Free solar electricity to mobile nuclear plants — major sustainability initiatives announced in Budget 2024!

Finance Minister Nirmala Sitharaman on Tuesday announced a cut in customs duty on minerals such as lithium, copper and cobalt, which are critical for nuclear energy, renewable and other sectors, to give a fillip to the energy transition. In her budget speech in Lok Sabha, Sitharaman recalled that in the interim budget she had announced a strategy to sustain high and more resource-efficient economic growth, along with energy security in terms of availability, accessibility and affordability. "We will bring out a policy document on appropriate energy transition pathways that balances the imperatives of employment, growth and environmental sustainability," she said. Noting that minerals such as lithium, copper, cobalt and rare earth elements are critical for sectors like nuclear energy, <keyword id="19895602" type="General" weightage="20" keywordseo="renewable-energy" source="keywords">renewable energy</keyword>, space, defence, telecommunications, and high-tech electronics, she proposed to fully exempt customs duties on 25 critical minerals and reduce BCD (basic customs duty) on two of them. This will provide a major fillip to the processing and refining of such minerals and help secure their availability for these strategic and important sectors, she said. She stated that energy transition is critical in the fight against climate change. To support energy transition, she proposed to expand the list of exempted capital goods for use in the manufacture of solar cells and panels in the country. Further, she stated that in view of sufficient domestic manufacturing capacity of solar glass and tinned copper interconnect, I propose not to extend the exemption of customs duties provided to them. Noting that steel and copper are important raw materials and to reduce their cost of production, she proposed to remove the BCD on ferro nickel and blister copper. "I am also continuing with nil BCD on ferrous scrap and nickel cathode and concessional BCD of 2.5 per cent on copper scrap," she said. About the PM Surya Ghar Muft Bijli Yojana, which was rolled out earlier this year, he informed the House that in line with the announcement in the interim budget, PM Surya Ghar Muft Bijli Yojana has been launched to install rooftop solar plants to enable 1 crore households obtain free electricity up to 300 units every month. A joint venture between NTPC and BHEL will set up a full-scale 800 MW commercial plant using AUSC technology and the government will provide the required fiscal support, she added. Moving forward, the development of indigenous capacity for the production of high-grade steel and other advanced metallurgy materials for these plants will result in strong spin-off benefits for the economy, she pointed out. A roadmap for moving the 'hard to abate' industries from 'energy efficiency' targets to 'emission targets' will be formulated, she stated adding that appropriate regulations for the transition of these industries from the current 'Perform, Achieve and Trade' mode to 'Indian Carbon Market' mode will be put in place. She further stated that an investment-grade energy audit of traditional micro and small industries in 60 clusters, including brass and ceramic, will be facilitated. Financial support will be provided for shifting them to cleaner forms of energy and implementation of energy efficiency measures. The scheme will be replicated in another 100 clusters in the next phase, she stated. It's a sign markets are anticipating a disruption to power plants that could send prices tumbling, despite low gas storage in recent months.The price drop comes as the Southeast prepares for <a target="_blank" class="" href="https://www.businessinsider.com/hurricane-milton-tampa-mayor-castor-evacuation-orders-die-warning-helene-2024-10">Hurricane Milton,</a> which is expected to hit Florida by Wednesday evening. The storm, which was classified as a Category 5 hurricane, is expected to bring severe damage to Florida and the surrounding states just weeks after the destructive Hurricane Helene brought high winds and flooding to the region. Energy traders have leaned more bullish on natural gas in recent weeks before the latest bout of extreme weather. New Delhi, State-owned <keyword id="19909029" type="General" weightage="20" keywordseo="bhel" source="keywords">BHEL</keyword> on Wednesday said it has bagged an order to set up a 2,400 <keyword id="20225858" type="General" weightage="20" keywordseo="mw-supercritical-thermal-power-project" source="keywords">MW supercritical thermal power project</keyword> (STPP) from coal <keyword id="20225857" type="General" weightage="20" keywordseo="psu-nlc" source="keywords">PSU NLC</keyword> India Ltd. This is the largest power sector order won by the company through competitive bidding, BHEL said in a statement. "BHEL bags an order for setting up a 2,400 MW Supercritical Thermal <keyword id="47379" type="General" weightage="20" keywordseo="power-project" source="Orion">Power Project</keyword>. BHEL has won the prestigious order under <keyword id="20225859" type="General" weightage="20" keywordseo="international-competitive-bidding" source="keywords">International Competitive Bidding</keyword> (ICB) for the greenfield project on an Engineering, Procurement and Construction (EPC) basis at Jharsuguda in Odisha," the company said. The scope of the EPC contract includes engineering, manufacturing, supply, erection, and commissioning of crucial equipment, such as boilers, turbines, generators, and other auxiliary systems, for the 3x800 MW thermal power project. The scope also includes boilers with biomass co-firing capability and highly efficient latest pollution control equipment. The project will be commissioned within 64 months. On commissioning, this plant will contribute to meeting the future base load requirement of electricity in the country. The major equipment will be manufactured at BHEL's Trichy, Haridwar, Hyderabad, Jhansi, Bengaluru, Ranipet, Bhopal, Rudrapur, and Varanasi plants while the company's power sector - southern region will be responsible for the civil works, and erection and commissioning of the equipment. BHEL has a long-standing partnership with <keyword id="20174233" type="General" weightage="20" keywordseo="nlcil" source="keywords">NLCIL</keyword> and installed a significant 77 per cent of the coal/lignite-based power stations of the utility, totalling 3,590 MW. It is the largest manufacturer of power generation equipment in the country and has been a major partner in the country's vision to achieve self-reliance in energy.

BHEL gets 2,400 MW greenfield power project from NLC India in Odisha

The <keyword id="411619" type="General" weightage="20" keywordseo="Thermal-power-plants" source="Orion">thermal power plants</keyword> of <keyword id="20154" type="General" weightage="100" keywordseo="tamil-nadu" source="Orion">Tamil Nadu</keyword> Generation and Distribution Corporation Ltd (TANGEDCO) NLC India Ltd and NTPC Ltd are emitting toxic gases over the permissible limits, as per a study by Poovulagin Nanbargal, an environmental non-government organisation (NGO). The study also found many thermal plants do not have the flue gas desulfuriser (FGD) device, to monitor and control the quantity of toxic gases released from the plants. According to Poovulagin Nanbargal, the study Emission Watch -- Status assessment of SO2 emission and FGD installation for coal -- based power plants in Tamil Nadu, was done along with Centre for Research on Energy and Clean Air (CREA) and ASAR. Poovualgin Nanbargal along with CREA and ASAR conducted a survey on the quantity of toxic gases released from the thermal power plants in Tamil Nadu and identified the number of power plants that have a FGD device to monitor and control the quantity of toxic gases released from the plants. The study is based on data obtained under the Right to Information Act, from the <keyword id="101694" type="General" weightage="20" keywordseo="tamil-nadu-pollution-control-board" source="Orion">Tamil Nadu Pollution Control Board</keyword>'s Online Continuous Emission Monitoring System (OCEMS), the Central <keyword id="60130" type="General" weightage="20" keywordseo="pollution-control-board" source="Orion">Pollution Control Board</keyword>, Tamil Nadu Pollution Control Board, NLC India and NTPC. According to the study, only two out of the 40 thermal power plants (13,160 MW) currently operating in Tamil Nadu (1,200MW) are equipped with FGD. There has been no progress in the purchase of FGD for eight power plants, the study said. As per the survey, 30 thermal power plants have not taken any action to fit the FGD device intended to reduce the toxic gas they emit. Further, it is revealed that no thermal power stations operated by TANGEDCO and NLC India have called for tender to set up FGD in their plants, the study states. "The Union Environment Ministry has set the standards for toxic gases released from thermal power stations in the country. A grace period of two years was given to reduce the toxic gas emission from the plants. But the grace period was extended, and by March 21, 2021 it was announced that the grace period was extended until 2024/25," Sunil Dahiya, a member who conducted the study from CREA said. Dahiya further stated: "There is zero progress in fitting the FGD device for reducing emission during these decades, as well. It is shocking to know that not even one thermal power plant operated by the Government of Tamil Nadu and NLC had issued a single tender for the installation of FGD equipment to reduce emission." Neyveli, Chennai, <keyword id="12392579" type="General" weightage="20" keywordseo="thoothukudi-and-mettur" source="Orion">Thoothukudi and Mettur</keyword> are the most coal burning areas in the country. Neyveli and Chennai are among the top 50 coal burning areas in the world. As per the study, there are significant discrepancies between the data provided on the website of Pollution Control Board's Online Continuous Emission Monitoring System (OCEMS) and the data available under the Right to Information Act (RTI) received in April, May, and June 2021. Sulphur Dioxide (SO2) levels were shown to be very low even when air pollution control equipment was not fitted, according to documents obtained from the Pollution Control Board under the RTI Act. Data obtained under the RTI Act further confirm that in many thermal power plants, Sulphur Dioxide, a gas known to be highly harmful to humans, has been emitted more than the permissible levels. If the Pollution Outcome Measurement issued by the Department of Environment in 2015 had been implemented, Sulphur dioxide emissions should have been within the range of 600 mg / Nm3, 200 mg / Nm3, 100 mg / Nm3, depending on the size and year the power plant was installed, the study states. G. Sundarrajan of Poovulagin Nanbargal said: "According to several reports of the IPCC (Intergovernmental Panel on Climate Change), human activity leads to global warming. The reports also say that the use of fossil fuel by thermal power plants lead to emission of greenhouse gases which in turn leads to intensification of climate change." He said globally there is a shift towards renewable energy and India's interest in opening new thermal plants and refusing to close the obsolete ones, failure to monitor the highly polluting thermal plants and extending the timeframe for reducing the pollution is tantamount to travelling through the path of destruction. As per the study, the solution is to focus on reducing air pollution by 1) investing in air pollution mitigation equipment at thermal power plants and 2) replacing old and less efficient thermal power plants with decentralised renewable energy. Thermal power plants in Tamil Nadu emit more toxic gases than permissible limits, finds study

(Eds: Updating with additional details ) New Delhi, Jan 7 (PTI) Stopping purchase of petrol and diesel cars for its employees, entering into purchase agreements with only renewable power providers, setting up over 100 e-charging stations in its area, common payment portal for all its services and smart bus queue shelters, are among the proposals announced by the New Delhi Municipal Council in its budget for 2022-23. Announcing its ambitious plans of shifting to a 100 per cent renewable energy municipal body of the country, the New Delhi Municipal Council (NDMC) has not renewed its power purchase agreement with thermal power generating stations after its expiry. The civic body has also announced that it is taking up fresh purchase agreements with only renewable power providers, including hydel and solar energy. "NDMC continues to take lead in pollution mitigation measures and has resolved to stop purchase of petrol or diesel based passenger cars and will acquire electric cars in future, converting its existing fleet too in a phased manner. NDMC has already introduced more than 60 e-charging stations in its area and is augmenting by more than 100 in this year itself," the civic body chairman Dharmendra said in his budget speech on Friday. "A fleet of the e-scooter is planned to be deployed in this year complementing the smart bikes. Its cycle-in-city scheme is expected to put in place dedicated cycle tracks in facilitating office goers to cycle to work in a safe and enjoyable manner. To reduce the dust pollution, intensive tree washing is being continued. "Mist sprayers have been deployed at central park with more coming up and mechanical road sweepers have proven to be very effective in mitigating dust in air. Green strips are being developed at a fast pace so that entire brown space is covered leaving little scope for dust pollution," he added. NDMC is going to implement Pay-Gov common payment portal for all services of NDMC in FY 2022-23. Block-Chain based applications in areas of Birth and Death Registration, Estate and Property Tax will be completed by March 31. "Providing electric connection to JJ Cluster in left out jhuggis work is in the pre-tendering stage and is likely to be taken up during the 2022-23 financial year. Two fault locating vans for detecting the fault of feeders are in process and the fault locating vans are likely to be procured by June, 2022," he said. In the education sector, the NDMC has plans to set up one nature based class room in its 10 NDMC and cycling club in five schools. "The total receipts of the budget estimates (BE) 2022-23 are Rs 4,381.43 crore against Rs 3,814.30 crore provided in Revised Estimate (RE) 2021-22. The actual receipts in 2020-21 were Rs 3,915.79 crore. The BE 2022-23 for the revenue receipts are Rs 3,842.78 crore against Rs 3,336.45 crore provided in RE 2021-22 and actual of Rs 3,126.44 crore in 2020-21," he said. "The BE 2022-23 for capital receipts are Rs 538.64 crore against Rs 477.85 crore provided in RE 2021-22 and actual of Rs 789.35 crore in 2020-21. The total expenditure for BE 2022-23 are Rs 4,202.48 crore against Rs 3,678.45 crore provided in RE 2021-22 and actual of Rs 3,236.70 crore in 2020-21. "The BE for revenue expenditure in 2022-23 are Rs 3,525.82 crore against 3,276.37 crore provided in RE 2021-22 and actual of Rs 3,061.07 crore in 2020-21. The capital expenditure is projected at Rs 676.65 crore in BE 2022-23 against Rs 402.09 crore in RE 2021-22 and actual of Rs 175.63 crore in 2020-21," he added. PTI GJS SRY
