new inmates are pre-screened before lodging in jail and regular awareness drives are being held among inmates as well as jail staff including security forces and other agencies in the jail through briefings and public announcements about the infection, the officials added.The jail authorities said they have procured and distributed Personal Protective Equipment kits, masks, gloves and and alcohol-based hand rubs and soaps for its front line staff. He runs his own gang and has been a challenge for Delhi Police for his involvement in various heinous crimes in the city. He is a resident of Madangir and carries a reward of 50,000. The second criminal on the list is Delhi's ex-MLA Rambir Shaukeen, a resident of Nangloi in Delhi. Rambir Shaukeen is the maternal uncle of gangster Neeraj Bawana. In 2015, an AK-47 was allegedly recovered from Shokeen's Bawana property. In 2018, Shaukeen absconded from Delhi's Safradjung hospital in Delhi from the custody of UP police. A reward of 50,000 has been declared on his arrest. The third criminal in the list is Rashid, alias Cablewala, a resident of Chauhan Banger in Trans Yamuna area of North East Delhi. He is wanted for several cases including murder and Arms Act at police station Welcome. He carries a reward of 50,000 for his arrest. The fourth is gangster Kapil Gangwan infamous as Nandu. He operates his own gang in Najafgarh and the adjoin areas. He too is wanted in cases of murder and Arms Act amongst other crimes in the capital. Kapil too carried a reward of 50,000 for his arrest. Jyoti Sangwan, the brother of Kapil Sangwan is the fifth criminal in the most wanted list. He too has almost the same number of heinous cases registered against him in Dwarka North police station including that of murder. Kasim, another criminal from North East Delhi features on Delhi police most wanted list at number six. A resident of Brahampuri, he is infamous in the area as Raju Bachain. He is wanted in murder, attempt to murder beside several other cases in New Usmanpur police station. He too carries a reward of Rs 50,000. At number seven, Delhi police has the name of Hashim alias Baba. He is a resident of Mustafabad. Besides murder and attempt to murder many other cases have been registered against him in North East Delhi's Jafrabad police station. Hashim carries a reward of Rs 1 lakh. Vikas Langpuria, another dreaded criminal is at number eight on the most wanted list of Delhi Police. He is a resident of Jhajjar in Haryana and has several cases registered against him in Najafgarh . He is wanted in MCOCA too. Vikas too has a reward of Rs 1 lakh for his arrest. At number nine is Vijay Singh, alias Vijay Pehalwan. He is a resident of village Kishan Garh in Delhi and has several cases registered against him including that of murder at Vasnt Kunj North in Delhi. Vijay also carries a reward of Rs 1 lakh. Abdul Nasir, a notorious criminal from Jafrabad is listed at number 10. He is wanted by crime branch of Delhi Police under MCOCA. At number 11 is Samir alias Chhotu, a resident of North East Delhi's Jafrabad. He too carries a reward of Rs 1 lakh and is wanted in Seelampur police station for murder and other cases. At number 12 is Rohit Chowdhary, a resident of Aya Nagar in Delhi. He is wanted in murder case of Saket beside other criminal offenses. He too carries a reward of Rs 1 lakh. Delhi Police in the past few months has launched an offensive against its most wanted criminals and has been successful in arresting Jitender Maan alias Gogi (29), Delhi's most-wanted gangster, who was carrying a bounty of Rs 6.5 lakh on his head, and was arrested by Delhi Police along with his three accomplices, from Gurugram in March this year. On July 8, the special cell of Delhi Police was also successful in arresting notorious criminal Sandeep Dhillon from Siliguri in West Bengal. He fled from police custody in February 2018 from a Delhi hospital. Meet Delhi's 12 'Most Wanted' criminals

New Delhi, The <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> scare has reached <keyword id="56350" type="LOCATION" weightage="20" keywordseo="Tihar-jail">Tihar Jail</keyword> as well as other jails in the national capital and a total of 18 prisoners have been quarantined so far. The isolated prisoners include eight foreign nationals out of which three are from Afghanistan. They also include four women. Till three to four days ago there were 12 Afghan nationals among the quarantined prisoners but the number has come down to three now. They were all arrested by the <keyword id="55109" type="COMPANY" weightage="20" keywordseo="Customs-department">Customs Department</keyword>. Additional Inspector General Raj Kumar on Wednesday confirmed the precautionary measures taken by the <keyword id="58961" type="LOCATION" weightage="20" keywordseo="Tihar">Tihar</keyword> authorities. "Yes, we have adopted the precautionary measures following the coronavirus fear. Some Indian and foreign nationals have been put into <keyword id="76059" type="ORGANIZATION" weightage="20" keywordseo="isolation">isolation</keyword>. It was required as per the advisories issued by the government and health department," he told IANS. He said three persons from jail number 3, five from jail number 5, three from jail number 8-9 and one from jail number 10 (Rohini jail) have been put in isolation. Similarly, one prisoner from Mandoli's jail number 14 and two from jail number 16 have been isolated. Jail 16 is a women's jail. According to Tihar jail data accessed by IANS, a total of four women prisoners from two jails have been isolated as a precautionary measure. Presently, eight prisoners from five countries have been isolated. In central jail 7, four prisoners have been put in isolation including three Afghan and one Kyrgyzstan national. The three prisoners from jail number 8-9 who have been separated from others include two from Jordan and one from Saudi Arabia. Similarly, a Brazilian national has been isolated in Central jail 10 (Rohini jail).

Coronavirus enters 'most secured' Tihar Jail as 18 prisoners quarantined

It was 3 a.m. on Friday when all the four convicts in the Nirbhaya rape case were taken out from their barracks for a brief time. They were already awake as the "fear to be hanged" did not allow them to sleep. When the jail authorities asked them to finish their routine work and wear the new clothes provided by the jail authorities, they all broke down and fell at the feet of the jail staff. "It's not right to reveal their identity, but they were not in the right state of mind and wanted to talk to jail workers but could not say a single word. They even refused to have tea when it was offered," a <keyword id="56350" type="LOCATION" weightage="20" keywordseo="Tihar-jail">Tihar jail</keyword> source said. According to a Tihar headquarters source, "At around 5 a.m. the DCP of West District reached to meet these convicts. The Jail Superintendent introduced them to the DCP. Thereafter, they completed the <keyword id="65964" type="PERSON" weightage="20" keywordseo="Documentation">documentation</keyword> formalities." "After completing the documentation, they were taken out from their cells and their faces were covered with cloth," he added. An officer, requesting anonymity, told IANS: "They were not reacting to anything before their faces were covered but soon after they realised that they have reached the hanging room, one of them broke down and started crying and screaming. He almost fell down on the floor. But the jail staff took him to the hanging platform". Each of the convicts was accompanied by six wardens who took them to the hanging platform. When their feet were being tied, one of them started resisting but the security personnel restrained him. The convicts' hands were tied when they were taken out of their cells. Now, it was the time to deliver justice to Nirbhaya. All the convicts were supposed to be hanged at the same time but Pawan was the only hangman there to pull the lever, hence, the jail staff helped in pulling the other handles. Finally, at 5.30 a.m. when Jail Superintendent S. Sunil signalled that it was time to hang the convicts, Pawan and the other persons pulled the handles. After 30 minutes, the doctor who was present there, declared the convicts dead and their bodies were sent for post-mortem to <keyword id="114717" type="PERSON" weightage="20" keywordseo="Deen-Dayal-Upadhyay">Deen Dayal Upadhyay</keyword> hospital.

New Delhi, Apr 19 () A high-powered committee, headed by a Delhi High Court judge, has decided that 250 prisoners from Rohini and Tihar jails will be temporarily shifted to the Mandoli prison to decongest the jails in a bid to prevent the spread of coronavirus, which has infected 16,116 people and claimed 519 lives so far India.The committee, headed by Justice Hima Kohli, resolved in its April 18 meeting that the transportation of 200 prisoners from Rohini Jail and 50 from Tihar Jail shall be done in full compliance of the social-distancing norms.The jail administration shall ensure that no transportation in excess of half or one-fourth capacity of the bus is carried out to ensure that the prisoners maintain a considerable distance with each other during these transits, the committee, which was constituted in March on the orders of the Supreme Court, said."The committee, in view of the suggestions made by the Director General (Prisons), has resolved that 200 prisoners from Rohini Jail and 50 prisoners from Tihar Jail can be shifted to Mandoli Jail on a temporary basis, that is, till the time the present circumstances prevailing in the country persist, so as to enable the jail administration to implement social distancing amongst the prisoners," the minutes of the meeting recorded.It deliberated and resolved on various means of achieving social distancing, including to quarantine fresh inmates, taking stock of the effect of the criteria adopted earlier, determining a fresh category of prisoners who can be released on interim bail.The panel was also informed by authorities that in view of its March 28 and April 7 directions, 1,109 orders were issued to release convicts on parole and 953 have been released.The authorities said though orders were issued to release 1,109 convicts on "emergency parole", some of them were not released as they were unwilling and some were residents of Punjab, Bihar and Uttar Pradesh.The decision of the committee was taken at a meeting held via video-conferencing with officials of the DG (Prisons), Delhi State Legal Services Authority (DSLSA) and home department of the Delhi government.The meeting was held pursuant to the March 23 direction of the apex court to every state to set up a high-powered committee to take measures to reduce the population of inmates in the over-crowded jails of the country by determining the category of prisoners to be released on parole and interim bail.The committee was informed that 25 convicts were released after granting remission of sentence and 36 more shall be released up to June 30.The DG (Prisons) informed the committee chairperson that there are 11 convicts who have become eligible for release after grant of remission but could not be released for non-payment of fine.The panel observed, "Being conscious of the fact that the COVID-19 pandemic has swept the country, forcing the central government to declare a "national lockdown" of 40 days, these convicts or their family members may have become incapacitated to deposit the fine so imposed on them, along with the substantial sentence."On the suggestion of the DG (Prisons), the committee resolved that these 11 convicts who have completed their substantive sentence can be released on furnishing an "undertaking" to the satisfaction of the jail superintendent to the effect that they shall deposit the fine amount within 15 days of lifting of the lockdown, failing which they shall surrender to serve the remainder of their sentences.The committee also expressed satisfaction over the steps and precautions taken by the jail authorities to prevent the spread of COVID-19 on the jail premises.The steps taken by the authorities include frequent cleaning and sanitisation of the bathing and kitchen areas, maintaining social distance and putting new prisoners under quarantine.The panel noted that on the basis of the criteria adopted earlier, as on date, about 2,700 inmates or convicts or undertrial prisoners have been released on parole or interim bail.According to the DG (Prisons), after adopting the criteria set out earlier for release prisoners, the jail population has come down from 17,552 as on March 25 to 14,799 as on April 18.The DG (Prisons) had earlier said that in the 16 jails in Delhi, which have a total capacity of 10,026 prisoners, there are 17,440 inmates, of whom 14,355 are undertrials.The chairperson of the panel also appreciated and lauded the efforts put in towards the implementation of the resolutions adopted at earlier meetings held by the Delhi government, jail administration and DSLSA, which led to the desired results of decongestion of Delhi prisons. Coronavirus: 250 prisoners to be shifted from Tihar and Rohini jails to Mandoli prison

New Delhi, May 24 () Tihar Jail reported its first coronavirus case after a 45-year assistant superintendent tested positive for the infection on Sunday, jail officials said. The assistant superintendent, posted at Central Jail No 7, is a resident of Staff Residential Complex of Tihar Jail, they said. Director General (Prisons) Sandeep Goel said the assistant superintendent had taken leave on Friday as he wanted to go home and meet his family but he did not show any symptoms. However, before leaving, he got himself tested for COVID-19 on May 22 in Amrapali Hospital and his results came positive on Sunday, he said. According to the jail officials, as the official was tested positive his contact tracing was done by jail authorities and it was found that one jail staffer, who is said to have been in close contact with the infected jail staffer, has been tested for COVID-19 but his results are awaited and he was sent for home quarantine. While five others, including two other jail staffers, who also came in contact, have been sent on home quarantine while three inmates have been kept in an isolation barrack, senior jail officials said. As a precautionary measure, the infected official's nine neighbours, who also work at different Delhi jails, have been asked to quarantine themselves and not to attend duties even though none of them came in contact with him, they said. All the men are presently asymptomatic and authorities will keep a check on their medical condition, they added. Till date, 18 people from Rohini Jail have tested positive for COVID-19 while another case was also reported from Mandoli Jail after a deputy superintendent tested positive last week. AMP KJ KJ

Tihar Jail reports first COVID-19 case as assistant superintendent tests positive

New Delhi, Jun 24 () A Delhi court Wednesday sought response from Tihar central jail on a plea filed by an alleged ISIS operative, seeking proper medical treatment, claiming that he has developed symptoms of COVID-19. The application on behalf of accused Asif Ali submitted that 18 jail inmates, including him, have developed symptoms like cough, cold and fever. He was arrested by the NIA in a case lodged in December 2015 for allegedly conspiring to carry out terror attacks in various parts of the country. Special Judge Praveen Singh issued notice to the jail authorities and directed them to file their response by June 26, when the court will next hear the matter. The plea, moved by advocate M S Khan on behalf of Asif Ali, has urged the court to direct Tihar jail authorities to provide him proper medical treatment or send him to a hospital.He said that 18 jail inmates, including Ali, have developed symptoms, i.e. cough, cold and fever and no efforts have been made by the jail administration for the medical check up of the inmates. "That given the current scenario, it is imperative for the jail authorities to get the accused persons treated well and get their COVID tests done," the application said. It added that if no timely action is taken, the situation can get more worse as the chances of developing Coronavirus may be on the higher side. The NIA had filed a charge sheet against 16 suspected ISIS operatives, arrested from across the country allegedly on the charges of recruiting and financing people to join the terror group. The probe agency had outlined the role of all the accused in a larger conspiracy of ISIS to further its ideology. It had claimed that members of banned terror group -- Islamic State (IS) or Islamic State of Iraq and Syria (ISIS) or Islamic State of Iraq and Levant (ISIL) -- in connivance with a few resident and non-resident Indians, have been indulging in identification, radicalization, recruitment, training. The accused were arrested from different parts of the country for allegedly recruiting and financing people to join the terror organisation.
