A nationwide change will take place in the higher education system, especially in undergraduate courses as language will cease to be a barrier in BA, B.Com, and B.Sc courses. Students will be able to graduate in their mother tongue. In view of the same, preparations have begun to make the course books available in languages like Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Tamil and Telugu among others. The <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>), under an initiative by the <keyword id="10025694" type="General" weightage="50" keywordseo="union-ministry-of-education" source="Orion">Union Ministry of Education</keyword>, is engaging with publishers to translate English textbooks to various Indian languages. Pearson India, Narosa Publishers, Viva Books, S. Chand Publishers, Vikas Publishing, New Age Publishers, Mahavir Publications, Universities Press and Taxmann Publications are some of the major publications involved in the process. Along with these, representatives of <keyword id="118548" type="General" weightage="50" keywordseo="oxford-university-press" source="Orion">Oxford University Press</keyword>, Orient Blackswan and Elsevier also participated in the high-level meeting. The UGC recently held discussions with representatives of Wiley India, Springer Nature, Taylor &amp; Francis, Cambridge University Press India, Cengage India and McGraw Hill, India on bringing out undergraduate English textbooks in Indian languages. UGC, as a part of NEP 2020, is working towards getting the most popular textbooks translated for UG programmes in higher education institutions across the country in the 12 Indian languages. UGC Chairman Professor M. Jagadesh Kumar told IANS that the <keyword id="6355822" type="General" weightage="80" keywordseo="commission" source="Orion">Commission</keyword> will act as a nodal agency to provide help and support to the publishers with regard to identification of textbooks, translation tools and editing experts so that the books can be made affordable in the digital format. He added that the Commission will proceed further in two ways, wherein popular textbooks of the programmes will be identified and translated and simultaneously, Indian authors will be encouraged to write the textbooks in Indian languages for non-technical subjects. Kumar was all praise for the publishers who participated in the mission and said that the Commission intends to get several books translated within six to twelve months, for which it has constituted an apex committee to prepare a road map and work towards the goal. Kumar said that the focus will be on the translation of existing textbooks which will later be extended to postgraduate programmes. UGC prepares ground for Bachelor's exams in 12 Indian languages

CHENNAI: For increasing number of Indians, <keyword id="87" type="COUNTRY" weightage="80" keywordseo="Germany">Germany</keyword> is emerging a favoured <keyword id="6375224" type="ORGANIZATION" weightage="40" keywordseo="higher-education">higher education</keyword> destination overseas. There has been 114% increase in the number of Indian students enrolling for higher education courses there since 2008, according to the latest figures released by the regional office of the German Academic Exchange Service (DAAD). 
 The number of students enrolled has increased from 3,516 in the 2008-09 academic year to 7,532 in 2012-13. US, UK, Australia and <keyword id="6356687" type="COUNTRY" weightage="40" keywordseo="canada">Canada</keyword> have been the most favoured destinations for Indian students, partly due to the absence of a language barrier. But Germany, which has the fifth biggest Indian student population on campuses, has sought to bridge the gap by introducing courses in English and easing visa norms to allow students to look for jobs there after completion of studies. 
 
Engineering courses were the chosen area of study for nearly half the number (close to 48%), followed by mathematics and natural sciences (19.8%). Information technology (13.a8%), and law, economics and social sciences (9.4%) are the other courses sought after by Indian students in Germany. 
 
Speaking to reporters on Wednesday, Franziska Lindhout, director of the DAAD Information Centre in Chennai, said Germany encourages Indian students to sign up for masters and research in engineering as not many natives show an interest in the discipline. "It's least taken up by those in Germany, and the country needs students in these areas, so Germany is interested in cooperation with Indian technical higher educational institutions," she said. 
 
Lindhout said efforts were being made to internationalise German institutions. "It's no longer a prerequisite to learn German to study there. We invite Indian students to pick up the language to help them adapt better and for jobs, But it is not required to pursue a masters or for the visa procedure. It is part of the internationalization process, and DAAD has been pushing for it," she said. 
 
Germany has also made a conscious effort to woo Indian students by sponsoring initiatives aimed at enabling Indian students to study, carry out research and gain work experience in that country. Since 2009, 46 new co-operation projects have been forged between Indian and German universities. Working and research internships and scholarships are part of the effort. 
 
Changes in visa rules to allow Indian students more time to look for employment has also helped increase the number of Indian students headed to Germany. Indians comprise the second largest international student population in Germany, second only to China. 
 
There are not as many undergraduate students from India as those who opt for masters or doctoral degrees in Germany. "There are few English-medium UG courses to choose from in Germany and the school finals in India are not equivalent to that offered in Germany. But, now there are many masters programmes offered in English," said Padmavathi Chandramouli, information manager of DAAD centre in Chennai. 
 As many as 1,324 Indian students AND 761 German students have been part of the DAAD exchange programme. Co-operation agreements have been signed between German institutions and the IITs, IIMs, the department of science and technology and the <keyword id="56459" type="ORGANIZATION" weightage="40" keywordseo="University-Grants-Commission">University Grants Commission</keyword>. 
 
While the country does not offer any scholarships for masters' degrees, its research grants for doctoral programmes in Germany and the bi-nationally supervised doctoral degrees are well known. The application deadline for these scholarships is now October 2 this year. DAAD is also organizing a special information session by Martin Rojek, head of the visa section at the German Consulate in Chennai on Monday in the city to give students information on applying for a student visa to Germany. A pre-departure meet will be held on August 7.

Indian Students' Enrolment In German Universities Up More Than 100% In 5 Years

Even after five years of a parliamentary committee circular ordering the filling up of around 4,500 backlog posts in <keyword id="6360099" type="General" weightage="100" keywordseo="delhi-university" source="Orion">Delhi University</keyword> (DU), the recommendation is yet to be implemented. Now, the varsity teachers are demanding implementation of the circular. The committee had held a meeting with the <keyword id="181369" type="General" weightage="20" keywordseo="education-ministry" source="Orion">Education Ministry</keyword>, <keyword id="56459" type="General" weightage="20" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword>, <keyword id="245696" type="General" weightage="20" keywordseo="department-of-personnel" source="Orion">Department of Personnel</keyword> and Training (DoPT) on the reservation policy for SC, ST, teaching and non-teaching staff and roster issues. The Committee had found a backlog of 4,500 posts in Delhi University and many discrepancies in colleges' rosters. Apart from this, the rosters of three colleges were not prepared as per DoPT. On December 22, 2016, the panel asked the vice-chancellor of the varsity to implement minutes of meeting. Forum of Academics for Social Justice and <keyword id="12648626" type="General" weightage="20" keywordseo="delhi-university-sc" source="Orion">Delhi University SC</keyword>, ST OBC Teachers has expressed deep concern over non-implementation of the circular. Forum chairman Hansraj Suman said the letter by the committee to Yogesh Kumar Tyagi says that 4,500 posts are lying vacant, colleges are not following the reservation policy properly, rules of roster system are not being followed and liaison officers do not have freedom to do their work. In such a situation, the UGC, being the nodal office to implement the reservation, should stop the grant, he said. Aryabhatta College, Deen Dayal Upadhyay College and College of Vocational Studies are the institutions where discrepancies in making roster were found. Suman said that that the then vice chancellor was also told that a time frame should be decided to fill up the backlog vacancies. He said that the letter also mentions that the liaison officer should be thoroughly trained. After five years, circular for filling up 4,500 posts in Delhi University not implemented

The <keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword> has warned edtech companies and colleges offering degrees in collaborative arrangements with <keyword id="6726010" type="General" weightage="70" keywordseo="foreign-universities" source="Orion">foreign universities</keyword> not recognised by it, according to officials. The <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (UGC) has also reiterated that none of these degrees will be valid and cautioned students against taking admission in such courses. "It has been observed that many <keyword id="505101" type="General" weightage="60" keywordseo="Higher-Education-Institutions" source="Orion">Higher Education Institutions</keyword> (HEIs) and colleges have entered into collaborative agreements with foreign-based educational institutions or providers not recognised by the commission and have been facilitating the issuance of foreign degrees to the students," UGC Secretary <keyword id="722170" type="General" weightage="50" keywordseo="manish-joshi" source="Orion">Manish Joshi</keyword> said. "Any such kind of collaboration or arrangement is not recognised by the UGC and, accordingly, the degrees issued subsequent to such collaboration arrangement are also not recognised by the commission," he added. Joshi said it has also come to the UGC's notice that some edtech companies are advertising in newspapers, social media and television, offering degree and diploma programmes in online mode in association with some foreign universities and institutions. "Such a franchisee arrangement is not permissible and any such programme or degree shall not have UGC recognition. Action will also be taken against all the defaulting edtech companies as well as the HEIs under applicable regulations," Joshi added. "Students and the general public are advised to exercise due caution and any enrolment in such courses will be at their own risk," Joshi added.

UGC warns edtech companies offering degree courses online in association with foreign universities

Two years back, a DU aspirant named <keyword id="2254302" type="UNKNOWN" weightage="100" keywordseo="Sunny-Goel">Sunny Goel</keyword> was denied admission by <keyword id="6542932" type="ORGANIZATION" weightage="100" keywordseo="Shri-Ram-College-of-Commerce">Shri Ram College of Commerce</keyword> for no fault of his. 

	Goel had sought admission in B.Com (Honours) course after his best-of-four percentage increased from 95.5 percent to 97.5 percent following re-evaluation of his papers by the CBSE. He had moved the High Court after the college denied him admission on the ground that the admission process had concluded on July 7, while Goel had applied three days later, on July 10.
 Goel said he had applied for admission in the college and had also applied for revaluation but there was a delay on the part of CBSE in revaluating his English paper. He contended that students with percentages less than him were admitted to <keyword id="6363378" type="COMPANY" weightage="100" keywordseo="SRCC">SRCC</keyword>. 

	The boy says it wasn't his fault that CBSE delayed re-evaluating his papers. Why was he being asked to pay the price for it - something he argued before the court as well. 
 

	The court had considered his plight and said the revaluation facility would be "meaningless and nugatory" if students could not make use of revaluated marks. It also held that re-evaluation of marks by CBSE was not an "exercise in futility" and has to have some "significance and import".
 SRCC was then directed to admit Goel. However, the college challenged the single-judge order and argued that it could not be directed to admit students beyond its maximum capacity as the <keyword id="56459" type="ORGANIZATION" weightage="100" keywordseo="University-Grants-Commission">University Grants Commission</keyword> funding was based on their maximum intake capacity. 

	A division bench of Chief Justice G. Rohini and Justice R.S. Endlaw of Delhi High Court had then rejected these contentions on the grounds that the college could always approach the University Grants Commission for release of additional funds.
 

	"The college (SRCC) is the premium college of commerce in the city and enjoys an enviable position. The same is obvious from the college being the first choice of Sunny Goel. We, therefore, do not find any merit in this appeal, which is dismissed," the bench had said in its judgment which came out in September.
 In such cases, another arrangement can be considered- If the college is not left with any seat, a supernumerary seat should be created by <keyword id="6360099" type="ORGANIZATION" weightage="100" keywordseo="Delhi-University">Delhi University</keyword> - was the advice given to the college. 

	Keeping in view the fact that the overwhelming majority of students admitted to colleges under Delhi University belong to the CBSE, the court had also directed the CBSE chairman to meet the vice chancellor to ensure that from the next academic year, "students' re-evaluation marks are taken into account while granting admission to colleges of DU".

Unfortunately, they are all functional, though unrecognised under the UGC Act. Most of such universities are from Uttar Pradesh and Delhi. These include Vishwakarma Open University for Self-Employment, Varanaseya Sanskrit Vishwavidyalaya, Indian Institute of Science and Engineering, Delhi and Netaji Subhash Chandra Bose University. This is not the first time that these colleges have featured in the UGC’s annual list of fake universities. Of the total 23 universities, 14 have been on the <a href="https://www.thehindu.com/news/national/ugc-fake-university-notice-14-out-of-23-on-list-since-2005/article28691632.ece">UGC’s list from 2005</a> — including Commercial University, United Nations University, Vocational University and ADR-Centric Juridical University in Delhi. In fact, the United Nations University, Vocational University, Commercial University appeared in the list of fake universities last year too. Several of these universities continue to claim that they are approved by the UGC on their websites. Badaganvi Sarkar World Open University Education Society, Karnataka, St. John's University, Kerala and Raja Arabic University, Maharashtra have been operational since 2005, despite the UGC’s checklist. The University Grants Commission set up an anti-malpractice cell in 1995 to register complaints on established fake universities. While the board has filed FIRs against several institutions, many of them are still operational. UGC declared 23 Indian institutions as fake universities — and they have been ‘fake’ for over a decade now

Ahead of college admissions, <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>) has warned students against unrecognised or 'fake' institutions operating in the country. In the last two years, the UGC has identified 27 such 'fake' higher educational institutions in the country. With the admission process around the corner, students across the country have been asked to beware of educational institutions that are not established as per the UGC Act but offer degrees in contravention of stated provisions. According to <keyword id="693288" type="General" weightage="50" keywordseo="union-education-ministry" source="Orion">Union Education Ministry</keyword>, the degrees provided by such institutions will not be valid for further studies or jobs. Recently, the UGC detected two unrecognised institutions and is likely to soon release a fresh list of such institutions. According to a recent notice issued by the UGC, the 'Open International University for Alternative Medicines' and the '<keyword id="17077663" type="General" weightage="50" keywordseo="national-board-of-alternative-medicines" source="Orion">National Board of Alternative Medicines</keyword>' are running courses in violation of the UGC Act 1956. The UGC appealed to students across the country not to take admission in these institutions as their degrees will not be valid for further education or job. Earlier, the UGC had also issued a similar notice against the All India Institute of Public and Physical Health Science, a higher educational institution in Delhi. The UGC in its notice advised students not to take admission in "self-styled" institutes. The UGC from time to time releases lists of such unrecognised colleges, universities and institutes to make students aware of institutions, which are fraudulently offering degree courses. It also keeps an eye on such self-styled institutions in the interest of students. Last year, the UGC identified about 24 such higher educational institutions and declared the degrees awarded by them "invalid and fake". According to the UGC, students should thoroughly examine it before taking admission in higher educational institutions. Students and parents should make sure that the concerned educational institution is recognised by the UGC. These educational institutions can be verified on the UGC website. Significantly, the UGC and All India Council for Technical Education (AICTE), which promotes technical education in India, have also issued a warning against the educational institutions of Pakistan. In this joint advisory issued for Indian students, it was said that Indian students should not take admission in any college or educational institution in Pakistan. According to the UGC, students pursuing education in Pakistan will not be eligible to get jobs and higher education in India. UGC and AICTE have said that Indian students should not go to Pakistan for higher education. An Indian student going to Pakistan to pursue technical education, higher education or any other course will not be able to take admission in India for further studies or jobs. UGC cautions Class 12 students against fake univs; says no to higher studies in Pak

<ul><li>The <keyword id="6370685" type="UNKNOWN" weightage="20" keywordseo="Gujarat-government">Gujarat government</keyword>, here on Wednesday, announced the decision to allow colleges and universities to conduct <keyword id="9496137" type="UNKNOWN" weightage="20" keywordseo="final-year-examinations">final year examinations</keyword>.</li><li>Education Minister Bhupendrasinh Chudasama said, "The SP University and the Teacher's University conducted examinations last week. The GTU has announced examination dates. Gradually, other universities and colleges in the state will also conduct final year examinations."</li><li>In the current situation no examinations be conducted and all students should be mass promoted, Paresh Dhanani, Leader of the Opposition, told IANS.</li></ul>The Gujarat government, here on Wednesday, announced the decision to allow colleges and universities to conduct final year examinations. The Gujarat Technological University (GTU) has already declared dates for examinations, which will start from Thursday. However, the Congress has opposed the cabinet decision. Education Minister Bhupendrasinh Chudasama said, "The SP University and the Teacher's University conducted examinations last week. The GTU has announced examination dates. Gradually, other universities and colleges in the state will also conduct final year examinations." He said the GTU had conducted an opinion poll on it's website on holding of examinations. Around 54,000 students replied in affirmative as they wanted to move on, get the certificates for jobs or pursue higher education. Only 900 students opposed holding of examinations, he added. The GTU would conduct examinations while maintaining social distancing, use of masks and sanitizers, and by making other arrangements across its 350 centres, Chudasama said. The GTU has given the students three options -- the classroom examinations that will begin on Thursday, online examinations, and special examinations to be held on improvement in <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> situation. The students living in containment zones or those who are not willing to take classroom examinations can either go for online examinations or special examinations, the dates for which will be announced later. The online examinations will be held from July 21, as declared by the GTU earlier. However, the Congress has opposed the decision to conduct examinations and have demanded that the students be mass promoted. "The corona crisis in Gujarat is out of control. More than 32,000 people have been infected and over 1,800 lost their lives. At such a time, <keyword id="6240601" type="COMPANY" weightage="20" keywordseo="The-University-Grants-Commission">the University Grants Commission</keyword> (UGC) and various other committees, set up in different universities and colleges, recommended cancellation of all examinations and a merit-based progression. Despite this, the GTU has gone ahead. This is playing with the lives of students," said Amit Chavda, Gujarat Congress president. Gujarat government decides to allow final year examinations

The faculty and staffers across higher education institutes and universities might see a 15% hike in their salaries being approved by Guru Purnima (July 9). The hike, which has been proposed by the Human Resource Development ministry, would be applicable from January 1, 2016 if approved by the cabinet. The number of such faculty and staff across all Central and state universities as well as the Centrally funded technical institutes, including IITs, IIMs, NITs, IISERs is around eight lakh. This change would cost the government Rs 75,000 crore over a period of three years, which is why it was also taken up for discussion at the <keyword id="6365387" type="ORGANIZATION" weightage="100" keywordseo="PMO">PMO</keyword> on Monday, sources told <a href="http://economictimes.indiatimes.com/industry/services/education/good-news-for-professors-pay-hike-for-university-staff-faculty-likely-in-july/articleshow/59328453.cms">ET</a>. The portal is now active on the official UGC site trying to give an impetus to colleges to become autonomous, should they choose to do so. However, these colleges will be affiliated to a university, TOI reported. In a notification, the UGC said it is inviting applications to colleges that want to pull away and be their own thing. This means that the colleges will now be able to roll out their own course structure, admissions, student fees and academic faculty staff. Moreover, the <keyword id="156640" type="PERSON" weightage="20" keywordseo="Autonomous-colleges">autonomous colleges</keyword> will also enjoy the liberty to announce results and issue marksheets as a separate entity. The move may affect students who are planning to enroll in several courses under Delhi University. Back in 2016, UGC had<a href="https://indianexpress.com/article/cities/delhi/six-autonomous-colleges-du-marches-ahead/"> floated guidelines</a> for autonomous colleges, encouraging colleges to apply. Given that, Delhi University had pushed colleges to become autonomous institutions. However, this step towards privatisation was largely opposed by students and teachers, finding the move ‘disastrous.’ According to media reports, this may also lead to lack of fund support from the government as the colleges will only pay for courses they can afford. Mehta contended before a bench headed by Justice Ashok Bhushan that it's not in the interest of students to not hold exams. He asked the top court for time to file a reply to Delhi and Maharashtra governments' affidavits, wherein they said they had decided to cancel the exams in state universities. The petitioners' counsel contended that the UGC guideline for holding exams are "not legally or constitutionally valid". Mehta argued that Delhi's and Maharashtra's decisions to cancel exams in their respective state universities are against the UGC rules. He argued that the UGC is the only body that can prescribe rules for conferring a degree, and the state governments cannot change the rules. The counsel for one of the petitioners replied that there is complete inconsistency in the Ministry of Human Resource Development and UGC guidelines. The top court adjourned the hearing till Friday, after the UGC asked for time to respond to the affidavits filed by Delhi and Maharashtra. Degrees won't be recognised if no exams held: UGC tells SC

Universities and <keyword id="20257650" type="General" weightage="20" keywordseo="higher-education-institutions" source="keywords">higher education institutions</keyword> in India can now admit students twice a year similar to the admission process followed by universities abroad, according to the <keyword id="19932585" type="General" weightage="20" keywordseo="University-Grants-Commission" source="keywords">University Grants Commission</keyword> (UGC) Chairman Jagadeesh Kumar. The two admission cycles will be July-August and January-February from the 2024-25 academic session. "If <keyword id="21269142" type="General" weightage="20" keywordseo="Indian-universities" source="keywords">Indian universities</keyword> can offer admission twice a year, it will benefit many students. Such as those who missed admission to a university in the July/August session due to a delay in the announcement of board results, health issues, or personal reasons. Biannual university admissions will help students maintain motivation since they do not have to wait one full year to be admitted if they miss admission in the current cycle," UGC Chairman Kumar said on Tuesday. Currently, UGC Regulations allow the Higher Education Institutions (HEIs) to admit students in one academic session in a year starting in July/August. An 'Academic session' is twelve months, beginning in July/August. Indian HEIs, therefore, follow the academic session that begins in July-August and ends in May-June. UGC had decided in its 571st commission held on 25 July 2023 to permit <keyword id="22014108" type="General" weightage="20" keywordseo="biannual-admissions" source="keywords">biannual admissions</keyword> under Open and Distance Learning (ODL) and Online modes in January and July during an academic year. As per the information furnished by the HEIs on the UGC DEB portal, in addition to a total of 19,73,056 students were enrolled in July 2022 and an additional 4,28,854 students joined in January 2023 in ODL and online programs. Considering the tremendous response and interest from the students in ODL and online programs in biannual admissions, in its meeting held on May 15 this year the UGC took a policy decision to allow Higher Education Institutions who offer programs in regular mode to admit students twice in a year, either in January/February or July/August from the coming academic year, the UGC chairman said. Those institutions that have the required infrastructure and teaching faculty can utilize the opportunity to admit students biannually. Offering biannual admissions is not mandatory for the HEIs; it is the flexibility that UGC provides to the HEIs who want to increase their student intake and offer new programmes in emerging areas. To be able to admit students twice a year, HEIs must make suitable amendments to their institutional regulations. UGC Chairman Kumar said, "With biannual admissions in place, Industries can also do their <keyword id="22014800" type="General" weightage="20" keywordseo="campus-recruitment" source="keywords">campus recruitment</keyword> twice a year, improving employment opportunities for the graduates." Biannual admissions will also enable the HEIs to plan their resource distribution, such as faculty, labs, classrooms and support services, more efficiently, resulting in a better functional flow within the university, he said. Noting that Universities worldwide already follow a biannual admission system, he said that if Indian institutions adopt the biannual admission cycle, they can enhance their international collaborations and student exchanges. "As a result, our global competitiveness will improve, and we will align with the global educational standards," the UGC Chairman said. Biannual admissions can substantially increase the Gross Enrolment Ratio and make India a 'Global Study Destination' as envisioned in National Education Policy (NEP) 2020, he said. Further, Kumar said that if HEIs adopt biannual admissions, they need to work on administrative intricacies, good planning for increased use of available resources, and providing seamless support systems for the smooth transition of students admitted at dissimilar times of the year.
