India will celebrate its <keyword id="2027916" type="UNKNOWN" weightage="100" keywordseo="65th-Republic-Day">65th Republic Day</keyword> on <keyword id="4079791" type="UNKNOWN" weightage="100" keywordseo="January-26">January 26</keyword> – a long journey since the world’s biggest democracy gained her <keyword id="1275353" type="UNKNOWN" weightage="80" keywordseo="political-independence">political independence</keyword> on 15 August, 1947, and then successfully prepared one of the most voluminous and versatile Constitutions of the world. <keyword id="6416557" type="PERSON" weightage="100" keywordseo="Republic-day">Republic Day</keyword> or <keyword id="97752" type="UNKNOWN" weightage="100" keywordseo="R-Day">R-Day</keyword> celebrates the date when the Constitution of India came into force – 26 January, 1950 – replacing the <keyword id="196690" type="ORGANIZATION" weightage="100" keywordseo="Government-of-India-Act">Government of India Act</keyword> (1935) as the governing document of the country. 
 A <keyword id="92714" type="UNKNOWN" weightage="80" keywordseo="draft-constitution">draft Constitution</keyword> was initially prepared by the <keyword id="2027910" type="ORGANIZATION" weightage="100" keywordseo="Constitution-Drafting-Committee">Constitution Drafting Committee</keyword>, led by Dr <keyword id="116616" type="ORGANIZATION" weightage="80" keywordseo="BR-Ambedkar">BR Ambedkar</keyword>. Other key members of that panel included <keyword id="869379" type="UNKNOWN" weightage="80" keywordseo="Acharya-Kriplani">Acharya Kriplani</keyword>, Pandit <keyword id="6360386" type="PERSON" weightage="80" keywordseo="Jawaharlal-Nehru">Jawaharlal Nehru</keyword>, Pandit <keyword id="249180" type="PERSON" weightage="80" keywordseo="Govind-Ballabh-Pant">Govind Ballabh Pant</keyword>, <keyword id="5780" type="PERSON" weightage="80" keywordseo="Maulana-Azad">Maulana Azad</keyword>, <keyword id="24098" type="PERSON" weightage="80" keywordseo="sardar-patel">Sardar Patel</keyword> and Dr <keyword id="6354764" type="PERSON" weightage="80" keywordseo="Rajendra-Prasad">Rajendra Prasad</keyword>. The first version was submitted to the <keyword id="99585" type="ORGANIZATION" weightage="100" keywordseo="Constituent-Assembly">Constituent Assembly</keyword> on November 4, 1947. But it took nearly three years of extensive debate, deliberations and moderations before the final document could be freezed. The Constitution was passed in the Constituent Assembly on 26 November, 1949, and was adopted on 26 January, 1950, commemorating the day in 1930 when the Declaration of Indian Independence (Purna Swaraj) was made by the <keyword id="190679" type="ORGANIZATION" weightage="80" keywordseo="Indian-National-Congress">Indian National Congress</keyword>. 
 But so much for history. Fast forward to 2014 and take a look at the key <keyword id="6421547" type="UNKNOWN" weightage="100" keywordseo="amendments">amendments</keyword> made to the <keyword id="99432" type="COMPANY" weightage="100" keywordseo="indian-constitution">Indian Constitution</keyword> and how it impacted the country. Till date, a total of 120 amendment proposals came up although quite a few were abandoned due to various reasons. One or two key amendments mentioned here are still pending, like the <keyword id="121768" type="UNKNOWN" weightage="100" keywordseo="Womens-Reservation-Bill">Women’s Reservation Bill</keyword> that has been passed by the Rajya Sabha or the <keyword id="122785" type="ORGANIZATION" weightage="100" keywordseo="Upper-house">Upper House</keyword> of the Parliament but is yet to be passed by the <keyword id="6355187" type="ORGANIZATION" weightage="100" keywordseo="Lok-Sabha">Lok Sabha</keyword> or the <keyword id="197796" type="ORGANIZATION" weightage="100" keywordseo="Lower-House">Lower House</keyword>. However, the rest of the amendments are already in place and will walk you through India’s socio-political journey. So here’s a quick re-cap of the key changes over the years before you join <keyword id="2027928" type="UNKNOWN" weightage="100" keywordseo="R-Day-festivities">R-Day festivities</keyword>.

Hyderabad, As and when the lockdown ends, people in Hyderabad will be pleasantly surprised to see newly-laid or re-carpeted roads and new flyovers or significant progress in their construction. The municipal authorities in the Telangana capital are making most of the <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> induced lockdown period to complete the construction of roads and flyovers or repair and re-carpet damaged stretches and lay the water and sewerage pipelines. Works in various parts of the city are in full swing to make use of lack of traffic. Dozens of workers can be seen working on roads and flyovers, especially in the information technology hubs of HITEC City and <keyword id="458722" type="LOCATION" weightage="20" keywordseo="Gachibowli">Gachibowli</keyword> and areas like Sheikhpet, Kukatpally, Balanagar, Santoshnagar and Secunderabad. Immediately after lockdown came into effect, Municipal Administration Minister K.T. Rama Rao sensed an opportunity to speed up and complete the pending road and flyover works including some key components of the prestigious Strategic Road Development Plan (SRDP) which aimed at decongesting the city. <keyword id="75378" type="COMPANY" weightage="20" keywordseo="Greater-Hyderabad-Municipal-Corporation">Greater Hyderabad Municipal Corporation</keyword> (GHMC) along with the other executing agencies swung into action. As the construction labourers, many of them migrants, are staying in temporary sheds provided at different places, the contracting firms were told to use their services while ensuring that all norms of lockdown including social distancing are followed. The municipal authorities have made good use of nearly 25 days of lockdown period so far to execute works including redesigning and repair in key stretches, considered as bottlenecks in free flow of vehicular movement, especially in and around IT clusters. A municipal official said their attempts to complete these works before pre-lockdown were hampered by the continuous plying of vehicles and even diversion of traffic at few points was of not much help. "With strict enforcement of lockdown in the city, there are hardly any vehicles plying during day time while the roads are totally deserted during night hours. We feel this is the best time to complete certain works which otherwise are difficult to be executed due to high volume of traffic," the official said. With the lockdown further extended to May 3, the GHMC is using the machines and manpower round-the-clock to ensure completion of as many works as possible. Minister Rama Rao, who also holds the portfolios of urban development, industry and information technology, is personally monitoring the progress of the works. A couple of days ago, he inspected the ongoing works of Balanagar flyover being constructed as a part of the Strategic Road Development Programme (SRDP) and asked the officials to utilise the lockdown period to complete the works in a hassle-free manner. "We have been utilizing the lockdown period to expedite all roads in Hyderabad," said KTR, as the minister is popularly known. KTR, who is son of Chief Minister K. Chandrashekhar Rao, also inspected the ongoing road expansion works at Nagarjuna circle at Panjagutta in the heart of the city. The work was taken up on priority as municipal officials identified it as the key bottleneck in movement of vehicular traffic, especially during peak hours. KTR has been holding meetings with officials to review the progress of the works taken up on war footing. As part of Rs 23,000 crore SRDP, the government plans to develop 54 junctions, 111 km elevated corridors/skyways and underpasses. Under the first two phases, works worth Rs 5,335 crore were taken up. The authorities have already executed works including three underpasses and five flyovers at a cost of Rs 2,982 crore in the first phase. The works under the second phase are currently being executed. Actively involved in the monitoring of works are top officials including Principal Secretary. Urban Development Arvind Kumar, GHMC Commissioner Somesh Kumar and Greater Hyderabad Mayor <keyword id="3485169" type="PERSON" weightage="20" keywordseo="bonthu-rammohan">Bonthu Rammohan</keyword>. GHMC is also focusing on works in the old city which comes under <keyword id="7439722" type="UNKNOWN" weightage="20" keywordseo="Hyderabad-Lok-Sabha-constituency">Hyderabad Lok Sabha constituency</keyword> represented by All India Majlis-e-Ittehadul Muslimeen (AIMIM) chief Asaduddin Owaisi. KTR last week held a meeting with Owaisi in the presence of senior officials to review the development works in his constituency. Arvind Kumar himself inspected ongoing roads and flyover works at Owaisi Junction, Chandrayanagutta, Aramghar and Bahadurpura. While works in most of the places are progressing in a smooth manner as it did not require authorities to acquire private properties, the work on Amberpet flyover work in Secunderabad Lok Sabha constituency represented by Union Minister of State for Home G. Kishan Reddy triggered a row. Some residents of Amberpet complained that GHMC officials asked them to vacate their premises by April 30. They have refused to hand over their properties during lockdown. They are also seeking payment of full compensation. The flyover is to be built by the National Highways as part of the elevated corridor between Amberpet and Ramanthapu, a part of Hyderabad-Warangal highway. Amid lockdown, Hyderabad is building roads and flyovers

Bengaluru/Hyderabad, Jul 8 () The sharp spurt in the number of coronavirus cases in Bengaluru and Hyderabad since relaxations in lockdown curbs last month is causing concern for managers of the two southern cities. In the first seven days of this month alone, Bengaluru has added over 6,800 cases while the Telangana capital more than 9,000 infections with officials attributing it largely to movement of people consequent to easing of restrictions. These two cities had remained relatively immune to the virus till over a month ago when Chennai in neighbouring Tamil Nadu was reporting high case load due to two superspreaders, including Koyambedu wholesale market. In Bengaluru, the country's IT capital, the upward curve came sooner than anticipated, at least by two weeks, prompting officials to expedite measures. On the other hand, in Hyderabad there has also been an increase in the number of tests since late last month with the government declaring it would carry out 50,000 tests in the city and its neighbourhood. The number of COVID-19 cases in Bengaluru was only 358 on May 31 when Lockdown-4 ended but has risen to 4,555 on June 30 (end of unlock 1.0), and further zoomed to 11,361 on Tuesday, according to the city civic body. With 9,395 active cases, the city has so far reported 155 deaths and 1,810 discharges. While the positivity rate stands at 8.52 per cent, mortality rate is 1.37 per cent. According to Dr Giridhar Babu of Public Health Foundation of India, while everyone anticipated the surge, the timing took them by surprise. "So while the state and BBMP (Bruhat Bengaluru Mahanagara Palike) were planning to roll out COVID care centres and everything by the end of this week expecting that the surge will happen around this time, the surge started two weeks earlier," Babu told . Also a member of the state Covid-19 technical advisory committee, he said, "so the emergency response kind of thing did not happen, but now I think it is back on track." Those in administration did expect the cases to increase after relaxation relating to lockdown curbs, but had no idea it would spike so early. "In Bengaluru we were aware that there would be a surge in the number of infections when we relaxed the lockdown, but the information that came to us did not show that the surge will be to this extent," Medical Education Minister K Sudhakar said. "These numbers we are seeing now were expected by July-end, but has happened a bit earlier," he said, but added there was no need to worry as the government was making all the necessary arrangements to manage the situation. Out of the overall 26,815 COVID-19 cases confirmed in Karnataka, 11,361 infections are from Bengaluru Urban, and 800 of the 1,498 fresh cases reported in the state on Tuesday were from the capital city alone. According to Babu, Bengaluru was at the risk of having a surge in cases from the beginning like some other cities, but the numbers did not see an incremental jump during the lockdown because the curbs were implemented much better. He said coordination and preparation within BBMP post relaxations did not match with the kind of "brilliant work" they did during the lockdown and it was one of the reasons for the surge in cases. Effective contact tracing was done during the lockdown and involving almost all the staff members, but once the lockdown was lifted they resumed with their earlier duties, and this led to shortage of manpower for contact tracing. The government has now deployed 1,246 employees from various departments for contact tracing with special focus on Bengaluru and surrounding areas and warned of strict action in case of refusal to undertake the work. Hyderabad, the capital of Telangana, has also witnessed quick average increase since July 1. Though the cumulative number of cases in the Greater Hyderabad Municipal Corporation limits was not immediately available, the daily numbers have been quite significant. The first week of this month alone saw addition of 9,227 cases with steady increase in the single day count which has remained in four figures since July 3. Health department officials attribute the surge in cases in GHMC area, besides other places in Telangana, to increased movement of people and mobility after relaxation in lockdown conditions had been allowed. Citizens are travelling across the state and most of them were not following the basic preventive measures like wearing a mask, they said. As on July 7, the tally of positive cases in the state stood at 27,612 with 313 deaths against 1,28,438 samples tested cumulatively. Amidst opposition criticism over the handling of the pandemic, especially on the testing front, the government had last month announced ramping up the test samples in districts including Hyderabad, even as it urged people not to panic. The state high court had also expressed displeasure over a report filed by the government on the number of tests done and sought to know why reports on the coronavirus situation being put out for the public lacked 'detailed' information.
