In a boost to Elon Musk's <keyword id="20034452" type="General" weightage="20" keywordseo="starlink" source="keywords">Starlink</keyword>, Communications Minister Scindia has said the spectrum for satellite broadband will be allocated and not auctioned as sought by Indian billionaires Mukesh Ambani and Sunil Mittal. The satellite broadband spectrum will however be not given free and sector regulator Trai will fix a price for the resource, he told PTI in a text and video interview. "Every country has to follow the <keyword id="20848482" type="General" weightage="20" keywordseo="international-telecommunications-union" source="keywords">International Telecommunications Union</keyword> (ITU), which is the organisation that lays out the policy for spectrum in space or satellites, and the ITU has been very clear in terms of the spectrum being given out on an assignment basis. In addition, if you look across the world today, I cannot think of a single country that auctions spectrum for satellite," Scindia said. India is a member of the International Telecommunication Union (ITU), a UN agency for digital technology. Musk's Starlink and global peers like Amazon's Project Kuiper back an administrative allocation. While Ambani's Reliance Jio has been vocal about the need to allocate such spectrum through an auction to provide a level playing field to legacy operators who buy airwaves and set up infrastructure like telecom towers, Mittal last month at an industry event where Prime Minister Narendra Modi was also present articulated the need to use bidding for such allocation. Jio and Mittal's Bharti Airtel - India's largest and second-largest operators, respectively - feel that giving away the satellite broadband airwaves at a pre-decided price by the government will create an uneven playing field since they had to compete in an auction to get spectrum for their terrestrial wireless phone networks. The two are vying for a piece of the satellite broadband segment as well. Musk-led Starlink is demanding administrative allotment of licences in line with the global trend as it looks to tap into the world's fastest-growing mobile telephony and internet market. Scindia said the Telecom Act of 2023 passed in December has put the matter in 'Schedule 1', which means that the Satcom spectrum will be allocated administratively. Such an allocation will be at a government-decided price, and allow foreign firms like Starlink to offer voice and data services. If the spectrum were to be auctioned, it would have made it costlier for Starlink to roll out services. Starlink has applied for a licence to start operations in the country. Scindia, however, offered no clues on the fate of his application. The minister said that the regulatory process is very clear and transparent. The new Telecom Act has been passed, and the Satellite spectrum is very clearly a part of that in schedule one, he pointed out. "...and therefore, we are open to looking at the application of any entity that wants to invest in India at this point in time. I think only one or two licenses have been given out. And whoever else wants to participate, India is surely going to welcome that," the minister said. Last month, Musk, in a post on X, termed the demand made by Jio for shunning sector regulator Trai's consultation paper on satellite broadband being allocated and not auctioned as "unprecedented", and when Mittal made the pitch in the presence of the Prime Minister, he asked if it was "too much trouble" to allow Starlink to provide internet services in India. This was perhaps the first time that Musk, whose networth of USD 241 billion is more than the combined wealth of Ambani, Mittal and Gautam Adani, had spoken directly against demands for a level playing field made by the Indian firms. The <keyword id="62528" type="General" weightage="20" keywordseo="Department-of-Telecom" source="Orion">Department of Telecom</keyword> (DoT) will hold the next round of <keyword id="20509941" type="General" weightage="20" keywordseo="spectrum-auction" source="keywords">spectrum auction</keyword> on June 6 for eight spectrum bands meant for <keyword id="20501236" type="General" weightage="20" keywordseo="mobile-phone-services" source="keywords">mobile phone services</keyword>. The base price for the auction has been set at Rs 96,317 crore. The spectrum will be assigned for 20 years and successful bidders will be allowed to make payments in 20 equal annual instalments in the coming mega auction. The official said Goods and Services Tax (GST) will have to be paid at 18 per cent by telecom companies along with each instalment. "The <keyword id="19994390" type="General" weightage="20" keywordseo="GST-Council" source="keywords">GST Council</keyword> in its next meeting is likely to clarify the procedure for payment of GST by companies winning the bids during the spectrum auction," the official told PTI. The clarification will end confusion among field formations regarding the method for collection of GST in the auction process. All the available spectrum in the 800 MHz, 900 MHz, 1,800 MHz, 2,100 MHz, 2,300 MHz, 2,500 MHz, 3,300 MHz, and 26 GHz bands are part of the auction. The total frequencies being put under the hammer are valued at Rs 96,317 crore on base price. Moore Singhi Executive Director Rajat Mohan said under the GST law, spectrum payment is covered under licensing services for the right to use other natural resources on which tax is levied at 18 per cent. "Spectrum charges are payable in a phased manner over a period of time, and thereby tax payment shall also be staggered. The board should issue a clarification in this respect so as to avoid any litigation in this regard," Mohan said.

Telecom minister holds meeting with stakeholders on right of way for satellite communications

With this move, users will not be able to use this service for call forwarding starting from April 15, 2024. At present, call forwarding can be initiated and managed by entering the USSD code – *401#. While it is convenient to activate call forwarding using this code, DoT found the system to be vulnerable to misuse. "It has been decided by the competent authority that all licensees shall discontinue the existing USSD-based call forwarding services with effect from 15.04.2024 till further notice,” said the DoT in its order dated March 28. As the DoT has only asked for this service to be suspended, experts suspect that the system could be brought back in the future in a more secure form. <cmsannotation type="cmsannotation" annotationid="Existing users will be required to reactivate call forwarding" comment="subhead" text="Existing users will be required to reactivate call forwarding">Existing users will be required to reactivate call forwarding</cmsannotation> If you have call forwarding activated on your number, you will be required to reactivate it once the service is suspended. It is expected that new ways to activate call forwarding will soon be announced by the telecom operators, in consultation with the DoT. Mobile Number Portability or MNP is a facility that enables users to easily switch from one telecom operator to another, without having to change their mobile number. This allows the user to port out of an operator and move to another if they are not happy with the services offered. MNP was initially introduced in Haryana in November 2010 and a national rollout began in January 2011. Changes to MNP As per the latest amendment, users will not be able to request for allocation of a Unique Porting Code (UPC) that is needed to transfer the mobile connection from one operator to another if there has been a SIM swap or replacement in the last seven days. This is essentially a cooldown you will have to complete before you can port to a different network provider after getting a new physical SIM. Additionally, once you have ported your SIM, you will have to wait for 90 days before you can port again. While the regulatory body has not revealed any information about how the SIM swap scam is happening, it reportedly usually happens when users get a new SIM or place a request to port their SIM. TRAI is also considering DoT’s recommendation to include demographic details matching before allowing the user to port to a new telecom operator. What is a SIM Swap scam? As the name suggests, SIM swap scam involves the scammer getting access to your SIM, either with the help of someone at the mobile service provider or through other means. The scammer often convinces the network operator to activate a SIM card they possess, gaining control of the victim’s mobile number. This allows them to gain access to all calls and text messages that the victim may receive, which is important in this day and age where all accounts are linked to your phone number. Once the scammer gets access to the victim’s mobile number, they use it to gain access to their bank account and steal money. State-owned <keyword id="19970536" type="General" weightage="20" keywordseo="BSNL" source="keywords" meta.keywordsubtype="org" meta.entityname="BSNL" meta.hostid="261" meta.entityid="BSNL">BSNL</keyword> will start rolling out <keyword id="21279641" type="General" weightage="20" keywordseo="4G-services" source="keywords">4G services</keyword> across the country from August, using completely indigenous technology in line with the government's "Atmanirbhar" policy, according to official sources. BSNL officials claimed to have recorded peak speed of 40-45 megabit per second on the 4G network which has been rolled out in the premium spectrum band of 700 megahertz (Mhz) as well as in 2,100 Mhz band during the pilot phase. The company has rolled out 4G services in Punjab using indigenously developed technology by IT company TCS and state-run telecom research organisation C-DoT-led consortium and onboarded around 8 lakh subscribers. "The 4G core developed by C-DoT is performing very well in the BSNL network in Punjab. It was installed in July last year. It takes 12 month to prove the success of such complex technology but the C-DoT core has stabilised within 10 months. BSNL will launch atmanirbhar 4G technology across the country in August," a senior government official, who did not wish to be named, told PTI. The core network is a collection of network hardware, devices, and software that provides fundamental services in a telecommunication network. Telecom regulator <keyword id="19942079" type="General" weightage="20" keywordseo="Trai" source="keywords" meta.keywordsubtype="org" meta.entityname="Trai" meta.hostid="261" meta.entityid="Trai">Trai</keyword> in a recent paper explained core as part of a network that offers the functionality of aggregation, call control, switching, authentication, charging, gateway functionality, etc. TCS, Tejas Networks and government-owned ITI have bagged orders worth about Rs 19,000 crore from BSNL for deploying 4G network which is upgradable to 5G. In a recent earnings call, Tejas Networks Executive Director and chief operating officer Arnob Roy said BSNL's mobile network is getting deployed across zones. He said that wherever the C-DOT core is not available on the BSNL network, the equipment is getting integrated to the existing core. "When the C-DOT core gets deployed in those circles, in those zones, they will get parented to the C-DOT core as well. Tejas Networks Limited. This is just a temporary situation where the RAN (radio access network) is deployed and in that zone, the core is not available," Roy said. BSNL is in the process of deploying 1.12 lakh towers for 4G and <keyword id="20041753" type="General" weightage="20" keywordseo="5G-services" source="keywords">5G services</keyword> across India. "The company has installed over 9,000 towers for 4G service across the country, out of which more than 6,000 are active in Punjab, Himachal Pradesh, UP West and Haryana circle. BSNL has been selling 4G capable SIM only for the last 4-5 years. Only those customers who have older SIM will need to get new SIM to experience the service," a BSNL official said. With lockdowns lifted and restrictions easing, the use of telehealth platforms continues to grow. According to a 2021 <a href="https://www.mckinsey.com/industries/healthcare-systems-and-services/our-insights/telehealth-a-quarter-trillion-dollar-post-covid-19-reality">McKinsey</a> report, over 40% of patients who responded to the survey indicated they would keep using telehealth solutions in a post-pandemic world, and up to 60% of respondents said they would consider adopting "broader virtual-health solutions."Fifth-generation mobile networks, or 5G, are key to enabling a range of healthtech solutions. Their improved connectivity, throughput, and latency will allow medical practitioners to monitor medicine, equipment, and patients from anywhere at any time of the day, according to Sergio Budkin, the director of market development at Virgin Media O2 Business, a London-based telecommunications company."These use cases will save valuable clinician time, meaning they can complete rounds more efficiently," Budkin said, adding that they "reduce expensive waste of medicines and equipment, freeing up budget to be spent elsewhere" and allow IT teams to "support a range of hospitals within a trust from one location."<h2>5G telehealth solutions are in practice</h2>In July, Virgin Media O2 Business teamed up with the South London and Maudsley NHS Foundation Trust, a mental-health-services provider, to open Britain's first 5G-connected hospital. There, a private 5G network powers everything from smart medical storage to e-observations. The hospital will also conduct trials with technologies like the Internet of Things, augmented and virtual reality, and artificial intelligence to improve operations and caregiving. "These include 5G-connected e-observations; connected smart devices and smart monitoring; AR- and VR-enabled headsets to support collaboration between clinicians on complex cases and AI-powered heat mapping to track patient movement through hospitals," Budkin said.On the way to the emergency room, paramedics could diagnose patients and perform lifesaving treatments inside 5G-connected ambulances. "It's something we showed was possible with the <a href="https://www.ericsson.com/en/cases/2020/the-5g-connected-ambulance">UK's first 5G-enabled remote-diagnostic procedure</a>, where a clinician located miles away was able to guide a paramedic remotely through a diagnostic procedure using VR," Blessing Makumbe, the vice president and head of digital services of the UK and Ireland at Ericsson, said. At a time when hospitals are overstretched and understaffed due to COVID hospitalizations, Makumbe said how such 5G applications are "enabling crucial efficiencies and reducing the need for some patients to visit A&amp;E," or the accident-and-emergency department.<h2>5G will have an impact on health-related data and accessibility</h2>Adopting 5G technology will also facilitate a greater stream of medical data, allowing doctors to diagnose and treat patients faster than ever before. Chris Johnson, the head of enterprise at Nokia, said that "patients will benefit from improved support and care coordination as in the future, information flow will be streamlined due to access to new mobile apps and remote devices."Sanjiv Gossain, the group vice president and head of EMEA at Verizon Business, said that 5G technology will help the healthcare industry solve some of its biggest challenges. These include treating growing populations, closing skill gaps, complying with stringent regulations, and safeguarding patient data.But where 5G will likely have the biggest impact on healthcare is accessibility. Gossain told Insider that technologies such as private 5G networks have the potential to transform how medical professionals deliver healthcare by "empowering professionals, sharing intelligence, and improving the quality of care they provide."<h2>5G use is increasing in health services</h2>More companies are joining the effort to make healthcare more accessible through 5G technology. Joe Drygas, the vice president of healthcare solutions at AT&amp;T, said that 5G will allow even more people to access healthcare globally. "Cellular-connected remote patient-monitoring platforms and connected health devices are increasingly important in simplifying access to care anywhere and delivering cost-effective, direct-to-consumer healthcare," Drygas said."Even unique solutions like virtual-reality therapy can help reduce pain for hospice patients. High-speed, low-latency connection from 5G can help make the experience effective and personalized."5G-enabled devices like wearables promise to boost the accuracy of healthcare, too. Andrew Morawski, the senior vice president and general manager at Oracle Communications, said wearables will allow medical practitioners to monitor patient vitals, see how patients react to drugs in clinical trials, detect if someone falls, and much more. "A 5G-enabled patient-monitoring device, for instance, can send real-time information straight to the healthcare provider on a private and secure network so they can react quickly should a crisis arise and also see historical trends in data to help create the best course of treatment for that individual patient," he said.<h2>There's still room for improvement in the 5G space</h2>While many experts believe that 5G offers endless potential in healthcare, some acknowledge that there are obstacles to overcome. Andre Kindness, a principal analyst at Forrester, said the 5G industry has a range of challenges to overcome before it can meaningfully impact healthcare.Kindness said that 5G is "struggling to be added to end devices outside laptops, phones, and tablets" and can be expensive for companies to implement. "The cost of deploying and managing the infrastructure has to come down significantly to be in the same realm as WiFi," Kindness said. "The 5G industry needs to ramp up the number of professionals that know how to set up and manage 5G environments."While cost and infrastructural challenges remain, 5G technology has already begun to transform healthtech and patient care.
